Introduction The project Melbourne City Council has redeveloped its BMX facility at JJ Holland Park in Kensington (pictured). This process for preparing this management plan has involved: Ø On site meetings with staff Ø Review of usage and site monitoring conducted by The YMCA Ø Technical input from BMX riders Ø Site visits. Ø Preparation of a draft and refinement following comments from staff 25/03/14 Management objectives For the purposes of this report the management objectives for BMX facilities are: Ø To manage the facility to provide maximum benefit to the local community Ø To maintain relatively high participation in BMX sports by local residents (but without overcrowding) Ø To maintain the facility surrounds in a condition consistent with the nature of the park in which it is placed (and which is valued by other users and residents) Ø To maintain the facility and surrounds in a condition which minimises the chance of injury. A system for maintenance and management To maximise the benefits of the facility and minimise Council’s insurance premiums and unnecessarily exposure to litigation, Council should have a clear management system in place, to minimise the likelihood of an injury occurring. The system proposed includes the following components: Ø Signage with includes advisory information, warnings, and conditions of use (see Appendix 3) Ø A code of conduct (see Appendix 4) Ø Policies to address specific issues, especially if the site attracts high levels of use (eg crowd control, events, pricing, protective equipment, night use) Ø Clear roles and responsibilities for all management tasks (see Appendix 7) Ø A cyclic maintenance and capital works program supported by an approved cost plan over the lifecycle of each facility JJ HOLLAND PARK –BMX MANAGEMENT PLAN 3 25/03/14 A system for maintenance and management (cont’d) Ø A regular cleaning and inspection program Ø A system for organising and recording inspections (see Appendix 5) Ø A system for checking and signing off maintenance and rectification work Ø Training programs for any personnel responsible for inspections, hazard reports and rectification works Ø A system for monitoring demand and use Ø An agreed procedure for recording incidents (see Appendix 7) Ø Regular communication with users Ø Sports development and marketing activities in line with the hierarchy of the facility. Facility maintenance and risk management Signage which includes advisory information, warnings, conditions of use Three types of signs will be provided onsite. 25/03/14 Ø Ø Ø 1. General warning advisory and information signs at entries Ø Ø Corporate signage will be installed at the entrance to the BMX facility (at three locations: Kensington Road entry, where the Holland Park perimeter path meet the facility, and at the corner of Childers Street and Kensington Road) Ø Warnings; Conditions of use; Prohibitions; Information. The language used in all signage will be user-‐friendly, appropriate to all users, and must not exclude relevant users by use of inappropriate terminology JJ HOLLAND PARK –BMX MANAGEMENT PLAN Other signage may be required at the facility to orient riders who may not be familiar with this type of facility. General signs will be erected at three entries to the area: On the corner of Childers St and Kensington Rd, adjacent to the entry on Kensington Rd and adjacent to the intersection of the Childers St path and the oval perimeter path. 2. Facility specific signage, for example, at the start of the jumps, and adjacent to the pump track, concerning direction and use. This signage will inform users of the following: • • • • Readability should use the colour and type of text recommended by Vision Australia Ø Riders must where possible stay on the track from start to finish Ø Riders must not jump over the back of a berm or sideways off a jump Ø Riders should not modify the shape or size of the jumps or excavate the site. The messages on signs should be printed on any hard copy flyers produced, and be available on Council’s website. Signage should be inspected regularly to ensure that signs are intact, viewable from the intended locations, not defaced and are readable (see Appendix 3). A code of conduct is provided as Appendix 4. Ø Signage should reflect any policies to address specific issues, especially if the site attracts high levels of use (eg crowd control, events, pricing, protective equipment, and night use). Ø From time to time Council may advertise events or post notices to riders on the toilet wall, and or at the Kensington Recreation Centre. 