Mid-October. Homeowners wanted to learn more about what is going on in
Washington, D.C. and many questions were raised about foreclosure and new
home buyer programs.

Home foreclosure is a rising crisis in the United States.
As homeowners confront downsizing of jobs and the
inability to make their mortgage payments, they face
the possibility of losing their home, which would send
them and their children onto the streets. The home
foreclosure crisis is not exclusive to the Midwest; it has
hit every state. Eager to learn how to keep their homes
or where to find help if they are facing foreclosure,
families packed a recent town hall meeting coordinated
by El Centro in Kansas City, Kan.
John Trasvina, Assistant Secretary for Fair Housing and
Equal Opportunity for the U.S. Department of Housing and
Urban Development visited Kansas City in mid-October to
hear citizens’ concerns about the housing market and the economic downturn. His mission as he travels across the United
States is to let people know that the new administration is working to resolve the national crisis.

Without the Westside Community Action Network Center (WCAN), Gonzales, an
immigrant struggling to begin anew, would have to look
elsewhere for a compassionate
hand and a safe haven.
Gonzales is among the hundred of men the agency during
the past 15 years.
“If it wasn’t for this center
many of us would have it real
tough,” Gonzales told Hispanic
News. “I see Lynda Callon (the
agency’s executive director)
with a big heart. She really helps
us. Many see us as less than human and view us as dogs. She
sees us with her heart and as
brothers and she offers support
and treats us with dignity and
respect so again I say she has a
big heart.”
For 15 years, WCAN has
served the residents, the businesses and the homeless on Kansas City’s Westside. Through
a partnership with the Kansas City Police Department,
WCAN has cultivated what
many describe as a unique program that fosters neighborhood
safety and dispels negative stereotypes of Latino immigrants.
“When you do the right partnerships and do the right work,
great things can happen,” Kan-
sas City Police Chief Jim Corwin told Hispanic News. “This
(center) is a blessing, a mission
of the heart.”
That longtime partnership
between Kansas City police and
WCAN was nationally recognized in mid-October with a
MetLife Foundation Community-Police Partnership Award
for extraordinary achievements in improving safety and
strengthening community-police relations.
The award, sponsored by
MetLife Foundation and administered by the Local Initiatives Support Corporation
(LISC), recognizes partnerships between community development groups and police
departments that have reduced
crime and spurred housing
development, economic activity, and improved community

On Veterans Day across the United States, those who have served in
the military and risked their lives to defend freedom will be honored
with parades, speeches and special events.
In Kansas City, the National World War I Museum at Liberty Memorial is planning a daylong
celebration and observance.
Veterans Day, Nov. 11, will be commemorated at a special ceremony beginning at 10 a.m. The
event includes performances by the American Legion Band and speeches to honor the significance
of this important day. The keynote speaker for the ceremony is James H. Willbanks, director of

Lynda Callon, executive

during the past 15 years, the
organization has not only
grown, it has evolved to meet
the community’s needs.
“Originally we were here to
deal with blight and crime, but
what we soon had to deal with
was a situation involving migrant day-laborers who caused
a lot of issues in the neighborhood,” Callon said.
She said the center, which
has been at several locations,
moved to its current building at
2136 Jefferson St. in 2004, providing the homeless a place to
clean up, eat a meal and access
to referral services.
“So it not only made it better
for the men, it made it better for
the residents and it made it better
for the businesses,” Callon said.
The money that accompanies the
award, she said, “will let us pay
off some bills and give us a teeny
pinch of breathing room.”
She said despite the award,
WCAN would not rest on its laurels. “Success means more work.
Just because you fix a problem
doesn’t mean it’s a fix forever.
You have to maintain it.”
Matt Tomisic and Chato
Villalobos are two Kansas
City police officers who work
closely with WCAN.
Tomisic said when he thinks
of the 15-year legacy, he thinks
about the all the lives that are
better because of Lynda Callon’s action. Her level of commitment is “a Mother Theresa
type of work ethic.”
Villalobos said, “It’s a testament to what can happen when
the community collaborates
with the police department.”
He said the collaboration has
helped police identify the criminal element that would sometimes hide among the homeless.
Marcella Morales Gaona, a
volunteer at WCAN for several years, said, “A lot of people don’t realize everything
we do and they just need to
get on our Web site and see
what we are all about.”
She said in addition to helping adults, the center also focuses on children and families
with its back-to-school events,
spring follies and urban campouts. “Lynda has been a mentor for the community.”

