PRESIDENT’S REPORT
In the name of Allah, The Most Beneficent, Most Merciful and Master of All the Worlds
and Salutations to the beloved Prophet Muhammad ( P.B.U.H.).
“And hold fast, all of you together, to the the rope of Allah (SWT), and be not be divided
among yourselves; and remember Allah‟s favour on you, for you were enemies one to
another but He joined your hearts together, so that, by His Grace you become brethren
and you were on the brink of a pit of fire, and He saved you from it. Thus Allah makes
His Ayah clear to you , that you may be guided. ” Surah Al-Imran.
My respected and esteemed members of this Association, with the grace of Allah
Almighty and with profound humility, I take this opportunity to present the President‟s
report for the 2010-2011 term. Let me stress at this juncture that individual reports of
Vice Presidents of various portfolios are submitted alongside my report as collaborative
material for your perusal.
 Overview
Alhamdulillah, we have just completed the 45 th year of existence as an Association.
With its humble beginning in the year 1966, it has now become a very strong, united
and august body representing over one hundred thousand Muslims in British Columbia.
According to Statistics Canada projection, Muslim population in Canada today is
900,000 and it will triple in 20 years time. Insha Allah, we will represent nearly one half
of all Canadians of non – Christian faith. This means our population in British Columbia
will increase to about 300,000 Muslims in 20 years time. This monumental growth in
population is going to have a enormous impact on British Columbia‟s Muslim population
and also on this Association. We must therefore be ready and willing to face this
challenge with equal vigor and tenacity. We must remain focused on our needs for the
present and prepare for the future, Insha Allah. We must also remain firm to the
principles of our faith and ideals at all times while preparing ourselves to face this
challenge of the future. Our faith implies inviting people to all that is beneficial,
commanding all that is good and just and forbidding all that is evil. We trust, and we
trust with conviction, that The B.C. Muslim Association will transcend the highest hopes
and ideals of the most sanguine. We pray for Allah Almighty‟s help and blessings in all
our endeavors of present and future. Ameen!
 Executive Council:
Alhamdulillah, The Executive Board and Executive Council has at all times
demonstrated unity and brotherhood in the execution of their respective responsibilities.
It has been united, progressive, visionary and it ventured to provide leadership with
utmost zeal in the perpetual growth and development of this Association. There has
been a marked improvement and progress in growth both in terms of cash collections,
real estate acquisitions and development in the last four years. When this administration
took over the office in the year 2007, net worth of the Association was $19,036,050 and
today Alhamdulillah as our 4 year term comes to a end, our net book value is
$26,680,198, a net increase of $7,644,148. We recommend strongly that in this AGM
we approve to do a formal evaluation of our Association in terms of our fair market
value. This is a tribute to a united august body that has been a cornerstone to the
success of last term and it is sincerely hoped that this progress and prosperity will
continue for years to come, Insha Allah.

 Director of Religion and Islamic Studies
The Council created a department of religion and Islamic studies director to assist the
Board of religious services to implement policies, guidelines and syllabus in our Islamic
Institutions. To also monitor and overseer all programs that are conducted in mosques
and centers of the association. He shall also be responsible for public relations and be
the association‟s spokesperson to media on all enquiries with respect to matters on
religion. The council appointed Mufti Aasim Rashid as the Director of Religion and
Islamic Studies.
 Hilal Sighting Agreement
Hilal sighting for the beginning of Ramadan and the two Eids has always been a major
cause of dissention and discord in the community. This year, Alhamdulillah, we reached
a amicable resolution to this impasse in British Columbia by reaching an agreement on
a common criteria based on verified moon sighting. This agreement, Insha Allah, will
become a model in North America for majority of Muslims.
 Prince George Islamic Centre
As highlighted in the last report on the construction of Prince George Mosque and
Islamic Centre , Alhamadulillah , in this report , I am pleased to report , that the
construction work of this Islamic Centre is complete and it has been duly declared
opened on October 8th, 2011 . Let me take this opportunity and thank the hard working
members of the construction committee in Prince George under the leadership of Brs ;
Mohammed Mustafa , Chairman , Firaz Mansouri Project Manager and Sharife Senbel ,
Architect .
 Victoria Project
Alhamdulillah, with Prince George Islamic Centre complete, our Brothers in Victoria are
on the verge of embarking on their dream project. About one year and half ago we had
set a target of about $1 million dollars to be raised before we begin the construction,
once again I am pleased to report that our hard working brothers in Victoria Branch
under the leadership of Br. Ali Hamado and thanks to Allah Almighty, Victoria Branch
have raised about $1 million dollars from within the community. Subhan Allah, we have
a great news from the Embassy of the Kingdom of Saudi Arabia. An approval has been
granted by the Kingdom of Saudi Arabia for our application of grant in the construction
of our mosque in Victoria. The Kingdom has approved S.R. 2 million (Saudi Riyal)
which amounts to more than $600,000 Canadian. We wish to take this opportunity and
thank the government of Kingdom of Saudi Arabia for the generous financial assistance.
Thanks to Allah Almighty, we have received the approval for consolidation of the two
properties and building permit for construction of the new mosque. Insha Allah, the
construction of the new Mosque in Victoria shall begin soon.
 Surrey Muslim School Project
For almost last four years, we have been constantly looking for suitable site for our
Surrey Muslim School without any success. The escalating real estate prices has not
been of much help either. After a long and tireless effort, we think we have found a
suitable property that would be both feasible and ideal for our purpose. A very intense
negotiation is underway and we hope a satisfactory resolution is imminent.

 Embassy Trip
Br. Shawkat Hassan and I made a courtesy trip to the Saudi Embassy and Kuwaiti
Embassy in Ottawa in the spring of this year. Al Hamdulillah, the trip was successful
and we hope to see some positive feedback as a result. The trip was designed to
establish bilateral working relationships with the two embassies and our Association. It
is hoped a similar approach would be made to other Muslim Embassies in the near
future.
 Islamic History Month
Islamic History Month Canada emerged on the Canadian Multicultural scene five years
ago with the view to a need for and interest in creating an intercultural and educational
project produced by Canadian Muslims for all Canadians. I am pleased to report that
The B.C. Muslim Association in collaboration with Canadian Islamic Congress have
played an integral role in hosting Islamic History Month in the month of October.
 Pre – School
We wish to congratulate The Board of Education for introducing pre–school in our
educational program. Like any new baby or institution, we faced teething problems and
growing pains. Despite these, we have completed one year of operation on a very
positive note and Insha Allah, it has the potential to become a very successful franchise.
In future, we hope this model will be implemented in other Branches and Chapters as
well.
 Hifz Ul Qura’an Program:
We also wish to congratulate Surrey Delta Branch for initiating the HIFZ Ul QURAN
program at Surrey Jamia Mosque Complex under the leadership of Mufti Aasim Rashid.
This is a humble beginning to this program, once the Issue of Surrey Muslim School is
resolved, we hope to embark on this program with full might and dedication. Insha Allah!
 Foreign Leaders of Muslim Organizations
In October of 2010 I had the pleasure of meeting leaders of Fiji Muslim League,
Federation of Islamic Associations in N.Z. (FIANZ) and Australian Federation of Islamic
Council (AFIC) in Fiji during a conference of Regional Islamic South East Asia Pacific.
Matters of common interest on Islamic Education, scholarships, social and youth issues
were major subjects on the discussion paper. A special thanks to Br. Hafiz Ud Dean
Khan, President of Fiji Muslim League, the hosting Association for extending the
invitation and hosting the meeting.
 Vote of Thanks
Let me in closing thank Allah Almighty for His countless bounties that He bestowed on
this association, on our people and on the entire universe. It is with profound humility, I
take this opportunity to express deep and sincere gratitude to all members of Executive
Council, my fellow members of the Executive Board, Branch and Chapter officials,
members and officials of the women council, all committees and boards, Imams,
teachers, legal advisors, auditor, marriage officers, to all employees of the Association,
life members and to all our countless volunteers for the success. A special recognition

Administrative process for entire BCMA entity for a projected estimate budget of $25K
per year for next four years with the provision that the Council has the power to amend

Constitution and Bylaws Amendment Approvals: Motion “Be it resolved that all updates and
changes presented and accepted today be approved and this newly updated
constitution be in full effect from July 1st, 2011”

BCMA Logo: “Be it resolved that BCMA logo should not be used by any Organization
without the prior approval of the Executive Council”
BCMA Property: “Be it resolved that all the Masajids and Centres of the B C Muslim
Association to be closed within one hour of every Salah and be it further resolved that
all our properties to be protected by security alarms”
Prince George Overdraft Facility: “Be it resolved that the Executive Board is empowered to
scrutinize and approve additional sum of $100K towards substantial completion of
constructions towards Prince George Islamic Centre Project as per the agreement
between BCMA and City of Prince George and be it further resolved that the overdraft
facility shall not exceed $700K.”
Directors Attendance: “Be it resolved that from this year, all lower mainland Branch and
Chapter Management Committee officials to attend all Associations General and
Special General Meetings and be it further resolved that failure to comply will result in
disciplinary action being taken for not fulfilling once duty as an elected Director unless
an email explaining the reason for non-attendance is received in advance by the
General Secretary”.
“Be it resolved that the Branch and Chapters in addition to above motion will be fined
$250.00 if they are not present in the AGM , SGM and Council meetings and be it
further resolved that the number to be present in these meetings will be quorum number
of their meetings”.

