Gonzaga People’s Gymnasium, Gonzaga, Cagayan Marami sa ating mga Pilipino ang naniniwala na ang numerong trese o labingtatlo o “thirteen” sa Ingles ay kaakibat ng salitang malas. Ito ay isang matandang paniniwalang ipinamana sa atin ng mga Kastila. Pero gaano man ito katanda, hanggang ngayon ay buhay na buhay pa rin ito sa ating makabagong pamumuhay. Hindi lamang tayong mga Pilipino ang naniniwala dito kundi karamihan sa mga taong nasa mundong ibabaw. Hindi natin masisisi ang ating mga sarili kung ang tingin natin sa numerong labingtatlo ay malas o kung iniuugnay natin ito sa hindi magagandang pangyayari dahil sa mga pagsubok at sakunang ating naranasan noong nakaraang taon na nagtatapos sa numerong labingtatlo. Sino nga ba ang hindi makalilimot sa delubyong hatid ng Bagyong Yolanda na kumitil ng mahigit anim na libong buhay at nagwasak ng libulibong bahay at pag-aari sa gawing Visayas. Maliban dito, nakaranas din ang Kabisayaan ng napakalakas na 7.2 magnitude na lindol noong nakaraang taon. Kumitil din ito ng maraming buhay sa Probinsiya ng Cebu at Probinsiya ng Bohol at winasak nito ang napakaraming tahanan, kalsada, tulay at mga simbahan. Pero bago pa man nangyari ang mga nabanggit, sumiklab na ang sigalot at karahasan sa Mindanao. Maraming mga sibilyan at inosente ang nadamay sa labanan ng Moro National Liberation Front at ng ating pamahalaan. Maraming mga pamilya ang naapektuhan dahil kinailangan nilang lisanin ang kanilang mga tahanan at lupain para makaligtas. Gayundin ang nangyari sa ating mga kababayan sa Sulu nang utusan ni Sultan Kiram ang kaniyang mga sundalo na sumugod sa Sabah, Malaysia para bawiin ang di- Page bandang huli, marami sa puwersang Pilipino ang namatay. Ang iba naman ay naikulong 1 umano’y pag-aari ng mga Kiram at pag-aari ng Pilipinas- ang lupain ng Sabah. Gayundin, nawala ang kuryente nang dalawang linggo dahil karamihan sa mga poste ng kuryente ay natumba at ang mga kable naman ay naputol. Mabuti na lamang at maagap ang Cagayan Electric Cooperative sa pagresponde at naibalik ang kuryente makalipas ang dalawang linggo. Marami ding pananim, mga silid-paaralan, mga gusali, mga kalsada at mga tulay ang nasira. Gayunpaman, hindi tayo nagpagupo sa kawalan. Gaano man katindi ang naging muling tumayo pagkatapos madapa. Naging maagap din ang ating lokal na pamahalaan sa pagbibigay ng tulong pinansiyal para maipasaayos ang ilan sa mga sinira ni Bagyong Vinta katulad na lamang ng mga silid-paaralan. Nabigyan din ng kaunting tulong ang ating mga kababayang nawasak ang tahanan sa pamamagitan ng Aid in Crisis Situation. Ito pong lahat ay kinaya natin sapagkat tayo po ay nagkaisa at nagtulungan. Naniwala tayo sa kasabihang pagkatapos ng bagyo ay sisikat na muli ang araw. Hindi po tayo nawalan ng pag-asa. Bagkus, kagaya ng mga Taclobanon, ang hindi magandang pangyayaring ito ang nagbunsod sa atin para muling bumangon, magkapit-bisig, manalig sa bawat kakayahan ng isa at higit sa lahat maniwalang muling makakaahon ang lahat tungo sa magandang pangakong hatid ng hinaharap. Totoo pong sa bawat pagsubok, may pagbangon. Hindi lamang si Bagyong Vinta ang sumubok sa ating katatagan noong nakaraang taon kundi pati na rin ang ang nakaraang halalan noong ika-13 ng Mayo 2013. Gaya ng aking nabanggit sa aking talumpati noong ako ay opisyal na naupo bilang inyong Punong Bayan, lubhang hindi patas ang pagharap sa atin ng aking mga naging katunggali sa politika. Napakaraming kasiraan ang kanilang ibinato sa akin at sa aking pamilya na minsa’y nakakababa ng tiwala sa sarili. Sa huli, nanaig po sa ating lahat ang tunay na pulso ng mga mamamayan. Pinatunayan nating lahat na kaya nating manalo sa isang pagsubok. At mula dito, sa tulong ng ating mga kapulisan at ng Commission on Elections, naidaos ng matiwasay ang halalan at dito umusbong na muli ang pag-asang gumabay sa ating lahat patungo sa daan ng pag-unlad. Ang ating pagkapanalo dito ang tanging makapagsasabi na hindi lahat ng mga bagay at mga pangyayari sa taong 2013 ay mga kuwento ng kawalan at kamalasan. Para sa ating mga Gonzaganians, ang taong 2013 ay taon ng pagsubok, pag-usbong ng pag-asa at muling pagbangon. Municipal Vice Mayor, Hon. Rene P. Salvanera and his better half, Mrs. Elizabeth Salvanera; members of the Sangguniang Bayan; barangay captains led by the Liga ng mga Barangay President, Hon. Hermogenes P. Baclig Jr.; Mrs. Digna Herrera, the cluster officer of the DILG Cluster Team I; Ms. Roshseinee O. Gumabao, our MLGOO; heads