Alberto Biancardi
Commissioner of the Italian Regulatory Authority for Electricity Gas and Water since
February 2011. President of WAREG European Water Regulators since May 2015. Holds a
degree in Economic and Social Studies taken at the Milan “L. Bocconi” University.
With a background as economist, he served with the following institutions: AGCM (the
Italian Antitrust Authority, the Italian Electricity and Gas Regulatory Authority, the Single
Buyer (Acquirente Unico Spa), the Ministry for Industry and the Italian Prime Minister’s
Office. In the latter institution, he coordinated the NARS (the counselling unit operating
with the Interministerial Committee for Economic Planning, or ‘CIPE’, on the regulatory
themes related to networkinfrastructure services). He also served with Eni and Enel (as
the President’s assistant). From March 2007 to the current office, he served as: Director
General of the Equalisation Fund for the Electricity Sector (CCSE); untenured Professor at
the Genoa University, and Energy and Infrastructure Area Manager with AREL (Centre for
Studies, Research and Legislation). He is the author of numerous publications on public
services and economic regulation.
Eva Bufi
Eva Bufi is the Executive Director of PPP for Cities a joint initiative of the IESE Business
School and the United Nations. General Manager of Ardana Consultants. Consultant in
public-private partnership with 20 years of experience working in the public and the private sector. She has been responsible to set up a PPP Unit in Spain being responsible of
planning, designing, contracting and implementing PPP projects.
Jean Paul Colin
Jean-Paul Colin is Vice-President of Lyon Metropole in charge of water supply and
sanitation facilities. He is also Mayor of Albigny-sur-Saône, a municipality part of LYON
METROPOLE. LYON METROPOLE is a political and administrative institution delivering
urban services and development in a territory of 59 municipalities, representing 1.3 million
inhabitants and 52,500 hectares. The metropolitan council is composed of 166 elected
officials.
Michele Falcone
Michele Falcone, 44 years old, graduated with a major in Constitutional Law from
“La Sapienza” University in Rome and passed the Italian bar of lawyers. Since 2010
Mr. Falcone acts as general manager of CAP Holding. Mr. Falcone holds two masters degrees
in Administrative Studies and Business Administration. Since 2013 Mr. Falcone additionally
acts as president of “Task Force Acqua” in CEEP (European Centre of Employers and
Enterprises providing Public services). Recently Mr. Falcone has been appointed as
member of the EIP Water steering committee, the European Innovation Partnership
on Water which gathers the most important European players in this sector in order to
elaborate and promote common solutions in response to water challenges.
Dirk van Peijpe
Dirk van Peijpe (1962) is director of DE URBANISTEN. He studied urban design and planning at the Academy for Architecture in Rotterdam. He worked for the municipality of
Rotterdam where he was involved in the redevelopment of the Rotterdam waterfront for
more than ten years. With his office for urbanism and landscape architecture DE URBANISTEN he focuses on the integration of systems of water, mobility and energy with the
spatial design of the city to improve the quality of urban public space. He is currently
involved in the climate related transition of major cities like Amsterdam and Rotterdam. He
was co-author of the Climate Adaptation Strategy for the city of Rotterdam and is ‘climate
ambassador’ for the Climateproof ZoHo-district.
Oriana Romano
Oriana Romano is a Policy Analyst at the OECD Water Governance Programme. She holds
a Ph.D in “Institution, Economics and Law of Public Services”, University of Naples ‘L’Orientale”, Italy. Before joining the OECD in 2013, she was research assistant and university
lecturer at the “Centre for International Business and Sustainability”(CIBS), London Metropolitan University and the Department of Social Science of University of Naples ‘L’Orientale”, Italy.
Alessandro Russo
Alessandro Russo, 34 years old, graduated in Political Science and since 2014 he is acting
as President of CAP Group. CAP Group is one of the main public utility companies in Italy
and it guarantees an efficient water service in the provinces of Milano, Monza and Brianza,
Pavia, Como and Varese. Mr. Russo is also Vice President of A.P.E. - Aqua Publica Europea
(European Public Water) which is an international association based in Bruxelles that
groups European water companies with the aim to safeguard and foster efficient public
water management models. Alessandro Russo also acts as Vice President of Confservizi
Cispel Lombardia, the association of Lombard local public services companies. Furthermore
Mr. Russo is a board member of Fondazione Housing Sociale, Foundation created with
the aim to solve residential problems and specifically for families with economic or social
problems.
Caterina Sarfatti
Caterina Sarfatti is a Strategic Programmes Manager at C40. She currently works with the
delivery team and the event leads on a series of key strategic events that form the ‘Road
from Paris’ to the 2016 C40 Mayors Summit in Cuidad de México (CDMX).
Caterina formerly served as the Deputy Director for Europe. Before joining C40, Caterina
worked in the City of Milan, where she served as policy advisor and project manager at the
International Relations Office, focusing on the coordination of EU projects. In particular,
Caterina led projects on smart cities and environment, social innovation and social cohesion,
migration and integration. Caterina was also the key coordinator of Milan’s Smart City
policies at the Mayor’s Office. Caterina holds degrees in Political Theory and Political
Science from Sciences-Po (Paris) and Master degrees in Human Rights and Humanitarian Law
(Université Assas-Paris II) and in Global Environmental Policies (Università La Tuscia).
