It is expected, that an expansion of the current nationwide T-DAB+ Channel 11C network from about 54 % demographical portable indoor (PI) coverage to at least 75 % demographical PI coverage requires a considerable effort. The goal of this study was to estimate this effort by carrying out an exemplary network improvement planning investigation and determining the number of required additional (new) T-DAB+ transmitters and the number of current transmitters, where power increase is needed. The study indicates that for reaching the coverage obligations of the expansion phase 1 (65 % demographical PI coverage / 85 % geographical mobile coverage in 2018) an additional effort of 6 new T-DAB+ transmitters as well as a power increase at 3 of the current T-DAB+ transmitters is needed. The estimated needs to achieve the requirements of the final expansion phase 2 (75 % demographical PI coverage / 90 % geographical mobile coverage in 2020) are about 14 additional new T-DAB+ transmitters and about 7 further power increases at current T-DAB+ stations. This study is an exemplary network improvement planning investigation. It is obvious that due to the variety of potential procedures and parameters in network planning different ways are possible to reach the final goals of the advanced obligations as laid down in the memo IGV DAB licenses. 2 Introduction The objective of this study is to analyse the additional efforts needed to increase the current TDAB+ nationwide coverage on channel 11C to more advanced obligations as laid down in the memo IGV DAB licenses. The new T-DAB+ radio network obligations are defined as 65 % demographical indoor coverage and 85 % geographical mobile coverage in 2018 (Phase 1). In 2020 (Phase 2) a demographical indoor coverage of 75 % with a geographical mobile coverage of 90 % has to be achieved. © LS telcom AG, October 2016 Page: 4/27 T-DAB+ improvement analyses for The Netherlands 3 Tool adjustments - common The DAB+ calculations are based on the tool adjustments agreed with the Ministerie van Economische Zaken as described below. This recommendation describes a method for point-to-area radio propagation predictions for terrestrial services in the frequency range 30 MHz to 3 000 MHz. It is intended for use on tropospheric radio circuits over land paths, sea paths and/or mixed land-sea paths up to 1 000 km length for effective transmitting antenna heights less than 3 000 m. The method is based on interpolation/extrapolation from empirically derived field-strength curves as functions of distance, antenna height, frequency and percentage time. The calculation procedure also includes corrections to the results obtained from this interpolation/extrapolation to account for terrain clearance and terminal clutter obstructions. The following adjustments, given by customer, were applied during the field strength calculations. Thereby the red line shows the useful part and the blue one the interfering part. Figure 4: Weighting function T-DAB+ 3.4 Locking Mechanism for T-DAB+ level For the DAB calculation the receiver synchronization Main Focus will be used. Based on this locking mechanism the receiver synchronizes in a way that the highest field strength of a group of signals is inside the Guard Interval. The population analyses were done by using a population map with a resolution of 100 m and for visualization purposes, an European overview map was used. This should be achieved by power increase of the current T-DAB+ transmitters on channel 11C and/or by adding further new transmitters. New site locations, required for the implementation of additional transmitters, are based on a site database provided by customer. This database comprises sites in The Netherlands currently used for different broadcast services (DAB, DVB, FM). It was preferred to place additional required transmitters more interior of The Netherlands and less close to land border to avoid additional interference into neighbouring countries if possible. For the same reasons it was also tried to avoid power increase on existing transmitters close to the land border if possible. Concerning power increase as well as selection of new transmitters it was intended to orientate on the parameters as well as network structure of the existing nationwide T-DAB network on channel 12C, which already offers an improved nationwide coverage. For new added transmitter sites a standard omnidirectional 4 panel / 4 bay antennas with a gain of about 8 dBd, as shown in following picture, was used. In the next step the required efforts on power increase on existing transmitters and / or new transmitters as well as the corresponding T-DAB+ coverage for both roll out phases will be described. 7.1 Current T-DAB+ Coverage - Channel 11C (Basis for improvement) The following figures show the coverage of the current T-DAB+ network for demographical portable indoor as well as for geographical mobile coverage. The requirements are 65 % demographical portable indoor coverage and 85 % geographical mobile coverage. 7.2.1 Network Improvements To fulfil the above mentioned coverage requirements, the following described improvements of the current T-DAB+ network channel 11C were done. The requirements are 75 % demographical portable indoor coverage and 90 % geographical mobile coverage. 7.3.1 Network Improvements To fulfil the above mentioned coverage requirements, the following described improvements of the current T-DAB+ network channel 11C were done. The assumed 4 panel / 4 bays antenna has a gain of 8 dBd. Total feeder length was determined by adding 20 m to the given antenna height.
