DOMESTIC & INTERNATIONAL RULES FOR U16 ATHLETES - 2012/2013



U16 athletes are strongly recommended to adhere to ACA guideline of 20 domestic starts plus
speed
International Events (CAN AM, Whistler Cup) will not count as official starts
Equipment Regulations:
o Please refer to the FIS rules of equipment for international standards for equipment

o Ski helmets specific to alpine skiing are mandatory for all events (as per FIS equipment
rules). The helmet hard shell and padding must cover the head (front and back) and the
ears. The helmet must have a smooth top surface - spoilers and edges that stick out are not
permitted. Helmets must satisfy minimum requirements and be certified by a recognized
agency, ie: CE, ASTM, SNELL. Helmets specifically designed for slalom that have a soft ear
will be permitted for Slalom ONLY.
Sporting Life U16 Division 1 Series 2012 - 2013
It is strongly recommended that athletes participating in the Sporting
Life U16 Division 1 Series athletes meet the following minimum
criteria:
o Be enrolled in an structured dryland program including testing

o Minimum of 10 days on snow by Dec 20 .
o Minimum 3 days per week on-snow training during the season
Each member club is responsible to establish and enforce club specific policies.
Topolino Italy

Alpine Canada Alpin will review the issue of sending athletes to Topolino on a yearly basis
depending on the quality and needs of the athletes. The decisions to participate in this event are
at the discretion of ACA.
Can Am Mid-Winter Selection

**Unfilled quotas will be reallocated by the CAN AM committee (AOA, SQA and USSA rep)
All athletes will have 2 runs regardless of their first run outcome – first run DNS, DSQ and DNF’s will run at
the end of their gender in bib order on the second run
All active K2 (U16) Can Am Finals Participants from 2011/2012 qualify automatically.
Regional Guarantee Quota:

Seeding will be based on Nation Quota USA 6, SQA 4, AOA 4, Canada Region 1.

Once a nation’s quota has been filled the seed will be expanded to usable spots divided by
2 for SQA and AOA.

Non SOD athletes will be seeded based on 11/12 Provincials and other coach discretionary
data
SOD athletes will be seeded based on current Sporting Life U16 division 1 series standings.

Seeding for this event will be as follows - LSDA - 2 , NCD - 3 , NOD – 2, SOD– 8
All athletes will have 2 runs regardless of their first run outcome – first run DNS, DSQ and DNF’s will run at the end of their gender in bib order on the second run
SOD Selection for the U16 Provincials will be based on Sporting Life U16 Division 1 Series Standings
Racers total points will be based on best SL, Best GS, and best other result. Individual or combined results
can be counted for best SL, best GS and best other (if applicable). Best other can be from GS, Slalom or
SG.
In all events the race result will be scored using World Cup 500 point system

The Alpine Ontario Alpin Provincial Championships will be the primary information that will be used for
seeding at the U16 Eastern Can Am Finals, however the Can AM Mid-Winter Series may also be used as
supplementary data.
The U16 Provincial Championship Title will be awarded on total points (using WC 100 point
system) from the first SG (official Ontario Championship SG), and the combined result from the Giant Slalom
and Slalom event. The top 3 male and top 3 female athletes from the Provincial Championships spreadsheet
will automatically be selected to Team Ontario for the 2013 Whistler Cup.

A limited number of spots may be reserved for committee discretion, based on injury, illness or
compelling personal circumstance and backed up by appropriate data.

The gender split of male /female will be decided by the ratio of male vs female registered U16 division
1 participants

Athletes competing in the SOD Sporting Life U16 division 2 & 3 series must compete in division 1
events to accumulate division 1 series standing points to be considered for SOD provincial selection.

The Selection meeting for men/women will take place the week of February 27 – after the
completion of final SOD U16 events.

An updated spreadsheet of athlete’s points will be maintained and posted on the Alpine Ontario
website on the Sporting Life U16 Individual Series page.

Southern Ontario Division - Seeding Procedure:

Seeding at the SL, GS, and Super G events will be done based on World Cup points accumulated
within the Sporting Life U16 Series by event.

In all events the race result will be scored using World Cup 500 point system

Seeding will be, or has the potential to be different for SL, GS, and Super G.
Eastern U16 Can Am Championships