2) PLANNING & DEVELOPMENT SERVICES
 Accomplishments for the period are:
 Property and Directors Insurance was updated with better terms and lower rates
which further reduced the overall costs. We also included Prince George as a
new completed site.
 Established a standard Employment contract protocol along with appropriate
process and procedures for performance reviews and contract extensions to
avoid any further litigation.

A major search was conducted to hire an Imam for Richmond. After three rounds
of advertisements and interviews we awarded the job to a brother from USA but
his nomination was rejected by Immigration Canada. The vacancy still exists.
This exercise has been proven effective in avoiding any hiring which is not
thoroughly vetted and agreed to before the job offer is made.
We were approached by both Langley and White Rock communities to join us.
We met and provided guidance as to the requirements according to our
Constitution. We intend to conduct a survey to establish the viability of such new
Chapters in the lower mainland.
Construction of the Islamic Cultural and Educational Centre of Prince George is
almost 90% complete. We were given the occupancy permit on Oct 3rd and had
the Grand Opening on October 8th, 2011. Inshah Allah the remaining finishing
work and the yard work will be completed over next year.
The BCMA Website has been revamped and updated with new features and
capabilities for each Branch to provide their input directly. All links to Schools and
individual Branch and Chapter sites are also provided for one stop shopping. We
have also established the standards for our internet and generic emails so that it
is constant irrespective of Executive changes.
BCMA Head office has been revamped with additional rooms upstairs to
accommodate the office for the Director of Religious and Islamic Education and
another office for the President. This is the first time that BCMA has established
an office for the President. Where he may conduct business of our Association.
Project was initiated with Richmond Branch to convert one of the portables to
public library and the second portable for shared storage for all. The work is
progressing very well and soon the Public library will be accessible again.
Pre-School has been established as planned within the Elementary School. This
was done by re-distributing class rooms between the two buildings. Now a model
has been created and we intend to duplicate this at other locations.
Richmond Masjid renovations and upgrades are continuing with major effort
being put towards better use of the grounds for parking.
Richmond also successfully negotiated with local municipality to get the large
open drain covered in front of the Masjid property.
Burnaby Masjid has completed the construction of Ghusul room and cold storage
for the safe keep of the diseased. Now the focus is to pay down the outstanding
debt. This should be achieved by end of 2012.
Surrey Masjid has added a new Wadu area in the basement to cater to the huge
crowds during Jumma prayers. The Madresa house has also been updated for
conducting Hifz classes on a regular basis.
The Victoria Project has moved forward very positively. We have received
approval for the merger of the two properties along with approval to build as per
our approved plans. Congratulations to the Victoria brothers for the outstanding
effort in fundraising and negotiating with local municipality for attaining the permit
to build a multi purpose Islamic Centre The project should start early 2012 for
completion within the year.
The Abbotsford project has been one of the most successful under taking in
recent history. The brothers and sisters have conducted very successful
fundraising and are on the road to becoming debt free soon. The community is
thriving and continues to grow. Future plans are being developed for the growing
population.

The Surrey School Project committee has located one potential property after
almost four years of search. We are in the process of negotiating a final offer.
InshahAllah it will be accepted so that we can apply for zoning and eventually
convert the commercial building into a school.
Chilliwack community is well organized and is providing all the services from a
rented facility. We intend to look for permanent location to cater to the growing
community.
We completed the mandate from the AGM to update our Constitution with
identified changes in order to close some of the loopholes and further clarify
certain clauses to make it more meaningful for the betterment of the Association.
We organized our first Annual Convention to coincide with our AGM. This will
bring all Directors for both Brothers and Sisters to discuss points of interests and
voice their concerns collectively while putting forth new ideas for improvement of
our Organization. It will also enable presence of all directors for the AGM which
occurs the next day.
Plans for upgrades at Nanaimo, Kelowna and Vancouver has been brought to
our knowledge but no action has been taken as it is not yet finalized by local
management committees.
 Future Plans:
 Initiate a demographic survey to establish the migration trend and the
concentration of Muslim population in BC. This will enable us to better plan for
future Chapter and Branch locations. The future plans call for “neighborhood”
multipurpose Islamic Centers rather than large Masjids.
 Establish a project to conduct a feasibility study for a Seniors Home and
Women‟s shelter.
 Establish Daycare and Pre-School services by utilizing each of our Branch/
Chapter facility.
 Promote and establish a database of pre-approved Muslim Foster Homes to
cater to many our children being taken into non-Muslim homes.
 Investigate ways and means to establish revenue generating ventures.
 Investigate the potential for a 30 minute Islamic TV program with invited guests.
 Do feasibility in creating a “Points” program which generates donation dollars for
every purchase the community makes at an approved vendor.
 Initiate “Islamic Banking” services to cater to the needs of our community for
“halal‟ mortgages, investments and „loan facilities.
I am thankful to Allah Subhanwatallah for enabling me to be actively engaged in
serving our community. I also like to this opportunity to recognize my Planning team
for the support and help they have provided in the execution of our mandates. May
Allah guide us all to stay on the right path. Ameen.

3) BOARD OF EDUCATION SERVICES
All praise be to Allah Almighty, the Creator, the sustainer and praise and salutations to
his final messenger Muhammad (p.b.u.h).
As the two year mandate of this Board of Education (BoE) comes to conclusion, this
report allows closure, a means to report back to the membership, and handover to the
incoming board. The role of the BoE is to:
 Develop and implement education policies and plans for BCMA schools.
 Set budgets, tuition and establish financial controls to ensure the schools
sustainability.
 Attract and retain quality school staff and to make changes to staffing as needed.
 Maintain standards required to qualify for ongoing education grants.
 Ensure that schools deliver the required provincial curriculum in an Islamic
environment.
 Provide resources for Islamic subjects (Arabic, Quran and Islamic Studies).
 Initiate parental involvement through the PAC and meetings with the parent body.
We ran two schools (BC Muslim at Richmond and Surrey Muslim) with a combined
student population of 430 this past year. The boards operating budget was just over
$2.5M and over 50 staff members were under its employ. It met more than 12 times
over the past year including an open meeting with parents at BCMS, and a joint school
dinner. We maintained a fleet of 7 school buses, and made capital improvements of
over $100,000. Members of the BoE were also active participants in the Surrey school
purchase committee, attending numerous meetings.
Academically, we have been working diligently to strengthen our student‟s performance.
Measures include: a vigorous language program for better development of reading and
writing skills; a problem solving focus in Math; our commitment towards professional
development and retention of staff; and the provision of appropriate resources and tool
kits. A full report on student academic performances was released via the BCMA
gazette in June that included a 3 year analysis. Insha Allah, the gradual but steady
improvement shown by FSA testing over the past few years has set us on a sustainable
path to academic improvement.
During its two year term, the BoE also embarked on a long talked about initiative to offer
additional services. This effort was kick started by the establishment of the BCMA Extra
program, within the BoE portfolio. The vision for the program is to provide additional
education resources for our children by leveraging the communities infrastructure
investments at both our school sites, and later on, in masajids. The role of the director
for BCMA Extra is also to provide fundraising, special project, and marketing support to
our two principals. Once firmly established, the program is expected to be revenue
generating to create income for school improvement initiatives. However, one must not
lose sight of the fact that that the goal and the very essence of our being, as an Islamic
organization, is to provide Islamic services to our community. The Extra programs that
have been established are the Arabic Immersion program that operates on Saturdays
and had close to 150 students, and the Summer camp (smaller due to Ramadaan) had
119 campers. The first Babysitter program also ran at capacity with more variants being
planned for this year. The biggest accomplishment for the Extra program was the
reorganization of the BC Muslim School to allow the creation of a fully licensed
preschool facility. The effort also included two fundraisers and multiple open houses to