3. Temporary signs related to track closure, forthcoming works, working bees or events. These signs may be self-‐supporting or attached to existing structures. Key messages to deliver to users over and above that provided on the main sign are: Ø Riders must take turns Ø Riders must ride in one direction in accordance with the facility design 5 Clear roles and responsibilities for all management tasks 25/03/14 Ø The effective management of the facility relies on the involvement of a number of different people including staff, maintenance contractors and users. The key maintenance tasks and the recommended responsibilities of different staff are set out in the table in Appendix 7. A regular cleaning and inspection program Ø Ø Ø Ø Ø In addition to emptying bins and picking up bottles and litter on a regular basis, the site will also need to be inspected for any signs of vandalism and graffiti, and loose materials used by or left by riders on the tracks JJ HOLLAND PARK –BMX MANAGEMENT PLAN Appendices 6 and 7 set out desirable inspection frequency and responsibilities Council should provide basic cleaning / maintenance equipment accessible to riders for working bees etc, at the depot in Holland Park. The process for this should involve: • • • Regular inspections will be required to identify any hazards, or changes to the tracks as a result of storm damage, rain, user behaviour, or general wear and tear Appendix 5 provides a draft checklist that can be used for inspecting the track on a frequent and regular basis Checklists will incorporate key aspects that provide some risk to users, such as any damage or alteration to jumps, the integrity of all surfaces and structures, water pooling, slippery surfaces, etc. in addition to those that may impact on other service areas, such as trees that need to be replaced • Ø Contact Council customer services Give two weeks notice Arrange pick up and drop off of equipment with the open space contractor The open space contractor will supervise the activity. Council shall have a method of storing the completed inspection forms so that they can be reviewed should any incident require this 6 Ø An orientation, or training should be available to relevant Council staff or contractors to ensure maintenance and risk assessment inspections are carried out effectively. Council’s Recreation Services Branch will arrange training. A system for checking and signing off maintenance and rectification work Council processes should ensure that where rectification works are required and conducted they are signed off by Council’s Recreation Service branch as the owner of the facility. This will ensure modifications are not inadvertently made that are not in keeping with the original design intent. Training programs for any personnel responsible for inspections, hazard reports, and rectification works Council may need to verify the competency and level of understanding of the maintenance contractor about the activity of BMX, prior to commencing regular inspections and management. Training or an orientation session may need to be offered from time to time to new employees if required. A system for monitoring demand and use Ongoing casual monitoring should continue when staff are on site, and when programs are being conducted. Formal observations should continue on a regular, but not necessarily frequent basis, during peak use times. A system for recording accidents Riders may and should be encouraged to notify Council of an accident or incident at the park, through Council’s customer service line. Ø Ø This information will be collated for planning purposes Staff wishing to undertake upgrading or redevelopment works at the track should be informed of any incidents arising that may have been influenced by the design and condition of the track JJ HOLLAND PARK –BMX MANAGEMENT PLAN 25/03/14 Ø Ø Council should review incident data every six months or so, or earlier if it is considered that the design or management of the track contributed to an accident Ø Users and other members of the public can submit a request or question concerning the track through the City of Melbourne’s customer services line Ø Regular feedback with riders should be sought and encouraged, through social media and other observation sessions, for example on a 6 monthly basis. If contractors witness an accident they should report it through Council’s general number (system pathway). Regular communication with users and residents Council will seek to communicate with users from time to time, through the following means: Ø Temporary signage at the park Ø Directory and information produced in hard copy and on Council’s website from time to time Ø On the community notice board in the Kensington Community Recreation Centre Ø Through email and other social media Sports development and marketing activities in line with the hierarchy of the facility Council recognises that its service associated with the BMX track extends beyond just providing the facility. The YMCA or management of the Kensington Community Recreation Centre may, from time to time, organise clinics, programs, and events. Other requests for use of the track for marketing purposes, competitions or events will be made through Council’s customer services line and managed by the Recreation Services Branch. 