of agencies both from the national and local; heads of non-government organizations; members of the academic community spearheaded by district heads, administrators and principals; members of my family; employees of the Local Government Unit of Gonzaga; distinguished guests and visitors, dearest friends, ladies and gentlemen, fellow Gonzaganians, good afternoon and Happy New Year! Every year on a New Year’s Day, we gather together as one community to hear the current state of our municipality. This year, we made another change to our yearly tradition by having this important occasion on the middle of January which is a perfect 2013. Page worries, we are all wide awake and ready to listen to how we have all performed last 4 time for everyone because at this moment, I am quite sure that we are all free from Telefax:078 – 856 – 6502 E-mail:[email protected] Website:www.gonzaga.gov.ph During my State of the Town Address last year, I was so proud to announce that CY 2012 was a banner year for our Municipality because of the innumerable achievements we had most especially in terms of local revenue collection. I quoted it as the banner year for the Municipality because we reached an all-time high record of P165,012,653.61 in our local revenue collection. It must be noted that the mining industry is the primary contributor to our local revenue collection. Last 2012, the total contribution of the mining industry in our local revenue collection is P141,624,432.80 which is equivalent to 85% of the total collected local revenue. And although we have exhausted all means and exerted our best efforts to surpass this record, a lot of factors hindered us in making another possible local revenue collection milestone for the year 2013. Some of these factors are the recession in the local economy, the uncertain stand of the national government against mining in the Philippines which affected much the mining operations in our municipality and the natural disasters which pounded the agriculture industry, the main source of income of the Gonzaganians. For these reasons, as of December 31, 2013, we were only able to collect P116,974,622.16 from the provincial target set to our municipality amounting P179,905,783.96 with a collection efficiency of 65.02%. It means that we have done our best to come up with a high local revenue collection turn-out. However, if possible, we must still open all possibilities including other investments aside from mining because as I have mentioned, they contribute largely in our local revenue collection aside from contributing in the employment of our constituents and the development of our community. If you are to examine the figures presented for our local revenue collection, you will see that we have exceeded all the target collection set by the Provincial Government in our Municipality except in real property tax and in mining share from which we do not have a control. The low collection efficiency in mining share can be attributed to the recession in the mining industry which yielded low production from the mining companies. As for the RPT, I have pondered on its result and asked myself what went wrong. I must tell everyone that I have personally monitored the progress of each collector’s report. I actually conducted quarterly meetings with all revenue collectors to discuss ways on how to achieve 100% collection efficiency or even just near the target collection. At the end part of the year, we had monthly meetings so we can update each collector’s performance. I gave them the necessary support they need like giving them cellphones, cellular load, jackets, motorcycles etc. However, I can barely see any progress on this component. Perhaps, our collectors are already tired of giving their services to the LGU or maybe they are just getting lazy again in dispensing their duties. It is for this reason that I am calling the attention of all our revenue collectors who have become a liability to the local government unit to tender early retirement or resignation because I will no longer let you perform your routinary tasks in your department. The Local Government Unit does not need you because you have grown astray from our Page activities that stain the reputation of the local government unit. It is high time that you take a dignified exit from the agency. And for those who are performing good in terms of collection, do better. Do not be contented by what you have already achieved. Always