Leticia James, (currently the City Council member representing the 35th Council District) and Daniel Squadron (currently state Senator) received the greatest number of votes in the September primary. The runoff has been criticized for its high cost: $13 million for an office that controls roughly $2.3 million. But the position can be a powerful one: the public advocate is second in line should the mayor become sick or incapacitated, and the position is seen as a steppingstone for a future run for the Mayor’s office. The tone of the campaign has turned negative as both candidates try to inspire their supporters to vote in what could be a low-turnout election. Eagle photo by Paula Katinas Associated Press New York City plans to offer free public Wi-Fi in commercial districts in all five boroughs, officials said Monday. The free public Wi-Fi will be offered in Brooklyn along the Fulton Street corridor, BAM cultural district, Brownsville and Downtown Brooklyn; in Manhattan in the Flatiron District, along the Water Street corridor and the East River waterfront in Lower Manhattan, Harlem’s 125th Street corridor and on Roosevelt Island; in Queens in Long Island City; in Staten Island in the St. George commercial district; and in the Bronx on Fordham Road. The city also announced the launch of WiredNYC, a rating platform that evaluates the broadband connectivity and infrastructure of office buildings in an effort to encourage and accelerate the use of the technology. “Free public wireless networks in neighborhoods across the five boroughs, along with the new broadband rating program, will advance our goal of equipping all New Yorkers with the tools they need to participate in the innovation economy,” said New York City Economic Development Corporation President Kyle Kimball. The CEO of Kushner Companies, Jared Kushner, is operating WiredNYC on behalf of the city. Ten of the city’s largest real estate owners are participating and more than 150 buildings are signed up for the program. “Staying connected is critical to success in the 21st-century knowledge economy — whether you are building an office for your tech startup or trying to take your small business to the next level,” said Deputy Mayor for Economic Development Robert K. Dredging on Gowanus Canal Starts in 3 Years Associated Press Federal officials say dredging will begin on the Gowanus Canal in about three years to remove sludge that’s polluted with sewage and chemicals. The regional administrator of the Environmental Protection Agency, Judith Enck, discussed the cleanup plans Monday while standing next to the Brooklyn canal. Controlling the sewage overflow is another key element. Even then, it will only be safe for boating — not for swimming or fishing. Enck notes that it took more than 150 years to turn the waterway into a Superfund site. The highly contaminated sediment at the bottom of the canal includes coolant and lubricant residues that medical experts say can cause cancer. The cleanup cost estimate is half a billion dollars. 2 • Brooklyn Daily Eagle • Tuesday, October 1, 2013 Following massive damage caused by Hurricane Sandy, Gerritsen Beach Library reopened to the community on Monday. At a ceremony held in the newly opened branch, Brooklyn Public Library staff and leadership were joined by Gerritsen Beach community members. “We are thrilled to welcome the entire Gerritsen Beach community back to their neighborhood library after such a difficult year. I am pleased to report that the library is now open and better than ever, featuring a completely new collection, an ADA-compliant layout, new roof, three meeting rooms, and two self-check machines, among countless other improvements,” said Brooklyn Public Library President & CEO Linda E. The one-floor branch had to be totally renovated, and materials, equipment and HVAC systems were destroyed. Greenfield Urges 9/11 Survivors To Register for Funds Filing Deadline is Oct. 3 By Paula Katinas Brooklyn Daily Eagle Councilman David Greenfield is warning that the deadline to register for the Victim Compensation Fund for 9/11 survivors and first responders is rapidly approaching. The last day to register for financial assistance is Oct. 3, according to Greenfield (D-Borough Park-Midwood-parts of Bensonhurst), who urged all 9/11 first responders and survivors, including local Hatzolah and Shomrim volunteer members, to register. The fund, which is part of the James Zadroga 9/11 Health and Compensation Act, is open to injured and ill 9/11 first-responders and survivors from the World Trade Center, Pentagon and Shanksville crash sites and to surviving family members of those who died due to the attacks. But anyone seeking compensation must register by the deadline, even if they are already receiving benefits through the separate World Trade Center Health Program. Greenfield said local residents, first-responders, safety patrol volunteers and anyone else whose health was impacted by the terror attacks should visit as soon as possible to find out if they are eligible to enroll in the program. The fund provides compensation for a multitude of health issues. “We will never forget the horror of that day, or the heroic response by so many New Yorkers over the following