PUBLIC ACCESS DEFIBRILLATOR AND
PUBLIC EDUCATION COORDINATOR
BACKGROUND
•
In 2007, the Government of Ontario announced their commitment to saving lives
with Automated External Defibrillators (AEDs) by increasing access to these
AED’s in publicly-funded and approved locations across Ontario.
•
The Heart and Stroke Foundation of Ontario is leading this initiative; representing
the largest application process for AED funding in the province’s history. The
Ontario Defibrillator Act Initiative (ODAI) will help to improve the heart safety of
communities across Ontario with a targeted placement of 2,500 AEDs and the
certification of 25,000 people on how to use them.

The Manitoba government has now proclaimed The Defibrillator Public Access
Act, the first legislation of its kind in Canada, and as of January 2014 all public
places in Manitoba listed within the regulations of the Act will be required by law
to have an AED on site.

Since the mid to late 2007 to 2012 Middlesex County was the PAD coordinator
for the County of Middlesex and London area. As of 2012 Middlesex-London
EMS became the Public Access Coordinator for the County of Middlesex and the
City of London.

In 2012 we were awarded 24 AEDs in our community. Recently MiddlesexLondon EMS was notified that we have been awarded an additional 51 AED’s to
distribute within our community. Each unit comes with funding for training and
maintenance. Of the 51 AEDs, 34 will be going to schools, 4 to public pools and
13 will be installed in community centers within the City of London and Middlesex
County. (Please see attached list.)

There is also a high demand for AED sales. Middlesex-London EMS is now
selling these units to help offset the cost of the Public Access Defibrillator (PAD)
and Community Education Coordinator position. To date, we have sold 4
machines, which sell as a package including the AED and CPR training.
Some of the future goals of this position:
• Developing a county and city wide AED registry (to better track locations)
• Continue to maintain and supply organizations with AED’s as needed
• Provide community education to various organizations and companies
• To be more involved in the community, various safety initiatives and educating
the public

Please note that Blessed Sacrament Elementary School was awarded 2 AED units. We
will work with the Catholic School board to re-locate to a location in need of an AED.
After this deployment; there will be a total 115 AEDs in the Middlesex-London
community placed by the PAD program.
