In this proposal, the Center for Gender, Sexuality and Activism proposes that an office for Assault Response and Prevention Services be developed and implemented on campus. Over the course of seven weeks, two Boston University hockey players were arrested and charged with sexual assault.1 Following these two arrests, media attention has been directed at the allegations of sexual assault, rather than giving attention to our award-winning academic programs, student life, or faculty; rather, publicity has been directed at the allegations of sexual assault, and Boston University has been lambasted for cultivating a culture that perpetuates interpersonal violence. The number of sexual assaults reported on campus every year is dwarfed by the figures projected by research and surveys. For example, in 2007, the Boston University Police Department released statistics indicating that a combined number of ten "Forcible" and "Non-Forcible" sexual assaults had been reported. In 2008, the figure was nine. In 2009, the figure had dropped to two. A U.S. Department of Justice study found that one in five women are sexually assaulted during their college careers. The incidents reported to the Boston University Police Department do not correspond with the frequency of sexual assaults reported by the Department of Justice. Within the Boston University community, there is widespread concern about the lack of resources available to Boston University students, faculty, and staff, both in terms of preventing assault on campus and creating support systems in place to deal with assaults if they take place. Methods How did we begin? •A working group was created through members of the Center for Gender, Sexuality and Activism. •A petition was created via change.org. •This petition was spread internationally and garnered an incredible outpouring of support. •The petition currently has over a thousand signatures of support. • A representative from the group proposed a basic outline of an office for assault response and prevention services to the Boston University Student Union. •The Student Union passed a resolution in support of the development of the ARPS. Where did we start? •A focus group researched schools that have interpersonal violence response centers in place, namely by assessing their methodology, resources, and effectiveness. •This focus group directed their attention towards Boston University’s peer institutions to assess what comparable universities are doing to provide interpersonal violence resources for their students. •Correspondences were developed between members of the focus group and directors of programs at peer institutions such as Syracuse, Northwestern, George Washington, and Columbia. Subsequent communications provided details on initializing and maintaining effective programs. Assault Response and Prevention Services Office Proposal" 2 Who informed our research? !Members of the working group met with various faculty and staff of the Boston University, such as: "Dr. David McBride and Maureen Mahoney, LICSW of Student Health Services who made us aware of the currently available services on campus. "Professor Carrie Preston, joint faculty in the English and Women’s, Gender, and Sexuality Studies departments !We received multiple letters of support from prominent figures in the Boston community support of the development of the ARPS office, in addition to many members of Boston University faculty and staff. !The Center for Gender, Sexuality, and Activism met with President Brown to discuss plans for a Take Back the Night event on campus, corresponding an important dialogue about the culture at Boston University. After research, meetings, and much appreciated advice, the working group wrote a comprehensive proposal for the Assault Response and Prevention Services that details the duties the center will carry out on campus as well as the resources needed to serve the Boston University community. Assault Response and Prevention Services Office Proposal" 3 ! Comparison with Boston University’s Peer Institutions As precedented by President Brown’s strategic plan, we can critique Boston University’s features by comparing the university against specific peer institutions.2 Specific comparisons against peer institutions are available in the appendix, and key examples of successful programs at peer institutions have been detailed below. Of Boston University’s 13 peer institutions, 9 have university-sanctioned interpersonal violence centers, and of those 9 programs, 5 have physical spaces dedicated to counseling and preventative programming. The other four institutions have crisis centers set up through the campus Judicial Affairs and Behavior Health, in the same fashion as Boston University. Syracuse University Syracuse University’s Advocacy Center is perhaps the most established sexual assault center of Boston University's peer institutions. Its rich history of twenty-two years offers us a wealth of information on effective modes of creating and sustaining a center that secures and enriches its campus community. Founded in 1990, Syracuse University’s Advocacy Center was established as a result of a task force on rape, which was created to address student and faculty concerns about the prevalence of rape involving Syracuse University students. 