This number is also paired with the campus identification number to create the Campus ID for PEIMS. The Grade will be used as the Grade Level, unless the Grade is not a state defined value. An example of when a district would have a non-state defined value would be if they had multiple PK programs and they have grade levels such as P1, P2 or P3. In that example, each of the P1, P2 and P3 could be added as a grade and then cross-walked to PK. The Grade Level pulls for both PEIMS and PET. The DMAC export will pull the State Grade instead of Grade Level, if available. Return to Table of Contents State Reporting Configuration: Product Setup > Skyward Contact Access > District Setup > Configuration > State Reporting Configuration • Track Start and End Dates for Bil/ESL Summer School Records: This configuration option is available to districts that would like to track specific Start and End dates for the Bil/ESL Program. These dates are not required for PEIMS purposes; so many districts leave this option unchecked. Revised: 6/01/2017 Page 6 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) • • • • • • • • • • Daily Register checks Class Meet Days for Voc Ed.: This configuration option allows districts to specify whether or not a Class Meet Pattern should be checked when Contact Hours are tallied up for students. Without this option checked the system will continue to calculate hours as it has previously - Voc Ed Contact Hours will accumulate for each day the student is enrolled in the class and not absent. With the option checked, Contact Hours will only accumulate if the student is not absent and the Class Meet Pattern indicates the class takes place on a given day. District uses Part-Time Entities: When option is checked, entities may be flagged as a Part-Time Entity in Texas Entity Information at WS\ES\PS\CF\EY. Allow users to lock Extracted PEIMS Data will enable the option at WS\SR\TX\PE\PE\LE, letting districts prevent changes to extracted data by entity and submission. Allow users to add Individuals to Extracted PEIMS Data enables the option at WS\SR\TX\PE\PE\AI and AS to let districts allow for updates to extracted data by individual student or staff, so that an entity- or district-wide extraction isn’t required to update extracted data. Build PEIMS Class ID using internal course identifier: This is an alternate method of generating the Class ID for PEIMS. When checked, Class IDs will be created based on an internal ID instead of the standard methodology. This allows the ID to be used when the standard method sometimes creates duplicates. Please note that this process occurs entity-wide, and if changed after Fall Submission data is reported will result in discrepancies in Class IDs reported between Fall and Summer submissions. Use Class Control Set for Scheduling: When enabled, this option will override the use of Term Definition dates for the begin and end dates of a class and use Control Set dates instead, for PEIMS 305 and 415 records. Please note that Term Definitions were originally set to override Class Control Set dates so that summer classes that begin prior to the end of the regular school year would not be included in PEIMS Summer submission reporting. The No Show W/D Cds area is used for the 203 Record to tell the system which codes are considered No Show Codes. All PEIMS processes will ignore these codes when processing Student E/W Records, as no-shows are not reported. Dyslexia Options: The Dyslexia Options allow districts to select the location to pull Dyslexia records from, as well as the codes tied to students in those areas. Districts only need to set the codes in whatever areas they track Dyslexic records in. Dyslexia is reported for PEIMS as well as TREx. TSDS Site: Checking this box will allow districts to manage data for TSDS PEIMS and/or Dashboard. Once this box is checked, the “TSDS Options” area can then be edited. TSDS Options: For districts that have enabled the TSDS Site option for TSDS, this area allows users to indicate that they’re using TSDS PEIMS, TSDS Dashboards, or both. It will also need to say Yes for Staff as it is used for the Staff ID as well. The Guardian SSN is not collected in any way for PEIMS. Language Settings: If the Disable Home Language on the Special Prgms/LEP option on this screen is set to Yes, the Home Language code may only be updated on the student’s General Profile tab in Student Profile, and PEIMS processes will extract the field from this screen. If the option here is set to No, then Home Language on General Profile can be maintained independently of the Home Language code in LEP/Bil/ESL tab under Special Programs in Student Profile, and Home Language for PEIMS will be extracted from the LEP/Bil/ESL tab. Print blank Campus ID of Enrollment: This option will tell the system to report all students in this Entity/Campus with a Blank Campus ID of Enrollment. This option would most likely be used when a district has an entire campus of students they do not report, for example EE Students who only come occasionally for services. Most districts will not check this for their Regular campuses. Part-Time Entity: When set to Yes, students with enrollments in this entity will have their PEIMS data reported using their Default Entity campus number. College Board Campus Number: The College Board Campus Number is not included with PEIMS, but it is necessary for it to display accurately on the Transcript. PEIMS Entity: The PEIMS Entity field is an optional value that districts may set if they have an Entity/Campus that they would like sent as a different value. An example would be a larger district that had multiple High Schools that all report as 001. In that example, a district would enter 001 as the PEIMS Entity for all their High Schools. If the value is not populated it will be sent as the regular Entity number. If applicable, all the Texas Entity Information will need to be filled in at each Campus. Entity Setup at the District Level: Revised: 6/01/2017 Page 9 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) • • • • Statutory Reporting and Policy Compliance: This value indicates whether the LEA or campus has met compliance with statutory reporting and policy requirements by using criteria established by a local committee. This value will pull on the District and Campus Record. Do not Submit Requests: This option allows Open Enrollment Charter Schools to correctly report blanks for the two School Board fields below. Total Number of School Board Requests: This indicates the total number of requests submitted outside of a school board meeting by a member of the district’s board of trustees (school board) for information, documents, and records as specified in TEC SECTION 11.1512. Only reported for 000 in the District Record. Total Cost of School board Requests: This indicates the cost of fulfilling the total number of requests submitted outside of a school board meeting by a member of the district’s board of trustees (school board) for information, documents, and records as specified in TEC SECTION 11.1512. Only reported for 000 in the District Record. Category Codes: (Note – the setup described here is used at both the District and Entity levels.) • Fine arts: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for Fine Arts. Community and Parental Involvement: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for community and parental involvement. 