PREAMBLE:
1.01
KUCSC ratified clubs enable students to shape the King’s community, creating unique
opportunities open to all students. The KUCSC and the Club structure have a symbiotic
relationship of interdependence and mutual support. The KUCSC helps create a policy
framework and support network to ensure that Clubs operate in a manner consistent
with our commitment to the King’s Community and Student body.
2.00
CONTENT
2.01
This document governs the procedures for all KUCSC clubs in respect to the
amendment of their constitutions and by-laws.
2.02
Any reference to “Club” or “KUCSC Club” shall refer to an organization that has been
ratified by the KUCSC in accordance with the Club Ratification and De-Ratification
Procedure.
2.03
Any reference to “Executive” or “club Executive” shall refer to the President, VicePresident Finance, Vice-President Events, and Chief Communications Officer, or those
filling the responsibilities of each position as outlined in the Clubs Operating Policy.
3.00
CONSTITUTIONAL AMENDMENT PROCEDURES
3.01
Clubs shall conduct a review of their constitution on a yearly basis.
3.02
Should an existing Club require ratification of a new constitution, they shall submit a
draft constitution to the Student Issues Committee.
(1) The Student Issues Committee may seek the guidance of the Governance Officer
and the Governance and Council Operations Committee with respect to the legality
of the constitution.
3.03
A copy of any ratified constitution shall be kept on file with the General Manager and
the Vice-President Student Issues, as well as the Governance Officer, if deemed
necessary.

3.04
The proposition of any change to the constitution shall require that 2/3rds of the Club
Executives agree to the proposition of such an amendment to the membership
(1) Agreeing to the proposing of any such amendment does not constitute support of
the amendment itself, but rather the support of merely the proposition.
(2) Club members shall be empowered to propose any amendment upon the support of
20% of the club membership.
3.05
Notice of any meeting involving the reviewing or amending of the constitution, as well
as the day of the vote must be advertised to the members of the club a minimum of ten
(10) days before prior to the meeting and vote.
3.06
Fifteen percent (15%) of the club membership is required to vote on the proposed
amendment for the amendment to be valid.
3.07
A two-thirds majority (2/3rd) is required for the passing of any amendment.
3.08
Voting must be done in-person.
(1) Members may not send a proxy to any meeting of the Club for which a review or
amendment of the constitution is taking place.
(2) Notwithstanding section 2.08 (2), every member shall cast one (1) vote maximum.
3.09
The Student Issues Committee shall review, and subsequently sanction or reject any
proposed amendment to a club’s constitution.
(1) The only instance for which the Student Issues Committee shall be empowered to
reject an amendment is in the event of a proposed amendment contravening the bylaws and policies of the KUCSC.
4.00
PROCEDURAL AUTHORITY
4.01
Further Procedures necessary for the effective and efficient implementation of this policy
shall be established and amended as necessary by the Student Issues Committee.
(1) The scope of such Procedures is limited to the scope of this policy.
(2) In the event of any conflict, this Policy supersedes any documents created under it.

(3) Any new Procedures and amendments to any existing Procedures must be ratified by
Council before taking effect.
(4) Any decision by the Student Issues Committee may be overturned by a two-thirds (2/3)
vote of council.