aim in surpassing your records. As for the mining share, I am positively hoping that we can collect more this year because we are again back on business. We have shown that all income generated through the mining industries goes to visible accomplishments and projects within the municipality, hence, we aim to do better this year in this component for as long as we work together with dedication. We must remember that the more taxes we collect, the more programs and projects we can implement. As I always say, the lifeblood of every LGU lies on the collection of local taxes. Therefore, we must continuously do well in collection. For as long as we continue to adhere into responsible mining and that the Mining Monitoring Group which is composed of the representatives from the crosssection of our community, will continue to guard all our interest, there is no hesitation of embracing mining. The P96,106,189.68 revenue collection from mining alone is already a proof of the responsible mining taking place in our town. And to all our critics who do not want to recognize the development and progress contributed by the mining industry in our town, suggest means of generating high local revenue collection other than mining. Instead of always criticizing, why don’t you just contribute something for the development of our town. Criticizing there without you contributing worthy to our town will not make you a hero. Our success in surpassing the records set for business receipts, fees and charges and the economic enterprise last 2012 is a reason to celebrate. This is credited to our constituents who have not failed to pay their taxes despite widespread gains. Though we were not able to meet our targets for the real property tax and the Page should go to all of you. The year 2013 is indeed not only a story of losses but more of 7 propaganda last year. In fact, the P37,685,759.92 municipal share derived from mining last year plus the fund from our Internal Revenue Allotment have helped us realized many plans, programs and projects. This total amount the municipality has received was divided accordingly to the needs of time depending on the total amount of supplemental budget we have for each month. Hence, the following is where the P37,685,759.92 mining share of the Municipality last 2013 was spent into: Infrastructure P9,106,634.25 Economic P9,374,338.00 Health P150,000.00 Education P2,064,666.00 Social Services P5,666,403.20 General Services P11,323, 718.47 TOTAL P37,685,759.92 For the barangay level, the total mining share they receieved last year amounts P34,736,126.95 Economic P1,204,751.20 Health P75,000.00 Education P1,909,059.82 Social Services P2,964,508.92 General Services P9,353,615.67 TOTAL P50,243,062.56 Page Infrastructure 8 to P50,243,062.56. It is the first time that we are fully disclosing it to the public because I believe that everybody deserves to know and that we can all say that this administration practices transparency. What I have just presented are the same amount which was used to fund all the necessary services that were extended to all different sectors and were used to realize ambitious programs and projects which benefitted the Gonzaganians including the visitors who came to have a taste of the lifestyle in our beloved town. Primarily, if you have been paying attention, most of the mining share, both from the Municipal and Barangay Level were used in infrastructure projects which are perceived to make our town simply the best in the province if not in the region. And through the supervision of the Municipal Engineering Office, we were able to construct 22 additional stalls at the New Public Market including the construction of its public comfort room. For this year, we are going to construct 30 additional market stalls with an initial fund of P6M. And we are already constructing the stalls for the food court which is expected to be finished by June this year. The two-storey old public market building whose second floor was burned last 2011 was already renovated and painted. At present, it is functional for business. We made sure that both occupants and buyers will be satisfied by the changes we have made. Hence, I am encouraging all of you to visit the second floor of the old public market building to see what this administration has done for all of us. And to make the façade of the public market even more attractive, clean and accessible to all market-goers, we have