highlight the new preschool location. The BoE is happy to report that the preschool
project had hit 75% of its first year registration target by the first week of the school
year. It is anticipated that this model will be emulated at many of our larger mosque
properties with the curriculum including the Imam‟s presence. This will allow the
community to utilize masajid properties that sit vacant between Fajr and Duhr everyday
and defray some of their operating costs. Most importantly, it makes the masajid a
pivotal place in our young children‟s lives.
At the Surrey Muslim School, we continue to operate in sub-standard facilities, but run
at full physical capacity. InshaAllah our efforts to find a suitable property will soon
materialize. The BoE has kept this issue heightened within the association and prays
that the latest effort is successful. InshaAllah, we will need your continued support and
pressure to make this a reality. Members of the BoE gave consultative advice on
locations, sizes and growth projections to the School purchase committee, as well as
kept the parent body informed of progress. In parallel, the Extra program is doing
feasibility analysis of its 2nd pre-school location, likely to be in close proximity of the
proposed school.
Alhamdulillah, on the financial front, the BoE is able to report a 2 nd year of balanced
books, achieved with some tuition increases and improved cost containment. The
minimal teacher attrition over the past two years is thought to be due to the retention
plans put in place by the BoE over the past 5 years. Even though this creates a cost
pressure on our limited budgets, it is a cost pressure that the BoE feels is appropriate,
and part and parcel of our academic improvement strategies. We are very happy with
our administrative staff for making headway with receivables, while the control of
discretionary spending is improving. The BoE is also looking at finding efficiencies in
other areas that will include the consolidation of janitorial services, the consolidation of
paper supply contracts, and the tightening of transportation and telephony costs.
The small hardworking Parent Committees in both schools also deserves mention,
although it is sad and unfortunate that the vast majority of parents in our schools remain
silent. I feel this is our biggest area of deficit in meeting the BoE mandate. So as a final
naseeha, I ask all of you sleeping parents to wake up and do your part – do not think
that some other brother or sister will do your share. This is a community school and
requires your active participation.
In closing, I give thanks to Allah Subhanahu wa-ta'ala for making my task easy. He
blessed the BoE with an excellent team without whose advice and efforts, our results
would have been very difficult. Please give thanks to brothers Dr Khalid Fateh, Furquan
Gehlen, Jaama Awad, Umar Qazi, and later joined by Br Qarutlain Bajwa and Raza
Mirani. I would be remiss if I did not take this opportunity to express appreciation to the
members of the BCMA Council and the Executive team who were supportive and
encouraging. I pray for the continued success of the Muslim schools as therein lies the
future of the community. It is imperative that we realize the value and importance of the
schools as an incubator from which a diverse group of Canadian youth can emerge to
become our future Muslim leaders; those that are solidly grounded and proud of Islam.
As your brother, I also ask for your forgiveness for my shortcomings, and if I have in any
way slighted or harmed you. May Allah guide and protect us all.

4) BURIAL AND FUNERAL SERVICES
Firstly, I would like to thank Allah (SWT) for giving me the opportunity to serve the
Muslims of British Columbia in their time of need when they have lost their love ones.
By the grace of Allah (SWT) we have completed another year of challenges and
achievements. Once again this has been a very successful year as we have continued
to provide full funeral and burial services for our growing Muslim population.

 Current Achievements of the Funeral Services:
 As of September 15, 2010, the BC Muslim Association Richmond Facility located
at 12300 Blundell Road is a fully licensed funeral service provider.
 In January 2011, our licensed funeral director applied and obtained a Vital
Statistics funeral home number which enables the BC Muslim Association to
register the death and issue burial permits and death certificates. This process
will save time and money for the Association which was previously subcontracted
to outside funeral homes. The first registered death and issue of burial permit
and death certificates by BCMA was on February 25, 2011.
 With the availability of our internet we are able to notify a large portion of the
Muslim Community in regards to the name of the deceased, place and time of
Janaza and location of the cemetery which creates well attended funerals and
enables quick immediate burials.
 BCMA has three locations which are equipped with ghusl facilities for the
convenience of the Muslims. They are Richmond Jamea Masjid, Surrey Jamea
Masjid and Masjid Al-Salaam, Burnaby which also has refrigerated storage area
to better accommodate our Muslim community.
 Future 3 to 5 year Planning:
 Upgrade all ghusl facilities especially the Richmond ghusl facilities.
 Upgrade the Richmond and Surrey funeral vehicles.
 Purchase 6 new coffin boxes of different sizes for all three ghusl locations.
 To negotiate additional 10,000 graves at Chilliwack once the cemetery has
developed new land sometime in 2015.
 To train and license a female funeral director.
With the overall growth of our community, we have faced an increased number of
deaths. From August 1, 2010 to July 31, 2011 the total deaths during the fiscal year is
86. May Allay (SWT) forgive them all and grant them jannatul-firdous. May the
Blessings of Allah (SWT) prevail upon all of us and guide us to make the right decision
that will be in the best interest of our Association. Ameen.

5) YOUTH AND DEVELOPMENT SERVICES
With the grace of the almighty Allah SWT we have completed another year for the youth
development. With the help of our community and other youth directors and volunteers
we had a more interactive year with opportunities for the future of this portfolio to
flourish and be more active in our Muslim community. Here are some of the highlights
and programs that were organized and / or sponsored by the BCMA Youth

put once goals on paper and to work towards
your end result. This session was instructed by a brother form Saudi Arabia who is a
motivational speaker and also a leadership coach. Alhamdulillah this event was open
to both brothers and sisters and had over 60 confirmed registrations
 Young writer’s workshop
This Event was a first as the BCMA teamed up with other youth groups and was also
open to brothers and sisters. This workshop was an instructional session on how one
could write clean and Islamic poetry indulging your words with religion and rightful
topics. This event was instructed by Canada‟s own born Mohammed the acclaimed
Islamic poet and is world renowned amongst youth globally and who in 2007 was
awarded CBC Poetry Face-Off “Best New Artist” award. This event had about 100
people in attendance and bridged the gap for youth to better understand Islam in the
terms and words which they can relate to
 Evening with Dr Syed Ibn Iqbal
This evening showed great feedback acclaimed youth speaker Dr Syed ibn Iqbal current
Imam at University of Saskatchewan. Masah Allah Dr Syed captivated the audience at
the Richmond Jamia Masjid as being so young and an Imam. He related on how youth
are being perceived in Canada and the problems youth are facing and he himself faced
as a Canadian born Muslim;. how our young can be easily enticed by gangs and drug
fraternities. He spoke about the brotherhood of Islam and how important the most basic
gestures to your Muslim brother can build your Iman and bring you closer to Allah SWT.
This event was coordinated by the BCMA and other youth groups outside of B.C.
 End of times seminar
The firs t part of this series of lectures was conducted with the humble help of the
Vancouver branch and Al haqq youth group. The day of judgment is basic part of
Islamic belief but do we truly understand what it encompasses: the events that take
place prior or after and what can we do as Muslims to prepare for it. Our own local
Vancouver imam Mufti Shujjath captivated the crowed with this dynamic observations of
the day of judgment using hadith and the Quran while bringing it down to the level were
our youth can absorb, implement and benefit from it. Masha Allah with the help of the
branch this event was split into two series to cover all important aspects. Other
sponsored activities with the Vancouver branch was the much awaited annual picnic to
the Vancouver islands which produces large crowd and is a fun filled day for the whole
family .