21st Century Workforce Development Program: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for 21st Century Workforce Development program. Second Language Acquisition Program: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for the Second Language Acquisition program. Digital Learning Environment: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for the digital learning environment. Dropout Prevention Strategies: This value indicates that the performance rating locally assigned to the LEA or campus in community and student engagement for dropout prevention strategies. Educational Program for G/T Students: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for Gifted and Talented students. Overall Rating: This value indicates the overall performance rating locally assigned to the LEA or campus in community and student engagement. First, Second, Third CASE Choice: These codes indicate the first, second and third choices of three of the eight community and student engagement indicators identified in TEC 39.0545 for the Texas public school accountability systems ratings under TEC 39.0546. Reported in the 010 and 020 records. CASE Rating Criteria Link: In addition to reporting the three CASE choices, districts are also required to report a valid internet link to a location on the district internet website that will allow access to the criteria that will be used by the district in the following school year to determine the actual ratings for the three CASE choices. Reported in 010 and 020 Records. Family Engagement Plan Link: This indicates the internet website link for LEAs to provide their Family Engagement Plan, which needs to be reported for as long as the district is using funds for a High Quality Pre-K program. Reported in the 010 Record. Revised: 6/01/2017 Page 11 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) Entity Setup at the Entity Level: • • Title I Campus: This option allows users to flag an entity for campus-wide Title I. Texas processes, such as the Pre-PEIMS 461 report and PEIMS Extraction will default all students without an existing Title I record with a code of 6, with this entity-wide option checked. Please note that non-Texas processes, such as Data Mining and Skybuild Exports, will not be affected by this option and will report only students with Title I records. Use Default Entity for CECE entity reporting: When checked, this will enable exports like the DMAC Class Roster File or STAAR Precoding to export the Campus ID of the Away class as the Default Entity of the student when reporting a Cross-Entity Course-Enrollment (CECE) course. With this option unchecked, the Campus ID of the CECE Home entity will print instead. Note: Submit Reviewed IGC and Number of Students Reviewed by IGC were both removed after the 2016 school year, as they are no longer reported. Return to Table of Contents Revised: 6/01/2017 Page 12 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) Attendance Module School Calendar Setup: Office > Attendance > Setup > Codes > Calendar Codes Calendar Track: Or • • Calendar Track: The Calendar Track value automatically increments each time a calendar is added, beginning with zero, until the first unused number is found. Once a calendar has been created, the Calendar Track number may then be edited to be any 2-digit value. The Calendar Track is reported as the Instructional Track Indicator code in the basic and special attendance complexes of the StudentAttendance interchange file. Return to Table of Contents Calendar Master: Revised: 6/01/2017 Page 13 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) • • Minutes per Day: This is the value that will be used as the default for each Calendar Day’s Operational Minutes field, when Calendar Days are mass-created with the Generate Calendar Days, Mass Create Calendar Days, or Assign Day Number utilities. Override Total Minutes per Day: When the override field is enabled, and total minutes are entered, our PEIMS processes will use that as the total number of minutes per day when calculating Waiver Minutes instead of the default 420. Please note that TEA does not allow more than 420 minutes per day to be reported if that total includes Waiver Minutes, unless the district has a specific blanket waiver for that purpose. Examples of this include the “blanket” waivers authorized for use in the 2016-17 school year for PK ½ day calendars, as well as AEP/DAEP/Charters whose total days are insufficient to meet the 75,600-minute requirement. Return to Table of Contents Funding Period: • Funding Period: The funding period will be the official attendance period. Revised: 6/01/2017 Page 14 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) • • According to the section on Time of Day for Attendance Taking in the Student Attendance Accounting Handbook: Each campus must determine attendance for all grades by the absences recorded at the one particular point in time the campus has chosen for roll to be taken (a snapshot, e.g. 9:45 a.m.) during the second or fifth instructional hour of the day or its equivalent. The selected time may vary from campus to campus within your district. However, once a time has been selected, a campus may not change it during the school year. For most Texas Districts this will be set to 2. An option will be reviewed in the Calendar Days section about how to change this on a per day basis. Return to Table of Contents Calendar Terms: • • Calendar Terms are used for reporting the Reporting Period Indicator Code in the 400, 405, 410, 425, 435, 500, 505, and 510 Record. The Reporting Period Indicator Code will pull based on the Terms listed in the Calendar Terms. Return to Table of Contents Revised: 6/01/2017 Page 15 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) Calendar Days: • • • • • • • Count As: If the specific calendar day is a day of school where students are present, and then enter 1.0 in this field. If the calendar day is not a day of school and no students are present, then enter 0.0 in this field. Examples of when the Count As would be 0.0: Holidays and Snow Days. Note: When counting Monthly Minutes for PEIMS StaffResponsibility (090) Records, if a day is marked as a 0.00 day in the 4 weeks prior to the