concreted the parking area where our tricycle Page has already been concreted along with its compound and its access roads. Hopefully, 9 drivers can wait for passengers conveniently. Aside from these, we were also able to complete Building III which is composed of four-unit suite rooms at the Gonzaga Riverview Resort and Hotel while the construction of its function hall and restaurant is still on-going. To make the Gonzaga Riverview Resort and Hotel even more presentable and exciting, we will be constructing gazebos, open-air restaurant, hanging bridge below the Pateng Bridge, kiosks at the other side of the Wangag River, floating restaurant, water sports and the much awaited zipline. We have also made purchases of the needed equipment and facilities at said resort to boost the tourism industry and that our customers will keep on coming back to us. This year, we are ready to give a new face to Gonzaga Riverview Resort and Hotel as it will be landscaped by fine artists. The recent tourism pull of the Municipality is the constructed hanging foot bridge at Barangay Callao which is drawing attention to most of our constituents. It is very pleasing to see that we have accidentally made a tourist attraction when our very purpose is to provide an access road to the people at the other side of Barangay Callao. As to date, the area where the foot bridge is located has become a picnic site for our constituents and even for visitors. We will be looking for lot properties in the place where we can construct good facilities for picnics. I promise to improve the place for all of you. And I believe that by transfer of satisfaction through any form of communication will help us attract more tourists. We are also doing our best to promote Matara as one of the premier destination Matara Beach. Likewise, we have constructed a Multi-purpose Hall along with minigazebos in the area for picnic-goers. Since electricity is not yet available in the area, we Page goers an easy passage going to the enchanting waters and fine white sands of the 10 of Gonzaga. But in case, this will not work, we have a generator set to provide the needed lighting in the area. And I hope that all of you here will not be a foreigner in our town. Visit the Matara Beach if you have time and enjoy the beauty of its waters through scuba diving and snorkeling which are available for anybody who wants water adventures. Another attraction in our municipality is our Municipal Hall which we never cease to improve as time passes by. Of course, we always wanted to sustain the attention it drew from the people of Cagayan and other nearby provinces. Actually, we have been constantly receiving praises for having the best Municipal Hall in the Province as quoted by our visitors. It is why we have also extended the Legislative Building and made it even more sophisticated because our dearest lawmakers deserve a comfortable office to work in. We are continuously improving all fixtures and furniture at the Municipal Hall so we can provide all our constituent clients a friendly environment when they are to transact with the Local Government Unit. The same is also done at the Liga ng mga Barangay Hall and at the new slaughterhouse. Still part of improving our facilities is the construction of the new monitoring outpost which now looks more of an office compared to the old structure which became an eye sore then. We also constructed a pasalubong center since most of the visitors are demanding for Gonzaga’s Best products as souvenir or pasalubong. In this one-stop center, anyone can have a variety of option for a pasalubong. We have collaborated with the Rural Improvement Club to display their One Barangay One Product in the center so our visitors can just feel free to shop from the different options displayed. And if you are a keen observer, you may have noticed that the flooring of our Gonzaga audience when they are watching events like this in the gym. We also have caused concreting of a part of the barangay roads at Barangays Isca, Pateng, Baua, Casitan and Cabanbanan Norte. For this year, we will pursue the concreting of more roads situated within Barangay Cabiraoan, Barangay Magrafil, Barangay Sta. Clara, Barangay Sta. Maria and Barangay Caroan. We will also allocated P12M from our mining share for the concreting of more barangay roads in the municipality. Concreting of roads coincides construction of drainage canals. Last year, we were able to construct a