Message
from the
Chair
Dear Takeda Colleagues,
As you know, Takeda operates in a highly
regulated industry. It is imperative that Takeda
be a part of the public policy and legislative
process. TakPAC is an essential tool to support
candidates who share our goal to provide
better health for people worldwide through
leading innovation in medicine.
As the new Chair of TakPAC, I am excited to
highlight the many changes that are happening
with Takeda’s political action committee. One
of my priorities during the next few months is
to enhance communications around TakPAC
activity with both current members and
prospective eligible supporters1 by providing
regular email updates, newsletters, election
bulletins, and events. Our goal is to provide
meaningful information that will encourage
increased engagement in the political process.
TakPAC is funded entirely through voluntary
contributions from eligible Takeda employees.
Every member of TakPAC has joined a team of
dedicated professionals that drive innovation
and support the pharmaceutical industry. Many
thanks for your leadership and commitment to
Takeda, our industry, and our patients.
TakPAC serves to amplify our voice in policy
debates at the state and federal levels that
affect all of us.

to offer members a retrospective of our 2015
activity. This Annual Report provides detailed
financial statements, a complete list of TakPAC
political contributions, a highlight of policy and
legislative action and comparison data to best
understand how TakPAC ranks against others
in the industry.

ADVANCING OUR AGENDA
A
Government actions such as price controls,
pharmaceutical manufacturer rebates and
limiting access to Takeda’s medicines affect our
ability to invest in innovation. Takeda, through
its Government and External Affairs function,
helps inform the U.S. debate over healthcare
and pharmaceutical innovation at the federal,
state and local levels. Within GEA’s framework,
TakPAC plays a crucial role in these ongoing
debates. In supporting political candidates who
understand the importance of the work the
biopharmaceutical industry does every day, we
seek to create an environment where the needs
of our patients and our industry can be heard.
Issues like patient access, reward for innovation,
regulatory reform, market-based solutions and
ensuring appropriate incentives for investment
are vital to moving Takeda forward.

significant unmet needs, it is imperative that
Takeda has multiple opportunities to engage
with U.S. policymakers and policy influencers
in healthcare and related public policy debates.
The U.S. government accounts for nearly
half of all U.S. healthcare spending, and its
policies, legislation and regulations impact the
entire healthcare system. In order to ensure
that Takeda’s point of view is considered by
policymakers in critical debates affecting our
products and therapeutic areas, we must
provide a regular stream of information over
time to educate those elected officials on both
sides of the aisle. Political contributions are
one additional tool to ensure that our views
are heard by those who make decisions in the
largest pharmaceutical market in the world.

TakPAC Relaunch
A STRONGER VOICE FOR TAKEDA AND OUR PATIENTS
I
n 2015, we prepared to re-launch TakPAC
and revitalize our approach to make it more
meaningful for our members and eligible
colleagues, who will continue to receive
valuable information and resources as we strive
to make TakPAC a stronger voice for Takeda,
our industry and the patients we serve.

impact the health of patients in their district
or state.
Driven by our commitment to integrity and
mission statement to “strive towards better
health for people worldwide through leading
innovation in medicine,” we began the work to
relaunch TakPAC. Our motivation concentrated
on three pillars—Patients, Innovation and
being an Industry Driver. The goal of this
makeover is to provide current TakPAC donors
with a new clearinghouse of information on
political advocacy activities while educating
prospective, eligible members on the benefits
of participating in the political process.

build strong relationships with lawmakers to
help ensure their policies and proposals protect
our ability to continue to innovate for patients
in need. Our new approach will help colleagues
understand the value of these relationships
and why we maintain them.

Takeda and its employees strive to lead in
medical innovation, but also to propel the
pharmaceutical industry as a whole to lift the
burden of disease for patients around the
world. TakPAC seeks to drive the healthcare
debate to help shape policies and support
these innovations that benefit our patients.
PATIENTS
Many issues drive our political activities. Takeda
puts patients at the center of everything we
do, from the research and development to the
launch and sale of products. And rightly so—it
is our goal to create value to achieve the unmet
medical needs of patients all over the globe.
TakPAC also takes this patient-centric approach
to be the voice for patients in public policy

Treasurer
Dear Takeda Colleagues,
As in years past, TakPAC was able to engage
eligible colleagues to support elected officials
at both the state and federal levels. TakPAC
received support from 135 members who
contributed a total of $60,218.71, with an
average annual contribution of $446.06.
TakPAC made contributions to 48 state and
federal candidates and committees last year
totaling $97,000. With a presidential election
on the horizon and critical races in both
Washington, D.C. and in state capitals, there is
more work to be done.

Transparency in the
Political Process
T
akeda Pharmaceuticals and TakPAC are
committed to transparency in the political
process at both the state and federal
levels. Where required, Takeda reports both
lobbying activity and disbursement of political
funds to candidates at state and federal levels.
Takeda also files quarterly lobbying reports
that capture federal lobbying activity in the
U.S. House and Senate and with any federal
agencies. Takeda’s lobbying reports can be
found at http://lobbyingdisclosure.house.gov.
TakPAC is a separate, segregated fund that is
registered with the Federal Election Commission
as a multi-candidate political action committee
connected with Takeda Pharmaceuticals
America. The committee is a Lobbyist/Registrant
PAC. TakPAC is a quarterly filer, reporting activity
four times per year with additional reporting
requirements during election years. TakPAC
reports are publicly available and can be found
at www.fec.gov.
The purpose of the Takeda Political Action
Committee (TakPAC) is to provide monetary
contributions and other support to candidates
for federal, state, and local offices. Only eligible
employees may contribute to TakPAC. Eligible
employee participation in TakPAC is completely
voluntary, all contribution guidelines are only
suggestions, and eligible employees are free
to contribute more or less than the guidelines
or nothing at all. Takeda will neither favor nor
disadvantage any eligible employee by reason of
the amount of his or her contribution or decision
not to contribute. Eligible employees may refuse
to contribute without reprisal.

Who We
Support
TakPAC, its Officers and the Takeda Government Affairs team
consider many criteria when making a political contribution to
an elected official or candidate.
These criteria include:
• The candidate’s interest or involvement in the pharmaceutical industry and
his or her positions on key issues affecting Takeda and our patients
• The presence of Takeda facilities, employees and major customers in the
candidate’s district/state
• The candidate’s leadership and membership on key committees with
jurisdiction over legislative issues affecting Takeda and our patients
• The candidate’s character, integrity and leadership positions
• The candidate’s financial need and the nature of the opposition