last Friday in October, the day is still used to count towards the minutes in accordance with StaffResponsibility Business rules. Operational Minutes: Indicates the minutes that a campus operated on a particular school day for the purpose of student instruction. Please note that Waiver Minutes (for PEIMS reporting) will be based off the number of Operational Minutes when subtracted from 420. For example, if a Calendar Day is edited to have only 240 Operation Minutes, Waiver Minutes will then be reported as 180 when an Event Code cross-walked to a Waiver Code is added to that day. See the “Override Total Minutes per Day” option under Calendar Master for exceptions to this. Calendar Day data is reported via the CalendarDate record in PEIMS Maintain. o Operational and Waiver minutes will always be included in the EdOrgCalendar file, even if their value is zero. o Operational Minutes, Waiver Minutes and Total Minutes have been added to the Calendar Report at Office, Attendance, Reports, Calendar Reports. o Operational and Waiver Minutes can also be reported via the Calendar Date Pre-PEIMS report, at Federal/State Reporting, Texas State Reporting, PEIMS, Pre-PEIMS. Override Total Minutes: Select this option to set a Total Minutes value that will override the Total Minutes per Day that is assigned to the Calendar Master. This is specifically used when districts have a blanket override and need to use a different waiver for particular days throughout the year with a different total minute requirement, such as a Professional development day. Funding Period: The funding period area allows district the option of changing the Funding Period on a case by case, by checking the box to Override Funding Period as needed. Comment: For troubleshooting reasons and verification purposes districts should indicate in the Comments section why a day does not Count As a day and if there is a Funding Period change. Note: The Minutes area in the Calendar will not be used for calculating Minutes for PEIMS. Monthly Minutes are calculated for the StaffResponsibility Record based on the following: Revised: 6/01/2017 Page 16 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) 1. If the Monthly Minutes value is populated in the Class Meet, that number is used. 2. If the Meeting Time Override is populated in the Class Meet area, that number is used. 3. If the Monthly Minutes or Meeting Time Override is not being used it will pull minutes from the Bell Schedule. 4. If no minutes are populated in any of those areas, then no record is created and an error is printed on the report. These steps will be further clarified in the Course Setup area of the document. Return to Table of Contents Bell Schedule: • • Enter a record for each period of this calendar. If a student is scheduled into a course during one of these periods, the period start and stop times will be used to determine the number of Minutes reported for the PEIMS 090 Record. Return to Table of Contents Attendance Events: Office > Attendance > Setup > Codes > Event Codes Revised: 6/01/2017 Page 17 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) Attendance Events are used to indicate calendar days that must report Waiver Minutes. • • State Event Type: Indicates the type of scheduled or unscheduled event for the day – 01 for Student Instructional day or 02 for Waiver day. Use 01 if there are any Operational Minutes to report for that day; otherwise, use code 02. Calendar Event Waiver: Indicates the type of state-approved waiver, using codes from table C204. Return to Table of Contents Attendance tab: Student Profile > Attendance tab • • For the 400 Record, Total Days Absence will be calculated based on how many days a student is marked absent for Funding during the Funding Period. The Funding Period is indicated in yellow above. To verify if an Absence Type is set up as Counting for Funding, edit an Attendance record. It is easiest if you read it as if it says, "Does this Absence Type code count as an absence for funding?" If the answer is "yes" the box should be checked. In addition to showing attendance data before and after any changes, it will also display the date, time and person who made the change. This data is available for both regular and flexible attendance students. Return to Table of Contents Additional Attendance Setup: While it doesn’t pull for PEIMS reporting, there is a very important setting we encourage districts to set to ensure that they are using a Paperless Attendance system. The option can be found by going to Educator Access Plus, Educator Access Plus Setup, Configuration, and then Attendance District Setup: We encourage districts to check the box that indicates, “Require confirmation of 100% Perfect Attendance for class”: Revised: 6/01/2017 Page 20 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) When this option is checked, a popup will appear in the teacher’s gradebook when they are marking Perfect Attendance. This is per a Texas State guideline for Student Attendance Accounting. If an entry code is not cross-walked to a State Entry Code, it will not be extracted when creating PEIMS 100 records. Return to Table of Contents Withdrawal Codes: • • The student’s Leaver Reason for the 203 Record will pull based on the value selected as the Withdrawal Code, as long as it is a valid value from the C162 PEIMS Code table. State Withdrawal Code: This cross-walk can be used to tell the system how to report the Leaver Reason. For example, if the Withdrawal code is set up as GD for Graduated, it would need to be cross-walked to a State Withdrawal Code of 01. Last: This is the legal last name of the student. Middle: This is the middle name of the student. Name Suffix: This is an appendage used to denote an individual’s Generation Code in his family. All the fields above are collected in the 100 Record. Return to Table of Contents PEIMS ID: • PEIMS ID: Student PEIMS IDs will normally be reported as their Social Security Number (SSN). However, if a student does not have an SSN, or whose SSN should not be used for reporting, the PEIMS ID button may be used to access the TEA Alternate ID screen. This is the year that you plan the student to graduate when they first enroll in your district. Entered 9th Grade: Another value that is used to indicate the year a student Entered 9 th grade to attach them to a 9th Grade Cohort group. This is reported as the Sex Code in the 101 Record. Other ID: This is the Local Student ID sent in the 110, 203, 400, 408 and 500 Record. Note: When processing, districts have the option of selecting the Alpha Key or Other ID. When Other ID is selected, and it’s longer than 9 digits, it’s truncated from the left to meet the PEIMS reporting requirement. Student Language: Formerly called Primary Language, this field is used to report the language spoken by the student as indicated in their Home Language Survey. The Mass Assign Languages utility can be used to populate the Student Language field based on the Home Language. It is important to note that the utility references the Home Language field on the Student General Profile tab, and not the Home Language field on the LEP/Bil/ESL tab. Home Language: If the Disable Home Language on the Special Prgms/LEP option (Product Setup > Skyward Contact Access > Student Management > Configuration) is set to Yes, the Home Language code may only be updated on the student’s General Profile tab in Student Profile. If the option here is set to No, then Home Language on General Profile can be maintained independently of the Home Language code in LEP/Bil/ESL tab under Special Programs in Student Profile. Home Language for PEIMS will always be extracted based on what is displayed in the LEP/Bil/ESL tab. SSN: The students Social Security Number will pull as the student’s PEIMS ID in the applicable records as long as they have not selected to use the State Assigned ID in the PEIMS ID area. This field is pulled as the Grade Level Code for the 101, 110, 400, 405, 408, 410, 500, 505, and 510 Records. Entry Code: This is the student’s ADA Eligibility code that pulls in the 100 and 110 Record. Students who have an ADA Code of 0 (zero) will not pull records, such as the 415 Record, because they are not considered “in membership.” Calendar: The Calendar does not specifically pull for PEIMS but it is used for determining how a student’s Instructional Track Indicator Code should pull for PEIMS. FHSP Distinguished Level: This indicates whether a student is currently pursuing or has successfully completed the distinguished level of achievement program under the Foundation High School Program as provided by TEC 28.025 (b-15). FHSP College Career Instruction: Indicates whether a student in grades seven or eight has received instruction in preparing for high school, college, and a career that includes information regarding the creation of a high school personal graduation plan under TEC 28.02121, the distinguished level of achievement described by TEC 28.025(b-15), each endorsement described by TEC 28.025(c-1), college readiness standards, and potential career choices and the education needed to enter those careers. Data is extracted into 101 record. FHSP Speech Req Date Met: This indicates the date when a student fulfilled the FHSP Speech requirement, reported via TREx. Can be mass changed through the student utility, Mass Assign Graduation Information, and is available to be added to Custom Transcripts. Individual Grad Committee: This indicates whether a student has been reviewed by the district Individual Graduation Committee, or if a student has graduated using IGC provisions. Can be mass changed through the student utility, Mass Assign Graduation Information. Military Enlistment Indicator: This field indicates that a student who has graduated from high school has enlisted in the United States Armed Forces after graduation, and will be reported in the 203 record and exported in the SchoolLeaverExtension complex starting with the 2017-18 school year. Graduation Type Code, FHSP Participant and FHSP Distinguished are reported for PEIMS in the 203 record. Note: Endorsements, including Distinguished Level of Achievement, are maintained in the Grad Reqs tab. Grad Info fields, including FHSP-related fields as well as Military Enlistment Indicator, can be updated via the Mass Assign Graduation Information utility in the Student Utilities area. TSDS ID: The TSDS ID was added in the 2012-13 School Year to give students a unique ID which can be used for the new TSDS System. It is also reported in the 102 Record for PEIMS and the PET Record. If a student does not have a TSDS ID, they will not receive any PEIMS records, and will appear on the Error report indicating that they do not have a TSDS ID. The value will need to be imported through the “Export Students Needing a Unique ID” process found at Federal/State Reporting, PEIMS, PEIMS, TSDS Unique ID. At Risk Code: The At-Risk Code is the element used to report At Risk status for PEIMS reporting purposes. It is auto-updated based on active master At Risk records in the At Risk tab or module, and may also be manually updated. Unschooled Asylee/Refugee: Unschooled Asylee/Refugee code indicates whether a student's initial enrollment in a school in the United States in grades 7 through 12 was as an unschooled asylee or refugee per TEC Section 39.027(a-1). "Unschooled asylee or refugee" means a student who: 1. Initially enrolled in a school in the United States as: a. an asylee as defined by 45 Code of Federal Regulations, Section 400.41; or b. a refugee as defined by 8 United States Code Section 1101; 2. Has a visa issued by the United States Department of State with a Form I-94 Arrival/Departure record, or a successor document, issued by the United States Citizenship and Immigration Services that is stamped with "Asylee," "Refugee," or "Asylum"; and 3. As a result of inadequate schooling outside of the United States, lacks the necessary foundation in the essential knowledge and skills of the curriculum prescribed under TEC Section 28.002, as determined by the language proficiency assessment committee established under TEC Section 29.063. It does not apply to students whose initial enrollment in a school in the United States was in a grade lower than grade 7 as an unschooled asylee or refugee. • Demographic Revision Code: The demographic revision code indicates a change has been made in one of the twelve basic identification or demographics data elements since the last PEIMS Submission. As of 2013-14 The Demographic Revision Codes are no longer collected in the 101 Record. • As-Of Status Code Override: The As-of-Status Code override is typically used for those students who are repeating 7th grade, but were not enrolled in the district last year. Note: The As-Of Status Code Override field will only be used in PEIMS reporting if the student does not have an enrollment record for the district in the previous year. Performance Acknowledgments: • • Add/Edit/Delete: These options allow for adding and maintaining Performance Acknowledgments in any of the five available areas. Records created here will be included in TREx export files. This field is reported as the Economic Disadvantage Code in the 101 Record. Adult and Child Visitor/Other (non-reimbursable) codes do not have to be cross-walked to a state type. Students tied to a code that is cross-walked to 00, will be reported as “Not identified as Economically Disadvantaged”. Student tied to a code that is cross-walked to 01 will report as Eligible for Free Meals under the National School Lunch and Child Nutrition Program. Students tied to a code that is cross-walked