drainage canal along Mabini St. situated within Poblacion. This year, we will still continue this endeavor within the Poblacion with a starting fund of P1.5M. Lastly, we have been able to repair/ rehabilitate different farm to market roads through the fund given by the Department of Agriculture amounting to P14M. This includes the Tabungao Farm to Market Road, Saliwanwan Farm to Market Road, the EEA Farm to Market Road and the Sta. Clara- Magrafil Farm to Market Road. seater bus amounting to P1.6M, a Hyundai Starex ambulance amounting to P1.35M, donated to the Gonzaga Police Station. Page reconditioned garbage compactor amounting to P877,659.57 and a minicab patrol car 12 The fund from our mining share have also helped us purchase a Daewoo 46 Telefax:078 – 856 – 6502 E-mail:[email protected] Website:www.gonzaga.gov.ph In the barangay level, the following were the consolidated projects for which their mining share totalling to P50,243,062.56 were spent into: Installation and improvement of water system Construction, painting and tiling of Senior Citizen’s Building Improvement/ construction of barangay halls/ multi-purpose halls and barangay gymnasiums Construction of multi-purpose drying pavements, palay sheds, waiting sheds, store rooms, barangay and school pergolas, gymnasium stages and bleachers, market stalls, public toilets, drainage canals, health centers, rubberized basketball courts and volleyball courts, bahay kubos, reading centers, school classrooms, school buildings and day care centers Installation of streetlights Purchase of basketball boards, minicabs/ multi-cabs, motorcycles with carrier, cement mixers, threshers and sound systems Concreting/ improvement of barangay roads Backfilling of road shoulders and Rehabilitation of farm to market roads Ganito po karami ang ating mga nagawang proyekto noong nakaraang taon. Kung tutuusin, masuwerte pa rin tayo kumpara sa mga ibang bayan dahil mayroon tayong buwanang supplemental budget na atin namang nakukuha mula sa ating parte sa pagmimina. Kaya kahit minsan na sabay-sabay ang ating mga proyektong ginagawa, nakapaglalaan pa rin tayo ng pondo para sa mga serbisyong magsisilbi sa ating mga kababayan. Katulad na lamang ng Aid in Crisis Situation o AICS na siyang naibibigay na tulong ng ating lokal na pamahalaan para sa ating mga kababayang na talaan ng mga miyembro ng Senior Citizens. Page tulong para sa mga pamilya ng mga namamatay nating mga lolo at lola na nasa opisyal 13 nangangailangan ng tulong pinansiyal at ang Mutual Aid na siya namang ibinibigay na Telefax:078 – 856 – 6502 E-mail:[email protected] Website:www.gonzaga.gov.ph Ayon sa ulat ng Municipal Social Welfare and Development Office, may 405 pamilya ang nabigyan ng AICS na nagkakahalaga ng P1,034,000.00 sa kabuuan at may 96 pamilya naman ng mga pumanaw na aktibong miyembro ng Senior Citizens ang nabigyan ng mutual aid na may kabuuang P384,000.00. May dalawa din po tayong kababayan ang hinandugan ng inyong abang lingkod ng wheelchair sapagkat ito na lamang po ang tingin kong pamamaraan para lubos natin silang mapasaya sa likod ng dinaranas na kapansanan. Patuloy din nating sinusuportahan ang 284 na pamilya para sila ay makapagpatuloy sa programa ng Philhealth. Itinala din natin ang 147 na hikahos na mga lolo at lola para sila ay makatanggap ng buwanang pension sa halagang P500.00 kada buwan. Gayundin, patuloy nating hinihikayat ang ating mga kababaihan para magnegosyo at may mapagkukunan sila ng dagdag kita para sa kanilang kabuhayan. Ating iniaalok ang programang Self Employment Assistance sa mga kababaihang gustong manghiram ng puhunan para makapagsimula ng isang maliit na negosyo hanggang sa ito ay mapalago. Nang nakaraang taon, 244 na kababaihan ang sumubok sa programang ito at napahiraman sila ng halagang umaabot sa P1,008,000.00. Another significant achievement last year is the updating of the Forest Land Use Plan and the Comprehensive Land Use Plan. These may not be as prestigious as the awards confered to our municipality but these are concrete fruits of how everybody worked hard for the municipality. It is something that we should all be proud of. All of the above-mentioned achievements were not made possible without having good health. Imagine if the workforce of the Local Government Unit is not healthy and our constituents will be sickly, no possible accomplishments would be attained. Hence, we should be grateful to the Almighty that we were given good health and