7 3. Facility design considerations Hierarchy of the facility This facility is a local level facility. This means it is not designed to provide major or regular competitions, or service the needs of people who travel a long distance. Facility design objective This facility is designed as an unsupervised public facility. Only ambient lighting will be provided. Ø The jumps track is not as challenging as could be expected in an event, supervised or commercial track. Ø The start hill and height of jumps have been capped at a height which is considered appropriate for an unsupervised facility, and the space available, to enable younger and less proficient riders to use the track safely, and to minimise accidents. Ø A run of table tops at a lesser height to the jumps is provided to encourage rider development. JJ HOLLAND PARK –BMX MANAGEMENT PLAN 25/03/14 The pump track provides a different facility for cyclists, where a rider can push over small mounds and through corners at speed without pedalling. It can also be ridden slowly by young riders. Appendix 1 and 2 provide a plan of the tracks and an elevation of the jumps, as designed. Facility construction Several issues need to be managed as a result of the construction process. These are: Ø Drainage Relationship with the skate park Ø Soil type and particle size The BMX facility is located adjacent to the skate park in Holland Park. These two facilities will be managed together. Ø Heights of the berms. These issues will be monitored through regular inspections. Care needs to be taken that soil does not travel from the BMX tracks on to the skate park surface, and that cross movement from one facility to another is kept to a minimum. Picnic facilities will be placed along the periphery of the whole space (between the skate park and oval, and along the Kensington Rd edge) and not within the BMX area. 8 25/03/14 Drainage Height and location of berms When the track surrounds were grassed the levels of the track became lower than what otherwise would have been expected. The steepness of the berms on the pump track mean that there will be some soil peeling of the top of the track on the berms which will ultimately gather on the surface of the track. Some ponding is acceptable where this is off the riding surface. Ø Signs must indicate riders are to stay on the riding surface Ø Riders should be informed not to cut across the wet areas inside berms, as these are like to be soft and significantly slow the rider, which may cause a rider to lose control. Ø Ø Any pits provided with the skate BMX area should have covers with spaces not large enough for small wheels or handlebars to lodge in. Grid, or Zig-‐Zag patterns with spaces no larger than 1.5cm are best. Ø This loose material should be collected periodically and removed, so as not to provide areas of loose Ø particles on the track and cause a rider to skid off line Ø Observations need to ensure that the soil on the top of steep berms does not collapse onto the track or make the berm unstable. The soil used for the tracks’ surface needs to have particles less than 1cm in any direction. Soil for use on the jumps track should not include a binder. This will ensure the landing surface has some impact absorption and enable the lips on the launch ramps to be refined, (which is not possible when a binder or a “skin” is provided on the top of the surface). Ø For the pump track, the surface should be firmer than on the jumps track, as this activity does not involve jumping and aerials, and hence jumps don't have a critical launch and landing transition radii. Ø Some further (ongoing) grooming of the tracks will be required to smooth out the surface and remove stones and excess loose material. Ø Any more than approximately four fist fulls of loose soil on the track on a bermed corner, constitutes too much loose soil and this should be removed. Soil type and particle size The nature of the soil used in construction has meant that there are a large number of large particles on the track surface that need to be removed. This will need to be ongoing, unless the track is resurfaced. The high clay content has meant that the pump track in particular is soft in the wet and hence susceptible to damage. JJ HOLLAND PARK –BMX MANAGEMENT PLAN Ø 9 A record of the condition of the tracks just prior to opening is provided in Appendix 8. 25/03/14 Access and management of soil for remedial works Appropriate soil will be required to ensure the surface of the tracks is smooth, and enable the tracks to be easily maintained and transitions kept in shape. Ø Ready access to water needs to be provided in order for maintenance to be conducted on the jumps Ø Soil should be 80% clay, and pack and dry hard without cracking Ø Some resurfacing will be required due to the nature of soil used in construction, and the cracking and flaking occurring – as well as the presence of some large particles and debris on the track surface Ø Soil can be located under the skate park overhang for future maintenance. JJ HOLLAND PARK –BMX MANAGEMENT PLAN 10 4. Managing facility use The use of a BMX facility can be dependent on a range of factors with each having their own specific management issues. From over-‐ use to under-‐use, the acceptable hours of operation, the range of different types of use, and potential inappropriate use, each factor needs to be explored and key actions implemented. 