Under general direction of the Mayor and City Council, plans, directs, evaluates and ensures the effective delivery of all municipal services and functions to the residents of the City of Coolidge. The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position related tasks other than those specifically listed in this description. Education, Experience, and Certifications Minimum Bachelor’s Degree from an accredited university or college, in Public or Business Administration, Political Science, Finance or related field and 7 years of municipal or other public agency administrative experience. Master’s Degree plus 5 years of executive management experience at the level of Director, Assistant Town/City Manager or higher, in a municipal government of similar size or larger than Coolidge is preferred. Must possess a valid Arizona Driver’s License. Successful candidate must have a physical residence in the City of Coolidge Within six months of job offer. Essential Job Functions: Oversees the day-to-day administration, operations and activities of the City; ensures the health, welfare and safety of Coolidge residents. Hires, trains, supervises and monitors the performance of assigned personnel; provides leadership to Department Directors. Ensures compliance with City policies, procedures and regulations. Communicates with the City Council and keeps them apprised of City activities, issues and developments; follows up on all related matters. Makes recommendations to the City Council regarding new or modified services in relation to the health, safety and/or welfare of City residents; facilitates decision making processes. Proposes City goals, plans and objectives; follows through on approved plans. Presents new or modified policies and programs for approval by the City Council. Develops, implements and administers the annual City budget; supervises fiscal operations and oversees business transactions.
