First Two Decades of the Museum of Genocide Victims
History
Modern history explain how Serbian people has survived massive suffering
in the Balkan Wars (1912-1913), the First World War (called Great War, 1914-1918),
the Second World War (1941-1945) and the Civil War (1991-1995) in which was
decomposed the Socialistic Federative Republic of Yugoslavia (SFRY).
It is well known that crimes of planned massive extermination of members
of the Serbian people was realized by the Austro-Hungarian soldiers during first
year of the Great War in Podrinje and Posavina, and similar atrocities were performed by Bulgar soldiers in 1917, after the Toplica Rebellion.
Serbs have also, as Jews and Roms, suffered genocide on the teritory and
during the existence of Independent Croatian State (1941-1945). Although afterwar
communist authorities have imposed the politics of specific relativization, equalization and oblivion of commited crimes, some publications were nevertheless edited
during those five decades of the existence of Yugoslavia.
Greater interest in public for the investigation of those crimes come, before all, after the death of Yugoslav President Josip Broz Tito in 1980, in particular
after the issue of the book by Vladimir Dedijer entitled New Supplements to the
Biography of Josip Broz Tito. The trial to Andrija Artuković, in 1986, one of Ustasha’s
and Croatian leaders in the Independent Croatian State, could be, according to certain historians, defined asthe beginning of some more important and free interest,
not only of historians, for the investigation of the sufferings of Serbian people. In
following years many important books were issued concerning this dark side of our
history full of dreadful crimes.
The decay of communist Yugoslavia, the beginning of the Civil War in it, and
the announcement of the repetition of crimes over Serbian people in Croatia (comparison of the maps of crimes that occured during 1941-1945 and in 1991-1992
evidently suggested the accordance of geographic sites of crime), contributed to the
formation of one particular institution concerning investigations of the area subject
to genocide in Yugoslavia.

It is not clear when is exprimed, for the first time, some need to gather comprehensive data on Serbian victims in World War II (1941-1945), but it is evident
that in 1981was constituted the Committee of the Serbian Accademy of Sciences
and Arts (SASA) with the aim to gather all data on genocide crime against Serbian
people and other citizens of Yugoslavia in the 20th century. No matter what and how
much has been done on that field, this committee was canceled in June 16th, 1994,
by means of the act of the President of the SASA, explaining that already exist the
Museum of Genocide Victims.
In the meantime, on the scientific meeting „Jasenovac 1945-1988“ held out
in Beograd (in November 21-22th, 1988) in the organization of SASA and its mentioned Committee for gathering data on genocide against Serbian and other peoples
of Yugoslavia in the 20th century, it was suggested that there are good reasons to
found the Museum of Genocide Victims. This suggestion was presented, in specific
form, to the National Assembly of the SFRY, but was rejected to the request of the
Croatian delegation.
The redaction of the weekly Politika Svet has organized, at the beginning of
February 1990, the round table concerning the „Opening of the Museum of Genocide
Victims in World War II in Yugoslavia“, with the subsequent edition of shortened
speeches of all participants. In the following, regular numbers of this weekly were
printed questionnaires for the evidence of war victims, with recommendation to be
send to the Archives of Serbia. On the end of the year there were collected towsends
of those filled questionnaires!
The start of the bloody decay of Yugoslavia in 1991 headed to the Civil War
and new war crimes. For this reason, the Assembly of the SFRY has formed, in March
18th, 1992, one special body entitled „the Commission for gathering data to establish
evidence of all crimes against humanity and international rights commiteed over the
Serbian and other nationalities during armed conflicts in Croatia and other areas of
the State“, in shorten form „The Commission for War and Genocide Crimes“. As the
Secretary of that Commission was appointed dr Milan Bulajić, lawyer and diplomate, but in July 23th, 1993, this Commission was repealed, and the same day were

