GENERAL INFORMATION st nd rd a) 1 2 & 3 Round venues are in the Zone regions where applicable. b) Nominations are to be submitted by Close of Business Friday 8 August. c) 1 Round 20 September 2014 d) The draw is composed using Associations names only. A separate list of club names will be forwarded at a later date e) Competition played on a round robin basis, using Association nominated grounds. Club Secretaries should check scheduled dates for each round. If there seems to be a problem with any of these dates you are to raise it as soon as possible once you sign the nomination forms. Champion of Champions games will take priority over any other tournaments or local competition matches. th st th NOTE: Secretaries that have special requests for any variations, please make sure you contact the Competitions Manager fourteen (14) days prior to the requirement. When compiling your nomination form please ensure you list the grounds and addresses and indicate on which rounds they are available. f) These rules shall cover all Champion of Champions Competition fixtures and shall be directly overseen by the Competitions Manager. g) These Competition Rules and Regulations are subject to alteration as required, however such alterations must be made prior to commencement of the relevant competition. h) Matters not included in these Competition Rules and Regulations must be referred to the Competitions Manager, whose decision is final and not subject to appeal. i) Associations Secretaries please note it is your responsibility to ensure all your teams have a copy of the latest rules. j) Age groups for the 2014 Champion of Champions: U/12 U/13 U/14 U/15 U/16 U/17 U/18 AA M F 2. ELIGIBILITY a) It shall be the responsibility of each Association to nominate the Club team, which it selects to be its participant in each age category of the Champion of Champions Competition. Each nominated Club team shall consist of players who have participated in that team during the current local Association domestic season, apart from those exemptions specified in these rules. See (f) for further information. b) The Association Representative is required to sign the nomination form and the team registration report (from MyFootballClub) verifying that each team and the listed players for that team are eligible in accordance with these rules. It is the obligation and responsibility of each Association to undertake proper due diligence before submitting the nomination and team registration report for the Champion of Champions Competition. 4 CHAMPION OF CHAMPIONS RULES & 2014 REGULATIONS Nomination form and team registration form to be submitted to Football Brisbane by the specified date. Late submissions will not be considered. c) Teams must nominate to participate in the same age group that their team has competed in during the 2014 season. Where an Association does not conduct competitions for a particular age category (eg U17 or U18) a Club may nominate a team for that age category so long as that team has been nominated in one of the age categories (e.g. U17) as a team in the local competition and has played in that age category as a team without older players. Teams nominated in this fashion must be advised in writing to the Football Brisbane Competitions Manager at the time the Association submits the nomination form for the Champion of Champions Competitions d) All players must be amateurs. e) To be eligible a player must turn the specified age or younger on or after the 1st of January in the year the competition is conducted. f) With the exception of section 2 g), Players from a lower division or age category in the same club may be borrowed to play in the Champion Of Champions. Players must have played in at least one round of the Champion of Champions to be eligible to play in the Final. Should a player have been given an exemption to play down an age group into a team for the 2014 season, the exemption documentation must be provided as part of the team nomination. g) All Associations may, in cases where it is deemed that due to the locality and/or remoteness of the association that insufficient numbers exist to field competitive club teams, apply for permission to nominate “composite” teams consisting of age eligible players from clubs affiliated with that association. In all cases, these nominations must be approved by the Competitions Manager. 3. REGISTRATIONS a) All Players must be registered in MyFootballClub. Please note: the re-registration of players is NOT required. All players will need to be allocated into specific Champion of Champions teams that will need to be created. A separate document has been created to guide Clubs through the Team creation and allocation process. b) Each team shall be eligible to register a maximum of eighteen (18) players but only use a maximum of sixteen (16) players per match. This will apply to all entries. A player can only register in ONE team. c) Once a team has registered and been included in the competition draw, a player whose team withdraws or has been defeated will not be eligible to register in any other team during that competition, regardless of the dates each age group play. d) Late registrations must be submitted to Football Brisbane by close of business on the Thursday prior to the players taking the field in the player’s first game. Once a competition age category has commenced, no players can be deregistered. e) Amateur status players only will be permitted 4. PLAYER PHOTO IDENTIFICATION CARDS a) All competitions and tournaments shall be played under the Photo ID sheet system. b) It shall be the responsibility of Managers to inspect their opponent’s team ID sheet. 