 Contribution of Richmond branch sport supplies
With drastic increase of youth in the metro Richmond area the Richmond branch had
seen an opportunity to start a sports program for the regular kids coming to the mosque
on a daily basis to show that the mosque is just not a place of worship but also a
community based and fun driven atmosphere were kids adults can interact with each
other. With that in mind, the Richmond Branch requested the BCMA Youth
Development to contribute sports equipment to the daily activities in the form of
volleyballs soccer balls and nets. Masha Allah young adults and children alike gather to
play sports at the gym. Thanks to the determination of the Richmond branch committee.
 Mini roundtable discussion with the department of youth corrections and
child development (YDC)
The BCMA Youth Services was contacted by Prince George, Cariboo and other
youth detention facilities around the province on how to start a line of communications
and to better understand the needs of Muslim youth incarcerated or plagued with
continued violence‟s in their lives. Further, how this line of communication could be a bi
product of continued support of reintroducing Muslim youth back into the community
and not to be black listed or left out. Alhamdulillah senior officials from these facilities
attended this roundtable discussion on strategies on how to interact with Muslim youth
for their nutritional and spiritual needs. This seminar was a milestone for our Youth
Services because we touched on many aspects of the needs of our youth and
exchanged information and ideas of making the transition of Muslim youth from
detention to community a easier one.Many thanks to the BCMA Eexecutives who
attended in majority numbers and made this a top mandate
 Family Fun day
This was our 13th year for this function but the event was impacted by heavy rain for the
very first time but it did not stop the community in attending this event. A special thank
you goes to the Burnaby branch who came out and committed themselves to raise
money for our Muslim youth regardless of the weather conditions. May Allah (SWT)
reward you all
There were a lot more happening through these busy two years of this portfolios but I
have highlighted some important events only.
I would like to thank the general public, branch and chapter directors and executives
and especially the Head office for always supporting our noble initiatives. I urge you to
please continue with your support so we can mold young Muslim leaders to carry the
banner of Islam and the image of this beautiful organization in years to come. May
Allah (SWT) grant the best of blessings on this community and this association; in order
for us to survive we need each other and Islam .

7) SOCIAL SERVICES
 Sponsored Refugees
Three years ago the Social Service joined other B.C. churches, in a response to a call
from the United Nations High Commission for Refugees to sponsor Muslim refugee
families chased out of Iraq as a result to the Western invasion there. Thousands of
those refugees settled at the Syria / Iraq borders. As a start BCMA made an effort and
joined a local church to sponsor one family of four. The young family arrived to B.C. and
settled in Richmond. A year later this family became self independent and an active
member in the community. Upon that success BCMA became an independent sponsor
member at the Ministry of Immigration and Citizenship and sponsored two more
families. The new families settled in Burnaby and are doing well. Most of the cost for
such sponsorship program came from donation through fundraising dinners.
 B.C. Non Profit Housing Association
BCMA / Social Service joined B.C. Non Profit Housing Association. The purpose of this
effort is to give members of our community the right to benefit from the government
information on housing assistance program. A seminar by the Non Profit Housing
Assoc. will soon be available to our sisters and brothers wishing to learn on how to help
our community to get on housing availability.
 Muslim inmates
Social Service have been recognized by the Federal Correction Security prisons
Authority as the Islam faith service provider to Muslim inmates. Almost 60 – 80 Muslim
inmates currently at the Federal prisons who receive religious education, halal food,
prayer mats and books on Islamic study.
 Muslim patients
Social Service carried out many visits to Muslim patients with no families or relatives to
look after them at the Vancouver area hospitals. Religious comforts were provided
during those visits.
 Al-Takaful project
Social Service made a community base social study and recommended a project, no
donation but participation in an Islamic investment. Such project could keep the
Association financially sustainable and enable the community to carry out future social,
educational and financial services without asking the community to always dig deep in
their pockets for further donation.
 Islamic History Month
CIC, (Canadian Islamic Congress) made a great effort to obtain a Canadian
Government recognition to the annual event of the Islamic History month in October of
every year. Last year BCMA became a partner with CIC to observe this month through
lecture series. This Historical Month event will be observed every year by BCMA.
 Conflict Resolution
Social Service has been up front addressing conflicts that arose within the community.
All efforts were successful and produced fair settlement in the interest of the Ummah.

 Halfway House
Social service has been involved in initiating an effort to establish a halfway house in
Surrey area for Muslim Inmates. To start such a project BCMA is seeking partnership
with John Howard Society. There are many advantages when this project becomes a
reality such as Dawa, employment and income generating project. Many of the Muslim
inmates are converts while serving in the prisons and their knowledge of Islam is very
limited. It is great benefits to the whole community to teach the new Muslims their new
faith of Islam. They could easily become members of the Dawa group especially among
the aboriginal people. Many faith groups are fighting hard to get foot step at the native
communities.
 Recommendation for a better Social Service.
With no independent authority for the VP of Social Service to Zakat money to finance its
projects, the service will be hindered in its progress.

8) SPORTS AND RECREATIONAL SERVICES
Alhamdulillah this year has been successful in achieving the goals for having sports for
BCMA.
As mentioned in my earlier report that we had started the year with “5-A-Side” indoor
winter soccer which started in January and ended in March. We also conducted the ball
hockey tournaments such as Majid Rahmah Cup and Asin Bakridi Cup.
During the spring and summer season we had our soccer tournament and I am pleased
to report that again this year has been very successful as the soccer tournament started
with the Masjid tournament followed by Muslim Nations Cup then we had the Soccer
league running from April to end of June followed by playoff which was also very
successful.
Having very successful sports for the last 2 years in partnership with BC Muslim Sports,
Ajjyal, and The Saudi Students Society I thank all the organization which put all their
effort with the parent body BCMA.
The partner associations have decided that to further the sports endeavor for our youth,
we must diversify into more sports such as volleyball, basketball and youth league,
Alhumdulliah we had the first Masjid Volleyball tournament in September, we are in the
process of organizing the basketball and I may say that we lack behind in the youth
area but we haven‟t abandoned the idea it is still being worked on.
I may add to my report that the branches should utilize the post of the sports director
and make use of the portfolio. It would make a lot easier to organize tournaments. It will
also bring all the local youths together to organize other rntertainment for local needs.
Last I would like to thank all the branch management, the volunteers, the partner
organizations and last but not the least my colleagues‟ the executive board who had
been very supportive of my initiatives. My advice to the incoming VP for sports would be

to please continue the programs and also work hard on the youths as this is where our
future lies.

9) RELIGIOUS SERVICES
 Halal Committee
This committee has been very busy last two years. We have been visiting sites from the
lower mainland to the remote areas of BC such as Lambi in Kelowna about one hour
drive from the city to the north to Salmon Arms. The owners refused to be certified. We
went to Regina and to Calgary. This coming Tuesday my committee will be flying out to
Regina for the second time to certify the facility. In the lower mainland we have covered
from Richmond , Vancouver, Burnaby, Surrey, and Abbotsford etc. We have so far
certified 34 locations. There are other shops who refused to be certified. The committee
tried to persuade the Muslim newspapers to advertise all the Halal shops at one place in
their papers and not mix the certified shops with non-certified shops, but with no
success.
 Ramadaan Time Table
As the VP for the Religious Affairs, we published a new time table for this year‟s
Ramadhan based on 15 degree calculations. This new time table created some issues
specially with Isha times. Some agreed to do the Isha 1.5hrs after the sunset and some
refused. Finally, the Committee resolved to adopt the calculations based on 12
degrees. This will remove all the obstacles for late sala times for Isha and establish a
uniform time at all masajids.
 Hilal Committee
Alhumdulillah, we had a good discussion on the ongoing moon sighting problem. We
had all of the Masjid`s (BCMA and Non BCMA Masjids) involved to solve this problem.
After multiple meetings all agreed that the moon should be seen and verified within a
geographical region in which there is no more than 12hrs of time difference. I suggest
that the announcement be made as soon as it has been verified instead of waiting after
Maghrib Salah. The country which sees the moon has already fulfilled the sunnah of
physical sighting and thus there is no need to fulfill the same sunnah again because the
Prophet PBUPH had told Hadret Bilal to announce that the moon had been sighted. The
verified moon sighting policy has been documented signed and photographed by the AlAmeen and the Miracle papers. My prayers are ``May Allah give us Barakah and
guidance to abide by our decision for the betterment of the Ummah. Ameen

10) GENERAL TREASURER
I have pleasure in presenting the Treasurer's report for the year ended July 31, 2011. I
am pleased to report that The B.C. Muslim Association is in a good financial position.
The management of the B.C. Muslim Association is responsible for the financial
statements and other financial information contained in this Annual Report. Financial
information presented throughout this Annual Report is consistent with that in the
financial statements. The financial statements and the financial reports, of the B.C.
Muslim Association convey a wealth of useful information about its activities. The
reported numbers reflect the business activity of the Association during the reporting
period and provide an important source of information regarding future developments.
The B.C. Muslim Association‟s financial statements serve as a primary means by which
the council and the executive communicate their information to various decision makers.
These include members, banks, Canada Revenue Agency and the Provincial
Government. These parties use the report to judge the Association‟s stewardship,
responsibility, governance, financial performance, to assess credit worthiness and
predict financial performance.
The B.C. Muslim Association maintains systems of internal administrative and
accounting controls designed to provide reasonable assurance that financial information
is relevant, reliable and accurate, and that the assets of The B.C. Muslim Association
are safeguarded and recorded.
As your treasurer, I hereby present to you important aspects of this year‟s financial
operations – year ended July 31, 2011.
 Financial Analysis
The overall asset base of the B.C. Muslim Association increased in year 2010/11 by
$1,538,799. This is primarily due to the building improvement in BC Muslim School,
Burnaby, Surrey-Delta, Richmond branches, and the construction of the Mosques in
Prince George.
Our greatest asset remains in the investment of burial plots. Our current burial plot
value of the Association is now $5,878,266 which includes usage of burial plots during
the year. This increase was due to additional acquisition of burial plots at Vedder View
Garden Cemetery, Chilliwack, B.C.
 STATEMENT OF OPERATIONS
 EXCESS OF REVENUE OVER EXPENSES
For the year ended July 31, 2011 surplus of revenue over expenses decreased
$329,099 from $1,506,809 in 2010 to $1,177,710 in 2011. This was primarily due to the
fact that there was a decrease in donations for capital projects and also due to an
increase in the expenses.