become a resource center for
the neighborhood, and we
wound up doing day labor and
outreach to migrant workers,”
he said. “It’s not only us doing
these things, but it’s also the
boards of all those other organizations that also help us serve
that population.”

Trasvina was nominated by
President Obama to be assistant
secretary in April. The office of
Fair Housing and Equal Opportunity (FHEO) administers and enforces federal laws and establishes
policies that ensure all Americans
have equal access to housing.
Fair housing is an important
issue for Mary Lou Jarmillo,
president and CEO of El Centro, because she encounters people whose landlords are taking
advantage of them. “In Overland Park, one woman was
paying $900 a month to rent a
three-bedroom apartment. The
plumbing in the apartment was
leaking and exposed. The landlord was not fixing the problem,
so we had her take pictures of
the apartment. She wanted to lea-
ve the apartment but she was still
tied by a lease and if she left she
would forfeit her deposit plus still
have to pay rent for several months. We became her advocate and
the landlord did not remediate
those problems until El Centro
became involved,” she said.
The foreclosure crisis has hit
every ethnic community, but
large populations of Latinos in
California, Nevada, Arizona and
Florida, are being hit especially
hard with foreclosures. As he
travels across the country, Trasvina also is discovering whether
federal programs are working
to help residents. “When the
foreclosure crisis hits the community, whether it is your home
or a neighbor’s home, that is
when the government has to act
swiftly. I am pleased by some of
the progress we have been able
to make on our programs. We
have about a half million people
who are in the home modification loan program and that is a
step forward, a step forward to
give them another shot to stay in
their homes, prevent foreclosure
and for those who are already in
that situation, to give them another shot at being able to keep
their homes,” Trasvina said.
A diverse crowd of homeowners from Kansas City, Kan.;
Raytown; Kansas City, Mo.; Independence and Olathe came to
learn more about the crisis through a question-and-answer discussion with Trasvina. “We want
John to understand what is happening here. I know Washington
has a lot of things going on right
now — Afghanistan, health care,
the economic situation — but
how often do people in a community like Argentine or other
neighborhoods like the Westside
or Overland Park get a chance to
have a conversation with a HUD
official,” Jarmillo said.
During his visit, another goal
was to learn how people’s lives were being affected by the
economy. “I want to know how
effective or not effective federal
programs are. It is really important that as plans and proposals
get developed in Washington,
it is not enough for it to make
sense in Washington, it has to
make sense in Kansas City, it
has to make sense in Las Vegas
and in the southwest,” he said.
Before serving as assistant
secretary, Trasvina was president and general counsel of the
Mexican American Legal Defense and Educational Fund.
He lead the law firm for the Latino community by advancing
litigation and public policy in
the areas of civil rights, immigration and education. Today, his
office can help people whether
they think they are a victim of
predatory loan lending or have
been rejected for a home loan
because of racial profiling.
“While some people perceive
they are denied a loan because of their ancestry, because of
their last name or immigration
status, it really requires us to
look into the numbers and into
the practices of the lending institution. Tightening across the
board is one thing but lenders
who are going back to their old
ways and red lining or taking
short cuts by looking at people’s
last name or their ancestry, that
is when we can step in and other federal agencies can step in
as well,” Trasvina said.
As people seek homeownership
or want to purchase a larger home,
there is no surprise that Latino families and other ethnic groups are
victims of predatory loan practices, he told Hispanic News.
“This home crisis is not an
easy fix. We did not get here
overnight. It would be easy to
say look at the numbers and we
are showing progress but when
you see families being affected
by this, parents who are being
forced to move their families to
another neighborhood, people
who are renting now when they
use to own their own home, it is
a tragedy,” he said.

