Meeting of October 22, 2015 in Regular Session
The Board of Library Trustees of the Allen County Public Library met in regular session on
Thursday, October 22, 2015 at 3:05 p.m. at the Main Library. Present: Mr. McMahan,
presiding, Ms. Shamanoff, Mr. Williams, Mr. Moss, Mr. Brown and Mr. Seifert. Absent:
Mr. Gerni.
ADOPTION OF THE AGENDA
On motion of Mr. Seifert, the agenda was adopted as presented.
APPROVAL OF MINUTES
On motion of Mr. Williams, the minutes of the following meeting were approved as written:
a. Minutes of executive session September 24, 2015.
b. Minutes of regular session September 24, 2015.
c. Minutes of approval of claims October 9, 2015.
FINANCIAL REPORT
On motion of Mr. Seifert, the financial report for September 2015 was approved. A copy of
this report is appended to and made a part of these minutes.
APPROVAL OF CLAIMS
Ms. Southard certified that the claims summarized below, and more particularly described in
the register of claims filed in the office of the treasurer, were true and correct and supported
by appropriate documentation to the best of her knowledge and belief. Then on motion of
Mr. Moss, the claims were approved for payment.

REPORT OF DIRECTOR
Ms. Southard reviewed the third quarter statistics. September’s total circulation of 1,116,991
items, represents a 17.1% decrease as compared to September 2014 circulation of 1,349,019.
September’s program attendance was 11,801 which represents an 11.5% decrease as
compared to September 2014 program attendance of 13,356. Group discussion followed.
Ms. Southard shared that HR staff attended a job fair held at IPFW, this was the first time the
library has participated at this event, and staff had one-on-one conversations with over 80
people interested in library positions. The annual Senior Fair was hosted at Main which
brought in 2,800 people as they visited the booths of over 85 service providers of health and
services to seniors, educational seminars, and Subway sponsored free lunch for the attendees.
For years Shawnee Branch has been a site for teens to wait for rides, taking a new approach
to this staff started a new program modelled after HOMAGO (Hanging Out, Messing
Around, and Geeking Out). Mondays-Wednesdays they have scheduled the meeting room,
loaded half the tables with the laptop lab, and wheeled in the 3-D printer. Scott Mertz, who
is the mastermind behind this initiative, is with the teens to help teach computer code with
SCRATCH or 3-D design. Dupont Branch has started a new program, World War II
Legacies, held on the first Thursday of every month, presented by local author Kayleen
Reusser. Kayleen interviews community members about what it was like to live through
WWII.
Ms. Ferverda gave board members an update of events happening within the library system
highlighting that John Lennon’s sister recently made an unexpected author visit at Main
Library, the October 2nd Rotary Clock dedication was very successful, and ACPL once again
partnered with Downtown Fort Wayne for Fright Night activities and participated in the
annual Zombie Walk. The annual Author Fair will be held Saturday, November 14 in the
Great Hall. Entries are being accepted for the 33rd annual Poetry Contest with the theme
“I’m A Hoosier” celebrating Indiana’s Bicentennial.
Ms. Southard reviewed the staffing report, a copy of which is appended to and made a part of
these minutes.
APPOINTMENT OF NOMINATING COMMITTEE
On motion of Mr. Seifert, Jim Williams and Paul Moss were formally appointed to the
Nominating Committee to propose a slate of officers for the board for 2016.

RESOLUTION NO. 2015-8, “ORDINANCE FOR APPROPRIATIONS AND TAX
RATES”
Mr. McMahan moved the adoption of Resolution No. 2015-8, “Ordinance for Appropriations
and Tax Rates.” The motion carried and the resolution so adopted is appended to and made a
part of these minutes.