to a 02 will report as Eligible for Reduced-price Meals Under the National School Lunch and Child Nutrition Program. Students tied to a code that is cross-walked to a 99 will report as Other. This indicates the following: a) from a family with an annual income at or below the official federal poverty line, b) eligible for Temporary Assistance to Needy Families (TANF) or other public assistance, c) received a Pell Grant or comparable state program of need-based financial assistance, d) eligible for programs assisted under Title II of the Job Training Partnership Act (JTPA), or e) eligible for benefits under the Food Stamp Act of 1977. These would in most cases be students found through Direct Certification. For Submission 1, Students with an As Of Status Code of “A” will get the last Econ Dis code from the prior year (last Food Service record before 06/30/School Year - 1). Students with As Of Status Code of C, E, G will get the most recent Econ Dis code as of today. All other students will get the Econ Dis code based on the As Of Date. It also allows for the deletion of existing Endorsements. • Endorsement Progress: Opens a new window linking to the Endorsement requirements screen, showing progress the student has made towards completing the Endorsement. Note: Endorsements being pursued and not yet completed may appear on regular transcripts, but only if the Transcript Settings section “Items to Print” contains a check next to the “Endorsements that are being Pursued” option. Custom Transcripts may also print pursued Endorsements, as long as the “Print Pursued” option is checked in the applicable Object. • • Add: Allows for the manual entry of a declared Endorsement. Delete: Located to the left of declared Endorsements, it allows for the removal of an existing Endorsement. Per TEDS, Special Education students ages 18+ will be reported with a zero if this box is not checked. This is reported via the PEIMS 163 record. Users will select if this student does not apply as Individual w/disabilities act or not. Multiply Disabled: Multiple disabled will pull on the 163 Record based on the Yes or No value that is selected from the drop down. Primary Disability: The Primary Disability will pull based on the Handicap/Disability marked as Primary Yes. The Secondary and Tertiary Disabilities are determined by the order in the Handicap/Disability browse. If the sequence is not correct, it can be resolved by either moving them up or down to correct the order. The actual code will pull based on the State Report value inside of the Handicap code. Reporting Period Indicator Code: The Reporting Period Indicator Code pulls based on the Calendar Term that is being reported. Primary Disability: Indicates the type of primary disability recorded in the student's individualized education program (IEP) that meets criteria specified in 19 TAC §89.1040. Restraint Reason Code: The Restraint Reason Code indicates that a special education student was physically or mechanically restrained due to imminent serious physical harm to themselves or others, imminent serious property destruction, or a combination of both imminent serious physical harm to themselves or others and imminent serious property destruction. This value is reported with the 435 Record. Restraint Staff Code: Indicates the kind of school staff person that performed a student restraint. LEA employees for the purposes of the 435 Student Restraint record are not law enforcement personnel. Student restraints performed by these staff are only reported if the student was a special education student at the time of the restraint event. Do not report non-special education student restraints performed by LEA employees or volunteers. Unaccompanied Youth: As defined by NCLB, Title X, Part C, Section 725(6), and the term “unaccompanied youth” means a youth not in the physical custody of a parent or guardian. Note: If the Student Management Configuration option is set to Disable Home Lang on Special Prgms/LEP, then the Edit option will not be available here and this field will be populated based on the value selected for Home Language in the General Profile tab. Most Years Classification as an LEP Student: This is a calculated value based on the longest uninterrupted time in an LEP classification. Note: The Years in U.S. Schools field must be manually entered when first creating the LEP record. The field can be updated by using the Increment Years in U.S. Schools utility found at Web Student Management, Students, Product Setup, Utilities, Texas Mass Change, Increment Years in U.S. Schools. Running the utility will check the student’s Entry/Withdrawal record, and once a student has had a minimum of 60 days enrollment, the student’s field will be incremented by 1 year. It is recommended that the utility be run periodically throughout the year, and can also be run for a previous year using the School Year range. Once a student has had their field incremented for the year, they will not be affected again with additional uses of the utility for that school year. The field can also be manually maintained at any time. Parental Permission: This indicates whether the student's parent or legal guardian has approved placement of the student in the required bilingual or English as a Second Language (ESL) program. This value is sent in the 110 Record. TELPAS Code: The TELPAS Code is used for TELPAS Precoding. It is required for all students in the testing file so it is a required value on the screen. If a student has not been given a TELPAS code our recommendation would be to set it as you think that it should be and it can be updated later if it is determined to be different. This code may be mass assigned or mass changed with Mass Assign LEP Default Codes, at WS\ST\PS\UT\TM\DC. The TELPAS Code is not reported for PEIMS. Program Participation: The Program Participation indicates which Program the student is a part of. This is maintained by first selecting the accurate value from the 5 radio buttons under Program Participation and then selecting the applicable type on the right side of the screen. Note: LEP records may be mass changed via the Special/Local Program utilities located at Students > Setup > Utilities. Summer School: • • School Year: The School Year is the Year this Bil/ESL Summer School Record will be reported with. Bil/ESL Summer School: This indicator indicates if a student participates in a Bil/ESL Summer School. It also has the ability to look at Special Grade marks to determine if any students should be denied credit because of excessive absences. Note: The Set Pass/Fail record utility has been updated to check the Gradebook if the entity is using it and the student does not have a grade for the course yet. In order for the utility to pull grades from Gradebook, the Grading Configuration option "Use