2017 COMPREHENSIVE PLAN AMENDMENT SUGGESTIONS
January 2017
The following items have been suggested for possible consideration in the 2017 comprehensive
amendment process. The numbering system if for reference only and does not imply any priority
or obligation to place an item on the final docket, or Study List for 2017.
Preliminary docket list:
1. Amend land use designation for Firefighters Park, located at 3900 228th Avenue W.
 Change the land use map designation of the north half of the park from Public
Facilities and Services (PFS) to Park and Open Space (POS) to match the south half of the
park.
 A concurrent change in designation on the zoning map would apply.
2. Amend the Town Center Subarea Plan to in allowed building heights in some areas such as
the former Roger’s Market site (23002 56th Ave W) or the area lying along 235th Street SW
between 56th and 58th Avenues W.
 A potential increase in building height could be permitted outright or could be linked
to an incentive such as TDR1 or LCLIP2, or sustainable development, environmental or other
public benefit. [Note that an addendum to the Town Center Planned Action Ordinance
environmental review in 2013 already evaluated height increases in the area around 235th
Street SW. The review concluded that no additional mitigation or transportation
improvements were needed beyond the mitigation measures required under the original
Town Center EIS (2007).3]
 This would, at a minimum, require map and text amendments to the Town Center
Subarea Plan and the Comprehensive Plan and, concurrently, amendments to the Zoning
Code text (Community Business Downtown chapter).
3. Re-name neighborhoods (in Livability Element).
 Consider renaming two neighborhoods, North Terrace and East Terrace, with names
that would be more place-based and unique.
 In the future, consideration could be given to the review of “Imagine the Future”
neighborhood vision statements, to the delineation of their boundaries, to consider area
representatives (similar to the RPAC or NPAC4), or a sub-area planning approach.
4. In the Land Use (LU) Element of the Plan, to consider:

 An amendment to Policy LU-4.2 to reflect that ESCA was dissolved end of 2015;
 An addition to the list of Action to Take to “Update the Hazard Mitigation Plan
(HMP) every five years, beginning 2015, consistent with Federal Disaster Management Act
of 2000.”
5. In the Recreation, Parks and Open Space (RPOS) Element, to consider:
 An amendment to include additional category and designation for parks and/or open
space to support TOD development, for small, possibly special use parks, such as pocket
parks or dog parks;
 Update the Goals and Policies section to add a goal addressing financial stability and
to periodically update the levels of service and impact fees.
6. In the Appendices Section:
 Update of the 6-year Capital Improvement Plan;
 Update of the 6-year Transportation Improvement Program
[Note that incorporation of the CIP and TIP updates have typically occurred near the end of
the calendar year when those budgets have been established. The 2017 updated will precede
these actions, so no change could occur at this time.
7. Other ideas the Planning Commission or the City Council may propose for consideration in
the 2017 amendment process. The public may also make suggestions that the Planning
Commission (or City Council) may deem appropriate to consider on the preliminary docket
list.
Notes:
1. Inclusion on the list of suggested amendments does not necessarily mean the item will be
placed on the final “Study List” for further consideration in the 2017 Comprehensive Plan
amendment process.
2. The Planning Commission will, by consensus at a work session in the first several months of
2017, recommend a “Study List” to the City Council. The City Council will determine the
final “study List” items.
3. Any formal application submitted by the amendment application deadline of March 3, 2017,
is assured consideration on the final docket, provided the application is deemed complete.