25/03/14 Due to potential collisions, and other associated risks, under no circumstance should off-‐leash dogs, motorbikes or remote-‐ control vehicles use the facility. Ø Nature of intended use As a facility designed primarily for BMX the track surfaces should be smooth, as distinct from a track provided for MTB where rocks and rough elements can be expected, It can be anticipated that a variety of bicycles (mountain bikes, BMX, and jump bikes will use this park. Young children are expected users. JJ HOLLAND PARK –BMX MANAGEMENT PLAN Unintended users of motorised equipment can be asked to leave by staff. This reinforced conditions of use outlined on signage Ø Council has been monitoring use since opening to the public. This is highly valuable. The facility is primarily designed to cater for BMX riding, and as such only BMX, Mountain Bikes (MTB) and other bikes suitable for jumping are permitted. A sign should be provided identifying conditions of use, that exclude these users Ø Council officers (rangers animal management) can be authorised to regulate dog use and advise people that motorised or remote control vehicles are not compatible with cycling Ø Conditions of use will be documented on signage throughout the site Ø Council should actively monitor the mixed usage of the facility, and ask unintended users to leave Ø Where possible (ie through programs and monitoring) educate users on awareness of collision hazards, rider ethics, codes of conduct, and expectations of use. 11 Wear influenced by developing patterns of use Wear on the transitions of jumps may result from erosion, patterns of use and rider’s modifications. Many riders on the jumps track have been observed rolling over the jumps rather than jumping – so the smoothness of the surface is very important, and the shape of the jumps will wear more quickly than otherwise expected. Surface roughness is addressed in the section below. Ø The wear on the transitions of the jumps track will need to be continually monitored Ø Erosion and damage to the surface should be addressed on an ongoing basis by Council’s contractor -‐ in accordance with track specification Ø If any authorised riders wish to undertake rectifications to the tracks they should refer to Council’s Parks Services for consent. Programming of the facility From time to time Council should provide opportunities for BMX skill development and activities including local key local competitions. These could be marketed through the YMCA (Kensington Leisure Centre). Hours of use 25/03/14 Conversely, high levels of use pose its own management issues, with potential collisions due to over-‐crowding, wear and tear factors, and possible increases in maintenance needs. Ø Ø The risk of accidents is influenced and heightened by poor light, as is potential inappropriate use of the facility by unintended users as a late night social area. Ø Hours of use of this facility are daylight hours only Ø Hours of use are to be displayed on signage as a condition of entry. Levels of use Low usage is a risk for Council, due to the considerable investment in funds to construct such a facility. As such, from a management perspective, strategies to maintain and / or increase use of the facility must be identified and implemented. JJ HOLLAND PARK –BMX MANAGEMENT PLAN Ø Ø Regular monitoring should continue for 3 months, and when any major alterations of the facility are undertaken Inappropriate behaviour and use As with all areas of public open space, there may be inappropriate use that provides an unacceptable risk to Council, the public, other users and themselves. These may include any of the following: Ø Extreme risk takers Reporting of that use should identify any conflicts or issues arising and the review of this should establish changes to management of infrastructure to address these Ø Violent or destructive persons Ø People affected by drugs and alcohol Ø Small children not adequately supervised by an adult Council should conduct clinics and programs to engage local riders and actively encourage new participants, unless the use of the facility is deemed to be exceeding capacity Ø People who do not intend to use the facility for its designed purpose Ø Riders that may not have experience and understand how their behaviour impacts on other riders or the environment. During programming and monitoring staff should enhance users knowledge of: the sport, inherent risks, and appropriate user etiquette and behaviour. 12 Use will be managed through: Ø Signage Ø Monitoring, and when staffed, encouragement or education to reinforce doing the right thing. Users wearing of helmets As jumping a bike is an inherently dangerous activity, helmets need to be worn on by riders on both the tracks. The Australian Road Rules identify that the riders of bicycles using public recreation facilities must wear helmets. There is an obligation to ensure the users of the track conform to relevant Acts and regulations. Council has indicated on the entry sign that it is a condition of using the facility that riders wear a helmet. It may also be possible to introduce a local law requiring this and any other condition of use – so that a ranger or otherwise authorised officer may enforce this regulation. 