5 CHAMPION OF CHAMPIONS RULES & 2014 REGULATIONS c) No protests will be accepted re player eligibility if ID sheets are not checked before the match. d) Where a team fails to produce their ID sheet prior to the kick off, The Manager of the team without the ID sheet is to contact the Competitions Manager and unless otherwise authorized, a period of ten (10) minutes from the designated kick off time will be allowed in order to produce the ID Sheet. If the ID Sheet is still not produced, the game will be awarded to the non-offending team and a result of 3-0 awarded. The Referee is to mark the team sheet accordingly. Teams are not to take the field once a forfeit has been declared. e) Should an ID sheet not list an individual player, then said player shall not be eligible to take part in any game. 5. TEAM SHEETS a) Official team sheets that are usually used in a teams zone, must be used in the Champion Of Champions. b) Team sheet must be completed by both teams and handed to the Referee prior to commencement of game. It shall be the responsibility of the first team mentioned in the draw to supply the team sheet. Substitute players not marked as taking the field will be deemed not to have played that match. c) Each player's name & I.D. Number is to be printed on the team sheet corresponding with the number on the playing strip. The player must sign next to printed name only if his/her identification is challenged. All players’ names must be listed on the Team sheet prior to the commencement of the scheduled match. d) On completion of the game it shall be the responsibility of the Referees to obtain the team sheets from the team Managers and provide them to the Venue Coordinator. The Venue Coordinator will ensure the Match sheets are sent to Football Brisbane within 48 hours of the scheduled fixtures. 6. MATCH & TRAINING BALLS a) Only Uhlsport Licensed balls are to be used in this competition Age Group Under 12 to 13 Under 14 to All Age Match Ball Size Size 4 Size 5 b) Match Balls will be supplied to the Venues. c) Match Balls will be supplied by for the finals. 6 CHAMPION OF CHAMPIONS RULES & 2014 REGULATIONS 7. MATCH TIMES a) The following is the match duration per age group: Age Group Duration Under 12 25 minutes each way Under 13 30 minutes each way Under 14 35 minutes each way Under 15 40 minutes each way Under 16, Under 18, AAM, AAW, 45 minutes each way b) The playing of injury/stoppage time will always be at the discretion of the referee. c) Fifteen (15) minutes from the scheduled kick off time will be allowed before a forfeit can be claimed. 8. EXTRA TIME & PENALTIES a) All extra time will be ten (10) minutes each way. b) A break of up to five (5) minutes may be allowed before commencement of extra time. If the game is still drawn at completion of extra time, then “Penalty Kicks” shall take place. 9. STRIP a) Where colours clash in the opinion of the referee, THE AWAY team must change, please check the colours of the club that you are playing against prior to your game. It required that all participating teams bring bring an alternative strip to all rounds.. b) All teams must wear a numbered strip with no duplication of numbers. c) Players will not be permitted to participate unless they are wearing approved shin pads. d) Home team is first team mentioned in draw unless otherwise advised by Competitions Manager. 10. REFEREE'S FEES a) Referees fees are included in the nomination fee for each team. b) Referees fees for the finals will be paid for. c) Referees will paid at the completion of all of their allocated matches by the referees coordinator. 11. DISCIPLINARY a) The ruling disciplinary body shall be authorised to suspend, fine, reprimand, caution or otherwise penalise any players, officials or teams who they consider have breached the rules of the game or the tournament, or have by their action brought the game into disrepute. b) In all cases where the Disciplinary Committee is required to convene it shall consist of three persons where ever possible and no less than two persons. c) Where a player has been sent from the field the said player shall be automatically suspended from that player's next scheduled competition game (local or state). 7 CHAMPION OF CHAMPIONS RULES & 2014 REGULATIONS d) The Competition Administrator may on receipt of the send off report, request the player to appear at a tribunal hearing prior to being able to resume playing. e) Where a player receives three (3) yellow cards during the tournament the player shall be suspended from that player's next game. It is the responsibility of each team to maintain accurate caution records; The competition administrator will notify teams of suspensions from the accumulation of yellow cards however all teams need to be aware of this also. f) Having been cited and failing to appear, a player shall be suspended until player appears. g) All Appeals against disciplinary rulings are to be in writing with a payment of $250.00 and must be lodged within seven (7) days of prior verdict. Appeals are to be addressed to the Competitions Manager. Football Brisbane and be emailed to [email protected] with all accompanying information and proof of payment. Account details for payment of Appeal funds is: Football Brisbane Inc BSB 638-070 Account number: 11360593 Ref: Discipline - <player name> h) Players will be cautioned for the following offences as per the Laws of the Game: CAUTION CODES: Y1 Y2 Y3 Y4 Y5 Y6 Y7 i) Is guilty of unsporting behaviour. Shows dissent by word or mouth. Persistently infringes the Laws of the Game. Delays the restart of play. Fails to respect the required distance when play is restarted with a corner-kick, free-kick or throw-in. Enters or re-enters the field of play without the referee’s permission. Deliberately leaves the field of play without the referee’s permission. A player shall be sent from the field for the following offences as per the Laws of the game: SEND OFF CODES: R1 R2 R3 R4 R5 R6 R7 Is guilty of serious foul play. Is guilty of violent conduct. Spits at an opponent or any other person. Denies the opposing team a goal or an obvious goal scoring opportunity by deliberately handling the ball (this does not apply to the goalkeeper within his or her penalty area). Denies an obvious goal scoring opportunity to an opponent moving towards the player’s goal by an offence punishable by a free kick or a penalty kick. Uses offensive or insulting language and/or gestures. Receives a second caution in the same match. 12. CODE OF CONDUCT FOR THE BENCH & TECHNICAL AREA a) It is the Team Managers responsibility to ensure proper conduct of all persons occupying the bench and technical area. b) Coaching and encouragement in suitable language is permitted from the team bench and technical area. No comments are to be directed to or about referees, opposing players or officials c) Abusive or derogatory comments shall not be tolerated. Offenders may be ordered from the enclosure by the Match Officials or Tournament Director. 