The Popular Assembly of the Republic of Serbia accepted (July 16th, 1992),
the Law of the Constitution of the Museum of Genocide Victims with residence in
Kragujevac (Službeni glasnik Republike Srbije, July 16th, 1992). This law become valid the July 22th, and this date is officially the Museum’s Day of Constitution. Almost
all realisations of planned activities were confronted with numerous difficulties.
For example, during the scientific meeting entitled „The System of Untruths about
Genocide Crimes from 1991-1993“ (April 1-2th, 1993), in organization of the SASA,
were pronounced serious critics to particular State organs for they to not help the
realization of activities of the Museum of Genocide Victims – but this remained
„death words on paper“.
The Museum was registered (probably to the agreement of powerful politicians of the time), according to the Law of
Registration of that institution, in Kragujevac
not before January 27th, 1995, so that its transfer
account was open in that city, while all activities
(except accounting operations realized by employees in „Spomen-park 21. oktobar“, will take
place in Beograd, at the adress Trg Nikole Pašića

victims, and realization of engagements from the International Convention for the
Prevention and Punishment of the Genocide Crimes“. Beside that, as it is written inthe exposition, „The Museum can gather, elaborate and use data about genocide over
Jews, Roms and members of other peoples and national minorities“ in Yugoslavia.
The task of the Museum is the investigation of historical verticales and the
long lasting process of crimes against humanity in 20th century (ideas, movements,
roots, reflexions, their realization in the context of politics of military-ecconomic

and ideological powers), demographic activities, conflicts of super-powers, projects
and realization of ethnocentric states, war conflicts in the Civil War and the decay
of Yugoslavia during 1990-1995, with the retrospection on crime wars against humanity and the humanitarian rights, and investigation of psychological aspects of
genocide psychopathology.
Particular place in the activities of the Museum have investigations of theoretical groundwork and practical reflexions of the concept of genocide, and factography concerning its qualification in the connection with scientific, educative and
informative activities and similar qualifications, investigations of racist theories,
ideas and praxis, as also their reflexions through legal regulatory rules, identifications of bearers of those ideas that act through movements, groups, parties, and the
misuse of the term genocide and its uncritical use to the inconvenient manifestations.
Programme tasks of the Museum proceed from the Law of the Foundation
of the Museum of Genocide Victims, regulations of the protection of cultural estates
and the Statute: gathering, investigation, preservation and presentations of the materials about the genocide over Serbian people on its ethnical and state areas, as over
other peoples, in particular Jews and Roms. The aim of those activities is, at the first
place, perception of the truth based on historical facts, more precisely on materials
that need to be presented in public. It is the best way to eliminate all possibilities
of manipulation with history and use of it in everyday political purposes. At the
same time it give us the opportunity to identify, in cognitive, educative and cultural
sphere, all manifestations that could provocate incidences that are not close to any
form of humanism.
The Museum is also a place where it is important to develop initiatives of
tolerance, the esteem of human rights, to drive the speech of hate back, in medias as
in activities of civic leaders, pointing again and again, based on historical facts and
on the experience of peoples, at the need to develop peace initiative and anti-war
mood.
To realize its duties, the Museum must gather, investigate and preserve data
about individual and collective victims of the genocide crime and other connected
facts (forced dislocation, hostages, prisoner’s camps, forced work, property pillage,
use of prohibited means in combat, devastation and pillage of cultural-historical
monuments and goods etc.); to gather, investigate and preserve data about executors
of genocide crimes, rescuers of potential victims, and also to participate in establishing those facts and denotation of such scaffolds. The Museum also insure the use
of cultural-historical documents and facts in cultural, educational and informative
purposes; and cooperate with similar institutions in country and abroad and organize competenc scientific meetings consecrated to the memory of genocide victims.
In the realization of program tasks, the Museum cooperate with similar institutions, governmental and non-governmental organizations and personalities in
the country and abroad.

