ILLINOIS TOLLWAY AWARDS MORE THAN $145 MILLION
IN CONSTRUCTION CONTRACTS IN JUNE
Nearly $2.5 billion invested since start of Move Illinois Program
DOWNERS GROVE, IL – The Illinois Tollway Board of Directors today approved eight new
construction contracts totaling $145.1 million for work on projects that will enhance the regional
transportation network and rebuild existing Tollway infrastructure. Nearly $744 million in construction
and engineering contracts have been approved by the Tollway Board so far in 2014, as part of the third
year of its 15-year, $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future.
As of June, nearly $2.5 billion in construction and engineering contracts have been approved by the
Tollway Board since the Move Illinois Program began in 2012. In addition, the capital program has
created or sustained an estimated 13,130 total jobs as of May 2014.
“We are at the half-way mark of the largest construction season in the Tollway’s history and we’re
pleased with the progress we’re making every day - both on the road and in terms of creating jobs and
stimulating the economy,” said Illinois Tollway Executive Director Kristi Lafleur. "So far, about 530 firms
are working on the Move Illinois Program, with nearly 40 percent of them working with the Tollway for
the first time.”
Construction contracts approved today commit more than $104 million for work as part of the $3.4
billion Elgin O’Hare Western Access (EOWA) Project, including contracts for a new interchange to
connect Illinois Route 390 to I-290 and install intelligent transportation systems along the corridor.
Other contracts awarded include interchange and wetland mitigation work for the Jane Addams
Memorial Tollway (I-90) Rebuilding and Widening Project, as well as a contract to build a new, green
maintenance facility on the Tri-State Tollway (I-294) in Alsip.
The new maintenance facility will replace the existing building originally built in 1958 and will be the first
LEED-certified building on the Illinois Tollway system. The new site will be built with green construction
materials and feature energy-efficient lighting and heating systems, as well as a solar powered
(photovoltaic) system that will be able to provide for at least half of the facility’s electric needs on a
sunny day.
The eight new contracts approved today include 52 subcontractors that are certified as disadvantaged,
minority- and women-owned business enterprises (D/M/WBE). Commitments for D/M/WBE
participation range from 10 to 30 percent per contract. Of the $145.1 million in awarded contracts, more
than $33.2 million, or 22.9 percent, is committed to these small and disadvantaged firms.
Construction contracts awarded today include:
• A $64 million contract to Judlau Contracting Inc., Lisle, IL, for interchange construction to
connect I-290 and Illinois Route 390 as part of the EOWA Project.

A $21.9 million contract to Aldridge Electric, Libertyville, IL, for intelligent transportation system
and toll plaza construction on Illinois Route 390 from Lake Street/U.S. Route 20 to I-290 as part
of the EOWA Project.
A $21.8 million contract to F.H. Paschen, S.N. Nielsen & Associates LLC, Chicago, IL, for
maintenance facility construction on the Tri-State Tollway (I-294) in Alsip.
An $18.3 million contract to Lorig Construction Co., Des Plaines, IL, for Illinois Route 390
earthwork and bridge construction over Salt Creek and Mittel Boulevard as part of the EOWA
Project.
A $10.7 million contract to William Charles Construction Co. LLC, Loves Park, IL, for
reconstruction of the Genoa Road Interchange on I-90.
A $7.1 million contract to Herlihy Mid-Continent Co., Romeoville, IL, for wetland restoration at
the Forest Preserves of Cook County Orland Grassland South site as part of the I-90 Rebuilding
and Widening Project.
A $776,000 contract to Broadway Electric Inc., Elk Grove Village, IL, for electrical system
upgrades at the Tollway’s headquarters in Downers Grove.
A $487,000 contract to Broadway Electric Inc., Elk Grove Village, IL, for truck scale installation
at the maintenance facility on I-294 in Hillside.
Construction and utility contracts for Illinois Tollway projects are competitively bid under the rules of the
Illinois Procurement Code. As part of the process, contractors’ bid submissions for construction work
advertised by the Tollway are opened and read aloud during public bid opening meetings, which are
also broadcast live on the Tollway’s website. Following an agency review process, the lowest,
responsible and responsive bid is presented to the Illinois Tollway Board of Directors for review and
approval.
