Maryland Community Action Partnership (MCAP):
is a nonprofit multi-regional association. MCAP advocates
on behalf of Community Action Agencies (CAA’s) and
partnering organizations that serve individuals and families
with low-income who reside in Maryland, Delaware and
the District of Columbia to ensure their voices are heard at
the local, state, and national levels.

MCAP supports the mission and activities of 18 member
CAA’s throughout the three regions. These agencies were
created throughout the country by former President
Lyndon Johnson as part of his War on Poverty Program.
With an anti-poverty focus, these agencies provide direct
human and social services in all cities and counties in the
three service areas as they work to lead families to selfsufficiency and independence of public programs.
MCAP’s combined network served more than 413,693
individuals in FY-14, and of which, 319,316 resided in
Maryland, 12,629 in Delaware, and 81,748 in the District
of Columbia. Performing 40+ essential and basic services
and programs that federal, state and local governments
otherwise would have to do, such differences CAA’s make:
• Children participate in Head Start/
Early Childhood Programs
• Households receive emergency assistance
and energy assistance
• Homeless individuals receive food
and shelter services
• Individuals obtain job training and placement
• Senior and disabled individuals receive
premature institutionalization prevention
services and care
• Individuals obtain access to reliable
transportation that enable them to work.
• Community volunteers commit hundreds
of thousands of hours to CAA’s
• Weatherization program services
and emergency food services available.

Implementation of Organizational Standards will be a critical element of
Community Action’s work in 2015. This session will provide an overview
of the CSBG Organizational Standards and an update on the status of
implementation. Guidance and assessment tools available to Community
Action Agencies will be discussed as well. The target audience for this
workshop is Executive Directors/CEOs, Board of Director Members,

State and Federal Accountability Measures, developed by the Urban Institute
under contract with the federal Office of Community Services, are designed to
strengthen State and Federal CSBG administrator accountability in achieving
the overall goals of the CSBG program. This session will provide an overview/
update of the current version of the measures. An update on ROMA Next

Governor Calvert House
The original Governor Calvert House dates back to 1695
and was owned by a prominent local family who lived in the
house from 1727 until the American Revolution. Governor
Benedict Leonard Calvert once occupied the beautiful home
and held office from 1727 to 1731. At this handsome home,
history often repeats itself. Today this elegant boutique
hotel is home to many state legislators each year when they
convene at the Maryland State House across the street.
