District Wide Facility Study Update May 5, 2016 District Wide Facility Study Update • For a school construction project to be eligible for reimbursement under the Planning and Construction Workbook (PlanCon) by the Pennsylvania Department of Education (PDE), PDE requires a District-Wide Facility Study to be completed within the preceding two years of board action on the PlanCon Part A submittal for the project building. • Current draft follows the previous study format as completed in April 2012 by L.R. Kimball. • Table of Contents summarizes study requirements as established by PDE • Updates to the Study – – – – Current Facilities Inventory and Conditions Current District Enrollment Current Capacity related to Instructional Practices Construction Options • Study addresses educational issues. Athletics would be funded as separate projects and not detailed here. 1 Current Facilities Projects resulting from previous Study – Closed/Demolished/Sold/Offered for Sale: • DAO • District Warehouse (Former Shannock Valley HS) • Kittanning Township Elementary • Ford City JSHS • Kittanning JHS & SHS • Elderton JSHS – New Armstrong JSHS 2 Current Facilities Current Facilities Inventory Facility Grade Levels PDE Number Estimated Bid Opening 1 K-6 1972 2 Shannock Valley Elementary Elderton Elementary Eligible for Project Reimbursement 1992 K-6 11/5/1980 11/2000 3 Dayton Elementary K-6 0460/ (3583) 1754 2/3/1994 2/2014 4 West Shamokin JSHS 7-12 2043 10/27/2000 2020 5 West Hills Intermediate 4-6 3018 12/14/2004 2024 6 West Hills Primary K-3 3019 12/14/2004 2024 7 Lenape Elementary K-6 3338 2007 2027 8 Armstrong JSHS 7-12 3685 2/26/2013 2033 3 Map of the District and School Locations Lenape Elementary West Hills Primary & District Administration Offices West Hills Intermediate New Armstrong JSHS Dayton Elementary Elderton Elementary Shannock Valley Elementary West Shamokin JSHS Lighter shade indicates municipalities with increased population according to 2000-2010 Census 4 Enrollment Previous 5 Year Enrollment 5 Enrollment Current Enrollment by School As of March 1, 2016 Total Elementary 2870 Total Secondary 2269 Total District 5139 6 Capacity • PDE capacity calculations are aligned with reimbursement formulas • Figures are generated by determining the current use of each room in each building • Reserve Capacity Allows for additional programming and growth • Excessive Capacity Indicates some inefficiency • PDE capacity figures cannot be used alone for planning purposes 7 Elementary Instructional Areas District Elementary Education Plan provides: – Kindergarten class (2 sessions) -
