The attached pages document known issues with the storm water system installed in
Monticello Woods by the developer.

Most of the storm water system will soon belong to VDOT, who presumably has
the budget to deal with the issues.
It is the opinion of the County engineer that the cause of all currently known
sinkholes in Monticello Woods is water soaking into the ground around manholes
and drop inlets which then leaks into these structures due to improper installation
or damage, carrying dirt along until the surrounding soil is undermined and a
collapse occurs at the surface.
A significant supermajority of the Monticello Woods storm water drainage
structures which are not actually within the VDOT right of way have a history of
active sinkholes. Many of the structures within the VDOT right of way also have
similar problems.
Some portions of the storm water system appear neither in HOA or VDOT rightof-way drawings nor are built to James City County standards.
The portions of the storm sewer not actually in the VDOT right of way are held
by James City County to be a “private” storm water system destined to become a
private problem for the Monticello Woods Home Owners’ Association.
Inseparable portions of a single system for storm water management, inadequately
built to County and state specifications under county and state supervision, with
the primary purpose of carrying public storm water from public streets to a public
stream, the Monticello Woods storm water system is held by the MWHOA to be
neither appropriately private nor reasonably within the management capabilities
of any ordinary home owner’s association.