 REVENUES
General fund revenues constitute of general donation, membership dues, government
grant, tuition, book fees, transportation, rent, publication, fundraising and sundry income
increased $118,750 from $3,580,366 in 2010 to $3,699,116 in 2011. Capital donations
decreased $257,438 from $1,417,795 in 2010 to $1,160,357 in 2011 (Exhibit A outlines
the Revenue Sources for 2010/2011 period).
 EXPENSES
In 2011 total expenses increased by $338,797 from $3,848,950 in 2010 to $4,187,747
in 2011 (please refer to Exhibit B for a highlight of some of the major expenses).
The schedule of expenses is outlined on Page 14 of the financial statements.
 FINANCIAL POSITION
During the year a total of $1,249,568 in construction cost, acquisition of land was
incurred relating to Prince George Chapter, Burnaby, Surrey-Delta, Richmond
Branches.
The Association has an arranged credit facility agreement with the Royal Bank of
Canada (refer to Page 10 – Note 9 of the financial statements).
The Association has also obtained interest free loans from members to meet financial
obligations for capital expenditures. As at July 31, 2011, amount of loans from members
is $136,413.
The Board of Education has a policy of collecting $1,000 refundable deposit from each
parent on enrolment of their children. As of July 31, 2011 $25,060 of refundable deposit
was on hand.
It is the policy of the Association to urge members to acquire burial plots through the
Association. To date, $3,673,265 advances against burial plots was made by the
members of the Association.
 THE INTERNAL AUDIT COMMITTEE
The audit committee is responsible for ensuring that the Directors of the Association
implements and maintains appropriate and effective internal control procedures and for
reviewing, and evaluating and approving these procedures. An internal audit committee
was formed in the current fiscal year.
 THE AUDIT REPORT
The financial statements contained in this Annual Report have been audited on behalf
of the B.C. Muslim Association by M. YASIN & CO. INC., Certified General Accountant.

1) The first paragraph informs readers that the auditors have made the examination
in accordance with generally accepted auditing standards (GAAS).
2) The second statement informs readers the auditing standards (GAAS) require
that an audit must be planned and carried out to obtain reasonable assurance
whether the financial statements contain material misstatements.
3) The third is a statement that an audit includes an examination on a test basis of
evidence pertaining to the amounts and disclosures contained in the financial
statements, an assessment of the accounting principles used and significant
estimates made by management and an overall presentation of the financial
statements.
 OPINION PARAGRAPH
Purpose is to express an opinion on the financial statements. The opinion covers all
statements and, therefore, should be interpreted as an opinion relating to the financial
statements taken as a whole. The phrase “in my opinion” implies the use of professional
judgment. It is not certification of absolute certainty.
In conclusion, I would like to personally thank those who have contributed not only by
way of donations but by their commitment and hard work to see the growth and
prosperity of The B.C. Muslim Association and I humbly request and ask that this
support continue in the upcoming years. I would also like to thank the management of

11) WOMEN’S COUNCIL
In the name of Allah, the Most Gracious, the Most Merciful. Another year has gone and
with the Grace of the Almighty, we had a good team who supported one another in
reaching our goals.
1. In spring we had a Community Leadership Workshop where the Women‟s Board
and the Women‟s Council representatives participated. The theme was Qualities
of an Exemplary Leader; and the effect of team work versus individual.
Participants really enjoyed the two day workshop of learning and doing team
work. It was also a good time to connect with one another.
2. The Board of Women‟s Council and the Women‟s Council invited the Women
membership of BCMA to an Appreciation Lunch on Sunday, June 19 th at the Al
Salaam Masjid. It was very well attended and the sisters from Lower Mainland
including Abbotsford connected with one another. Our elders and veterans were
pleased to be in company of the sisters.
The main agenda at this event was the Proposed Elder Care Facility for our
community. The purpose for this facility is: to provide the special needs and
requirements that are unique to our elders; to create a compassionate, respectful
and supportive environment for the elderly members of our community; to build a
healthy and just society and to provide a socializing environment where elders
can enjoy a lifestyle filled with recreational, educational, social and cultural
activities with other elders.
Traditionally elder care has been the responsibility of family members and was
provided within the extended family home. In this contemporary society,
eldercare is increasingly provided by the state or charitable institutions. The
reasons for this change include decreasing family size, the greater life
expectancy of the elderly people, the geographical dispersion or migration of
families and the fact that more women are educated and work outside of the
home.
The majority of the caregivers are female members of the house although men
do provide the financial assistance. Consider this: 60-75% of the family and
informal caregivers are women. The average caregiver is 46 years of age,
female, married and working outside the home earning an annual income of
$35,000-$50,000. There is a great need for the caregiver support in our
community.
In our community there is lot of emphasis on building mosques and less
awareness on our aging population. It is time now that we must look at this issue
of our elders. Although our aim must be to take care of our elders at home but we
must look at alternatives as well.
We had a very effective discussion and sisters, both young and old, expressed
their views on the idea of starting an Elderly Day Care. The “respite care” allows
the opportunity for the caregiver to have a break and still be able to look after

their loved ones. Self care is of utmost important and this can be achieved with
proper exercise habits and good nutrition. According to a stat, in 2001 there were
4 million Canadians 65 years of age, that number will be 9 million in 2040. There
will be a greater need for Eldercare facilities and lots of caregivers!
Given the choice, most elders would prefer to continue to live in their own homes.
This should be our aim because there is no care better than at home surrounded
by family.
We set up a Volunteer Pool to help the elderly move to the proposed Day Care. If
you are able to assist us in any way, please contact any of the BCMA Women
Chapter. It will be greatly appreciated. We sincerely hope for all the support from
our community. We hope to work hard and collectively towards this project and
InshaAllah it will come to a reality soon
3. Member appreciation - we recognized two female old life members in our
organization –
Sr. Khadija Simocioni and Sr. Kamrul Ali. This year, Sr. Habiba Gamiet is
honored with a life membership.
4. A dialogue on Islam and community trust building was organized at Masjid Al
Salaam by the Women‟s Council and a guest Youth sister. It was interesting to
hear the views of the youth regarding the community and how community should
function. There is a need for more dialogue with our youth.
I thank Allah SWT for giving me the opportunity to serve for this organization and I thank
all the Directors of the Women‟s Board and the Branch and the Chapters for their
support and efforts. My sincere thanks also go to all the volunteers who spent hours
helping us. May the Almighty reward us all and May He grant us more opportunities to
work for our community and for the humanity.

Vancouver Womens Chapter
 A day trip to Whistler was taken by the Talimul Quran class group. A beautiful,
scenic train ride to Whistler.
 Gifts were delivered to the neighbours before Ramadan.
 Breaking of fast and dinner was hosted 1st Saturday of Ramadan.
 Most members were out of town for the late part of 2010
 100 sets of hats and gloves along with funds to cover lunch for 100 homeless
people was delivered to the Union Gospel Mission.
 An earthquake preparation seminar was hosted – presented by the City of
Vancouver. 80 people attended, including neighbours. Important tips were given
in case of disaster. Snacks were provided after Zuhr salah – very good feedback
received.
 2 sisters attended the Leadership Workshop in White Rock organized by the
Women‟s Council.