Mario Michael Sommerhäuser
Studies in Biology, Ecology, Philosophy. PhD in Biology, Limnology. He is Head of Department of Water Management, Head of the office of the Board of Directors, for Emschergenossenschaft and Lippeverband Water Associations, Essen (Germany). Assistant Professor
in Water Protection, University of Applied Sciences Ostwestfalen-Lippe, Detmold, with
120 publication in scientific journals and reports, author/editor of 4 books on applied
stream ecology. Long-term consultant in river basin management and water protection in
Brazil and several Eastern European countries. He is also member of associations for water
management and standardization in Germany (DWA, DIN, CEN), President of the German
Limnological Society.
Gustavo Ramon Wilhelmi
Industrial Engineering from the Polytechnic University of Catalonia (UPC), with 15 years
experience in the water sector: supply, drainage systems and waste water treatment. Nowadays is the Director of the Operations Department in BCASA, the Municipal Company of
Water Cycle in Barcelona. Responsible of water cycle operations related to drainage sewer
system, ornamental fountains and ground water exploitation in Barcelona City. Responsible for the definition of the company’s water and wastewater products and solutions
strategy applying innovation and technology to reduce flooding problems in the city and
to improve the quality of receiving waters.
Zinkernagel Roland
Roland has been working for the Environment Department of the City of Malmö since
2001. His work includes a variety of different tasks, from coordinating externally financed
projects on improving various sustainability aspects, to being involved in planning processes together with municipal and external actors. He is working for the Institute for urban
sustainable development (ISU) aiming at bringing the operations of the city and of Malmö
University closer to each other. Since spring 2016 he is holding a part-time PhD position at
Lund university to research on indicator development for assess the sustainability of cities.

Responsible for the Water Service for Metropolitan City of Milan. He works especially with
authorizations and concessions on small derivations of both surface water and groundwater.
Pier Carlo Anglese
Pier Carlo Anglese, engineer, is the director of Technical Area for CAP Group. After a strong
experience in water supply projects and soil conservation, he focused in water management,
and since 1993 especially in the branch of sewerage and sewage treatment as Technical
Director and Director General of water companies.
Raffaella Balestrini
Researcher at the Water Research Institute - CNR, she works on the removal of nutrients
in river ecosystems, and on the role of atmospheric deposition in terrestrial and aquatic
ecosystem.
Gian Battista Bischetti
Associate Professor in the Department of Agricultural and Environmental Sciences at the
University of Milan. He teaches Agricultural Hydraulics and Agricultural Technology and
soil defense.
Armando Brath
Professor of Hydraulic and Maritime Engineering and of Hydrology at the University of
Bologna since 1994, where he teaches Hydraulic Construction and Hydraulic Protection of
the Territory. President of the AIA - IPPC National Commission, and President of National
Italian Hydraulic Association.
Marco Callerio
Marco Callerio is a Hydraulic Civil engineer, graduated from Pavia University. Since 2003
Mr. Callerio has been working for CAP Group. Since 2006 Mr. Callerio has been monitoring
the planning and execution of sewerage and water treatment works. Mr. Marco Callerio
has directly managed CAP Group interventions in order to solve European Community law
violations in the sewerage sector. Today Mr. Callerio is concentrated on the sustainable
management of water conservation and re-use of rainwater.
Damiano Di Simine
Biotechnologist and environmentalist by passion. For 20 years he has been working for
Legambiente. He is scientific coordinator of Legambiente Lombardia and member of the
national secretariat, as well as coordinator of the European campaign People4soil .
Mario Fossati
Hydraulic engineer, is Vice General Manager and Chief Engineer at the Consorzio di Bonifica
Est Ticino Villoresi, based in Milan. Among the most recent projects, he worked for the
“Vie d’Acqua” of Expo 2015.
Claudio Gandolfi
Professor of Agricultural Hydraulics in the Department of Agricultural and Environmental
Sciences, University of Milan. He is currently Vice Rector delegated to the Transfer of
Knowledge. He carries out his research activities in the field of hydrological modeling and
integrated management of water resources.
Viviane Iacone
Graduated in Economics at the Bocconi University in Milan, she is in charge with Planning
conservation and upgrading of water resources at the DG Environment of the Lombardy
Region.
Dario Kian
Environmental engineer, expert in the integrated development issues in mountain areas,
sustainability of systems and governance processes, biodiversity and ecological connections,
governance and management of complex river basins.
Andreas Kipar
International Architect and Landscape designer, Andreas Kipar is President, co-founder
and Technical Director of the Company LAND Milano Srl. Born in Gelsenkirchen (Germany)
in 1960, he achieved the master degree in Landscape Architecture at Essen University in
1984 and later in 1994 the master degree with honor in Architecture at Politecnico di
Milano. In 1985 he founded KLA kiparlandschaftsarchitekten Milano - Duisburg (Germany)
and in 1990 he founded together with Dr. Giovanni Sala, the design company LAND - Landscape Architecture Nature Development. He is Member of the ‘German Association of
Landscape Architects (BDLA), of the Italian Association of Landscape Architects (AIAPP), of
the German Association for the Art of Gardens and Cultural Landscape (DGGL) and of the
National Institute of Urban Planning (INU ). He works in several universities in Italy and
abroad; currently he is a professor at the Politecnico di Milano where he teaches Public
Space Design.
Andrea Lanuzza
Andrea Lanuzza, engineer with an Executive Master in Business Administration from SDA
Bocconi and studies at the Universidad Politecnica de Catalunya, from 2016 is the director of Sewage and Water Treatment Service for CAP Group. He is also member of Aspen
Institute as Junior Fellow and in particular participates in the Aspen Mediterranean Initiative,
the project launched with the aim of promoting the exchange of ideas and experiences
between professionals from Southern Mediterranean and Europe about energy issues.

Sergio Papiri