25/03/14 Managing directions of travel Use of the facility may result in several patterns of use which have consequences for other riders and which need to be managed. These include: Ø Users riding the wrong way around the track Ø Excessive movement from one track to the other Ø Riders riding over the back of berms Ø Riding in multiple directions or not taking turns Ø Riders starting at different places on the pump track Users should ride in one direction around the track Riders must not be allowed to ride the wrong way on the jumps track as the launch and landing transitions are different and riding the wrong way will create wear and alter the performance of the track. Ø Signage must indicate that riders ride only from the start hill on the jumps track Ø Signage should be erected on the side of the track facing riders to indicate this is the only way to ride the track Ø Whenever the track is supervised, riders observed riding the wrong way must be informed why one direction is essential. Riders without a helmet should be asked to leave (as it is a condition of entry). JJ HOLLAND PARK –BMX MANAGEMENT PLAN 13 Cross movement from one track to the other In high use times some conflict may occur in the form of collisions between riders, and the grass will be damaged if riding between tracks (from anywhere other than the end of each) is not controlled. Ø Consider landscape design to assist in controlling this. 25/03/14 These consequences should result in: Ø Continual monitoring and advising riders observed not to jump over the end berm or ride off the track, over berms Ø Moving the end berm of the jumps track back – so riders have a greater distance to stop, and / or and lowering it, so as not to provide a challenge to jump over Ø Providing some structure on the top of the end berm to stop this (e.g. sand bags with painted signage on them). Any such structure would need to be impact absorbing and be able to be seen in poor light, so as not to create a collision hazard. However such structure may create more challenge and be attractive to riders Ø Advising riders when observed not to ride over the berm Riding over the back of berms Riding over the back of berms has two consequences: Ø Ø The camber on the track around the berm will be altered and riders travelling at speed around this may be deflected by the wear-‐ this a serious issue and there are precedents in other tracks where a rider broke their arm due to this problem Riders riding or jumping over the end berm of the jumps track will enter an area not designed for riding (especially jumping) or riding at speed. This may provide a conflict with other users and there are trees and other obstructions in the vicinity of the track that may provide a hazard. JJ HOLLAND PARK –BMX MANAGEMENT PLAN Ø Reinforcing to riders not to ride over the back of berms, on signage The preferred option is to reduce the size of the berm and move it back farther to the east to provide a greater distance from the last jump. 14 Taking turns and starting at the same place on the pump track A starting point for the pump track should be designated and encouraged by design. This can be done by: Ø Ø Allowing for the riding in off the berm where riders are currently riding (see image following) Providing a path off the footpath that is to be provided on the south side of the park Ø Providing a formal path from the jumps track to the pump track that directs wear to one specific area. This will help protect the grass and provide more manageable cross movement. 25/03/14 Riders need to stay on the track Riding in the wet Young riders may to choose to ride only a small section of the track and then dive off to the side. As the jumps track does not have a hard skin surface (and is clay), it can be easily damaged by wheel ruts. In addition, if the sinking into the soft wet surface slows rider’s wheels, this may cause accidents, when the track is wet. This pattern of movement will create wear that may affect other’s travel, create inappropriate wear on jumps, and conflicts between riders because of cross riding and unpredictability. Riders on both tracks should be encouraged to ride the whole track, and to stay on the track surface if they can. Ø Ø Ø JJ HOLLAND PARK –BMX MANAGEMENT PLAN Signage should advise of the need to close the track in the wet, and to advise riders to check the surface is dry before riding Riders should be informed through online and hard copy information that the track is not to be ridden in the wet and that the consequences of riding on the wet are: damage to the track, potential accidents, and closure of the track for extended periods for rectification works. In wet conditions the track should be closed, and a portable sign erected (such as the road works sign) on each end of each track. 15 Ø The sign should state “track closed due to wet conditions. Riding on the track when wet causes damage, and potential accidents” Ø If the track is soft enough to leave impressions of more than 1cm in depth, or if it is covered by water across its width in any location, the track is too wet to ride. Rider involvement in design an ongoing management Several riders were involved in the design and construction of the tracks. Ø Council will continue to involve riders in the management and development of the facility in a managed way Ø Riders may form themselves into a ‘friends of’ or specific user advisory group Ø Council will communicate with / involve such a group in the track on an ongoing basis 25/03/14 Ø Council will seek from the group the best method of communication with them on an ongoing basis – which may include for example and email list or a Facebook group Ø Council may advertise working bees on the track to the group as required and will organise a working bee at the group’s request. The group may also request specific works and a track maintenance working bee, which Council will facilitate and advertise, at an agreed time Ø A suite of basic tools will be available from the works depot in JJ Holland Park to assist riders who wish to undertake maintenance works and jump refinement, as part of working bees.