WHILE WE WAIT FOR THE VACCINE:
TAKING CHARGE OF YOUR HEALTH

Many Kansas families
have been anxiously
waiting last month to have
their children and
themselves vaccinated
against the pandemic
H1N1 flu virus.
Regrettably, makers of the
new H1N1 vaccine have
found that production of
the vaccine’s active
ingredient in their
laboratories is occurring
much slower than anyone
expected.
As a result, the quantity of
H1N1 vaccine produced so far
– about 22.4 million doses – is
lagging well below anticipated
levels. At the same time, the level
of disease due to the pandemic
– including hospitalizations and
deaths – has been steadily rising.
The shortage of vaccine is
both frustrating and a bit scary.
The good news is that much
larger quantities of H1N1 vaccine will become available during November and beyond.
Eventually there will be enough
vaccine for everyone in Kansas
who wants it.
But in the meantime there is
more good news: you can take
charge of the situation now and
reduce the risk your family faces from H1N1 flu, all without
the vaccine.
Aside from the highly publicized importance of frequent
and thorough hand washing
and respiratory etiquette such
as covering one’s coughs and
sneezes, you have got one other
powerful tool to slow the spread
of the flu and keep yourself safe.
It’s called social distancing.
Social distancing is the idea
that simply by reducing the frequency, proximity and duration
of contact between yourself and
others the chances of spreading the disease can be reduced.
With a little vigilance wherever
you go, such as in schools and
childcare facilities, at work and
in the community, you can dramatically cut your risk of catching the flu.
• Start at home by monitoring
yourself and your family members every day for symptoms
of influenza. Remain home at
the first sign of illness. Try to
limit the interaction between
family members who are ill
and those who are well. Remember that individuals with
symptoms of influenza should
stay isolated and not return to
school or work for at least 24
hours after the fever is gone
without taking fever-reducing
medicine. •Check to see if the schools
and childcare facilities where
your children attend monitor
for illness and immediately
isolate symptomatic children
until they can be picked up. Are concerts or athletic events
postponed or altered when
there are high levels of influenza-like-illness among students
and staff?
•At work, try to create as much
space as possible between
yourself and your co-workers,
and always model good hand
hygiene and respiratory etiquette. Are you knowledgeable about your employer’s
policies for sick leave, and do
you know when you will be
allowed to return to work? If
illness is prevalent, is there any
way you can work remotely
from home?
No one likes to wait, and all
of us – including me and my
family – now find ourselves
cooling our heels as we await
ever-increasing amounts of vaccine to be produced and distributed. In the meantime, we can
all be active participants in the
fight against this virus by implementing preventive measures of
good hygiene and other proven
strategies to avoid exposure to
the flu and stay well.
Until there is enough vaccine
to put an end to this pandemic
once and for all in Kansas, please