2 http://www.bu.edu/president/strategic-plan/today.shtml Assault Response and Prevention Services Office Proposal" 4 Funded by the Division of Student Affairs, the Advocacy Center features two full-time staff, one half-time graduate assistant, a shared administrative assistant, 8 staff volunteers, and 70-80 student volunteers. According to its director, Janet Epstein, each academic year, the Advocacy Center directly counsels between 35 and 50 students for sexual violence, relationship violence, stalking, and sexual harassment. It also sees many friends, family members, partners, staff, and faculty who seek assistance for themselves or on behalf of others. In the 2010-2011 academic year, it reported having reached 8,500 students and family members through educational and outreach programs, which included peer education programming and the Center’s support of an educational theater troupe, a men’s group, and collaborative efforts with campus Greek life. Students can become peer educators that advocate for a safer community through interactive workshops and work in counseling services. Past volunteers report their involvement as eye-opening and validating in their roles against violence, putting “prevention in a positive and achievable” light. Harvard University Across the river, The Office of Sexual Assault Prevention & Response (OSAPR) has been serving Harvard University students since 2003. Their model stresses empowerment, community collaboration, diversity of staff and services, and the promotion of data collection and research efforts on best practices in service and policy. The Office includes three full-time staff: a director, a prevention specialist, and an education specialist. Together, they provide 24-hour support and information services and provide educational, training, and outreach initiatives throughout the year. The Office also offers Assault Response and Prevention Services Office Proposal" 5 ! extensive information on external resources to respect the decisions and needs of those seeking their services. In April 2010, Harvard announced that OSAPR will serve the entire University rather than just the College, a change of demand from about 6,500 students to 20,000 students, which was associated with a change to partial funding by student health service fees.3 In its first year, it held 15 training sessions for College officers and clinicians as well as educational events for leadership groups, individual students, and rising first-year students through a mandatory event during “Freshman Week” and subsequent dialogues.4 Northwestern University! The Center for Awareness, Response, & Education (CARE) has served the students of Northwestern University since September 2011. It came about through a needs assessment by Northwestern’s Campus Coalition on Sexual Violence (CCSV), an organization of over 60 members from student groups, campus departments, and university agencies that meet monthly to assess recommended improvements to university policy. In 2011, the CCSV received a $300,000 federal grant from the US Department of Justice Office on Violence Against Women to improve sexual violence prevention and response services on campus. Other funds derive from the Office of Health Promotion and Wellness, a division of Northwestern’s Office of Student Affairs.Two full-time staff (a director for response and a director for education and 3 http://www.thecrimson.com/article/2010/4/20/rankin-services-schools-university/ 4 http://www.thecrimson.com/article/2004/5/6/leaning-report-progress-assessed-one-year/ Assault Response and Prevention Services Office Proposal" 6 prevention) are available five days a week in CARE’s physical space in the Health Services building.5 ARPS Benefits to the University Properly addressing the fact that sexual violence occurs in the Boston University community promotes a campus environment that counteracts the perpetuation of silence surrounding interpersonal violence. There is an immediate need for an effective means of acknowledging the problem of sexual violence on campus, of providing resources for those who have experienced sexual violence, and of introducing prevention and education programming to stop sexual violence from occurring in the first place. The community would benefit greatly from extensive action on the administrative level. Several advantages of having an office of assault response and prevention services (ARPS) include: • Ensuring adequate resources for students in all stages of their experience with interpersonal violence and ensuring a supportive safe space for affected members of the Boston University community. • Diminishing tensions for students who feel neglected by current University policies regarding sexual assault or for those students who feel as though their personal needs are not currently being met. • Increasing campus safety and security for all members of the Boston University community. 5 http://www.northwestern.edu/care/get-involved/index.html Assault Response and Prevention Services Office Proposal" 7 ! • Promoting an informed, communal student body. • Standing alongside peer institutions that already offer a myriad of resources and services surrounding the issue of sexual assault. In creating ARPS, Boston University would emerge as a progressive institution that is dedicated to providing necessary resources to its students. • Demonstrating that Boston University values the safety of its students and that the University is willing to offer a cooperative, comprehensive, and well-researched solution to interpersonal violence on campus. • Acknowledging that sexual assault exists on all college campuses, a fact that many colleges and universities do not acknowledge. This acknowledgement would improve Boston University’s image by showing parents, students, trustees, faculty, and staff that BU’s primary concern is for students’ personal safety and well being in all areas. • Providing resources for the gay, lesbian, bisexual, transgendered, queer, questioning, and intersex (GLBTQQI) community at Boston University who struggle with sexual assault. The ARPS office aims to publicize that everyone is affected by sexual assault, no matter their gender identification or sexual orientation. • Lessening the load currently resting on the shoulders of the BUPD by educating the student body, staff, and faculty on consent and measures that the community can take to stop sexual violence and by developing a working relationship that would facilitate proceedings in assault cases in a manner safe and secure for those seeking services. Assault Response and Prevention Services Office Proposal" 8 Throughout our research, we have reached a single conclusion: that Boston University’s resources for coping with sexual assault are out of step with its peer institutions. ARPS would resolve this gap of interpersonal violence resources. The establishment of ARPS would allow the University to continue its history of attracting a diverse students body and providing a safe and inviting student community. We have strong concerns that the treatment, recovery, and prevention of sexual assault for the University community are not being sufficiently addressed. The University has a duty to its community to provide adequate mental and physical health resources, programming for the prevention of sexual violence, and comprehensive, effective support in response to interpersonal violence. Assault Response and Prevention Services Office Proposal" 9 ! ARPS Design Role of the Counselors Boston University currently employs two accomplished crisis counselors for all crises, including, but not limited to, interpersonal violence. Maureen Mahoney and Beth Kozik rotate on-call shifts to handle all student crises. We recognize that they are vital to both the prevention and treatment of interpersonal violence, and our request is twofold: 1.Boston University must hire at least 2 more full-time counselors that specialize in crises, trauma, and interpersonal violence. 2.Current counselors would need to be permitted, as much as they might professionally see fit, to be involved in the ARPS office’s prevention efforts, as they have the years of experience and expertise to handle such responsibility, especially within the Boston University community. Within the ARPS office, crisis counselors would be available 24/7. While the office is open, these counselors would hold counseling appointments but also assist walk-in students seeking services. An intake coordinator would also be required, and this person could be a social work or graduate fellowship student. In addition, counselors would offer multiple support groups, though the content of these would be left to their discretion. We recommend that support groups for survivors, their families, and others affected by interpersonal violence be addressed through these counseling services. Assault Response and Prevention Services Office Proposal" 10 Finally, counselors should work with the graduate fellows to establish a re-adjustment system for students that require it that builds official relationships with various members of the community in residence life, the BUPD, the Dean of Students, and other faculty, so that the student might have help in making the necessary changes to return to school, work, and social life and make a full recovery. Medical Services Those who experience interpersonal violence often need urgent medical attention. The staff in the ARPS office would be conscious of the medical services offered by local hospitals for survivors of trauma. Further, clinical staff should be trained as medical advocates, with a rotating on-call system (separate from the counseling hotline) for those who seeking medical services for interpersonal violence. An on-call system also offers another avenue for volunteership as students and community members can be trained as medical advocates to accompany clients to local hospitals, thus promoting the education of more first responders in the community. Staffing The staff at ARPS should have the capacity to involve full-time members, graduate students, and volunteers in both preventative and reactive measures. However, it must have a full-time programming director who specializes in trauma in order to promote the continuous availability of prevention and treatment services. If there were not a full-time, long-term director, APRS would be subject to inconsistent administrative styles, thereby reducing its effectiveness as a constant provider. In addition, we request at least 2 (two) additional members of the Behavioral Medicine counseling staff, a full-time intake coordinator specifically for the ARPS office, and at least 2 (two) graduate fellows or other graduate students (such as social work or public health) who are looking to complete a Assault Response and Prevention Services Office Proposal" 11 ! practicum on campus. These students would report to the director of programming and would work on either prevention or counseling. The intake coordinator would specifically serve the needs of the ARPS office and represent the space and its services. This person would need to be extensively trained in understanding trauma as well as be comfortable with the responsibility of being the contact for all services that ARPS would provide. In respect of the important role Student Health Services has on campus and in order to not further increase the burden on Boston University’s current crisis counselors, the ARPS office would require their own physical space separate from the space currently given to Behavioral Medicine clinicians. Further, there is an enormous amount of potential for volunteership within the ARPS office. Groups of volunteers and constituents would be formed to address all aspects of interpersonal violence, ranging anywhere from a group of bystander trainers to a support group for male-identified survivors of sexual violence. Forming support groups and volunteer training both directly involve the community, and direct community involvement decreases the instance of interpersonal violence. Judicial Proceedings and the BUPD The BUPD is often the first line of receiving reports. While we understand that it has some training and specialization in its end of dealing with instances of sexual assault and interpersonal violence, we recommend that it receives extensive training on these issues from BARCC and certified ARPS staff. These trainings would increase BUPD’s capacity to address interpersonal violence and would help create a working relationship between the BUPD and ARPS. We recommend a zero-tolerance policy for all Boston University student perpetrators found guilty of sexual assault. All students, regardless of place of residence, would be held Assault Response and Prevention Services Office Proposal" 12 under this rule. We also recommend a stronger advocacy system within judicial affairs that would work with the center to assist those who come forward about interpersonal violence. This could be conducted through a network of peer support, a law students’ advocacy group, or an official university system. Prevention Prevention is an essential part of the