1.0 Introduction The Zambia Information and Communications Technology Authority (ZICTA) was given mandate by the Government of the Republic of Zambia through the enactment of the Information and Communications Technology Act No. 15 of 2009 to regulate, monitor and administer number resources. Number resources include prefixes, individual numbers, numbering ranges and codes used by licensees to provide their services or in their operating telecommunications networks. Administration of number resources includes; 1. assisting potential clients by providing information about number resources 2. processing applications for number resources in a timely and orderly manner 3. assigning number resources in a neutral manner 4. advising clients about potential exhaust of number resources 5. reclaiming resources being improperly used or are no longer needed. 2.0 Application Process 2.1 Application documents An applicant has to complete an application form and submit it to the Authority together with the following:2.1.1 Cover letter briefly stating intended use of the number and demand forecast where necessary. 2.1.2 Certified Copy of a valid company registration/incorporation in Zambia. NOTE that the only eligible companies are locally registered/ incorporated companies in Zambia. 2.1.3 Certified copy of ZRA certificate 3.0 Fees The Authority allocates short codes and other various number resources. There are two types of short codes. Three (3) digit short codes used for USSD and four (4) digit short codes used for toll free lines and SMSs. 3.1 Three Digits NO. Any shortcomings are communicated to the applicant. Should the applicant not provide the information requested for within 14 days or such other longer period as the Authority may consider appropriate, the application shall be rejected by the authority. Complete applications are analyzed to determine that the application is in line with the Numbering Plan. Parts that are out of context are aligned with the Numbering Plan and if it is not possible to do so, the application is rejected and the applicant informed. Applications that are in line with the Numbering Plan are processed by allocating number resources that are free in the Numbering Management Database. All new allocations are updated in the database and the applicants are informed of their allocations.