Gradebook Grade If Blank..." will need to be checked. • Report Only: This option gives users the ability to review the student’s information prior to running the update. • Grade Mark Indicator For Credit Denied Due to Excessive Absences: Select the Code (if any) that you have tied to students to indicate that credit is denied because of excessive absence. Districts will set the Year as the year they are reporting for PEIMS. Entity Selection: The Entity selection option is available to allow users to run multiple entities from the 000 Entity. Once the utility has processed, a pre-processing browse will display all the students who would be updated and users have the ability to “Remove students from the Update” if they do not want their Pass/Fail indicators updated. Note: Pass/Fail Credit Indicators of 13 and 14 can only be used on Non-High School Courses. PK Secondary Funding Source: Select the secondary source of funding for the Pre-kindergarten student. This will be reported with the 110 Record in Submission 1 and the 400 Record with Submission 3. Note: The Location value is not a required field when adding an Offense record; however, it is used for PEIMS so a warning message will pop-up indicating that PEIMS Required Data is missing. Users can click Yes to Continue without entering PEIMS required data if they are unsure what to select and it can be filled in later, or users can select “No” and update the value now. This information is reported in the 425 Record in Submission 3. For records that are a continuation from a prior year, follow these guidelines on the Offense: The Offense date should be the date the student started school this year. The Offense should have a new Incident Number. The Offense should have the same offense code. Note: When an Action is marked as “Served” under the Action Status the Total Time will copy over to the Days Served value. This can also be updated by using Action Details and marking individual Action Detail records as Served. Difference Reason: The Difference Reason indicates the reason for the difference, if any, between the official and actual lengths of a student’s disciplinary assignment. This value will be sent as the Disciplinary Length Difference Reason code in the 425 Record. Action Details are not required for TX PEIMS, but marking individual Action Details as Served will update the Days Served value. For records that are a continuation from a prior year, follow these guidelines on the Action: The Action should have an Action Code indicating continuation. The Action date should be the date the student started serving this year. The Action total time should be the original number of Days Served. The Action Days Served is what the student served this year. The Action Difference Reason is the continuation Code. This value will be sent as the Disciplinary Incident Number. Location: Select the location code for where the incident took place, this will report as the Behavior Location. Campus ID: The Campus ID of Disciplinary Responsibility indicates the instructional campus in which the student was enrolled when the student code of conduct was fractured and the disciplinary assignment was made, or for a continuation disciplinary assignment the campus the student would attend under all normal circumstances if not under a disciplinary assignment. This value is sent as the Campus ID of Disciplinary Responsibility in the 425 Record in Submission 3. Note: The Location value is not required for adding an Offense record; however, it is used for PEIMS so a warning message will pop-up that indicating that PEIMS Required Data is missing. Users can click Yes to Continue without entering PEIMS required data if they are unsure what to select and it can be filled in later or users can select “No” and update the value now. This information is reported in the 425 Record in Submission 3. For records that are a continuation from a prior year, follow these guidelines on the Offense: The Offense date should be the date the student started school this year. The Offense should have a new Incident Number. The Offense should have the same offense code. This date may or may not reflect the date on which the disciplinary assignment begins. For continuation assignments, this date reflects the first day of the school year of the continuation. This value is sent as the Date of Disciplinary Action in the 425 Record. Total Time: The Total Time represents the official length in days of a student’s disciplinary assignment. This value will be sent as the Official Length of Disciplinary Assignment. Days Served: The Days Served indicates the actual length in days of a student’s disciplinary assignment. This value will be sent as the Actual Length of Disciplinary Assignment in the 425 Record. Note: When an Action is marked as “Served” under the Action Status the Total Time will copy over to the Days Served value. This can also be updated by using Action Details and marking individual Action Detail records as Served. Difference Reason: The Difference Reason indicates the reason for the difference, if any, between the official and actual lengths of a student’s disciplinary assignment. This value will be sent as the Disciplinary Length Difference Reason code in the 425 Record. Action Details are not required for TX PEIMS, but marking individual Action Details as Served will update the Days Served value. For records that are a continuation from a prior year, follow these guidelines on the Action: The Action should have an Action Code indicating continuation. The Action date should be the date the student started serving this year. The Action total time should be the original number of Days Served. The Action Days Served is what the student served this year. The Action Difference Reason is the continuation Code. In the Course Master, Districts will select the applicable Grade Set. The Grade Set setup will be reviewed in the Grading module. Type: The Type value on a Course is used to signify what type of Course this is. This is most commonly used for PEIMS to indicate a Course is a Dual Credit Course. A Dual Credit Course indicates whether the student is eligible to receive both high school and college credit for a college course. o If a Course has a Type of “D” it will pull in the 415 Record with a Dual Credit Indicator. o The Type codes must be cross-walked to the State Explanation Code in order for them to pull correctly in TREx and the Transcripts. When a Transcript is printed if a crossreference exists, it will display all the linked codes in the legend. If a cross-reference does not exist, it will display the description of the course-type code. Special Note for Cross Entity Course Enrollment (CECE) Courses: The PEIMS 090 Record process has been updated to extract Staff Responsibility records for CECE classes under three conditions. 