Selection for the Eastern U16 Can Am Championships
Automatic Regional Quota: SOD (9) (minimum of 3 of one gender), L.S.D. A (2), N.C.D.(2), and N.O.D.(2)
Will be based on Ontario U16 Championships - best pointed racers from each of the four regions from these
events will take the automatic spots - all regions will abide by this rule.
AOA selection is based on the points from the AOA Provincial Championships.
Using the World Cup 100 point system – see appendix A,
Racers total points will be based on best SL run, best GS run and best other race result (a race result is the
total combined time of two runs). If the combined result is used – the highest scoring single run of that event
is not eligible (applies to SL and GS). Individual or combined results can be counted for best SL and best
GS.
Therefore in all events, each single run and overall result will be scored using World Cup 100 point system
point system.
The Alpine Ontario Alpin Provincial Championships will be the primary information that will be used for
seeding at the U16 Eastern Can Am event; however the Can Am Mid-Winter Series may also be used as
supplementary data.
***Should any division wish to use their automatic quota for an athlete that does not qualify through the
posted selection criteria – they must submit in writing a request along with supporting data and get approval
from the AOA U16 Coaches committee. Generally the committee would like to see a tolerance of 10% - 15
% for use of an automatic spot – not withstanding extenuating circumstances.
Selection of Remaining Spots:
Will be based on the Ontario U16 Championships - the remaining athletes from all regions will be ranked
using their World Cup Points. A meeting of the Regional coaching representatives will determine what the
ratio of male to female is appropriate by analyzing the quality of the field.
The Ontario Coaches committee will hold back 10 % of the total Ontario quota (4 spots) for the Eastern U16
Can Am to be used in the event of injury, illness, or extenuating circumstances. The committee will review all
appeals – appeals must be submitted in writing with appropriate and relevant substantiating data to the AOA
U16 Coaches Committee (via the AOA Technical Director) no later than March 10, 2013 at 5 pm.

Whistler Cup - Team Canada
Beginning in 2005, ACA introduced a training camp for the top U16’s prior to the races of the Whistler Cup. Provincial Quota for Sierra Wireless Whistler Cup
Ontario U16 Quota:
12 athletes – 6 male/6 female
Team Ontario - AOA U16 Selection:

Selection for the first six spots (3 male and 3 female) will be based on the Provincial
Championships results. In other words, the top 3 m/f (total series points) from the Provincial
Championships, based on World Cup 100 point system points for complete races (2 runs
combined) will automatically qualify for the Whistler Cup.
For the remaining 6 Ontario spots 3M/3 F – the following will be used:
*** the number of spots for Whistler Cup available from the Eastern U16 Can Am for Team
Ontario may increase if athletes that obtained automatic spots from the Ontario U16
Championships are selected to Team Canada. Ontario will send 2 teams to Whistler Cup – Total
of 12 – (6 female and 6 male athletes)
Whistler Cup Selection for Team Ontario will be based on Eastern U16 Can Am - Racers total
points will be based on the best GS, best SL and best other. Point calculation will be based on
World Cup 100 point system per race result with run results starting at 80 points with 29th and
30th both receiving 1 point. If an athlete uses a combined result towards scoring, the best run of
that race is not eligible to count for points.

Should any of these athletes earn a spot on Team Canada at the U16 Nationals – they will free
up a spot for the athlete that qualifies next.

Seeding will be primarily based on results from U16 Can Am and may vary for each event.

QUALIFICATIONS
Additional Events: Timmins, etc.

SOD quota spots or equivalent will be – U18 - 20%, U16 - 50%, U14 - 30% based on most
recent race results in SOD. – National point Standings, Ontario U14 Championships

For all out of Division Invitational races priority will be given to athletes according to their
Divisional standing in their respective Divisions (U16, U18/21). Best ranked athletes according
to their position in SOD standings will be given the first opportunity.
Policies and Procedures for Selection

All coaches should inform their athletes and parents at the start of the season the following protocol:
Any appeals of a committee decision, any questioning of the selection guidelines or criteria, any
discrepancies or questions related to any selection process must come from the athlete’s delegate coach to the AOA office. The coach will be the main representative of the athlete in question. Only
appeals from the athlete’s coach will be considered.

The coach of any athlete who fails to compete in any competition for any compelling reason must
inform the U16 Committee immediately. The reason must be documented very clearly, so all are
aware well before any selection or discretion is put forth. Examples may include injury, sickness,
serious family or personal issues etc.

All athletes must sign and complete standard Athlete Agreement and medical consent form before
going on any overnight trip away from the division.

After any selection a list will be posted on the AOA website www.alpineontario.ca. Individual
members of the committee will report directly to their club designate after the meeting.

All entries have to be made to the AOA 14 days prior to the competition by their clubs designate.

All clubs will have 24 hours after being notified to appeal a decision in writing from the Head
Coach to the Chair of the U16 Coaches Committee.

AOA. will appoint one coach to speak on behalf of the Province to be the designated Team
Captain and represent all the clubs best interests for Tashereau, Nationals & Whistler Cup. The
Team Captain will be responsible for: making sure all athletes have their athlete agreements
and emergency consent forms signed, organizing other coaches on a daily basis (training
space, course setting, position on hill etc), setting ground rules for the event – reminding
athletes of curfew, rules of behavior, nightly meeting etc.

All coaches taking part in the above races will travel at the expense of their own clubs, but are
required to take part in all team meetings and must assist the Team Captain in any way he/she
deems appropriate.

Any coach or athlete representative that is not present at a selection meeting, after given fair prior
notice, may result in the removal of the athlete from the selection process (the final decision will be
based on committee discretion). It is the coach’s responsibility to ensure that they are getting the information on a regular basis.
Policy regarding taking athlete above full quota situation:

An alternate list of 5 athletes will be made. If additional spots become available, and if the
program these athletes are associated with wants to take them, they may do so, but they would
be entered in the order that they come up on the list. The list does not go beyond 5 male and 5
female, regardless of what happens at the race.

No exceptions to this policy will be tolerated. It must be adopted by all, and leadership must be
taken from the Committee.
