North Carolina Association of Municipal Clerks
Board of Directors Meeting
March 5, 1993
President Boone called the meeting to order at 10:30 a.m. at the
North Carolina League of Municipalities Building in Raleigh.
The following members were present: Peggy Boone, President,
Glenda W. Sansosti, Vice-Presdient, Elmar Holmes, Recording Secretary,
Andy Romanet (briefly) Advisor, Mary P. Jackson, Director District I,
Sabrina M. Mc Murtrey Director District II, Joyce Bragg Director District
III, Judy Mackie Director District x, Ana Heder Director District IV,
Pat Simmons, Director District IX, Deborah Pearce Director District V,
C. B. Thompson, Director District XII, Nonnie Manness, Finance Committee
Chairman, Jane Ogletree Membership Committee, Betty Fortner, Past
Presidents and WSOS Committee, Janice Thomas District Director VII,
Vickie Weant, District Director VIII and Jean Bailey, State Certification
Committee.

Pat Simmons moved that the minutes be approved with corrections
to spelling and addition of membership committee report. Deborah
Pearce seconded the motion and it carried unanimously.
Sabrina Mc Murtrey presented the Education Committee report
for Marie Matthews.

Pat Simmons moved that the NCAMC be authorized to purchase personalized
license plates for CLERKS and sell them for $3.00 each. Glenda Sansosti
seconded the motion and it carried unanimously.
Sabrina Mc Murtrey moved that Andy Romanet be given the authority
to set up and finalized the Summer Conference and give a report at the
June Board Meeting.
Jane Ogletree gave a detail report from the Membership Committee
stating that all tasks they were assigned were completed.

Janice Thomas moved that the Past Presidents Committee incorporate
the changes in the Constitution to be reviewed and added following the
proper procedure. Glenda Sansosti seconded the motion and it carried
unanimously.
Deborah Pearce moved that invoices must be presented before a check
is written for payment. Mary Jackson seconded the motion and it carried
unanimously.

Jane Ogletree gave a very interest.ing ;.repor.t on her FAIR, ~Committee
meeting held on February 17, 1993.

Jean Bailey reported that the State Certification exam was almost
finished.
Jean Bailey reported that the small Clerks' Manual would be ready
by the Summer Conference.
Three drawings of the Past Presidents' Pin were passed out at
the Board of Directors Meeting. No action was taken at this time.
The Past Presidents Committee hope to have the revised Constitution
ready by the June Board Meeting.
Betty Fortner reported on the WSOS Committee stating that the
interest is up for new Clerks to have mentors.
No report was given from the Mindex Committee.
Nonnie Manness, Finance Committee Chairman, presented the 1993-94
Budget. Action will be taken on this at the next board meeting.
Judy Mackie moved that the Clerks' Board of Directors Minutes
be indexed and requested President Boone to appoint a committee to
do the job. Deborah Pearce seconded the motion and it carried
unanimously.
Since Andy Romanet had not return from his meeting, the Treasurer's
report was not given.
Pat Simmons moved that :.t.re meeting be adjourned.

North Carolina Association of Municipal Clerks Business Meeting
Education/Program Committee Report
January 14, 1993
The first meeting of the Education/program Committee was held
on September 3, 1992, at 10:00 am at the Albert Coates Center in
Raleigh. The Committee met for about four hours to discuss plans
for the coming year's meetings.
Topics to use at the January Clerks School, Regional Meetings
and the annual conference were discussed. The committee members had
lots of suggestions and Fleming and Andy were pleased that they
could begin working on their respective meetings.
Chairpersons for the City and County Program Committees and
presidents met with Andy and Fleming on October 1 to finalize plans
for the January Clerks School. The Committee will meet tomorrow to
plan the regional meetings and discuss plans for the annual
conference.
We have tried to pick topics that will benefit all clerks,
whether they are from large or small municipalities. Education and
sharing our own knowledge with each other are our main objectives
as we continue to present educational programs that will enable
each of us in the performance of our duties and responsibilities as
municipal clerks.
The annual conference will be at the Holiday Inn at Atlantic
Beach/Pine Knoll Shores August 12-15, 1993. We are planning a good
program as well as an exciting funtime at the beach.
There will
not be an Advanced Academy session at this conference. The Advanced
Academy will be held as a separate two-day session, probably in
September, 1993.
I would like to report on the IIMC Big cities Committee of
which I am a member. The Committee met in November, 1992, during
the mid-year meeting of the IIMC Board of Directors in New Orleans.
One of the Committee's projects is to raise money to "SEND A CLERK
TO HARVARD".
This would be a very intensive training course for
three weeks, on campus at Harvard University. The cost is $7,000;
it is open to all clerks to apply. Applications would be reviewed
at the University
with the best possible candidates
being
selected through IIMC.

This proposal was presented to the Board of Directors and
approved.
The Committee hopes to raise the funds over a three-year
period to pay for the project.
A reception will be held at the
annual conference in Orlando at a charge of $10.00. This will be
included on the registration form for the annual conference.
I
would like to urge all of you who will be attending the annual
conference to support this project. Who knows, it could be a North
Carolina clerk selected for this course--we have many who are
qualified.

Our January 27th meeting was a
finalization to all of our projects.

Nancy Orr presented a letter (copy attached> with an
opinion from IIMC regarding requiring a Clerk to be a
member
of
the
North
Carolina
Association
before
acceptance into Certification School.
It was the
decision of the committee to recommend to the Board of
Directors that the constitution be amended to reflect
that a Clerk may not participate in Clerk-sponsored
schooling unless a member of the Association, or if
this option is not feasible to implement a fee to all
schools for non-members.
Committee members indicated the elected official letters
were a great success at Clerk's School.
The Committee
would like the letters placed at each spring regional
meeting, and notice of this will be placed in Minute by
Minute. The League will be instructed to print 500 more
of each letter.
The membership applications were approved by the
Committee and the League instructed to print 1000.
It
was decided that the League would keep only a small
supply of the applications and Lisa Blue, Hamlet, would
keep the remainder. Each committee member will also keep
a small supply in case someone contacts them about
joining the Association.

President Boone has asked that all committee members be
furnished with a ribbon.
The membership committee
designated Judy Foy, Tryon, to accomplish this. The Town
of Tryon has donated to the Association the first run of
ribbons that were made.

The Committee has asked that a request to the Board be
made to update the yearly membership invoice with the
£ollowing changes:
A block on the invoice to indicate new in£ormation
Use mailing labels to send the invoice directly to
the Clerk, rather than just the municipality's
address
Send invoices to every municipality in the state
rather than just to present members
Have a statement on the invoice instructing to get
the dues paid by a certain date in order that the
Clerk's name will appear in the membership directory
Geneva Wilson, Southern Pines updated the committee
on the results
o£ the survey.
The membership
directory will be comprised o£ the survey responses
and the 133 members that the League shows as paid,
but not responding to the survey.
Lisa Blue and Pat
Brunell will be compiling the membership directory
list and have the diskettes completed by March 1.
The committee decided since we have now met all o£
our original goals set at our September, 1992
meeting we will not continue to meet except "i£
needed" by the Board or "on call".
President Boone has requested that each member o£ the
committee send a personal letter to each Clerk in their
District encouraging them to join the Association.
President Boone's challenge to the committee was to
increase the membership during her year as President.
Committee members were asked~ersonally contact anyone in
their district that
is not a member to encourage
membership.
