EVENT GUIDELINES OUTSTANDING HOSA CHAPTER Purpose: Description of Event: To encourage local HOSA chapters to achieve the goals of HOSA by implementing a plan of work with a focus on the development of leadership skills, career opportunities, and service learning among chapter members, and to document their achievements in the form of a chapter scrapbook. HOSA chapter members create a scrapbook to record and preserve their chapter’s achievements during a single school year. Chapters earn points for properly documenting their activities in the scrapbook as described in the event rating sheets. Chapters who earn the required number of points are recognized as an “Outstanding HOSA Chapter.” The scrapbook serves as a yearbook to be kept by the chapter and shared with future chapter members. In competition, the scrapbook is submitted and the contents are evaluated by a judge. At the National Leadership Conference (NLC), one or more chapter members presents the scrapbook during the scheduled event showcase. Dress Code: Rules and Procedures: Competitors must be in official HOSA uniform or in proper business attire for the orientation and showcase. A bonus point will be awarded for proper attire. 1. The Outstanding HOSA Chapter event will be conducted at the state level. All chapters recognized as an “Outstanding HOSA Chapter” in the state are eligible to participate in the event at the HOSA National Leadership Conference. 2. The scrapbook (limited to one entry per chapter) must be turned in during the competitive event orientation. The student member(s) who turns in the scrapbook at the NLC will be any eligible member from the winning chapter at the state level. 3. Scrapbooks will be judged using the event rating sheet (rubric). Competitors are not present during the judging. Competitors must be present during the showcase where their scrapbook is on display for viewing by National Conference delegates. Competitors must take scrapbooks with them at the conclusion of the showcase. 4. All entries must be submitted in an official HOSA scrapbook (OC Scrapbook SCB100) and pages from Awards Unlimited, which may include sheetprotected pages from Awards Unlimited. Sheet protectors must not obscure the materials to be judged. Lamination may NOT be used. This book is limited to 100 pages or less, with only one side of the page being used. The pages must be numbered sequentially. One bonus point will be added when the scrapbook is correctly submitted. 5. Each scrapbook will have a cover page (page 1) with the following information: • Name of Chapter • Type of program (secondary or postsecondary/collegiate) • Name of School • City, state and zip code Outstanding HOSA Chapter Guidelines (September 2012) 1 EVENT GUIDELINES 6. Page 2 is a membership page that includes the membership roster. 7. Each of the remaining 98 pages or less will be used to provide evidence of the chapter’s activities. • In order to help the judges properly evaluate each category, each page must have two important markers – a page heading and a page number. This will allow the judges to quickly find the items to be evaluated on the rating sheet. Career Awareness 2 documentation • The competitor(s) will also complete and submit Page 34 the “Chapter Assessment” page that reflects the anticipated score for each category, based on the evidence provided in the scrapbook, and the corresponding page numbers. • There is no limit to the number of pages for a specific category, however, the entire scrapbook is limited to 100 pages. 8. Two judges will rate the scrapbook independently, and the judge scores will be averaged to determine a final score. If the two judge scores are more than 5 points apart, the judges may discuss their ratings and adjust their scores when deemed appropriate. 9. An activity or program may be claimed and judged in only one (1) category. (Many activities could accurately work for one or more categories. Competitors who are creating the scrapbook must determine the best fit for each activity.) Exceptions: Activities in the Networking and State Leadership Conference categories. 10. Layers on pages are permitted but discouraged. They should be used for multiple page membership rosters, pamphlets or printed documents, but not to circumvent the 100 page rule. Instead, chapter members should create a scrapbook that is clear, concise, and easy to evaluate. 11. The creation of the scrapbook must be the work of a chapter member or members. All content must be typed or clearly handwritten. Photocopies may be used. 12. The scrapbook will contain materials from July 1 through June 30 of the school year. 13. All scrapbooks that earn 60 points at the NLC will be recognized with a chapter plaque as an Outstanding HOSA Chapter. At the state level, the State Leadership Conference category is not judged and a mandatory showcase may not be held. The required points for recognition as an Outstanding HOSA Chapter at the state level is 55 points. 14 All scrapbooks will be on display at the National Leadership Conference as noted in the conference program to be viewed by conference delegates. A chapter member will be required to sit with their notebooks during the HOSA Showcase. At the conclusion of the Showcase, competitors will take their scrapbooks with them. All chapters who attend the Showcase will be awarded 1 bonus point. 15. Competitors must be familiar with and adhere to the "General Rules and Regulations of the National HOSA Competitive Events Program." One QA to provide quality assurance for the event by ensuring that the guidelines are followed and all event documents are complete. Facilities, Equipment & Materials: 1. Pens/pencils for judges 4. Calculators *** 5. Print or electronic copy of the event guidelines for the event orientation Note to Competitors This event is designed to recognize excellence. You are encouraged to read each category description and possible points VERY carefully, and then thoughtfully determine what you will need to do to achieve the points as described. This event is not designed to require your chapter to submit an activity in each category. Instead, you will want to focus on planning meaningful activities and then successfully provide proof of your achievements in the scrapbook. Your focus should be on the quality of your chapter activities. Be sure to focus on those elements that earn points (content) and not fancy additions or embellishments that take up time and expense but do not add meaning to the chapter activity. The focus is on your accomplishments and not the appearance of the scrapbook. Complete the chapter assessment form as honestly as possible. This will help you evaluate your work and anticipate the score you should expect from the judges. This is a chapter event. Involve as many chapter members as possible in creating the scrapbook, and your final product will provide a record of your chapter’s achievements for future chapter members. Reminders: Did you include page numbers? You MUST number the pages of your scrapbook. Did you include a page heading on each and every page? Did you use the official notebook and pages? Did you place information on ONE SIDE of the page only? Did you complete and include the chapter assessment form? Scrapbooks are judged using the event rating sheet (rubric). A second judge will judge the scrapbook. If the scores are more than 5 points apart, the judges may discuss their scoring and adjust scores as appropriate. The final score will be the average of the two judge scores. A chapter member must attend the showcase and take the scrapbook at the conclusion of the showcase. Chapters who earn 55 points (SLC) or 60 points (NLC) will be recognized as an Outstanding HOSA Chapter. JUDGING INSTRUCTIONS The purpose of this event is to reward those chapters who meet the high standards established in these guidelines for local chapter activities that align with the goals and purpose of HOSA, and benefit HOSA members, the school, and the community. Judges should be sensitive to what the chapter has actually accomplished, and reward points when the activities are documented. When in doubt, use your best judgment to reward the chapter for what they accomplished. It is understood that both HOSA members and advisors may interpret specific rules differently, but the deciding factor should be on what you can determine from the evidence provided in the scrapbook. This event uses Holistic Scoring that is based on the overall impression of each category rather than a consideration of the individual elements. The event rating sheet is a scoring rubric that clarifies what each level of quality is like. The descriptions list the criteria to keep in mind when making an overall judgment for each category. It is up to the judge to determine which box in the rubric most closely describes the chapter’s achievements in each section, and award points accordingly. (Whole numbers only.)
