Volunteers
LSLL is required by Little League Baseball Incorporated regulations to conduct annual national background checks of
volunteer individuals as a condition of our charter. Completion and verification of the Volunteer Form for one year
DOES NOT automatically carry over into the next season. Our year is defined as October 1 to September 30.
This requirement was implemented to protect our children from those who would seek to do them harm, to protect
LSLL from possible loss of league or personal assets because of litigation, and to take advantage of current technology
and laws that have made background check information accessible to LSLL.

The Volunteer application process is not complete without all required information, and under no circumstances are
parents able to participate in team activities or practices without being approved.
Fundamentals Training
Player and coaches/managers are at risk when the fundamentals of good play
are not adhered to. For everyone’s safety, A minimum of one participant per
team must attend training annually. Every Manager/Coach are required to
attend a training at least once every 3 years.
Various training opportunities are scheduled for coaches both prior to and
during the season to enhance skills and focus on sound fundamentals.

First Aid Kits & Training
Lake Stevens Little League will require at least one
manager/coach from each team to attend First Aid Training.
Every manager/ coach must attend this training once every
3 years. Date, time and Location TBD.
Every team will be provided a first-aid kit to be present at all
games and practices.
Sudden Cardiac Arrest & Concussion
On July 24, 2015, a new State of Washington law the Sudden Cardiac Arrest (SCA) Awareness Act
went into effect.
Coach Training and Certificate of Completion Every Three Years - every three years, coaches
and managers must complete an online sudden cardiac arrest prevention program and submit a
certificate showing completion of the program to the league. The training takes approximately
15 minutes and is available for free at https://nfhslearn.com/courses/61032.
On a yearly basis, a concussion and head injury information sheet shall be signed and returned
by the and the player’s parent and/or guardian prior to initiating practice or competition
A player suspected of sustaining a concussion must be removed immediately from play and may
not return until evaluated by a licensed health care professional trained in the evaluation and
management of concussions and cleared in writing.
It is recommended that coaches and managers download the “HEADS UP” app for quick
reference/study.
Sudden Cardiac Arrest & Concussion
Dangerous Signs & Symptoms of a Concussion
One pupil larger than the other.
Drowsiness or inability to wake up.
A headache that gets worse and does not go away.
Slurred speech, weakness, numbness, or decreased coordination.
Repeated vomiting or nausea, convulsions or seizures (shaking or twitching).
Unusual behavior, increased confusion, restlessness, or agitation.
Loss of consciousness (passed out/knocked out). Even a brief loss of consciousness should be
taken seriously.
Field Inspections
Before every game a manager or coach must walk the field for potential hazards
◦ Holes, damage, rough or uneven spots
◦ Slippery areas, long grass
◦ Glass, rocks and other debris & foreign objects
◦ Damage to screens, fence edges or sharp fencing
◦ Unsafe conditions around backstop, pitchers mound
◦ Warning track condition
◦ Dugout condition before and after game
◦ Make sure there is a telephone available
◦ Area around bleachers clear of debris
◦ After game clean up plan enacted and carried out
Concession Stand Safety
All concession stand volunteers must adhere to the
following safety standards for food handling and
hand washing.
Safety procedures and hand washing protocol will be
posted in every stand.
Equipment Inspection
Managers/Coaches must inspect equipment to maintain safety.

Be sure equipment is Little League approved
Inspect all bats, helmets and other equipment on a regular basis
Dispose of unsafe equipment properly
Keep loose equipment stored properly
Have all players remove all personal jewelry
Parents should be encouraged to provide safety glasses for players who wear glasses
Helmets
◦ Inspect for proper fit
◦ Dispose of helmets that have sustained a hard hit. Don’t wait for it to crack.
◦ Don’t allow modifications like paint or stickers.

◦ Must have dangling throat guard
◦ Chest protector, shin guards, and cup (for males) must be worn at all times while playing the position of catcher, including warmups
Umpires will conduct routine inspections prior to and throughout each game.
Accident Reporting
Lake Stevens Little League will use the provided incident tracking
form.
Accident forms must be filed with the safety officer within 24-48
hours of an incident.
An incident that causes any player, manager, coach, umpire, or
volunteer to receive medical treatment and/or first aid must be
reported to the league safety officer within 48 hours of incident. This
includes even passive treatments such as the evaluation and
diagnosis of the extent of the injury or periods of rest.
Facility Surveys
Safety takes effort!
Lake Stevens Little League executive board completes an annual
comprehensive facility survey to document the as is condition of the
fields and facilities we host our games and activities at. Issues
identified from the surveys are discussed and worked to resolution
as part of normal business operations performed by the executive
board.
Little League Rules
Lake Stevens Little League will require ALL TEAMS to enforce
ALL LITTLE LEAGUE RULES including…
1. Proper equipment for catchers
2. No On-Deck Batters
3. Coaches will not warm up pitchers
4. Bases will disengage on all fields
League Player Registration &
Coach/Manager Data
League Player Registration Data or Player Roster Data, which also includes Coach and Manager
Data, must be submitted separately through the Little League Baseball® Data Center on or
before April 1, 2017 to meet requirement 14 of ASAP. This ASAP requirement is an effort to
provide coaches with important Little League information and initiatives prior to and during the
current playing season.
Player, manager and coach data must be supplied to Little League International annually.
Leagues may submit information from registration by April 1, 2017. It is highly recommended
that data be supplied electronically in approved formats to Little League International via the
Little League Data Center. Look for related information online at LittleLeague.org/DataCenter.