to reduce the spread of H1N1
flu, protecting our families and

WITH EMPLOYER MANDATE, FEDS
ACTUALLY MANDATE JOB LOSSES
President Obama has made a
point of linking health reform to
economic recovery. He’s right
to draw the connection -- bringing down healthcare costs could
shore up family budgets that
have been stretched thin by the
high price of medical care.
Yet one of the Democrats’ major reform proposals would actually make it harder for America
to dig out of the recession. The
“pay or play” mandate -- which
would compel employers to either provide health insurance or
pay a stiff penalty -- would cripple businesses and cause many
Americans to lose their jobs.
The structure of the employer
mandate is pretty simple.
Under the plan favored by President Obama and Senate Finance
Chair Max Baucus (D-Mont.),
businesses with 50 or more employees that don’t provide health
coverage to all their workers
would be forced to pay a fee for
each uncovered employee.
House Democrats seek to
force firms with annual payrolls
of $500,000 or more to cover a
substantial portion of workers’
insurance premiums. If a business decides against offering
insurance to its employees, it
would have to pay a tax of between 2 and 8 percent of its employees’ wages.
Under both proposals, employer-sponsored health plans
would have to meet federal stan-
dards for minimum benefits, copays, deductibles, and the like
-- even if an employee wanted a
less expensive, less comprehensive policy. Workers would face
far fewer choices of plans.
Burdening already-suffering businesses with expensive
new healthcare obligations
will have disastrous consequences for the economy.
The National Federation
of Independent Business estimates that an employer mandate would cause the economy
to shed 1.6 million jobs within
the first five years. The Congressional Budget Office warns
that low-wage jobs would be
among the first eliminated -- a
cruel blow to those at the bottom of the economic ladder trying to work their way up.
The nation’s largest companies may be able to absorb the
huge cost of covering all their
employees. But many small
businesses with razor-thin profit margins would fold as a result
of the mandate. A mom-andpop shop with just six employees each earning a five-figure
salary, for instance, could easily
surpass the House’s $500,000
payroll threshold.
Despite soaring health care
costs, most employers already
provide health benefits to their
employees without being bullied to do so. Indeed, over 70
percent of Americans employed
by private firms have access to
employer-sponsored health benefits. Many have access to health
coverage through their employer
but they can’t afford to pay their
share of the premium.
Employers invest in their
workers’ health because they
know that doing so will help
them attract and retain the best
workers and build a productive
workforce.
Businesses that don’t provide
coverage aren’t cruel or irresponsible -- they simply can’t afford
to. Requiring them to pay for
benefits threatens their very livelihood. And it will do little to reduce the number of uninsured.
In fact, by making the cost of
labor even higher, a pay-or-play
mandate may increase the number of uninsured. For starters,
many companies will hold off on
hiring new workers, as they’d immediately have to cover additional insurance premiums. Further,
if the mandate causes layoffs and
closures, folks who already have
employer-sponsored insurance
will lose their coverage.
The president and his congressional allies may think an
employer mandate compels
businesses to do their part to pay
for health reform. The reality is
that pay-or-play would drive
down wages and employment,
drive up the price of health
care, and drive many firms out
of business altogether.

Both vaccines can be given on the same day

elderly, those with comprised
immune systems and pregnant
women are especially at risk.
The H1N1 strain of flu carries
a greater risk of complications
and death compared to the traditional flu. This is due to the
fact that the H1N1 virus causes
more severe respiratory complications much faster.
As a maternal-fetal medicine
specialist, I am very concerned
that pregnant women understand the dangers of not being
vaccinated for both the seasonal
flu and particularly the H1N1
strain of virus. Pregnancy
weakens a woman’s immune
system making her more susceptible to catching viruses. A
pregnant woman who already
suffers from asthma or another
chronic respiratory condition is
at a greater risk for complications. There is an 8 percent, or 1
in 12 risk, of death if a pregnant
woman becomes infected with
the H1N1 virus. In addition, if a
pregnant woman needs to go to
the hospital and ends up on mechanical ventilation because of
respiratory complications, the
baby can suffer from decreased
oxygen. This has the potential of
causing neurological damage to
the baby. It is also important to
note that the majority of pregnant women who did not survive after contracting the swine
flu were otherwise healthy.
Getting both the H1N1 and
seasonal flu vaccine is the best
protection you can have to
avoid contracting the flu. You
should get both vaccinations to
be fully protected. These vaccinations will also give protection
to your unborn baby for the
first six months of life. It is best
to get both the vaccines before
you become pregnant or if you
are already pregnant in the first
trimester of pregnancy. If possible it is important to try to avoid
getting sick with an illness that
will produce a fever, especially
in the first trimester of pregnancy. Having a fever in the
first trimester doubles the risk
of having a baby with a neural
tube defect such as spina bifida.
In addition, women who contract the swine flu are at a higher risk of a premature delivery. Both vaccines can be given on
the same day, but should be given in different locations such as
one in your right arm and one in
your left arm. The nasal spray
vaccination should be avoided
during pregnancy as it contains
live virus. If you have suffered
from a recent illness you should
check with your physician
about when it is safe to get the
vaccine. The side effects from
the H1N1 vaccine are similar to
those from the seasonal flu vaccine. Side effects include soreness, redness, and swelling at
the injection site. Some women
may experience muscle aches,
headache, low-grade fever and
nausea. These symptoms should
disappear in 1 or 2 days.
Many pregnant women are
afraid that the H1N1 vaccine
is neither safe for themselves or
their unborn baby. The H1N1