hours, days and weeks, including our great local volunteers. Anyone who risked their health to help rescue others deserves nothing less than this city and nation’s full support, including compensation through the Zadroga Act,” Greenfield said. Hatzolah Volunteer Ambulance played a key role in the overwhelming response to the 9/11 attacks, responding to the scene with over 35 ambulances, 250 emergency medical technicians and 55 paramedics, according to Greenfield, who said the first ambulance to arrive at the scene after the first plane hit the North Tower was a Hatzolah ambulance. While no volunteer members were seriously injured at the scene, Greenfield said there is no telling what health impacts they will carry with them in the coming years. Because a resident cannot sign up for the fund after the Oct. 3 deadline, anyone who responded to the attacks or was exposed to toxins and believes their health has been impacted as a result is urged to register before the deadline, even if they have yet to experience actual illness or symptoms. Registering preserves a resident’s right to file a claim in the future, before the fund ends in 2016. Italy claimed Ethiopia as part of it’s empire by May 1936. All this Italo-Ethiopian conflict did not set well with many of the black and Italian ethnic groups in New York City. Italian sympathizers felt Italy had a right to expand and “civilize” other countries. Ethiopian sympathizers felt it was another case of whites overrunning native blacks in their own country and taking what was rightfully theirs. At Public School 178 in Bed-Stuy Brooklyn, attended by students of black and Italian backgrounds, gangs of both squared off and brawled until school officials confiscated their sawed-off pool cues. In Harlem, jeering blacks rallied on Lenox Avenue, waved the Ethiopian tri-color and vowed to run Italians out of the neighborhood. Cops were called out to prevent the destruction of a Jewish-owned grocery that rented stall space to three Italian vendors. Very likely the Italian sympathizers did not know that Colonel Hubert Julian, the Black Eagle of Harlem, was at that time in Addis Ababa, Ethiopia where he had gone in February 1935 ready to help Ethiopian A Multi-Media Brooklynite Star BROOKLYN — Esai Morales was born on October 1, 1962 in Brooklyn. Giants battled it out in the first game in the pennant playoff. The front page of the Brooklyn Eagle reported on the mighty crush of fans who stormed Ebbets Field to buy tickets for the 35,000 available seats. Brooklyn Daily Eagle • October 2013 • 3 0 Tuesday, October 1, 2013 • Brooklyn Daily1,Eagle eview and Comment R De Blasio, Cuba and The Sandinistas By Raanan Geberer Brooklyn Daily Eagle Recently, a lot of to-do has been made about former Brooklyn councilman and current mayoral candidate and Public Advocate Bill de Blasio’s left-wing background. It turns out that when he was young, in the 1980s, he went to Nicaragua to volunteer with the Sandinistas. Later, after he married his wife, Chirlane McCray, they honeymooned in Cuba. First, let me make it clear that I’m not a fan of either Cuba or the Sandinistas. In the 1950s, the Batista government in Cuba (backed by American gangsters like Meyer Lansky and Lucky Luciano) was so corrupt that people were hungry for a change. When Castro took power in 1959, the Cuban people were ecstatic. But within a year or two, he started showing dictatorial tendencies, and more and more Cubans began leaving the country. Some people think that Castro was basically a charismatic populist, and only the United States’ hostile actions toward him pushed him toward the Soviet Union. Others think he was a dedicated communist from the beginning. I don’t know the answer—I’ll let the professional historians debate that. The fact is, however, that by 1963, Cuba was formally a one-party state, with no tolerance for dissent, and had merely exchanged one master (the Soviet Union) for another (the United States). Nicaragua is somewhat more complicated. As in Cuba, a populist leader, Daniel Ortega, overthrew a corrupt dictator. His Sandinistas embarked on a program that included mass literacy, accessible healthcare and women’s rights. Unfortunately, they also persecuted rival political parties and allied themselves with Cuba and later Iran. At any rate, after a bloody civil war (during which the U.S. backed the Sandinistas’ opponents, the “contras”), the Sandinistas held elections. Today, Ortega is a respected elder statesman. Certainly, de Blasio was not alone in his feelings about these nations. Many, many young Americans and other westerners idolized Cuba (especially slain Cuban leader Che Guevara) and the Sandinistas. The Clash even recorded a song called “Sandinista.” At any rate, the charges against de Blasio concern actions that took place 20 or 30 years ago, and de Blasio himself has said he opposes the dictatorial tendencies within the Sandinista movement. So it would be best to let the matter rest, and move on to more current issues. Now, more about Cuba itself. Cuba hasn’t changed that much after Fidel Castro handed power to his brother Raul Castro. Yet, Cuba is no threat to the United States – especially not since the fall of the Soviet Union. In the old days, Cuba