sound mind to realize our mission for our self-fulfilment and for the glory of our town. As far as health issues are concerned, the Municipal Health Office always managed to maintain previous success. In fact, we again incurred zero maternal and neonatal mortality as a result of the strict monitoring and care of our competent health workers to pregnant women and newborn babies. We were also also able to extend congenital metabolic disorder that may lead to mental retardation or death, if left detected with metabolic disorders. Page untreated. The parents need not to go at the Municipal Health Office for this program because our very diligent health workers reach out every purok and every barangay. We also continue to make an effort in fighting malnutrition to diminish the number of malnourish children if not eradicate it. And I am glad to tell everyone that we were able to reduce the number of underweight children by 16% through the Garantisadong Pambata which is done twice a year. This is coupled by the administration of Vitamin A, Iron Supplements and albendazole to pre-schoolers. We also make sure that deworming is continuously done to these children to really achieve the best outcome in this endeavor. We also administered vaccination of 2,091 students against measles, mumps, rubella, diphtheria and pertussis to keep these children healthy and free of diseases. One of the most talked about disease last year is Chikungunya, a disease similar to Dengue Hemorrhagic Fever and is also carried by the same mosquito carrying the Dengue strains. Said disease produced an outbreak with many of our constituents gave appropriate interventions to the patients. But in full view, we were able to construct 6 farm to market roads, 12 palay sheds, 15 small farm reservoirs, 1 flatbed dryers and 25 multi-purpose drying pavements. We have also increased the number of our existing techno demo farms last year. At present, we now have 2 techno demo farms on lowland rice varieties at CSU Gonzaga, 8 techno demo farms for corn and 1 techno demo farm for cassava. Likewise, we were also able to establish a municipal green house, a nursery, 12 communal gardens and 650 backyard gardens. These facilities are perceived to increase our yearly production on agricultural products most especially that of rice, corn and vegetables. Actually, with the concerted season for the whole year. Although we have a high rice sufficiency level, I do not believe that we can only produce an average of 78 cavans per hectare because if we take into consideration the upgrading of our irrigation facilities, the modern technologies that we have and updated knowledge our agricultural technologies, we can be considered the best in the province or in the entire region. If other regions can produce an average of more than 200 cavans per hectare in a year and in Indonesia, the best farmer in the world can produce an average of 400 cavans per hectare in a year, why can’t we in our Municipality given the modern facilities in agriculture, sufficient water and best technology? If they can, surely we can also do it. I must therefore point that we are defeating the purposes of having to upgrade our modern irrigation facilities. I am expecting that our average yield in ayear is at least 90 cavans per hectare. This is a call for all agricultural technicians through the leadership of Mr. Eugenio Sapla to extend necessary support to our farmer constituents in order for them to increase our production. Establish close coordination with our farmers. I hope that this year, we will attain my projected average yield or if not, perhaps, I may consider a great change in the set-up of the Municipal Agriculture Office. In fact, the Gonzaga Federation of Farmers Association was able to produce 169 bags of vermi compost, 2.6 bags of vermi cast and 25 kilograms of AN Crawler. I hope that this year, all our farmer constituents will be following the same so we can produce more of these eco-friendly fertilizers. Lastly, my report in the agriculture sector will not be completed without mentioning the accomplishments of the National Irrigation Administration which I always looked-up to not because I have been a part of it for more than 35 years but because they have been actively involved in matters that are geared to prosper the agriculture sector. If you can recall, I have praised this agency last 2013 because of their great contribution to the agriculture sector. This