vaccine has been used for many
years on pregnant women with
no short or long-term risks to
the mother-to-be or baby. A big
concern among pregnant women is that receiving any type of
vaccine during pregnancy will
increase the chance that their
unborn baby will be autistic
because of the mercury content in the vaccine. The amount
of mercury (thimerosal) in a
single dose shot is extremely
small, less than the amount
in one spoon of canned tuna.
However, several million doses
without mercury will be made
available for pregnant women. Unfortunately, many pregnant
women will not heed the advice
of their physicians and will not
receive the H1N1 vaccine. It is

therefore very important to try
to do what you can to prevent
yourself from contracting this
virus. There are certain steps
that you can take to make you
less susceptible and these include the following:
•A nutritious diet should be
eaten that is rich in fruits and
vegetables.
•Supplementing your diet with
extra vitamin C & D.
•Washing you hands frequently.
•Keeping your hands away
from your mouth and eyes.
•Staying away from people you
know are not feeling well.
If a pregnant woman thinks
she is coming down with the flu,
it is important she contact her
doctor immediately. Common
symptoms of the flu include: fever (affects over 90% of people),
cough, sore throat, stuffy/runny
nose, body aches, headache,
chills and diarrhea/vomiting.
It is important to see your doctor as soon as possible to get an
anti-viral medication. If your doctor is not available, you should go
to your local medical center for
treatment. This will lessen the
symptoms, which will reduce the
chance of serious complications
and also shorten the duration of
the illness. There is no risk to either the mother or baby from this
anti-viral medication. The real
danger comes from having an
untreated case of the H1N1 virus
while being pregnant.
The benefit of receiving the
H1N1 and seasonal flu vaccine
far outweighs the risks of contracting the virus. This is a very
serious virus that will kill between 40,000 and 50,000 people
this year. If you are pregnant,
make sure you get vaccinated as
soon as possible.

Wizards off-season re-tooling starts at the top

While the battle for MLS
Cup ’09 rages on the
Wizards have wrapped
up their 2009 campaign.
Press conferences for
the year are over,
training has ceased,
and reviews of
personnel and coaches
are underway.
A disappointing and by club
standards turbulent season has
ended. A promising first month
with three wins out of five
games eventually became a season in which the Wizards suffered their worst performance
ever losing 6-0 to fellow nonplayoff qualifier FC Dallas.
That match ended up the last
result of Head Coach Curt Onalfo’s career with the club. The affable Onalfo showed his embattled emotions increasingly which
boiled over when he essentially
contested the organization’s decision to relieve him of his duties.
Pointing out his accomplishments in press releases Onalfo
expressed his dissatisfaction.
The club, meanwhile, had to
adjust on the fly to Technical
Director Peter Vermes becoming their interim on field coach.
Vermes’ defensive emphasis
represented a 180 degree turn
for the players and some modest gains in September could
not salvage a playoff position.
This is the first time in the history of the club there’s no clear
cut direction where the team is
headed going into a new season.
There are two ways that reaching into its past can profoundly
effect its future.
The obvious choice is for
Vermes to become the permanent head coach. His vast playing
experience brings a unique perspective as few have been able to
excel playing up front with the
U.S. Men’s National Team and
starring in central defense for
Kansas City. A taskmaster more
in the mold of Bob Gansler than

