Advertisement of Proposals
The Teton County, Wyoming Planning & Development Department requests proposals for professional
environmental consultants to participate in the county hired environmental analysis process. The Teton
County Planning & Development Department is required by the Land Development Regulations (LDRs)
to establish a pre-qualified list of on-call environmental consultants.
Notice is hereby given that the Department will receive formal sealed proposals, on or before FRIDAY,
May 13, 2016, 4:00 PM, Mountain Time at Teton County Planning & Development Office, 200 S. Willow
Street, Jackson, WY 83001.

In accordance with Wyoming Statute §16‐6‐104, preference shall be given to Wyoming Contractors.
Attention is also called to Wyoming Statute §16‐6‐03 with respect to subcontractors to be used by the
successful resident bidder.
The attention of bidders is called to the requirements of Wyoming Law pertaining to this contract, including
without limiting the generality of the foregoing, Chapter 6 of Title 16; Chapter 9 of Title 27; and Chapter
6 of Title 15, Wyoming Statutes.
Teton County reserves the right to reject any or all proposals and to waive informalities and irregularities
in proposals.

II.
Background and Overview of Work/Services
The Teton County, Wyoming Planning & Development Department is required by the Land Development
Regulations (LDRs) to establish a pre-qualified list of on-call environmental consultants. The qualified
consultants will work on a contract basis for Teton County to prepare Environmental Analyses (EA) for
Sketch Plan, Development Plan, Conditional Use Permits, Special Use Permits and Planned Use
Developments applications.
A.
General
1. Overall Scope.
EAs shall be prepared in compliance with the Teton County LDRs and the following
specific tasks will be required of successful candidates:
a. preparation for and attendance at the EA pre-application conference,
b. preparation of cost estimate and timeline to complete each phase of an EA in
compliance with the LDRs;
c. preparation and submittal of Habitat Inventory (Phase 1);
d. preparation and submittal of Development Impact Assessment (Phase 2);
e. preparation and attendance at second EA pre-application conference to discuss the
alternatives analysis (Phase 3), if required by Teton County Planning;
f. preparation and submittal of the final EA;
g. preparation and submittal of a Habitat Enhancement Plan/ Mitigation (Phase 4)
pursuant to 5.2.1.E.2.b. if required by Teton County Planning;
h. invoicing of completed work on a monthly basis and final invoicing within 30-days
of EA submittal;
i. insufficiencies remedied within 60-days of notice by consultant at no expense to the
applicant or Teton County;
j. preparation and submittal of Performance Surety Bond and Financial Assurance
Agreement as needed for mitigation and
k. if required, preparation for and attendance at public hearings before the Planning
Commission and the Board of County Commissioners.
2. Work Products
Consultant shall provide the County with the following products:
a. cost estimate and timeline to complete each phase of an EA;
b. Habitat Inventory (Phase 1);
c. Development Impact Assessment (Phase 2);
d. Alternatives analysis (Phase 3), if required by Teton County Planning,
e. Final EA;
f. Habitat Enhancement Plans/ Mitigation (Phase 4) if required by Teton County
Planning;
g. invoicing of completed work on a monthly basis and
h. Surety Bond and Financial Assurance Agreement as needed for mitigation.
III.
Required Qualifications
The Statement of Qualifications (SOQ) shall include a cover letter with the applicant
company/corporation names and address and the name and telephone number of the person who will be
authorized to represent the applicant regarding all matters related to the SOQ and any contract
subsequently awarded to the applicant. The letter shall be signed by the person(s) authorized to bind the
company to all commitments made in the SOQ. If the applicant is a partnership, the SOQ must be signed

in the name of the partnership by the general partner thereof. If the applicant is a corporation, the SOQ
must be signed on behalf of the corporation by two authorized officers (Chairman of the Board of
Directors, President or Vice-President and a Secretary, Treasurer or Chief Financial Officer) or an officer
authorized by the Board of Directors to execute such document on behalf of the corporation. All
signatures above must be original and in ink on at least one copy of the SOQ submittal.
A. Inclusion on the final list of environmental consultants will be based on demonstration of the
following minimum qualification requirements for the individual or the group of individuals that
comprise the consultant team:
1. Professionals with the educational background and demonstrated expertise in the art and
science of balancing the principles of ecology, conservation and management of wildlife, its
habitats and natural resources with development.
2. Bachelors or Masters (preferred) degree in environmental sciences, wildlife biology and/or
ecology and natural resources is required. Degrees in botany, environmental policy,
hydrology, geomorphology, or others may be considered based on experience in the field.
3. Education and/or demonstrated expertise in the management of the Federally Listed and
Candidate Species and Teton County Species of Special Concern and their protected habitats
(wildlife).
4. Education and/or demonstrated expertise in the management of Teton County protected
natural resources (wetlands and waterbodies).
5. Expertise shall be demonstrated through education and experience, and a history of providing
objective development impact assessments.
6. Demonstration of experience and professional certifications (Wildlife Society, Society of
Wetland Scientists, Wetland Delineation Certification, Green Infrastructure Planning, etc.) in
the field of environmental sciences and environmental impact assessment.
7. Demonstrated understanding of the Teton County Land Development Regulations and
Jackson/ Teton County Comprehensive Plan.
B. The applicant must designate experienced professionals and technical staff to competently and
efficiently perform the work through its own personnel or subconsultants. The submittal must
identify the project team composition, project leadership, key personnel, reporting
responsibilities, and address how subconsultants will fit into the management structure.
Individuals and/or consulting firms not meeting all qualifications may qualify for the list if they
can demonstrate they can obtain subconsultants that meet all qualifications enumerated herein.
C. The SOQ shall not use elaborate promotional material beyond what is necessary to provide a
complete and accurate response. Resumes for all key staff shall be submitted by the applicant.
D. The SOQ shall include three written letters of reference, with contact information, from
individuals who have personal knowledge of your team’s ability to prepare documentation similar
to Teton County’s Environmental Analysis.
IV.
Estimated Cost of Services
Costs will be determined on a project by project basis as described herein.
V.
Insurance Requirements
The SOQ shall demonstrate appropriate insurance coverage including but not limited to workers’
compensation insurance. Coverage shall be in place at the time the applicant submits the SOQ and at the
time the applicant accepts the County’s offer of employment for a particular development project. The

applicant shall not hold Teton County or any landowner responsible for any personal injury or property
damage while contracted with Teton County.
VI.
Employment Discrimination Prohibited
During the performance of a contract awarded pursuant to this Request for Qualifications (RFQ), the
consultant agrees to not discriminate against any employee or applicant for employment because of race,
religion, color, sex or national origin. The consultant agrees to post in conspicuous places, available to
employees and applicants for employment, notices setting forth the provisions of this nondiscrimination
clause.
The consultant, in all solicitations or advertisements for employees placed by or on behalf of the consultant,
will state that consultant is an equal opportunity employer. Notices, advertisements and solicitations placed
in accordance with federal law, rule or regulation shall be deemed sufficient for the purpose of meeting
these requirements.
VII. Proposal Content
As described in III. Required Qualifications, Statement of Qualifications.
VIII. Special Provisions
A. Term of Contract and Participation in Pool of Consultants
The pool of professional environmental consultants shall be maintained and utilized by the Teton
County Planning & Development Department for a thirty-six (36) month calendar term. Teton County
reserves the right to terminate the county hired EA system be providing three (3) months written
notice provided to the environmental consultants who are selected for the pool. The chosen
consultants shall prepare all county hired EAs during that term in accordance with the LDRs and the
selection process. The calendar term shall begin June 2016. The Planning Director, applicant, and
consultant shall execute a written agreement, prior to any work being commenced and will be specific
to each development project. A sample form of the agreement shall be provided by the Planning
Director.
B. Local Preference
Preference in the initial selection of professional environmental consultants for the rotating pool will
be given to applicants with expertise in Teton County, Wyoming, and consistent with Wyoming's
statutory requirements to give preference to Wyoming bidders.
C. Cost of Preparation of Statement of Qualifications
Any costs incurred by the applicant in responding to this RFQ in anticipation of receiving a contract
award shall be the responsibility of the applicant. Teton County shall not reimburse the applicant for
any such expenses or costs in responding to this RFQ or other costs prior to an agreement being
entered into with the Planning Director and applicant.
D. Statement of Qualifications Interpretation and Addenda
Any change to or interpretation of the RFQ will be sent by the County to each firm or individual
requesting such changes. Receipt of any changes or interpretations shall become a part of said RFQ
and may be incorporated into any contract awarded. Where such amendments require changes in the
RFQ, the final date for submission may be postponed.

E. Public Records Disclaimer
All documents, data or information provided as part of the Environmental Analysis process will be
part of the public record.
F. Protest Procedure
An appeal of the selection process for the qualified environmental consultant list may be made by any
person aggrieved by the process. The Planning Director will make recommendations to the Board of
County Commissioners as to which consultants should be included in the list of consultants. The
Board of County Commissioners will make the final decision on consultants at a regular meeting,
which is anticipated to be June 7, 2016.
G. Process for Project Assignment within Selected Pool of Consultants
Consultants on the qualified list of environmental consultants will be offered work on a rotational
basis. The initial order of rotation will be established in June 2016. Additional procedures, policies
and EA related forms are found in the Teton County Administrative Manual, which is subject to
modification by the Teton County Planning Director.
H. Conflicts of Interest
Consultants on the list of qualified environmental consultants may be removed from the list for a
particular development proposal for the following reasons:


Any consultant who is, or has, worked for the developer on the subject development proposal
unless those services have been for compliance with the National Environmental Policy Act
(NEPA), or
Any consultant who has a personal or private interest in the subject development proposal. For
the purpose of further clarification, the following constitutes a personal or private interest:
o with respect to the consultant, an interest that is direct and immediate as opposed to
speculative and remote; and
o an interest that provides the consultant a greater benefit or a lesser detriment than it does for a
large or substantial group or class or persons who are similarly situated.
I. Acceptance
This RFQ provides interested professionals with the information necessary to enable them to prepare
and submit information for consideration by Teton County. Teton County reserves the right to enter
into further discussions with any applicant based solely upon the initial response to the RFQ and the
right to negotiate with the selected applicant if they are fully qualified and it is deemed to be in the
best interest of Teton County.
The applicants selected for the qualified environmental consultant list shall be required to enter into
written contracts with Teton County for each development project. This RFQ and the SOQ, or any
parts thereof, may be incorporated into and made a part of each final contract; however, the County
reserves the right to further negotiate the terms and conditions of the contract with the selected
applicants.

K. Submittal Deadline
One original and five copies of the applicant’s Sealed Qualifications Statement are due on or before
4:00 P.M. MDT, Friday, May 13, 2016 at the Teton County Planning & Development Department.
Statements received after that date and time shall be considered late and will not be considered for the
list of environmental consultants. Late submittals shall be returned to the applicant’s authorized
representative.
Consortiums, joint ventures, or teams submitting offers will not be considered responsive unless it is
established that contractual responsibility rests solely with one individual, firm, or corporation.