center. ARPS would feature consistent programming in the Boston University community, involving a strong educational aspect. Sexual assault and interpersonal violence must be given more official time and attention during student orientation. Orientation sets the tone of the culture at Boston University, and interpersonal violence education would begin the process of preventing sexual assault on campus. All prevention education would understand the relationship between power and rape. Sexuality is an integral part of recovery. Sex-positivity creates a productive discourse surrounding prevention, a “Yes Means Yes” conversation that teaches the Boston University community about consent.6 Sex positivity education and publicity would also extend to the queer community, and the ARPS office would include sex positivity and “Yes Means Yes” dialogue for people of every sexual orientation and every gender identification. We believe that Orientation must allot at least 45 minutes to this topic. Presenters would speak on issues such as bystander trainings, consent education, “victim blaming” avoidance, and what to do in a crisis situation so incoming students might begin to understand that Boston University does not tolerate interpersonal violence in any form. 6 Friedman, Jaclyn, and Jessica Valenti. We strongly support implementing mandatory education, similar to the education given in this proposed orientation, for all student leaders, staff, and faculty. Prominent members of the Boston University community are widely trusted by students, and educating these members of the community about sexual assault and providing them with the tools to direct and assist students would not only create a safer environment in which all members of the Boston University community feel that their needs will be met. We believe that training of this kind is essential in general and instrumental in creating a progressive and innovative ARPS office. We also recommend an “Empowered Bystanders Training” program. This program would educate campus leaders on how to confront and stop interpersonal violence. This program would be offered to all leaders of student organizations, and would assist BU student leaders in creating positive change within their community. In addition, this program would and should be open to any students who want to partake. This program would ensure that campus events have trained empowered bystanders to prevent interpersonal violence and to help make our university safer. Budget Requirements We feel that ARPS would be able to function most efficiently within a physical space. A physical space would allow us to contain all of our resources in a community-accessible location, and would therefore provide resources efficiently and effectively to the entire Boston University community. The space must be accessible, central, well-known, and private. A location that fits these parameters should also provide room for the outreach, group counseling, and private office areas of ARPS as well as a close proximity to the CGSA and Behavioral Medicine offices currently used by the SHS crisis counselors. This space would require a central lobby, as well as several partitioned spaces to serve small Assault Response and Prevention Services Office Proposal" 14 counseling groups. Additionally, an effective space would include have multiple office spaces to serve as places for survivors to meet with crisis counselors in private. The initial budget for the ARPS office would include cost of construction materials, labor, paint, and furniture. Following the creation of ARPS, its yearly budget would be comprised of daily operational costs. Staff salaries would be negotiable based on experience, and the workload of these staff members could be reduced by extended training for peer volunteers, and by making fellowships available for graduate students. Evolution of the ARPS Office Not only does this proposal seek to establish an assault response and prevention services office, but it hopes to make that office an essential part of campus life. In order for any effective and permanent change on campus, ARPS must become an active, far-reaching, and well-integrated organization. This office would not be isolated from the rest of the campus; rather, within five short years, many of the office’s actions would become essential to the safety and progressiveness of Boston University. By Spring 2017, we project an abridged sample of the center’s developing programs and services as follows: Spring 2012 !Advocates available by phone 24 hours a day, 7 days a week, to work with Boston University students and community members in need of immediate assistance. Summer 2012 !An orientation campaign that educates incoming freshman on healthy relationships, sexual violence, communication, and social and cultural attitudes that shape Assault Response and Prevention Services Office Proposal" 15 ! attitudes regarding gender and sexuality. This orientation program would be offered to every incoming freshman, and would emphasize everyone’s role in preventing interpersonal violence. Fall 2012 !A fully functional ARPS space on campus with at least two crisis-trained professionals on staff around the clock, and multiple volunteers and interns manning phones, working in support groups, and creating a safe space on campus. !An “Empowered Bystanders Training” program that would teach campus leaders how to interrupt, confront, and stop conflict and violence on campus. Summer 2013 !The ARPS hotline number printed on the back of every Terrier card, therefore making it available to every student at a moment’s notice. !A working relationship with the BUPD that involves sensitivity training and trauma awareness for both officers and ARPS staff and volunteers. Fall 2013 !A series of workshops that would include but not be limited to dealing with and preventing sexual abuse and violence in relationships, encouraging consent in relationships, and dealing with the aftermath of sexual assault. Boston College !Boston College runs the Sexual Assault Network, (SANet), a hotline of student volunteers and professional staff to field crisis calls.
