Mandatory 11-Digit Dialing Begins 07/08/2017
On July 14, 2016 the California Public Utilities Commission (CPUC) in Decision 16-07014, approved a boundary elimination overlay as the relief method for the 323 NPA. To
ensure a continuing supply of telephone numbers, the boundary between the current
geographic region served by the 323 and 213 area codes will be eliminated so that both
area codes will serve the same geographic region. This is known as a boundary
elimination area code overlay. A boundary elimination area code overlay does not
require customers to change their existing area code but does require customers to dial
at minimum the 1 + area code + telephone number on every call, including calls within
the same area code.
Permissive 11-digit dialing in the 213 and 323 area codes will begin on January 14,
2017. During the permissive dialing period, subscribers may dial local calls within the
overlay area on either a 7-digit or 11-digit basis from landline phones, but will be
encouraged to dial 11-digits. After the permissive period ends on July 8, 2017, all calls
from landline phones must be dialed using 11-digits. To complete calls from a cellular
or mobile phone, callers may dial 10-digits or 11-digits.
Prior to July 8, 2017:
All telecommunications service providers (CLECs, IXCs, Wireless Carriers, and
ILECs) must complete the conversion of their networks to send 11-digit signaling of
the called-to party for all calls terminating in all Frontier Communications end offices,
access tandems and intraLATA tandems in the existing 2 1 3 a n d 3 2 3 NPAs.
Beginning July 8, 2017:
11-digit signaling is required for all calls terminating in all Frontier Communications
end offices, access tandems, and intraLATA tandems in the existing 213 and 323
NPAs. Failure to comply with the required 11-digit signaling will result in call
failures.

A sample customer letter in English and Spanish has been developed to assist with
communicating permissive and mandatory dialing time frames to end user customers.

The 213/323 boundary elimination overlay will not affect existing local calling areas
or rates. No existing 213 or 323 NPA numbers will be changed and all existing 213
and 323 NPA numbers will retain the existing NPA.
