TERMS OF REFERENCE: Country: Project Title: Post Title: Duty Station Duration: Expected Starting Date: Arab Republic of Egypt Egyptian Italian Environmental Cooperation Project (EIECP3) Preparation of the Nomination File for Qatrani Natural World Heritage Site Cairo with frequent travel to Qaroun Protected Area in Fayoum, 12 Months June 2017 Project Goals and Background EIECP III is a three-year project implemented as the third phase of the Italian Egyptian Environmental Cooperation Program (EIECP), which first phase started in the late 90s, while its second phase came to an end in 2010. The current third phase of EIECP aims at further developing Egypt's protected areas (PAs) system, mainly with the view of establishing income-generating mechanism and, thus, facilitate the process for mobilizing resources toward the financial sustainability of the Egypt's PAs system and, in this way, its conservation and sustainable development endeavours. EIECP III will also tackle other PAs management needs of the Nature Conservation Sector (NCS) of the Egyptian Environmental Affairs Agency EEAA), such as that of information gathering/generation management and analysis. Community Based Natural Resources Management (CBNRM) schemes will be developed and implemented to promote sustainable development in a number of project Intervention Areas (IAs), identified as those spatial domains where the services provided by the ecosystem safeguarded by the PAs focused by EIECP II are used. In this way, local communities are engaged in the management of PAs with the view of enhancing the efficacy in preserving natural ecosystems and cultural heritages. The sustainable use of Egypt's PAs natural resources can hardly generate adequate income for local communities if not built around tourism, which is a significant engine of growth for both the national economy and the development of local communities. For this reason, EIECP III will also tackle the promotion of responsible and sustainable eco-tourism activities and, in so doing, will also pursue the integration of all other potential local economic activities, such as agriculture, ranging and fishing in the CBNRM schemes in and around PAs. The said CBNRM schemes will thus be critically analysed to highlight PAs management best practices and, on this basis, prepare guidelines and methodological tools for their replication in other contexts. Duties and Responsibilities: The expert will lead a team to accomplish the following tasks in order to prepare the nomination file: Revise the relevant background documents/ reports of the Qatrani proposed WHS site; Define the natural outstanding universal value of the proposed site based on one or more of the below UNESCO criteria: o o o o be outstanding examples representing major stages of earth’s history, including the record of life, significant on-going geological processes in the development of land forms, or significant geomorphic or physiographic features; or be outstanding examples representing significant on-going ecological and biological processes in the evolution and development of terrestrial, fresh water, coastal and marine ecosystems and communities of plants and animals; or contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance; or contain the most important and significant natural habitats for in-situ conservation of biological diversity, including those containing threatened species of outstanding universal value from the point of view of science or conservation; and also fulfil the seven conditions of integrity listed in the Operational Guidelines. o Conduct field research in order to prepare a file defining the following: o what the site consists of and how it is documented; o why it has potential outstanding universal value; o the state of conservation and the factors affecting the site; and o how the site is to be protected, conserved, managed, presented and monitored in relation to its potential outstanding universal value. Deliverables Check for the latest version of the official format for nominations at the World Heritage website (whc.unesco.org) Based on the above desk and field research the final nomination file needs to include the following: o Universal comparative analysis with similar sites o the Statement of Outstanding Universal Value, including criteria, authenticity and o integrity; o define relevant attributes; o define appropriate boundaries; o prepare the description; o prepare the history; and o complete the remaining parts of the nomination format. The nomination file needs to: o clearly define the proposed boundaries of the property; o describe the property; o outline its history; o demonstrate its significance and why it is thought to demonstrate potential Outstanding o Universal Value; o show how it can satisfy one or more criteria; o explain its state of conservation and how it is documented and monitored; o set out how in the long term its potential Outstanding Universal Value will be sustained o through legal protection and management of attributes that convey its value, and who will o be involved in that process; and o how its value will be presented or interpreted to visitors and others. Requirement Qualifications Education and Experience: Post Graduate degree in Geology and Paleontology, or environmental Studies; Proven experience in contributing to preparing WHS reports/files; A minimum of five year’s working experience in the related fields is preferred Language Fluency in English, excellent drafting and report writing .