8 CHAMPION OF CHAMPIONS RULES & 2014 REGULATIONS d) Only the nominated substitutes on the team sheet and three team officials shall be permitted within the confines of the bench and technical area 13. PROTESTS a) Where an Association wishes to protest any match, verbal advice shall be given to the Competitions Manager the day of the match and then forwarded in writing to the Competitions Manager by email to [email protected] within three (3) days including all accompanying documentation and proof of payment for $250.00. b) Failure to comply with this procedure will render protest null and void. c) The Disciplinary body will meet as required. Associations Secretaries will be advised of the date, time and venue. 14. RESULTS a) Unless otherwise instructed by the Competitions Manager, all results are to be entered into Fox Sports Pulse by the competing teams. Failure to do so will result in an automatic fine. All results will be posted on the Champion of Champions website. 15. GROUNDS a) All games are to be played on suitably enclosed grounds. Uncovered concrete cricket pitches are not permitted. b) The host club is required to provide a ground official for all fields that have a game being played, If three fields are in operation, three ground officials will be required. c) It shall be the responsibility of each team to control their spectators. For this purpose, each team shall provide one (1) team marshal who is easily recognisable by wearing official’s vests. The Coach and Manager of a team playing cannot be regarded as officials for this purpose. The Referee has the authority to remove either a player or official from the playing field. The appointed team marshals have the authority to then remove offending Players/Officials/Spectators from the Park area or contact the Police for assistance. d) Charges for entry into grounds are not permitted. e) Should a ground be considered unplayable for any reason the home/host Association shall immediately contact the Competitions Coordinator and a decision will then be made whether the match is deferred or moved to another venue and/or time. The Competitions Coordinator will then take the necessary steps to advise both Associations involved and the Referees. 16. REPLACEMENTS AND INTERCHANGE OF PLAYERS a) Unlimited Interchange of players is permissible at any time during the game in all age groups. The maximum number of players to be used for interchange is five (5) players for all age groups. b) The procedure shall be as follows: i) "Interchange zone" will be an area one metre either side of the half-way line ii) An interchange is one which is made when the ball is out of play, and for which the following conditions shall be observed1. The Interchange is allowed at the sole discretion of the Match Official. 9 CHAMPION OF CHAMPIONS RULES & 2014 REGULATIONS 2. The player leaving the field shall do so from the side line, crossing over at the sector called the interchange zone. 3. The player entering the field shall also do so from the interchange zone, but not until the player leaving the field, has passed completely over the side line. 4. A player, nominated for interchange shall be subject to the authority and jurisdiction of the referee whether called upon to play or not. 5. The interchange is completed when the player who was off the field, enters the field. From this moment they become a player and the player whom they replaced ceases to be a player. c) The number of interchanges made during a match is unlimited. A player who has been replaced may return to the field for another player. d) If during an interchange, an interchange player enters the field before the replaced player has completely left it, the referee shall ensure the replaced player leaves the field, then may caution the interchange player and then restart the game. e) If during an interchange, an interchange player enters the field or a replaced player leaves it from a place other than the interchange zone, the referee may caution the offending player. f) The interchanging of players will cease, at the completion of normal & extra time. If at this time penalty kicks is required to obtain a result, then the eleven (11) players on the field at the end of extra time are the only players permitted to participate in the penalty kicks. No interchanging at this time is permissible. NOTE: If during the taking of the penalty kicks the goal keeper is injured he/she may be replaced with another goal keeper providing the replacement was listed on the team sheet. 17. FEES a) Protests: $250.00 b) Appeals: $250.00 18. FINES a) Withdrawal after draw is completed & Forfeit with notice - $500 b) Forfeits (Without 48 Hours prior notice) - $500+ Officials Fees c) Re: Rule 6 (per game) – $55.00 d) Fines may be introduced at the decision of the Disciplinary Committee or other breaches of these rules. 19. FORFEITS a) If a team is not available to take the field of play 15 minutes after the scheduled kick off time, they shall be deemed to have forfeited the match. 20. PENALTY KICKS 10 CHAMPION OF CHAMPIONS RULES & 2014 REGULATIONS a) Penalty Kicks shall consist of each team alternatively taking five (5) penalty kicks. At the completion of the five (5) kicks the team having scored the most goals shall be declared the winner. If before both teams have taken five (5) kicks one team has scored more goals than the other could (even if it were to complete five (5) kicks) the taking of further kicks shall cease. Only the eleven (11) players from each team on the field at the conclusion of extra time are eligible to take part in the penalty shootout. b) If teams are still equal they shall continue to take alternate kicks until one team has a clear majority. Both teams must complete the same number of kicks. c) No player is to take more than one (1) kick until all players on the field have taken part. d) No member of either team is permitted to leave the field of play until a decision has been achieved. e) Substitutes & Officials are not allowed onto the field until a decision has been achieved. 21. LIABILITY All parties participating in the Champion of Champions Competition are subject to the ByLaws, Rules and Regulations etc. of Football Federation Australia, Football Queensland and Football Brisbane which are available via the respective websites. 11