1. If the Home class is PEIMS-reportable, 090 records will extract for teachers in that entity. 2. If the entity is not PEIMS-reportable, by default, 090 records will extract for teachers in each of the Away entities. 3. If the Home entity is not reportable, and the option to create 090 records is selected in one of the Away entities, then the 090 records will only be created in that one Away entity and will include students from all Away entities. As this is slightly different than what is displayed in the information pop-up in Away class Course Master records, we will be updating the information pop-up in a future addendum. Service IDs are maintained in PEIMS code table C022. This value is also responsible for tying the Unit Description to the Course, which pulls for the Texas Transcript. Note that if a course contains a Service ID invalid for the current year, the Service ID will be displayed but will not allow the screen to be saved until the invalid Service ID is removed or replaced. o The C022 code table may be edited by districts if needed, as when local Service IDs are in use. However, if changes are made to Service IDs maintained by TEA, as when changes are made mid-year, district changes will be overwritten when Skyward updates the table. Transcript Area: The Transcript area does not pull into PEIMS, but needs to be set accurately for the Texas Transcript. Select the Area that applies to the Course. Career Tech Ind: The Career and Technical Ed Ind Code indicates whether the student is enrolled in a state-approved career and technical education course as an elective, or as a participant in the district's career and technical coherent sequence of courses. When assigning the CAREER-AND-TECHNICAL-ED-IND-CD, all Career and Technical Education courses are included, regardless of course funding weight. When districts run the CTE Indicator utility, found at Students > Setup > Utilities > Texas Mass Change > Set CTE indicator, it will automatically populate students Voc Ed tabs with the applicable CTE Indicator for all the courses they are scheduled into if the utility is set to use the “Assign Indicator based on courses” option. o The Set CTE Indicator utility works in the following way: 1. It looks at the student’s schedule to see which Courses the student is enrolled in. 2. Then, it looks at the Texas State Specific area of the Course to see if the Service ID attached to the Course is a CTE Service ID (as indicated by the non-zero Asterisk value set up in the CO22 Code table) and determines which “Career Tech Ind” code is tied to the Course. From there the CTE Indicator will be assigned based on the Ranges set in the Set CTE Indicator utility. • Subject Area: The intended major subject area of the course. This can be set manually on this screen, or mass added by the Mass Assign TSDS Course Values utility at Federal State Reporting, Texas Student Data System (TSDS), and Utilities. This field is only used by TSDS Dashboard, and only appears when Dashboard is enabled. If nothing is entered in the field, it will report “Other” in the Dashboard file. • Course Level Characteristic: Specification of the specific program or designation associated with the course. For example: AP, IB, Dual Credit, CTE, etc. This can be set manually on this screen, or mass added by the Mass Assign TSDS Course Values utility at Federal State Reporting, Texas Student Data System (TSDS), and Utilities. This field is only used by TSDS Dashboard, and only appears when Dashboard is enabled. If nothing is entered in the field, it will report “Other” in the Dashboard file. Note: More on TSDS Dashboard setup is located here, in our TSDS Dashboard Setup document. • Voc Ed Contact Hours: The Voc Ed Contact Hours value is used for the Calculate Voc Ed Contact Hours utility found at Students>Setup>Utilities>Texas Mass Change>Calculate Voc Ed Contact Hours. The utility identifies the courses that qualify for weighted funding for the 410 record by checking the Texas State Specific screen of the Course records as each course will have a 1, 2, or 3 for Contact Hours. Then, based on each student's schedule, schedule transactions, and Entry/Withdrawal Dates, the utility determines whether students should be coded as V1, V2, V3, V4, V5, or V6. o The number of contact hours indicated on each course would depend on the amount of time spent in that particular Career Tech course. If your high school has 45-60 minute classes, then for each period the Career Tech course meets it would be worth 1. (Examples might be Accounting is taught for one 60 minute period therefore would be a 1, but Cosmetology is taught for three 60 minute periods and therefore would be a 3.) o If your high school has a block schedule or something other than a traditional schedule, you should refer to the Student Attendance Accounting Handbook for more information on the appropriate contact hours a course would be eligible for. • College Credit Hours: College Credit Hours indicate the number of college hours a student earned for the completion of a dual credit course. This value is sent in the 415 Record in Submission 3 and 4. • College Credit Hours Override: A College Credit Hours Override was added to the Student-Class to allow users to override the value on the course. This can be located at Students > General Tab > Grades > Edit Selected Course, navigate to Override Course Information. When running the PEIMS Course Completion (415) extract, the College Credit Hours Override on the student's grade records will be checked when determining how many credits should extract for the student. o Courses that are not Dual Credit will not pull College Credit Hours, and a Completion Status of 0 (meaning a student did not complete the course) will pull 0 College Credit Hours. That way, when it’s calculating items like Monthly Minutes it would know in this example to look at Calendar 001. Use Class Meeting Time Override: The Use Class Meeting Time Override value is not used in PEIMS reporting; however, it is influential in making an option available for calculating Monthly Minutes for the 090 Record. The Meeting Time Override Option will be discussed further in the Class Meet/Texas State Specifics area. Districts will input how this Course should be reported according to Code Table C135 in the PEIMS Legacy Data Standards. This area is only used to indicate the numeric values. Course Sequence A will be handled through usage of the Non-High School Year Long Course checkbox. The Course Sequence value is reported on the 300, 305 and 415 Records. o The available Course Sequence Codes are as follows: • Non-High School Course: The Non-High School Course is what districts will use to indicate that the Course should be reported with an “A.” This is used for any class that does not award high school