7. The chart below shows how each of the three separate branches of the federal government can limit the
powers of the other two. Complete the chart by filling in each of the empty boxes. The completed chart
should have one power for each branch of government and one way in which that branch’s power is
checked by another branch.

Scorer Comments:
These responses provide correct information in all four parts of the chart. The first response provided one
correct piece of information in each part of the chart. The second response also provided correct
information for each part of the chart for the Legislative branch. In the second response, two correct pieces
of information were provided under the category “How Other Branches Limit The Power”. “Laws can be
vetoed” refers to a way the executive branch can limit the legislative branch and the reference to laws being
“declared unconstitutional” refers to a way the judicial branch can limit the power of the legislative branch.

Scorer Comments:
These responses provided correct information for three parts of the chart. In the first response, credit was
awarded for all parts of the chart except the statement “thinks of laws” as a power of the judicial branch.
This statement was judged as not referring specifically enough to the powers of the judicial branch to
interpret laws or to rule on the constitutionality of laws. The second response did not receive credit for a
limit on the power of the legislative branch (the power to remove officials by impeachment is not a power
that the executive or judicial branches have over the legislative branch). All other parts of the chart were
scored as correct.

Scorer Comments:
These responses provided correct information for one or two parts of the chart. The first response received
credit only for one part of the chart– a limit on the power of the legislature (“can be vetoed”). All of the
other parts of the response were judged as incorrect. The second response provided correct information
for two parts of the chart. The statement “executes laws” and “makes judgements” were scored as correct
examples of the powers of the executive and judicial branches, respectively. The statements provided as
limits on power were scored as incorrect.

Scorer Comments:
These responses do not have correct information for any part of the chart. In the first response, the
statement “have them punished” is too general to receive credit. In the second response, the statement
referring to the power of judges to make laws is inaccurate.