thrived on Soviet aid, but now, it barely has enough food to feed its own people, which is why Cuba is so eager to import grain from American farmers. Yes, Cuba is a dictatorship, but the U.S. has been friendly with much, much worse dictatorships, such as Haiti under the Duvalier regime or Spain under Franco. The U.S. has everything to gain and nothing to lose from the resumption of friendly relations with Cuba. Sure, some old-time Cuban exiles in Cuba may rage about Castro. But if the Cubans are allowed to buy American goods and see American movies and TV, this will hasten change, not endanger it. And travel to Cuba could be a bonanza for the U.S. tourist industry. Hispanic-American businesses could also be a bridge between the two countries. Once, in Toronto, I saw a travel brochure for Havana. Canadians can go, but we can’t. By instituting friendly relations with Cuba, the U.S. will show the world that the Cold War is finally over. Bringing figures from Greek, Indian, Punjabi, Inuit, Persian, and Aztec traditions to the fore, the stories in “xo Orpheus” come from some of today’s most exciting contemporary fiction writers. As she did in “My Mother She Killed Me, My Father He Ate Me,” Bernheimer assembles a diversity of voices to breathe new life into an ancient tradition. “xo Orpheus” presents a world of talkative goats, a cat lady, a bird woman, a beer-drinking ogre, and a squid who falls in love with the sun. Lauren van den Berg takes on Norse creation myth while Joy Williams gets inside the head of Argos, Odysseus’s faithful dog. Shane Jones explores coyote myths through the story of a young couple bringing their baby home from the hospital. Demeter and Persephone’s sad tale of separation becomes the story of a divorce. The fierce bonds of young friendship is the framework for Elanor Dymott’s version of Candaules and Gyges’s tale of betrayal. Kathryn Davis turns to the Inuit myth of Sedna, and Max Gladstone delves into Drona’s death in the Mahabharata. The stories in “xo Orpheus” are full of boundless wonder and invention. “xo Orpheus” is a goodbye to the old way of mythmaking, a book that boldly heralds a new beginning for one of the world’s oldest literary traditions. The project will be conducted by SUNY Downstate’s Special Treatment and Research (STAR) Program, a multidisci- plinary component of the Department of Medicine, in collaboration with the Physician Assistant Program in Downstate’s College of Health Related Professions (CHRP). The project will address the shortage of trained HIV healthcare care providers and receive $300,000 a year for five years. Jack A. DeHovitz, MD, MPH, distinguished service professor of medicine and director NY Methodist Offers New Procedures for Spine Surgery New York Methodist Hospital (NYM) in Park Slope has incorporated a revolutionary new neurosurgical technique into its lineup of minimally invasive procedures for spine surgery. Through this lateral access (sideways approach) technique, neurosurgeons at NYM can now minimize or even eliminate the need to dissect muscle to reach the spine for a procedure. “Every year, nearly 600,000 Americans have spinal surgery, whether it’s to address stenosis, chronic pain, tumors, scoliotic deformities, trauma or another condition affecting the spine or spinal column,” said Martin Zonenshayn, M.D., chief of neurosurgery at NYM. “For any spine surgery patient, we want to minimize the post-operative impact. Although some conditions may necessitate traditional ‘open’ surgery, many operations can now be performed using minimally inva- sive and lateral access techniques, resulting in less pain, shorter hospital stays and faster recovery.” One such lateral access procedure is lateral access spinal fusion, in which two or more vertebrae (backbones) are permanently joined together. Spinal fusion is often used to eliminate painful movement of the spine, or to keep the spine stable after injury, infection or removal of a tumor. “During lateral access spinal fusion, we create a small ‘pathway,’ roughly two inches wide, to the spine through an incision in the patient’s side, allowing us to avoid dissecting back muscles and tissues,” said Alexandros Zouzias, M.D., attending neurosurgeon at NYM, who performs the lateral access procedures. “However, this pathway must be created with the utmost precision. When we access the spine from the lateral position, there is a plexus of nerves surrounding the sides of the spine. Those spinal nerves are crucial to the body’s motor function, and dissecting them to reach the spine is simply not an option. By using cutting edge devices that stimulate the nerves as we create that pathway, we are able to use electrical pulses that accurately locate and navigate around those New York Methodist Hospital's Division of Neurosurgery at work. Zeichner Ellman & Krause Attorney(s) for Plaintiff 1211 Avenue Of Americas, 40th Floor, New York, NY 10036 (* BKLYN DLY - *) #122615 of the STAR Program, said, “With the advent of highly active antiretroviral therapy, HIV has become a chronic disease, requiring comprehensive primary care to address common age-associated diseases and co-morbidities, such as diabetes, cardiovascular disease, and osteoporosis. Furthermore, there