Information on Filing Your Tax Return
The income tax system in Japan is based on self-assessment. Taxpayers must
calculate and report their income amount, tax base amount, amount of tax, etc. of
the year, and pay tax accordingly.
If you are required to file a tax return for 2015, please submit your tax return to
the tax office for your address and pay the required taxes.

Resident status
Japan’s Income Tax Law provides the scope of taxable income in accordance with
your resident status. It is classified as resident or non-resident. Residents are further divided into non-permanent residents and permanent residents.
Resident: A person who has a domicile in Japan or has had place of residence
in Japan for one year or more.

New requirement for “Assets and Liability Reporting”
Reforms to the tax system in FY 2015 resulted in revision of the former zaisan
oyobi saimu no meisaisho, or Assets and Liability Statement. If you meet any of
the following criteria, you must now submit a zaisan saimu chosho, or Assets and
Liability Reporting under the new system.
Who needs to file the report: A person who needs to submit an income tax
return and fall under either 1 or 2 below.
1. Your gross income and the amount of timber income for the year totals
¥20 millions or more.
2. Your assets as of Dec. 31 of the applicable tax year total ¥300 millions or more,
or you have assets subject to the exit tax* valued at ¥100 millions or more in total.

Traffic Personal Accidental Insurance for
City Residents
Please take out a policy of Traffic Personal Accidental Insurance for city residents.
City residents can purchase this insurance for a small fee and if a policyholder is
insured in a road accident, she/he will receive the insurance depends on the situation.
Also a membership of a Bike Liability Insurance Plan is available.
If you inflict injury on someone or break someone’s belonging because of a bike
accident or while in your possession, use, or hands of a wheelchair for disabled,
the legal damages will be paid.

Note: You cannot pay only for a bike liability insurance plan.
Eligibility: Minato City residents as of April 1, 2016
Insurance term: Midnight on April 1, 2016 to midnight on March 31, 2017
Application: Fill out an application form and pay the premium. The application
form is available at Regional City Offices, banks, credit unions,
Yucho Banks, and post offices. Please apply between February 1 and March 31.
If you pay at banking facilities, please pay by March 22.

- Admission is free for city residents aged 65 and over, disabled people, and
children preschool age or younger.
- The first and third Sundays are admission free days for Minato City residents.
The second and fourth Saturdays are admission free for first to ninth grade students who live in Minato City.
A registration card is required for ninth graders and over. If you don't have a
registration card, bring your ID that shows your residence or workplace in Minato
City. We will make the registration card on the site.

- Swimming caps and swimwear must be worn.
- Children up to 36 months old and infants with diapers are not allowed.
- Third graders and under must be accompanied by an adult.
- Night usage: First to ninth grade students must be taken/picked up by an adult.
- Parking for vehicles and bikes is not available.

The Secretariat of the Board of Education sent the enrollment notification,
shugaku tsuchisho to eligible families. You need to submit the document to school
on the first day of school. If you have not received the notification or have lost it,
please contact us.

East Exit of Shinagawa Station
When the first railroad in Japan was opened between Shimbashi and
Yokohama in 1872, all railway tracks were built along the coast. Around the
area of Konan exit of Shinagawa Station was the ocean. Gun batteries at the
first Daiba to sixth Daiba were seen from Shinagawa Station which opened
in 1873.
Then the landfill of the ocean was developing, the area including two gun
batteries named “Konan” in 1965. The Immigration Office, a meat market,
and a sewage plant were only big buildings and few residences lived in
Konan.
After 1990s, skyscrapers and high-rise residences have been built, an
east and west access way was complete in 1998, and Shinagawa station for
Shinkansen was opened in 2003. This area is the huge office and residential
area now but bar streets where workers want to go after five still exist.
