National Justice Information System (NJIS)

Terms of Reference
1.0
Background
The singular objective of the National Justice Information
System (NJIS) is to deliver justice for all by bridging structural
divisions, disjointed processes and tunnel visions for a
transformational justice system.
Currently, there is no existing mechanism for data sharing
and exchange among justice sector agencies. The NJIS Exchange
Portal (NJIS EP) is envisioned to address this gap by creating a
data exchange portal that will facilitate coordination and
interoperability of agency processes and operational systems.
Agencies will continue to develop, manage and update their
information systems based on agency specific needs and
requirements but under unified denominators such as data
structure, shared ownership of common data, front end and back
end integration, as applicable, and a single access point through
the NJIS EPsingle portal.
The NJIS is a multi-phased project starting from the
development, harmonization and linkage of a Corrections Cluster
System or Single Carpeta System, to the development and linkage
of a Justice Crime/Case Management System (JCCMS) for the Law
Enforcement Cluster, Legal Cluster System and the Court System.
The NJIS EPexchange portal envisages a push-and-pull concept of
data management of the agencies' information into a single portal
for real-time data information sharing and exchange.
Due to the magnitude of the project which involves multiagency participation, various software application systems and
being a first-of-its-kind in the country, there is need for
experienced and technically capablea Software and Technical
Architect full-time, experienced and technically capable Project
Managers and experts to manage its implementationApplication
and Database Expert, Network Specialist, and Security Specialist,
to develop a Terms of Reference for the NJIS EP and to identify

gaps and solutions in the current infrastructure.
2.0
Experts Needed
2.1 One (1) Project Manager
Responsibilities
• Develop/communicate
project

standards and best practices;
• Identify project resources, personnel and budgetary
requirements as appropriate to achieve project
objectives;
• Supervise project management
personnel
to
monitor progress of the NJIS project and ensure
that timelines, objectives, goals, targets and
expectations are met;
• Advice Project Owners, Steering Committee, and the
Project Director and/or the DOJ-ICT Committee at
the highest levels about the project portfolio, project
status and resource planning;
• Initiate

new methodologies,
business processes and procedures that will support
the NJIS long term and short term goals;
• Identify training needs for NJIS agencies;

2.4 Application and Database Expert
Responsibilities
• Receive and execute directives from the Project
Manager Team Lead;
• Develop a high-level and high-availability database
design;
• Conduct database sizing exercise;
• Provide input on the database technical details for
inclusion in the TOR;
• Assess support personnel database skills and
provide recommendations;
• Create and execute project work plans and revise as
appropriate
to meet
changing
needs
and
requirements of the NJIS Project;
• Identify resources needed and assigns individual
responsibilities;
• Manage day-to-day operational aspect of a project
scope;
• Review deliverables prepared by the Team before
submitting to the Head Project Manager;

supports business goals collaboration with executive
management and stakeholders;
• Develop full scale project plans and associated