credit. The Course Sequence value is reported on the 300, 305 and 415 Records. Exclude record from PEIMS: The Exclude record from PEIMS checkbox is an optional way for districts to indicate that they do not want a specific Section of a Course to report for PEIMS. TSDS Homeroom: For ECDS, it indicates the section is the student's homeroom for test-taking purposes, and is reported via PEIMS only for Kindergarten students. For TSDS Dashboard, it’s used to indicate the homeroom for students in any grade level. Class Type: The Class Type identifies the type of class providing instruction to students in particular class settings. The Options available are 01 for Regular or 02 for Non-Regular. This value is hard coded into the system and reported on the 090 Record. Population Served: The Population Served is the student population for which a service has been designed or is intended. It does not necessarily identify the program eligibility of the students who receive the service. Examples of Populations are: Regular, Bilingual, Gifted, Career and Tech Students, etc. that are hard coded into the system. Non Campus Based Instruction: Non Campus Based instruction indicates that a course was offered for class credit or student achievement, but 1) was not taught by a school district/charter school employee or a contracted teacher, or 2) was taught by a school district/charter school employee or a contracted teacher at a facility other than the campus where the student is enrolled. This value is reported in the 300 Record in Submission 3. o Examples include but are not limited to college based instruction, non-district teacher, non-campus teacher, internet based instruction, electronic Course Pilot (eCP), and Texas Virtual School Network (TxVSN). PK Curriculum: This Indicates curricula used in the district’s prekindergarten program. High Quality PK Program: Indicates campus participation in the High Quality Grant Program Funding. PK School Type: Indicates the PK program that is offered at the campus. Student Instruction: Indicates the PK student type of instruction. Meeting Pattern: The Meeting Pattern is not reported for PEIMS, but the system uses however many times during the week the Section Meets as a variable for calculating the Monthly Minutes. For example, if a course meets 5 days (and all 20 days in October are marked as a Calendar day) 5 days will be multiplied by the 4 weeks prior to Count Date to generate 20 possible days. The Minutes will be derived from three different options: Class Meeting Time Override, Meeting Time Override and the Bell Schedule, which will be discussed further in their respective areas. Teacher: The Teacher value is used to determine who teaches classes for the 090 Record. It is also used in determining the Assignment Begin/End Dates for the 305 Record. Revised: 6/01/2017 Page 76 of 103 Versions: 05.17.02.00.111 TRAINING MANUAL – PUBLIC EDUCATION INFORMATION MANAGEMENT SYSTEM (PEIMS) • • • The Assignment Begin Date identifies the date a teacher was assigned, or reassigned, to a particular course section in the current school year. The Assignment End Date identifies the last date a teacher was assigned, or reassigned to a particular course section in the current school year. Class Meeting Time Override: The Class Meeting Time Override is one of the three areas that can be filled in with a start and stop time of the course to be used for Calculating Minutes for the 090 Record. For example, districts could set the Start and Stop time to 9:00 to 9:45. With that example 45 minutes would be multiplied by how many Days the Section Meets in the four weeks prior to the Count Date. Return to Table of Contents Texas State Specific for the Class Meet: • • • • • Class Role: The Class Role identifies the role served by a teacher for a class. The Codes are hard coded by Skyward and will default to “01” if no value is set. Also, if Class Role of 04 is set then the Role ID will be reported as 033. The Class Role is pulled from the Class Meet record if the teacher is still in the class. If the teacher has left the class, the value is pulled from the Teacher Class Transaction 'Drop' record. Monthly Minutes Override: The Monthly Minutes override area can be used for reporting the Minutes in the 090 Record. A district would type in how many Minutes they would like reported on the 090 Record. Hierarchy Information: The hierarchy for the three options is: 1. Verifies if the Monthly Minutes is populated, if populated that number is used. 2. Verifies if the Meeting Time Override is populated, if populated that number is used. 3. Verifies the Bell Schedule. If none of the three options are used, then no record is created and an error is printed on the report. If there are two Meeting Patterns (this could potentially mean two different periods) and the same teacher is assigned as primary for both, then one 090 record will be created with combined minutes. If there are two Meeting Patterns and the same teacher is assigned to both but is marked as a primary teacher on one and an alternate teacher on the other, then one 090 record will be created with combined minutes. If there are two different Meeting Patterns with two unique teachers assigned to each class meet, the primary teacher will be reported with minutes and the total number of students. The alternate teacher will be reported with minutes but with zero students. Short Name: The information listed in the Short Name area does not pull for PEIMS; however, this information is used for the Group Name in TELPAS, as well as STAAR. Districts should refrain from using a comma in this area, as it will cause TELPAS errors. For STAAR Precoding files, any commas entered in this field will be ignored. TSDS Unique ID: The TSDS Unique ID in the Staff area under student is not required for Student PEIMS reporting. Beginning in the 2013-14 School Year it will be reported in the 043 Record on the Finance side. When the TSDS ID is imported into the Student database it is validated based on the SSN in the file matching the Staff Profile. These would in most cases be students found through Direct Certification. This indicates the following: a) from a family with an annual income at or below the official federal poverty line, b) eligible for Temporary Assistance to Needy Families (TANF) or other public assistance, c) received a Pell Grant or comparable state program of need-based financial assistance, d) eligible for programs assisted under Title II of the Job Training Partnership Act (JTPA), or e) eligible for benefits under the Food Stamp Act of 1977. These would in most cases be students found through Direct Certification. For Submission 1, Students with an As Of Status Code of 'A' will get the last Econ Dis code from the prior year (last Food Service record before 06/30/School Year - 1).