Annual Juma Bake Sale on Good Friday – raised over $1,600.00. Many local
businesses donated this year. Thank You cards were delivered to them in return.
A Fundraising dinner was hosted. 300 tickets were printed and sold at $10 each.
Net proceeds of $3,000.00 and around $650.00 in donation were raised.
Youth - 2 sessions were held during May. Day programs and lunch were
provided.
Joint picnic – a day trip to Harrison Hot Springs. Over 100 people attended.
Breakfast, BBQ lunch and dinner were served, with in between snacks. Sports
were organized, with Islamic quiz after the Zuhr salah. Many door prizes were
given out. Despite the rain on that day, many positive feedbacks were received.
Baskets of food were donated to the Muslim Food Bank.
Gifts were delivered to Neighbours for the month of Ramadan.
Breaking of Fast and dinner for 300 were catered. The turn-out was great and so
was the food.
Talimul Quran classes are held every 3rd Saturday of the month.
Assist needy families by means of finance or food.
Social visits to sick people with food baskets. Visits to families whose family
members have passed away. These visits include taking food and reading Quran
and making duas.
Continuously help the brothers with fundraising by selling tickets and preparing
food.
Burnaby Womens Chapter
 Hot meal provided to approx. 120 individuals at the Outreach Resource Centre in
Burnaby, food prepared and served by the Burnaby Women‟s Branch
 Fundraising dinner for the Burnaby Madrasa Classes at the Mosque – sisters
helped and organized the dinner
 Seniors‟ Health Day – our seniors and others were invited to the mosque to take
advantage of the free health and useful information provided by various medical
and other professionals. A special healthy menu was prepared by the branch
sisters.
 Fundraising dinner was organized by the Burnaby Women‟s Branch to collect
funds to build a proper commercial kitchen at the mosque. This was a huge
success, with a very delicious dinner and above the target amount of contribution
from all the brothers and sisters. The Women‟s Branch contributed $28,000
towards this project, money collected from bake sales, food sales and other
contributions.
 Ladies‟ workshop on Parenting – A Practical Islamic Approach – Speaker Sr.
Zainab Dhanani. A Graduation ceremony was held for the first batch of sisters
who completed Qura‟an learning with Tajweed with Sr. Nuzhat Hafiz.
 Interfaith dinner at the mosque.
 Canada Day celebration

Some of the ongoing activities carried out by our women‟s branch are:
 monthly halaqa for sisters on various related topics
 monthly Food bank for the community – catering to 45 needy families

Friday Bake sale to fundraise for general maintenance of the Masjid
Branch has its own Funeral Services committee and four or five sisters can be
reached for Ghusl and Shrouding (Kafan) when need be.
RICHMOND WOMEN’S CHAPTER
 Eid Ul-Fitr - Small gift bags were put together with candies, bubbles and a small
toy for children under 12 years old. However, teenagers lined up wanting a
share of it.
 Sunday Halaqah followed by Questions and Answers with sister Hafsa, attended
by over 40 sisters.
 Hujjaj Luncheon. Sisters and brothers who went for Hajj from the Lower
Mainland were invited to come to this luncheon to share their stories.
Representatives from the two travel agencies attended and talked about their
Hajj packages and experience. Sister Habiba made an appearance after a long
absence from her illness.
 The Richmond Branch organized a Fund Raising dinner in the Multi Purpose Hall
for Masjid Improvement. Approximately $30,000.00 was raised
 The Chapter started a Study Circle – Quran Reading/Tafseer Class every
Sunday, organized by sister Farzana.
 Three sisters participated in the Leadership Workshop in White Rock organized
by the Women‟s Council.
 Gigantic Bake Sale on “Good” Friday after Jumuaa. The sisters made a total of
$1,678.50 that day, all proceeds to the Masjid.
 Three sisters from the Chapter arranged a trip to Victoria to visit the sisters at the
Victoria masjid. It was a fun outing.
 Members Get–together after the Monthly Sunday Halaqah. Each board director
made some finger food for the members.
 Two days of Open House of the Masjid to the public was organized by the City
Hall. Brother Azhar headed the dawah program to give out books and Quran to
the visitors. Finger food was served.
 Sister Khadijah approached us to start a Fitness Program for the sisters in the
Gym. Aerobics and step program are held every Monday and Tuesday before
Magrib.
 Community Health Fair – Sister Clem invited a Cardiologist, a Pharmacist and a
Dietician to give a presentation to the sisters. Although it was not a great turn
out, those who attended benefited from the program.
 Preparation for Ramadan, purchase of fans, gift certificates from Super Store for
sisters in need.
 Ongoing functions in Richmond include Monthly Sunday Halaqah, Weekly
Saturday Youth Basketball, Halaqah and snacks, samosa sales every Friday.
 The Richmond Chapter has donated generously to Prince George, Abbotsford,
Japan, the Richmond Preschool and other fundraising programs outside of
Richmond.
At the present time, the Women‟s Chapter in Richmond has a total of 44 original
members, with 13 new members. We hope to recruit more sisters to join the BCMA in
our upcoming AGM in September.

Participated and helped the Women`s Council in organizing the Membership
appreciation lunch in June 2011.
There was no activity from September 2010 to December except our regular
halaqa classes.
12) BURNABY BRANCH
In the name of Allah, the Most Beneficent, the Most Merciful. It is with great pleasure, as
your Chairman that I present the Annual Report of the British Columbia Muslim
Association‟s Burnaby-New Westminster-Tri-Cities Branch for 2010-2011. With your
efforts, our Masjid, and the community we have built around it continue to be a shining
light for the Lower Mainland‟s Muslim Community. It has been a successful year for our
organization in many aspects:
 CONSTRUCTION Many improvements have been completed on Masjid AlSalaam & Education Centre. We are now wired for sound in every room in the
facility, as well as for a new security system. We had new paint as well as blinds
installed in the multi-purpose room for improved use during daytime hours, are
replacing skylights, and we are presently working on a new community kitchen
project.
 EDUCATION The Al-Salaam Academy continues to be one of the most popular
Islamic Education programs in the province for youth. We have increased
enrollment this year and were able to do this without incurring additional cost as
a result of our fundraising efforts.
 SOCIAL SERVICES With the largest concentration of refugees in British
Columbia, the demand for charitable services in Burnaby is urgent. Burnaby
receives more than a third of all government-sponsored refugees destined
annually for B.C., and many refugees come from the world's most troubled
corners -- Sudan, Iran, Afghanistan, Somalia and Indonesia. Masjid Al-Salaam &
Education Centre has proudly worked to do its part to help these individuals, and
the organizations that support them. The Burnaby-New Westminster-Tri-Cities
Branch and Ladies‟ Branch have the largest Social Service program of any
Islamic Centre in Western Canada. Over the past year, we saw an increase in
the number of individuals applying for zakat. Our food bank continues to serve
about 50 families every month. We thank our sisters who have volunteered for
countless hours on this project. This Food Bank has been in operation for 3 years
As well, our volunteers prepare lunch and feed the hungry at a neighbourhood
church once a month. Additionally, this past year we performed Qurbani for over
100 families. Not only did we give this charitable food to needy families, but we
also cooked some dishes and distributed food to the homeless. This program will

continue this year, Insha Allah. We also partnered with other Muslim
organizations in a Ramadan Food Drive.
 COMMUNITY OUTREACH This year, a record number of individuals accessed
Masjid Al-Salaam and Education Centre, making us one of the busiest religious
institutions in the Province. Not only did we welcome various dignitaries and local
community leaders to our institution, we also had visits from neighbours and
people from different religious faiths. These people were given guided tours of
our facility, where they learned about Islam, as well as the historic significance of
the architecture. They were also given a presentation on Islam as well as time for
questions and concerns. We have also had students from local Secondary
Schools and a local Bible College, Churches and a local Christian Camp visit the
Masjid. Business leaders and academics from various faiths came to the Masjid
during Ramadan, and participated in Iftar and observed Maghrib Salah. People
are also continuing to use our multimedia library, stocked with books, CDs,
DVDs, computers and printers which are available for research and study. We
also have worked to provide counselling services for families and for individuals
at local hospitals, and prisoners at a youth detention facility.
 FUNDRAISING Without any major fundraising initiatives this past year (and with
a major fundraising dinner to be held in November 2011), the donations collected
by the Branch and the Ladies‟ Branch were substantial. A special thanks to the
Sisters of the Ladies‟ Branch for their fundraising efforts. As well, last year, over
$20,000 was raised from our Friday Food Sale program. Additional details on
fundraising can be found in our Financial Statements.
 VOLUNTEERS Our volunteers have played a key role in the operation of our
facility, and in executing everything that we have done. A special thank you to
these Brothers and Sisters for their countless hours of service. Their efforts have
saved our Branch money and time, and have made possible our ability to serve
the community. May Allah reward you greatly. Over the past eight years, it has
been an honour to serve this community as the Chairman of the Burnaby-New
Westminster-Tri-Cities Branch. I would like to thank the Board Members I have
served with, as well as the members of the Ladies‟ Branch for their respect and
cooperation as we have worked together over the years. May the peace and

13) SURREY DELTA BRANCH
The fiscal year ending July 31 2011 has been a very productive year. Surrey Delta
Management Committee thanks each one of you who has participated in activities at
our Masjid. It is very encouraging to see more and more brothers and sisters using our
Masjid every year. We all thank Allah subhanu tallah for this opportunity and beg him to
give us energy and enthusiasm to do even more in his path.