is an increasing nationwide deficit in HIV providers as current ones retire and too few primary healthcare providers are adequately trained in the management of clinical aspects of HIV infection.” He added, “Despite targeted prevention efforts, HIV infection continues to spread in New York City, further underscoring the need to provide HIV clinical education to healthcare providers.” The new PA HIV training program will integrate supplemental HIV education for selected PA students entering a specialty HIV track, including an HIV-focused clerkship in the STAR Program’s HIV primary care site, the STAR Health Center. The program’s ultimate goal is to educate and train 10 new PAs per year, with the first cohort enrolled in 2014. Dawn Morton-Rias, EdD, PAC, is dean of the College of Health Related Professions. Felix Nwamaghinna, MSB, RPA-C, is chair of the Physician Assistant Program. SUNY Downstate is one of only five academic medical centers nationwide to receive this prestigious HIV training grant this year, and the only PA program awarded. The four other programs involve training nurse practitioners in HIV care. SUNY Downstate has a quarter-century history of providing innovative HIV primary and specialty care, research, prevention services, and clinical education in Central Brooklyn. In 2012, the STAR Program was one of three sites in the United States awarded a HRSA AETC grant to develop an HIV Track in Categorical Medicine in collaboration with the Department of Medicine’s Internal Medicine Residency Program. The first group of medical residents began the program in July 2013. The SUNY Downstate Physician Assistant Program has been the recipient of several HRSA awards throughout its 23-year history and continues to be nationally recognized for its leadership in urban PA education. DDDB and PHNDC viewed the order for an environmental impact statement as a victory and requested reasonable attorneys fees and expenses as generally allowed the victor in civil suits. ESDC challenged the request, arguing that DDDB and PHNDC were unable to accomplish the their ultimate goal: staying the erection and progression of the Atlantic Yards Project. New York rules require that the losing party in a civil suit pay the legal fees and expenses of the prevailing party unless, in cases where the state is the losing party, “the court finds that the [actions of the state] was substantially justified or that special circumstances make an award unjust,” the determination of “substantially justified” resting on judicial discretion. Finding no substantial justification as to why the ESDC should not have been required to include an environmental impact statement, Friedman ruled this month that DDDB and PHNDC claimed a significant victory in arguing in favor of and obtaining an order for the impact statement despite a “failure to obtain injunctive relief” on the entire Atlantic Yards Project. “Given the magnitude of Phase II construction, and petitioners’ goal of obtaining further review of the environmental impacts of such construction, the court holds that they have succeeded in achieving a substantial part of the relief sought in this litigation,” Friedman wrote. Friedman granted the request for legal fees, though has ordered a special referee to review the legal fees and expenses to be disbursed. The groups have asked for over $323,000 in fees and expenses. DDB and PHNDC were represented by attorneys from Young Sommer Ward Ritzenberg Baker & Moore LLC and Albert Butzel of the Urban Environmental Law Center. Sketch by Jane Rosenberg NEW YORK (AP) — A successful New York accountant who admitted supporting alQaida with money and supplies has been sentenced to 18 years in prison. Sabirhan Hasanoff, who lived in Brooklyn with his two children, was sentenced Monday in federal court. The sentence is two years less than the maximum he faced after pleading guilty to supporting al-Qaida. The judge says it was necessary to send a deterrent message to others who might embrace violent Islamic ideology. Hasanoff has apologized for supporting alQaida from 2007 to 2010, saying he was wrong. Prosecutors had portrayed Hasanoff as a new sophisticated breed of homegrown terrorist. The 37-year-old Hasanoff is a dual citizen of the U.S. and Australia. He graduated from Baruch College in Manhattan and had worked as a senior manager at PricewaterhouseCoopers. In an unrelated case, Egyptian- American and another Baruch College alumn, Wesam ElHanafi, 38 is suing the United States government for alleged mistreatment after his detention in Dubai lead to a supposedly deadly medical condition. Brooklyn born El-Hanafi, was accused of signing up as a supporter of al-Qaida and forming a mini al-Qaida cell, wiring money to jihadists and purchasing supplies for potential for use in time bombs, prosecutors asserted. El-Hanafi now contends that he was shackled for three days and four nights while detained in Dubai and denied use of his legs on the 14-hour flight from Dubai to the United States, where he stood trial. Diagnosed with deep-vein thrombosis, El-Hanafi alleges that his ailment went untreated for 17 months. Federal prosecutors and the U.S. Bureau of Prisons have declined to comment on ElHanafi’s current suit.