MEDICARE DRUG PLAN

rescription drug costs can
take a double toll on retirees, who often live on
fixed incomes and are also likely
to need more — and more costly
— medications as they get older.
That’s why the government created Medicare Part D, a voluntary program that subsidizes
prescription drugs for Medicare
recipients.
If you’re eligible for Medicare, be aware that the six-week
annual Part D open enrollment
period for 2010 takes place
from Nov. 15 to Dec. 31, 2009.
Except in a few circumstances,
if you miss that window you’ll
need to remain in your current
plan until 2011.
Here are a few details about
Medicare Part D:
Eligibility. If you’re 65 or
older or have certain qualifying
disabilities, you are eligible to
participate in Medicare. (Go to
www.medicare.gov for eligibility information.) To sign up for
Medicare Part D you must also
be enrolled in Part A (hospitalization), and/or Part B (doctor
visits and outpatient services).
Under Part C, people enroll in a
private Medicare plan that usually provides limited prescription drug coverage — be sure to
check before joining Part D.
Signing up. Even if you think
you don’t currently need prescription drug coverage, remember you may face a late penalty
that grows monthly if you don’t
sign up within your initial enrollment period — typically the
three months before and after
the month you turn 65.
Alternate coverage. If you
already have prescription drug
coverage through an employer
or union plan and it is considered
“creditable” (equal or better coverage than Part D), you can stay
in that plan without incurring a
late penalty for later joining Part
D. Ask your current provider
whether their plan is considered
creditable; if so, weigh its costs
and features carefully before
switching to Part D — it may be
a better bargain.
Choosing a plan. Dozens of Part
D plans exist with widely varying
costs, coverage and convenience.
When comparing plans:
• First go to www.medicare.
gov and click on “Prescription
Drug Plan,” where you’ll find
helpful information on how the
plan works and factors to consider when choosing a plan.
• Use the interactive Drug Plan
Finder to compare features of
plans available in your area.
(You can also do this by
phone at 1-800-633-4227.)
• Each plan has a “formulary,”
which is a list of drugs covered at varying copayment
amounts. Formularies vary
widely and can change from
year to year, so it’s important
to compare plans annually.
• Enter all your medications
and dosages into the Finder
for comparison. You may not
find a plan that covers all your
medications, but aim for one
that at least covers the most
expensive drugs. Also, note
that they may cover generic
versions, when available.
• Make sure the plans include
your preferred pharmacies.
•Once you’ve entered your information into the Drug Plan
Finder, you can compare
plans side-by-side in terms of
overall cost, deductible and
copayment amounts, user ratings, and other factors.
In addition to the Medicare
site, another good resource is
AARP (www.aarp.org/medicare). Also, your doctor or
pharmacist may be able to help
you choose the most cost-effective plan for your situation.

perennial playoff team. Preki’s
fiery personality has not set well

is Martin Vasquez, a native of

a resume including an assistant
job at Bayern Munich.
Who better than Preki to
come back to Kansas City and
rebuild an offense that could
not click consistently since his
playing days. If Preki is not a
possibility and Vermes does not
take over there are many well
respected MLS assistants looking for a chance to lead and that
seems the most likely route for
the Wizards to go.
Once that slot is filled the
many personnel questions which
need to be answered will be addressed. Re-sign Kei Kamara?
Bring back Josh Wolff? Give
up on Chance Myers? Replace
Kevin Hartman? There are more
questions than answers at this
time, but Wizards fans know the
dedicated ownership group from
OnGoal will do their best to
keep fans invested into November soccer for years to come.