Our first significant event for this year was the month of Ramadan. Mufti Aasim A
Rashid, Hafiz Hammadullah Qazi and Hafiz Saiyad Ali lead the Taraweeh salah .Our

brothers and sisters were very happy and showed their appreciation by attending the
prayers in large numbers.
Eid-ul-Fitr and Eid-ul-Adah were very successful indeed. Over 1000 people attended
each of the four prayers. Flow of traffic in and out of our Masjid was very good. The
board thanks all our brothers and sister and the security guards for a job well done.
Our madressa classes have seen significant improvement. Currently we have 150
students registered and a large number are on waiting list. We took a bold step
foreword and hired Mufti Aasim A Rashid to advance higher Islamic education. He
introduced part time Hafiz courses in January of 2010. As the year progressed more
students joined and now we are almost at full capacity. We are very happy with the
progress and will continue to improve and expand our program.
Br. Abdul Malik, Br. Yusuf Kharoum and Sr. Zainab offered Arabic Language classes to
young boys and girls on weekends and 35 students benefitted greatly from it.
Br. Sheikh Abdullah has been donating his time to young and adults after Salatul Fajr
daily, who wishes to learn Quran and Tajweed.
Our Imam, Qari Abdul Wahab, has been teaching Quran to adults every Mondays.
The Surrey Delta Committee is very thankful to Br. Zoheir Tahar for volunteering his
time to adults teaching Arabic Language from October 2009 to May 2010.
Mufti Aasim A Rashid conducted 6 week course in summer teaching Fundamentals of
Islam, Islamic Shariah and Fiqh lessons. About 170 students benefitted from this.
We also offer Quran Daras and Tafseer-ul-Hadith in English and Urdu every week.
We are providing activities for the youth on weekends. Mufti Aasim A Rashid is very
instrumental in this. A lot of youth need our help and guidance but we are limited as to
how much we can accommodate.
Our Masjid is accessible to our brothers and sister all the time and our Imams offer a
number of programs to suit their needs. Every Friday night we have jamaat at our
Masjid and we request our brothers to participate.
Burial services are a necessity that we also provide at our facility. At a very sad and
difficult time of their life ease of burial is very much welcome.
Surrey Muslim School is still here and will be here for foreseeable future. School board
is looking for a new site but nothing is imminent. Even at less that perfect environment
the school is doing fine. The enrollment is at full capacity and the academic result great.
Our Government made funds available for our seniors. We seized this opportunity and
organized a number of events for our seniors. We held two clinics for diabetic brothers
and sisters. Also we purchased computers for our seniors. We held one computer
training class and our elders were very happy to participate. We will do more computers
training in the future.
We would like to inform our members that we have leased additional parking space
south of our facility on 72nd Avenue. You may enter and exit through the ally only. We
request our brothers to respect the neighbors and reduce noise to a minimum.

Finally to pay for all current and future services we need money. Our major source of
revenue is by donations. We held a fundraising dinner at our Masjid in April that netted
us $30000.00. Junaid Jamsheed also helped us raise funds with a naat night at crystal
hall at York center in surrey. His DVD‟s are still available for brothers to purchase. We
humbly request all our brothers and sisters to donate generously so that we can
continue to provide new and improved services.
Surrey Delta branch is very happy to inform all of you that all debt on surrey Masjid has
been paid for and we have surplus fund in our capital account.
The new Committee will be in very good financial position to respond to new challenges
facing us. The property next to our Masjid needs to be rezoned and utilized more
effectively. More and more sisters are attending our Masjid regularly and we need to
create room to accommodate them. The first Jumah Salah exceeds its capacity most of
the time and we need to find a solution to this. With the tremendous support from our
brothers and sister and with the blessings of ALLAH Subhanu tallah we should achieve
these goals easily.

14) SURREY EAST BRANCH
All praise is due to Allah Subhanahu Wata‟allah,We praise him and seek His help and
forgiveness .We bear witness that none has the right to be worshipped except Allah
alone and we bear witness that Muhammad (S) is His Messenger.
The Surrey East Branch Management Board is proud to present it‟s Annual Report from
August 1st 2010 to July 31st 2011.Despite some challenges and obstacles the branch
with help from Allah Subhanahu Wa Ta‟allah and contributions from the membership
steered its way to another successful year.We ask Allah to accept the good deeds from
everyone who participated in any way both financially or physically in any of our
programs.
 Programs at Masjidur Rahmah
Adult classes are taking place from Monday to Thursday and daily Talim after Magrib
Salah.Dawa work is progressing very well. There has been increase in the congregation
because of this great work. It is very encouraging to see the increased participation of
our youths in Dawa program.
 Madressa
Presently there are about 22 students enrolled in Madressa class which is offered
Monday to Thursday from 4pm to 6 pm. Efforts are being made to increase this number.

 Ramadan
Alhamdulillah this year we had one of the most inspiring and enjoyable Ramadan. The
Branch had the opportunity of acquiring services of Maulana Abdullah from England for
the whole month of Ramadan. In addition to leading Taraweeh prayer with three other

huffaz -Hafiz Hamid Riyaz Khan,Hafiz Farhaan Ali and Hafiz Saeed Ahmed Maulana
Abdullah also led 5 times daily Salah and conducted talim after Fajr Salah. We pray to
Allah Subhanahu Wataallah to accept their sacrifice , increase their knowledge and
keep the Quran in their hearts forever. Maulana Abdullah encouraged the youth to
attend programs he conducted for youth and was very successful. The youths really
enjoyed time with him . We have seen a considerable increase in youth activities in the
masjid .These youths are our future and it is up to us to set programs and activities so
that they can utilize their time in a more productive manner.
 Funeral Services
The cost of plots at White Rock is $1800 and Chilliwack is $550 and they are selling
fast. Anyone interested in buying plots please contact the director in charge Br.Daud

 Membership
The total membership for Surrey East Branch is 276 as of September 2011.
In order to be a member in good standing you have to renew your membership before
Dec 31st of each year .For all your membership needs please contact the branch at 604597-7863.
 Maintenance
The following maintenance was carried out in our Branch in addition to the regular
maintenance: Outside security camera and sensor lights replaced
 Air conditioner installed in the masjid
 The property adjacent to Masjidur Rahmah was maintained inside and out.
 Future Projects
The branch has two projects that needs to be completed as soon as possible: The front steps are rotting and the wood has to be replaced
 Elevator is not working and has to be replaced as soon as possible .This
is a priority and is a requirement from the city that the elevator has to be
functional at all times.
Our humble appeal to all our members to please support us and help us to finish these
two projects as soon as possible.

15) RICHMOND BRANCH
Alhamdulillah. Indeed all praise is due to Allah. We praise Him and seek His Help and
forgiveness. We seek refuge in Allah from our souls' evils and our wrong doings. He
whom Allah guides, no one can misguide; and he whom His misguides, no one can
guide.
 It is indeed an honour and a privilege for the Richmond Branch Management
Committee (RBMC) to present to you the activities and deliberations of the
branch management for last fiscal year. We have made all attempts to keep this
report simple yet comprehensive in order that all members of the community can
comprehend and appreciate it.
 The RBMC held twenty seven meetings which were very well attended. Each
meeting lasted approximately three hours.
 The RBMC also held joint meetings with the Richmond Women‟s Chapter and
the Executive on an ongoing basis.
 Imam
 The beginning of the new year we financed a short visit of Sheikh Abu
Ayman from the United States with the hope that he would eventually
become the Imam of this community. Unfortunately the final stage of his
work permit application was eventually unsuccessful, albeit the process of
this application was entrusted to a legal professional.
 The Executive has informed the Branch Management that the official
imam issue for Richmond shall be handled by the incoming management
after the elections this year.
 Finance
 In continuing on to the second year of our tenure, the RMBC was
consistently facing the various aspects of maintenance challenges which
at times present financial difficulties.
 We all have seen the impact caused by the absence of an imam in this
community; and the need for continuing for search of suitable candidates
still exists. However, based on the previous experience, the treasurer
cautions that the need for relocation and the cost of immigration process
would lead to a negative financial implication.
 At this point, it is neither prudent nor advisable for the branch to offer
employment to any prospective candidate without an in depth assessment
of the branch‟s financial status.
 Prior to this past Ramadan, we experienced yet another unfortunate
natural disaster that had plagued our Ummah…. the famine in the Horn of
Africa which again financially drained most of the Muslim communities
worldwide. Our Richmond jamaat was of no exception.
 Aside from some of the shortcomings we experienced at the onset of this
term, our financial ability is stable. The flow of donations has been
consistent in the twelve months prior.
 The RBMC launched the Preauthorized Payment Plan (PAP) in 2008
where each person pays $1 a day to defray the cost of operating the
facilities and salaries of employees. Unfortunately only 47 members have
signed up so far.

