The Presidency – Chapters 10 (Section 1-3)
1. What three types of agencies make up the federal bureaucracy? (6 points)
1. Cabinet Departments
2. Independent Agencies
3. Regulatory Commissions
2. What is the special role of independent regulatory commissions in the federal bureaucracy? (10 points)
The independent regulatory commissions were created to make rules for large industries and
businesses that affect the interests of the public. Commissions also regulate the conduct of these
businesses and industries.
The regulatory agencies decide such questions as who will receive a license to operate a radio
station or to build a natural gas pipeline to serve a large city. The commissions may also act as
courts. They may investigate a business for breaking one of the commission’s rules.
3. Why was the civil service system created? (10 points)
The spoils system fostered inefficiency and corruption. The civil system, on the other hand, is the
principle and practice of government employment on the basis of open, competitive examinations
and merit.
4. What event led to the practice of government assisting the ill and the neglected? (10 points)
The Great Depression
5. How do client groups attempt to influence the decisions that government agencies make? (10 points)
Each agency has client groups who work with the agency and are most affected by its decisions.
Client groups often lobby both Congress and the agency itself for more programs and services.
Sometimes competition develops. If business leaders can have “their” people in the Commerce
Department, for example, labor leaders want “their” people in the Labor Department to make sure
they get their “fair share.”
