Fowler Superintendent Sharon Willis Federal Programs Coordinator LEA \Title I Parent Involvement Plan Madison City Schools 1 DISTRICT WIDE PARENT INVOLVEMENT PLAN Part I. GENERAL EXPECTATIONS The Madison City Schools system agrees to implement the following statutory requirements: • Madison City Schools will put into operation programs, activities, and procedures for the involvement of parents in all its schools with Title I, Part A programs, consistent with section 1118 of the Elementary and Secondary Education Act (ESEA). Those programs, activities, and procedures will be planned and operated with meaningful consultation with parents of participating children. • Consistent with section 1118, Madison City Schools will work with its schools to ensure that the required school-level parental involvement policies meet the requirements of section 1118(b) of the ESEA and each include, as a component, a school-parent compact consistent with section 1118(b) of the ESEA. • Madison City Schools will incorporate the districtwide parental involvement policy in its LEA plan developed under section 1112 of ESEA. • In carrying out the Title I, Part A parental involvement requirements, to the extent practicable, Madison City Schools and its schools will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1111 of the ESEA in an understandable and uniform format and, in a language parents understand. • If the LEA plan for Title I, Part A, developed under section 1112 of the ESEA, is not satisfactory to the parents of participating children, Madison City Schools will submit any parent comments with the plan when the school district submits the plan to the Alabama Stated Department of Education. • Madison City Schools will be governed by the following statutory definition of parental involvement and expects that its Title I schools will carry out programs, activities, and procedures in accordance with this definition: Parental involvement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring – (A) That parents play an integral role in assisting their child’s learning; (B) That parents are encouraged to be actively involved in their child’s education at school (C) That parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child. (D) The carrying out of other activities, such as those described in section 1118 of the ESEA. LEA \Title I Parent Involvement Plan Madison City Schools 2 Part II. DESCRIPTION OF HOW MADISON CITY SCHOOLS WILL IMPLEMENT REQUIRED DISTRICTWIDE PARENTAL INVOLVMENT PLAN REQUIREMENTS: 1. The Madison City Schools will take the following actions to involve parents in the joint development of its districtwide parental involvement plan under section 1112 of the ESEA: a. Hold a yearly community/parent Title I Advisory Council meeting and invite parents to attend. b. Share components of the Title I Parental Involvement plan with parents at a Title I Parent’s meeting. c. Convene a committee of practitioners and parents for an annual review of Parent Involvement Plan. 2. The Madison City Schools will take the following actions to involve parents in the process of school review and improvement under section 1116 of the ESEA: a. Provide information to parents concerning academic progress of their child in the form of reports during parent-teacher conferences. b. Get input from parents about planning, development, operation, and evaluation of the Title I program. c. Provide timely response to parent recommendations. d. Provide parents reasonable access to staff. e. Include parent(s) of Title I students in the annual development of the Continuous Improvement Plan (CIP), for local schools, by having them serve on the CIP committee. 3. The Madison City Schools will provide the following necessary coordination, technical assistance, and other support to assist Title I, Part A schools in planning and implementing effective parental involvement activities to improve students’ academic achievement and school performance. a. Consultation on ways to implement effective parental involvement strategies will be provided by the Administrator of Federal Programs to Title I schools as needed. b. A parent and family involvement consult will provide assistance by attending annual parent meetings to provide parent trainings on ways in which parents can help to increase the academic achievement of their children. c. A Parental Involvement Support Teacher will conduct parent meetings and trainings at various times throughout the day to increase attendance and the participation of Title I parents. 4. The Madison City Schools will coordinate and integrate parental involvement strategies in Title I, Part A with parental involvement strategies under other programs. a. Title I schools will coordinate services and sponsor district wide workshops and parent activities. b. Parent involvement strategies will be implemented to encourage the participation of parents of English Language Learners (ELL). LEA \Title I Parent Involvement Plan Madison City Schools 3 c. School wide parental involvement will be encouraged through parental participation in annual parent-teacher conferences, attendance of local PTA meetings, invitations to volunteer in the local schools, etc. d. The Parental Involvement Support Teacher will be available to provide assistance with transportation and the location of community resources, as needed. 5. The Madison City Schools will take the following actions to conduct, with the involvement of parents an annual evaluation of the content and effectiveness of this parental involvement plan in improving the quality of its Title I, Part A schools. The evaluation will include identifying barriers to greater participation by parents in parental involvement activities (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background). The school district will use the findings of the evaluation about its parental involvement plan and activities to design strategies for more effective parental involvement, and to revise if necessary (and with the involvement of parents) its parental involvement plan. a. Survey parents, teachers, and administrators to identify barriers to greater participation of parents. b. Compile assessment data and survey results to share with parents during parent-teacher conferences. c. Send school report card home annually or provide the web address for where this information can be accessed. d. Train faculty and staff on the identification of potential barriers to parental involvement. 6. The Madison City Schools will build the schools’ and parents’ capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement, through the following activities specifically described below: A. The school district will, with the assistance of its Title I, Part A schools provide assistance to parents of children served by the school district or school, as appropriate, in understanding topics such as the following, by undertaking the actions described in this paragraph – • • • • • • a. b. The State’s academic content standards. The State’s student academic achievement standards. The State and local academic assessments including alternate assessments. The requirements of Title I, Part A. How to monitor their child’s progress. How to work with educators. Madison City will adhere to its policy 7.14.1 Title I Parent Involvement. Title I funds will be used to pay reasonable and necessary expenses associated with parental involvement activities, including transportation and child care costs to enable parents to participate in school-related meetings and training sessions. Hold an annual resource fair where the services of community agencies will be highlighted. Use annual survey results to identify barriers to parental involvement. Make parents aware of their right to be involved in all aspects of their child’s education. The Madison