time, I will not be hesitant to again express my appreciation for a 100% accomplishment of P45M worth of projects which I personally requested from the National Irrigation Administration and the Department of Agriculture. Kagaya po ng aking palaging sinasabi, inaasam-asam natin na maging pinakamahusay na bayan pagdating sa usaping agrikultura at hindi naman tayo nangangarap ng gising dahil tamang landas naman ang ating tinatahak. Sana lang ay lalo pa tayong magtulungan para makamit natin ang lahat ng ating mga minimithi para sa ating bayan. Ngayon naman, gusto kong bigyan ng papuri ang isa sa mga ahensiyang gumawa ng reporma para mabago ang kanilang imahe sa taong-bayan. Kung noong huling SOTA ko ay aking napagsabihan ang Gonzaga Water District dahil sa hindi magandang serbisyo at napakataas na singil sa tubig, ngayon naman ibinibigay ko ang aking pagkilala sa kanila dahil naging mahusay ang kanilang serbisyo noong nakaraang taon matapos mapalitan ang liderato sa nasabing ahensiya. Ang paglalaan ng pondo para sa pagpapatayo ng 10KVA transformer sa pumping station no. 4 sa Barangay Sta. Clara ay nagbunga ng pagpapabuti ng suplay ng tubig. Tumulong po ang ating lokal na pamahalaan para maisaayos ang sistema sa nasabing ahensiya sa pamamagitan ng ating mahuhusay na Information Technology Staff sa opisina na gumawa ng electronic billing system, property, plant, and equipment inventory system at accounting system para mapadali ang bawat transaksiyon. Nakapagtala din ang nasabing ahensiya ng pagbaba ng non-revenue water mula nagiging sanhi ng mababang kita. Maaari pang bumaba sa 39% ang non-revenue water dahil patuloy na pinapalitan ng ahensiya ang mga sirang tubo na daluyan ng tubig. Page gumawa ng solusyon ang ahensiya para mabawasan ang mga nasasayang na tubig na 28 72% noong nakaraang 2012 sa 39% noong nakaraang taon. Hindi rin matatawaran ang serbisyong ibinigay ng Cagayan Electric Cooperative (CAGELCO) sa ating mga kababayan. Noong nakaraang taon, sa pakikipagtulungan ng ating lokal na pamahalaan, napailawan natin ang mga malalayong sitios dito sa ating bayan katulad ng Turkia sa Barangay Cabiraoan, isang bahagi ng Barangay Isca at isang bahagi ng Barangay Progressive. Ngayon, mas maliwanag na ang mga kabahayan ng ating mga kababayan tuwing gabi. Naglaan po ang inyong pamahalaang lokal ng pondo para mabigyan ng libreng service drop ang mga indigent na pamilya. Patuloy po nating itataguyod ang programang ito hanggang sa lahat ng malalayong lugar na tinitirhan ng ating mga kababayan ay mapailawan. Kagaya po ng repormang ginawa ng mga ahensiya ng pamahalaan para mapagbuti ang mga serbisyong kanilang ibinibigay sa ating lahat, ganoon din sanang reporma at pagbabago ang gawin natin sa ating mga sarili ngayong taong 2014. Tandaan po natin na ang bilang na 14 ay sumisimbolo sa pagmamahalan kaya inaasahan kong mas pagtitibayin pa natin ang ating pagsasamahan at pagmamahalan ngayong taon. Tiwala po akong kayang-kaya natin ang lahat ng pagsubok kung sisimulan natin ang pagbabago sa ating mga sarili. Minsan sinasabi nating hindi na epektibo ang paglilista ng New Year’s resolutions pero naniniwala akong kayang-kaya ng isang taong magbago kung gugustuhin lamang nito. Kahit pa nga walang gabay na New Year’s resolution, tayo lamang ang nakakaalam kung ano ang mga gusto nating baguhin sa ating sarili at kung anong mga bagay-bagay ang kailangan nating at bagong pangarap para sa ating bayan. Kaya para sa mga sumusunod na araw, sana ay patuloy ninyo akong suportahan sampu ng aking mga kasamang namumuno sa Pamahalaang Lokal ng ating Bayan. Patuloy sana tayong magtulungan, magkaisa at magtiwala sa isa’t-isa. Kailangan name kayong lahat para magawa ang magagandang plano para sa lahat n gating mga kababayan at sa minamahal nating bayan. Sama-sama po nating tahakin ang landas ng kaunlaran, kapayapaan at pagbabago. Napatunayan na nating marami tayong magagawa kung tayo ay sama-sama. At sa bilang pa lamang ng mga dumalo ngayon, alam kong mas magiging mabunga at matagumpay ang taong 2014 para sa ating lahat. Bago ko po tapusin ang aking ulat sa bayan, inaanyayahan ko po kayong lahat na dumalo at magpakitang-gilas mamaya sa flash mob unity dance na may temang, “One Beat and One Dance for Gonzaga”. Ito po ay gaganapin sa harapan ng Municipal Hall pagkatapos ng programa dito sa gym. Ito po ang unang gawain natin para sa taong ito na sisimbolo ng ating pagkakaisa, pagtutulungan at pagmamalasakit sa isa’t-isa at sa bayan.
