1. OVERVIEW OF THE EXISITNG ENGLISH LANGUAGE SERVICES
1.1 INTRODUCTION
One of the three main focuses of the environmental scan was to provide an overview of existing English
language services available for newcomers/English language learners in the Region of Waterloo. The
categories of the list were determined by the scan’s work group members and were then presented to
the LIP interim council, who approved of these categories. In addition to providing an overview of the
existing English language services and programs in the Region of Waterloo, this list may serve as a
resource for both service providers in assisting clients as well as by newcomers and English language
learners who wish to access an English language program.
1.2 METHODOLOGY
The list of existing English language services in Waterloo Region was compiled using the
following methods and sources. First, we received lists of selected English language services from both
the KW Multicultural Centre and the YMCAs of Kitchener-Waterloo and Cambridge. Second, we
received names of organizations and/or institutions providing English language instruction through both
the online stakeholder survey as well as through the various client surveys. Upon collection of the
names of various organizations and institutions providing English language services, we contacted them
and the various details that are found on the list were confirmed. Throughout the stage of making
contact with service providers, other services and programs as well as their respective organization were
brought to our attention.
Once the first draft was completed, service providers whose programs are found on the list were
sent a copy of the document and asked to verify the information for their respective organization or
institution and make any modifications and/or additions to their listing. The first draft was also
presented to and distributed amongst the Interim LIP Council for their feedback and approval.
1.3 LIMITATIONS
This list is not exhaustive, as it is probable that there may be additional English language services
and programs being offered informally throughout the Region of Waterloo. This is probable because
some informal services may be targeted for specific individuals and/or groups belonging to certain
communities, and thus, are not advertised widely throughout the Region.
Throughout the process of collecting the data for this inventory of services and programs, it
became apparent that the industry of English language services and programs is fast-changing. The
cause of many alterations to services and programs seems to be a result of both client needs and
attendance as well as service provider resources, especially when we are referring to informal programs
run on a drop-in basis and volunteer-led. As a result, information on the list may need updating on a
regular basis to keep it current and accurate.

1.4 STRUCTURE OF THE INVENTORY
The services and programs on this list are divided into three main categories: language
assessment centres; formal English language services and programs; and informal English language
services and programs.
Language assessment centres are places where clients can go to have their language needs
assessed in order to be referred to and/or placed into the appropriate program and level. Under this
section there are also listed sites that offer English language testing, such as the International English
Language Testing System (IELTS).
Formal English language services or programs are those which provide accreditation and/or
involve an application process and eligibility criteria for clients and take place in an educational setting.
Language Instruction for Newcomers to Canada (LINC), English as a Second Language (ESL), Enhanced
Language Training (ELT), Occupation Specific Language Training (OSLT) and other programs offered by
Conestoga College and Renison University College are found under this formal section.
In Waterloo Region there are a total of 33 formal programs/sites. LINC is offered at six sites
across the Region: three in Kitchener; two in Waterloo; and one in Cambridge. ESL is offered at eight
sites: five in Kitchener, two in Cambridge and one in Millbank. Conestoga College’s ELT program is
offered at their Waterloo Campus, and their three OSLT programs are offered at their Doon Campus in
Kitchener, four programs are offered through St. Louis Adult Learning Centre in Kitchener. Of the
remaining formal programs offered through Conestoga College and Renison University College, one is
offered in Kitchener, four are offered in Waterloo, and two are offered in both Kitchener and Waterloo.
Under informal English language services and programs, conversation circles, tutoring, and
informal ESL classes, etc. are listed. These are programs where informal conversation and/or English
lessons take place and are provided by a variety of organizations, as well as through many partnerships
in communities across Waterloo Region. In total, there are 29 informal programs/sites. Fifteen of those
programs/sites are in Kitchener; ten are in Cambridge; and four are located in Waterloo.
Each of the main sections previously mentioned are divided into five categories:
Organization/Partners/Funders; Location and Contact; Eligibility Criteria; Other services offered; and
Program Information. Under these categories a variety of information is presented, including who is
eligible to participate in the program or service and whether childcare or transportation is provided for
participants.
1.5 USE OF THE INVENTORY
This list will be of great use to both service providers as well as newcomers and English language
learners in the Region of Waterloo. The feedback from service providers has been very positive as they
recognize a need for this type of resource in the Region of Waterloo. Many service providers are looking
forward to having this resource and also utilizing this finished product to assist their clients in accessing
the appropriate English language program or service.

3. FORMAL ENGLISH LANGUAGE SERVICES AND PROGRAMS
These include services or programs which provide accreditation and/or involve an application process
and eligibility criteria for clients. These services and programs take place in an educational setting.
Following is the list of existing formal language services and programs in Waterloo Region.
3.1 ENGLISH AS A SECOND LANGUAGE (ESL)
These are classes for individuals whose first language is neither English nor French. In Waterloo Region,
St. Louis Adult Learning and Continuing Education Centre offers ESL. This program is funded by the
Ministry of Citizenship and Immigration. Following is the list of programs offered by the St. Louis Centre.

3.2. LANGUAGE INSTRUCTION FOR NEWCOMERS TO CANADA
(LINC)
The Language Instruction for Newcomers to Canada (LINC) Program provides free basic French and
English language courses to adult permanent residents. The program is delivered/funded by: Citizenship
and Immigration Canada (CIC). Individuals who wish to participate in a course must first contact the
nearest LINC assessment centre or immigrant services organization for an assessment of their language
training needs and a referral to LINC course providers in their community. (Source:
