District Wide Facility Study Update
• For a school construction project to be eligible for
reimbursement under the Planning and Construction Workbook
(PlanCon) by the Pennsylvania Department of Education (PDE),
PDE requires a District-Wide Facility Study to be completed
within the preceding two years of board action on the PlanCon
Part A submittal for the project building.
• Current draft follows the previous study format as completed in
April 2012 by L.R. Kimball.
• Table of Contents summarizes study requirements as
established by PDE

– Excellent - no defects, as new condition and appearance
– Good - minor defects, superficial wear and tear, some
deterioration to finishes, major maintenance not required
– Fair - average condition, significant defects are evident, worn
finishes require maintenance, services are functional but need
attention, deferred maintenance work exists
– Poor – badly deteriorated, potential structural problems, inferior
appearance, major defects, components fail frequently