The Law of formation of the Museum of Genocide Victims prescribe that
„the April 22nd, the day of the breach of internees from the ustasha’s concentration
camp Jasenovac in 1945, have to be celebrated as the Day of Memory to Genocide
Victims, in memory to Serbs, Jews and Roms that perished in it“. On this occation,
for example, in Aprile 22nd, 1993, Serbian patriarch Pavle Stojčević, served funeral
in the cathedral in Beograd, and after that in SASA begun the scientific meeting entitled „Systeme of Lies about Genocide Victims in the period 1991-1993“.
In the activities of the Museum to preserve memories on our tragic past,
particular place belongs to the contacts and common projects with some organizations. One of them is the Union of Camp Inmates and their Descendants from
„Jasenovac“ – Complex of Camps in Independent State of Croatia. Together, we
have visited Jasenovac, Donja Gradina, Mlaka, Gradiška, Zagreb, that is camps, scaffolds and cimeteries which have marked their early youth, and importand dates as
is, for example, the April 22nd.
On the occasion of the 70th anniversary of breakthrough of the last camp
inmates from the Concentration camp „Jasenovac“, in Donja Gradina were kept, on
April 22nd 2015, funeral and memorial services to all victims of that scaffold during
World War II.
On the occasion of the mentioned camp inmates breakthrough were kept,
on April 22nd 2015, on Staro sajmište in Beograd, by the Monument to the Victims
of World War II, honours by outlived camp inmates, members of their families,
delegates of the Ministery of Defence and Ministery of Labour, Employment,
Combatants and Social Security, diplomatic representatives and numerous associations and citizens.
In recent years the Museum organize, on that day, casual presentation on its
new editions and planned activities for the next year.

As new statute provisions give to the manager new competences, he proclamed new Regulations of the Systematization of Working Places (planned 13 employees) accepted at the beginning of August 1996 by the Managing Board, but it
was never activated.

the realization of an urbanistic plan, but all remained only in plans!
Revival of the idea to realize the memorial complex „Staro sajmište“ started
in numerous occasions, but without results.
Accommodation
In the past 20 years there have been many attempts to change the adress of
the Museum of Genocide Victims, but without results till today. To remind only, in
January 18th, 1995, on the session in Kragujevac was signed the agreement that in
Beograd will operate the research section of the Museum and the residence of the
Director, and in Kragujevac the permanent exhibition on the ground that the city
will cede to the Museum without any compensation, and in the building that the
city will erect on its own expenses. As we know, unfortunately, nothing was realized!
First office accomodations in Beograd (offices 103 and 104, Trg Nikole Pašića
11/III) were ceded to the Museum from dr Petar Kačavenda, director of the Institute
for Modern History, and were taken over in November 4th, 1993.
Allotment of new accomodations occured in March 15th, 1996, after that
contract was concluded with the Commission for administrative questions of the
Federative Government. By means of this contract, the Museum received at a disposal four offices on a third floor of the building at the Trg Nikole Pašića 11, and in
February 26th, 1999, after the Annexe was signed, to the Museum were joined three
rooms more and the show-room at the ground-floor. However, this expansion was
realised only partially, for the third room wasn’t given to the Museum until 2014,
and in the show-room, in the meantime, moved the History Museum of Serbia!

It is well known that it was, before the establishment of the Museum of
Genocide Victims, in the town-planning of Belgrade, foreseen the building of the
Memorial complex „Staro sajmište“. In the realization of that project particular place
was reserved to the Museum of Genocide Victims (about 4000 m2 of area for exhibitional activities and other purpose). The town Assembly formed, in 1991, the
Committee for the building of Staro sajmište, with dr Milan Bulajić at its head. The
same year it was proposed to built before all the monumet dedicated to genocide
victims, and to start the realization of the whole memorial complex. Than started

Realization of programme jobs of the Museum is realized in the context of
regular activities, but also of special projects. Employees of the Museum issued great
number of articles in specialized periodicals in the country and abroad.
First article edited under the amblem of the Museum of Genocide Victims
was the manuscript written by the exterior assistant Dragoljub Acković entitled
Roma Suffering in Jasenovac Camp, Beograd 1995 (second edition, enlarged, issued in 1997 under the new title Roma Genocide in Jasenovac Camp). After that the
Museum issued over thirty printed manuscripts, independent or in collaboration
with other institutions.
On the occasion of 70th years
jubilee of the breakthrough of last
internees from the Jasenovac camp
and 50 years of its first edition, the
Museum reprinted the book by
Nikola Kustur, Return from the Dead