City Schools will also provide parental assistance through: • School newsletters • Parent-teacher conferences • Parenting workshops and trainings • In-state and out-of-state conferences concerning Title I, Part A • The district report card • Assessment reports • Progress reports B. The school district will, with the assistance of its schools, provide materials and training to help parents work with their children to improve their children’s academic achievement, such as literacy training, and using technology, as appropriate to foster parental involvement, by: Providing laptop computers to be checked out, summer reading books, parenting videos, Parent Nights, and Curriculum Nights. C. The school district will, with the assistance of its schools and parents, educate its teachers, pupil services personnel, principals, and other staff, in how to reach out to, communicate with , and work with parents as equal partners, in the value and utility of contributions of parents, and in how to implement and coordinate such parent programs and build ties between parents and schools by: Providing opportunities for professional development to address these topics and acquiring the assistance of a parent and family involvement consultant and the Parental Involvement Support Teacher. D. The school district will, to the extent feasible and appropriate, coordinate and integrate parental involvement programs and activities with Headstart and other programs, and conduct other activities such as parent resource centers that encourage and support parents in more fully participating in the education of their children, by: The Madison City Schools will work closely with programs by advertising the registration procedures for enrolling in the Head Start program on WOW Channel 75. In addition, a Madison City Schools representative will serve on the Community Action Partnership of North Alabama. E. The school district will take the following actions to ensure that information related to the school and parent-programs, meetings, and other activities is sent to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents can understand: LEA \Title I Parent Involvement Plan 5 Madison City Schools • • • • • • PART III. Post information on the Madison City Schools website Communicate through listserv Post relevant flyers on the website Send flyers home with participating students Send weekly newsletters home with the dates of activities appropriate for each grade level ADOPTION This Madison City Schools Parental Involvement Plan has been developed and agreed upon jointly with parents of children participating in the Title I program as evidenced by sign in sheets. This plan was reviewed/approved by the Madison City Schools. The school district will distribute this plan to all parents participating in Title I. LEA \Title I Parent Involvement Plan Madison City Schools 6 7.14.1 Title I Parent Involvement 7.1 Parent/Family Involvement – Meeting the Requirements of No Child Left Behind Act of 2001 Pursuant to the No Child Left Behind Act of 2001, the Madison City Board of Education is committed to parent involvement and will ensure that parents of children who are being served in the Title I Program will have an adequate opportunity to participate in its design and implementation per Section 1118 (c-f). 7.1.1 Title I Parent Involvement a. b. c. The Madison City School District will involve parents in the joint development of this plan by: 1. Inviting Title I parents to be part of each school improvement committee with the given task of developing individual Title I School Plans and parent involvement procedures; 2. Convening district Title I Advisory Committee meetings and school annual meetings to inform parents of their school(s) participation in the development of the Parent Involvement Plan and their right to be involved. The Madison City School District will provide coordination, technical assistance and other support necessary to assist participating schools in planning and implementing effective parent involvement programs by: 1. Providing materials and training not otherwise available to help parents with their child’s achievement; 2. Educating teachers, pupil services personnel, administrators, and staff on how to reach out to parents, communicate with parents and work with parents as equal partners; 3. Ensuring, to the extent possible, that information is sent home in language and form parents can understand; 4. Providing information on literacy training to the community; 5. Ensuring school-parent compacts are being used to outline responsibilities of the school, staff, parents and students in striving to raise student achievement and explain how an effective home-school partnership will be developed; The Madison City School District will build the school(s) capacity for strong parent involvement by: 1. Providing assistance to participating parents in such areas as understanding the state and local content standards and individual student achievement regarding these standards; LEA \Title I Parent Involvement Plan Madison City Schools 7 7.1.2 2. Providing resources for parents to learn about child development, child rearing issues and student achievement that are designed to help parents become full partners in the education of their child; 3. Involving parents in the development, implementation and participation in professional development activities to improve the effectiveness of instruction and services to participating children; 4. Coordinating and integrating parent involvement strategies with available community resources (when applicable); 5. Ensuring, to the extent possible, that information is sent home in language and form parents can understand; 6. Providing information on literacy training that is available in the community; 7. Approving reasonable and necessary expenses associated with parent involvement activities, including transportation and child care costs, to enable parents to participate in school related meetings and training sessions; 8. Encouraging the formation of partnerships: parents to parents, parents to school and parents to community; 9. Encouraging meetings at a variety of times, such as mornings and evenings, in order to maximize the opportunities for parents to participate in school related activities/conferences with the option for in-home conferences as needed; 10. Adopting and implementing scientifically research-based programs for improving parent involvement as needed; 11. Conducting district Title I Advisory Committee meetings; 12. Providing any reasonable support for parent involvement activities at the request of a participating Title I parent; 13. Providing information about the availability of federally funded Parent Information and Resource Centers (PIRS). Annual Evaluation of Initiatives –The Madison City School District will conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of the Parent Involvement Plan and Parent Involvement Policy. 7.14.3 Allocation of Funds – The Madison City School District will ensure that a minimum of one percent of the total District Title I allocation will be used to implement Parent Involvement Plans and that 95% of these funds will be spent at the school level. (No Child Left Behind Act of 2001); Title I, Part A, Section 1118 ; Title I, Part A, Section 1116 (a)(1)(D)] LEA \Title I Parent Involvement Plan Madison City Schools 8 7.14.4 Notice of Rights and Information – The Board will comply with the Parents Right to Know provisions of the No Child Left Behind Act of 2001, including the rights of parents to be informed of the credentials/qualifications of their child’s teacher(s) and their school choice and/or supplemental educational services options when schools are identified for school improvement or determined to be unsafe within the meaning of the Act.
