SCOPE AND CONTENT NOTE
By 1862, once-great Indian nations had been severely reduced. Fewer Indian warriors stood
against the force of the frontier army and the settler, miner, and cowboy. Those warriors who
remained, however, were fierce in their resistance. Sioux, Apache, Modoc, Comanche, Kiowa,
and Ute all fought for a way of life that demanded freedom, independence, and proof of manhood
in battle. Over the next three decades, they would fight to the death.
Antebellum federal government policy regarded the tribes as independent and sovereign
nations. This policy led to an effort to erect a frontier between white settlement and the Indian
areas. But by the 1860s, the harsh realities of Manifest Destiny led to a breakdown in this policy.
The administration of Indian matters was divided between the Bureau of Indian Affairs and the
frontier army. The bureau was responsible for supervising Indian lands, tribal annuities, and
communications between the federal government in Washington and the tribal chiefs. Also
controlled by the bureau were the Indian agent trading posts, whose purpose was to distribute
needed supplies to the Indians. Infused from top to bottom with the spoils system, the dishonest
and incompetent Indian agent became one symbol for rallying the tribes against the federal
government.
The federal frontier army came into the picture only when trouble developed. When bands
would attack a home or stagecoach, or when a tribe went on the warpath, the principal function of
the army was to punish. The army of the frontier was an effective fighting force, led by a few able
officers. In its wars with the Indians, the army frequently experienced frustration finding itself
evenly matched against the mobile Indian cavalry. But eventually the superior technology of the
federal military shifted the balance of power in the West.
There was almost incessant Indian fighting on the frontier from the 1860s to the 1880s.
These conflicts began during the Civil War with the uprising of the Eastern Sioux in Minnesota,
and organized tribal resistance ended with the capture of the Apache leader Geronimo in 1886.
This fighting was due to several factors including Indian exploitation by corrupt government
agents, white encroachment on tribal lands, and inadequate reservations.
During the Civil War, the Sioux of Minnesota, led by Little Crow, went on the warpath. The
tribe was eventually subdued and exiled to the Dakotas. Also in the early 1860s, bands of
Cheyenne and Arapaho attacked stagecoaches and settlements in response to extreme conditions on their reservation. They were eventually subdued following the Sand Creek massacre of
Indian women, old men, and children by Colorado militia troops under Colonel Chivington. They
eventually accepted a reservation in the Indian Territory, but not before a large band was caught
bypassing the reservation, by Colonel George A. Custer in 1866, and subdued near the Washita
River.
Following the Civil War, confrontation with the Indians opened on several fronts. The most
serious conflict was in Montana and pertained to the establishment of the Bozeman Trail, extending from Fort Laramie to the mining areas of Montana and Wyoming. The Sioux leader Red
Cloud resented this intrusion on tribal lands; he led his braves off their reservation and repeatedly
attacked construction parties and their army guards. Following a peace conference in 1867, the
Bozeman Trail was discontinued and the Sioux accepted a reservation in southwestern Dakota
Territory.
During the early 1870s the accelerated construction of forts and settlements in the West
provoked skirmishes between the federal army and Indian bands. The explosion of white settlement in the West was brought about by the establishment of various westward trails, the relative
v
tranquility of the West, reports of mining discoveries, and Horace Greeley’s call to “Go West,
Young Man.” This westward movement alarmed the Indian tribes on their ever-shrinking reservations. The most well-known white-Indian conflict began with the rallying of the Sioux and their
allies under Crazy Horse and Sitting Bull in Montana. The army response was to send three
columns to round up the interlopers and return them to the reservation. One of these columns
included the colorful George A. Custer and his infamous Seventh Cavalry. At the Battle of the
Little Big Horn, the Indians surprised Custer and a portion of his divided regiment and wiped them
out. Following this Indian victory, the Sioux army, which had grown to four thousand warriors,
wreaked havoc throughout the northern Plains. But the Sioux did not have the political organization or the commissary to keep their army united. Before long, it drifted into bands to elude
pursuit and search for food. The federal army eventually tracked down the various bands and
either induced them to return to the Dakota Territory reservation or destroyed them. The power of
the Sioux was finally broken, and the leaders were forced to accept defeat and the monotony of
reservation life.
In 1877, one of the most dramatic episodes in Indian history occurred in Idaho. The Nez
Perce had refused to accept a small reservation and were thus forced into resistance. When
federal troops converged on his tribe, Chief Joseph made a dash for the Canadian border.
Following a remarkable chase, the Nez Perce were eventually surrounded and caught within
sight of the Canadian border. Like so many other conquered Indian tribes, the Nez Perce were
shipped to the Indian Territory.
The last Indian tribe to maintain organized resistance were the Apaches, who fought intermittently between the 1860s and 1880s. Led by Cochise, the Apaches were eventually subdued in
1872. But one leader, Geronimo, continued to fight against the federal army until his capture in
1886, which brought an end to the formal warfare between Indians and whites.
The 1890s saw the last gasp of Indian resistance. As the Indians saw their culture and their
glories fading, they turned to an emotional religion that emphasized the coming of a Messiah and
featured the “ghost dance.” Indian agents on the Sioux reservation attempted to suppress the
“ghost dance,” for they feared this would lead to an outbreak of hostilities. They called for assistance from the federal army and several Sioux bands fled to the Bad Lands area. These bands
were eventually caught. Outnumbered and outgunned, hundreds of Indians were killed at the
Battle of Wounded Knee. So ended the once proud, martial tradition of the Indian. The next few
decades would see a push to assimilate Indians into white culture.
To some, the Indian wars do not represent a proud period in American history. Humanitarians of the 1870s and 1880s viewed the dispersal and plight of the Indian tribes as a cause
célèbre for another crusade along the same lines as the abolition movement earlier in the century. Their pointed writings portrayed the federal soldiers as the interlopers in Indian affairs, and
as “butchers, slaughtering peaceable Indians and confiscating Indian lands.”
But there was another view of the cavalry and its soldiers. Following the Indian massacres of
settlers and soldiers, and particularly inspired by the hagiography of “Custer’s Last Stand,” the
cavalry soldier was adopted by the general public as a hero. The sound of the bugle and the
thundering charge of the cavalry, the rescue of the wagon train and the fight against all odds,
were impressed in the public’s collective memory. This heroic stereotype was strengthened by
the writings of contemporary officers and enlisted men, their wives, newspaper correspondents,
and penny novelists.
Each view of the frontier cavalry soldiers contains a mix of truth and fallacy. It is the responsibility of the historian to wade through the mass of information and propaganda in order to develop
a balanced presentation between the two views. This microfiche collection will allow the researcher access to a unique collection of books.
Summary
The struggle between whites and Indians has been a subject of much fascination. There has
never been a compilation of this nature available to the historian, however. The materials comprising this microfiche collection will provide the researcher and/or historian with a unique look
vi
into America’s western past. Individually and collectively, these histories and narratives constitute
a source of great historical value. Many of the items are first-person accounts that chronicle the
trials and tribulations of army life on the frontier. The histories and narratives describe the wonder
and excitement of living on the frontier, meetings with Indians, the drudgery of camp life, the
boredom of garrison duty, and details of day-to-day existence in inhospitable parts of the West.
Attitudes are here recorded with a fullness found in very few other kinds of sources—attitudes
toward army life, toward officers and fellow soldiers, toward the Indian enemy, and toward the
political questions of the day. Comparable perspectives are also available concerning officers
(and bureaucrats), insights into relations among themselves, efforts to secure promotion, and
motivation behind the planning and conduct of operations. Such characteristics make these
histories and narratives one of the most useful sources available to scholars.