To encourage more members to join the PAP, the RBMC have included
the membership fees as added privilege to those who have enrolled in the
plan.
 Education Services:
 Numerous groups visit the Richmond Mosque every year. At every visit a
45-minute presentation on Islam is made followed by Q/A session and a
tour of the Mosque. At the end a gift of books is given.
 Public Schools: Total 29 Public Schools in groups of 30 to 250 students of
Grade 8/9 visited this year. Schools from as far as Abbotsford and
Kamloops attended our masjid. Four schools requested for French
speaking presenter.
 Five university students came during the year to take help in writing
papers on Islam.
 One public school from Surrey came with teachers and support staff, a
total of over 100, for a two-hour session on Islam.
 Christian Schools: Total of six Christian schools brought their students in
groups of 25 to 60. These schools were from Saskatoon, Abbotsford,
Maple Ridge and Vancouver Island, besides from the Lower Mainland.
 Churches: Total of 9 groups of 10 to 40 students came. Five were from
US, two from Chilliwack and two from Vancouver.
 Seniors: Three groups of 20 to 30 senior citizens came and spent an hour
at the Mosque learning Islam.
 Inter-faith: Director Education Services participated in two meetings at the
Buddhist Temple and spoke at an inter-faith seminar at the Sikh Temple.
 Interfaith for World Peace, an annual program spread to two Sundays in
March at a Public School was attended by the Richmond Community and
the BC Muslim School. The Director Education Services was a speaker
and a judge for the student performance.
 Seminars: January 8 & 9, two programs with Imam Abu Ayman – a lecture
at the fundraising dinner and a workshop with the youth.
 October 2, “Know Your Rights” a seminar presented by the CARE
Canada.
 June 10 &11. “Growing up in a non-Muslim Environment”, and “Living a
Balanced Life”, two seminars presented by Dr. Mohammed Sadiq.
 July 23. “Canadian Education System and Muslims” a seminar presented
by Brothers Irfan Shaikh and Faisal Abdulaziz.
 Doors Open: An annual, two-day event organized by the City of
Richmond, in which the Richmond Mosque holds its doors open from 10
am to 4 pm. This year it was on May 7 &8. Both days the visitors are
entertained by a tour of the Mosque, a brief presentation on Islam and free
books and literature to take home. A display of informative posters is set
up with a table full of refreshments and drinks at the corner. All through
the day a video on Islam is shown.
 Youth Services:
 Our future goals concern the organization of activities such as: Setting up
a youth center; Setting up a tutoring network; Winter and summer camps
for youth; Hosting a career and information fair for high school students;

Organizing a Muslim youth conference; Organizing field trips for those
who are interested; Setting up a program to train and teach youth about
dawah; Organizing an Arabic intensive program; Organizing workshops for
the tafsir of the Quraan for the youth in English.
 Funeral Services:
 Total Ghusl and Janaza performed at Richmond are 40 as follows:
 Non BCMA Services (eg. ship outs, had own plot): 3 at Richmond out of 3
 Burials at Victory: 13 at Richmond out of 35
 Child Burial Victory: 12 at Richmond out of 14
 Burials at Vedder View: 7 at Richmond out of 22
 Burial at Ocean View: 5 at Richmond out of 10
 Insha Allah we will have a seminar and demonstration on what and how to
handle when a person is sick, at the time of his death, ghusl, janazah and
dafn.
 Social Services:
 All zakat applications were received and properly processed;
 Support and help was also provided for Dawah work and Open Door at
Richmond Masjid.
 Fundraising Services:
 Friday food sales continue to be successful and we appreciate all those
who purchase food and thus help us with the revenue.
 We are planning to add to the Friday sales by adding more items to sell.
 We had 2 successful fundraising dinners and raised in access of $80,000
for Masjid maintenance.
 Provided 10 full suhur Ramadan during last 10 days.
 Provided community iftar/dinner on every weekday and the last ten days.
 Sports Services:
 Swimming sessions every Friday is going on well and the turnout is
encouraging.
 Karate program takes place once a week.
 Badminton at least three times a week.
 Volleyball takes place on Thursday nights.
 Purchased sporting equipment such as balls and nets.
 Volunteers are needed to help carryout these programs.
 Membership Services:
 Twenty seven new members joined the Richmond branch.
 The current total number of Richmond branch membership is 297
members. The status as following:
 183 members in good standing until December 31st 2012
 30 members in good standing until December 31st 2011
 84 members are not in a good standing status as their membership had
expired.

Richmond branch mailed out notification and renewal forms before the
expiry date of membership to all members concerned. Unfortunately a
large number of the mail was returned to us by the postal service due to
address changes.
To enjoy your rights according to the BCMA Constitution and Bylaws and
being an active member of this organization, members should be in a
good standing status when they renew their membership before the expiry
date.
We highly recommend that all members of Richmond branch kindly
update their mailing addresses immediately after any changes through the
branch office.
Again, we advise our members to be enrolled in the monthly preauthorized
payment plan that automatically covers the membership renewal fees.
 Maintenance Services:
 The maintenance report with costs is displayed in the lobby for all
members to see and comment. However the following are some of the
general improvements we have carried out:
 Replaced exterior photocell lighting;
 Landscaping rental house area;
 Added several additional parking spaces;
 Barricaded transformer box;
 Upgraded gym equipment;
 Installing multimedia projectors or LCD TV for video transmission in the
Multi purpose hall;
 Landscaping the east and west perimeter with 700 shrub trees;
 Setting up maintenance room;
 Setting up new branch operations office;
 Some of the major capital projects subject to approval of the membership
are: building minaret(s), extending the south west side of the masjid and
purchasing adjacent vacant land.
 Appreciation
 We wish to thank all the Brothers who had volunteered in leading salat
and giving khutbah at our Masjid:
 Daily salat: Brothers Osman Mohammed, Yasir Dawood, Tarek Ramadan,
Najah Mohammed and Ahmed Merzouk;
 Friday Khutbah: Brothers Aasim Rashid, Azhar Syed, Osman Mohammed,
Faisal Ali, Tarek Ramadan, Zoheir Tahar, Mahmood Murad;
 Taraweeh: Brothers Yasir Dawood, Zoheir Tahar, Mohamed Hadi and
Yahya Hadi.To all our volunteers for their help in maintaining and upkeep
of the masjid property.

16) VANCOUVER BRANCH
All praise is due to Allah, elevated be His Name. May peace and blessings be upon His
beloved Messenger, our master and mercy to the worlds, Muhammad, and upon his
family and the companions.
After every two years comes the election year and this year is that time when new 11
directors will be elected to run for next two year term. Ever since the inception of the
Vancouver Branch, I had the privilege of serving the community. May Allah SWT accept
my sincere services. Accommodating the needs of our Muslim Community will enhance
the branch‟s integrity in a society that is increasing fast that pushes for the betterment
and respect for a person‟s “thought, conscience and religion.” To that end our branch
will continue its good work in conjunction with the Vancouver Community as a whole,
and other external bodies – Insha’ Allah!
Thereafter, I would like to place on record my sincere thanks, gratitude and appreciation
to our Imaam, Mufti Mohammed Shujahath Ali for his visionary leadership and
commitment to this community. Without his relentless efforts, painstaking community
work, unwavering religious duties, a tireless madrasa teacher and on-going
dissemination of beneficial knowledge of fiqh, we would not have achieved what we
have today. Under his guidance we hosted a very successful Youth Leadership
program, Interfaith Discussions and Lower Mainland Youth programs. We would also
like to convey our heartfelt thanks and appreciation to all the community members who
helped along the way.
Then to all the madrasa teachers and our jum’a collectors, the food committee, Dars
committee, those who week after week, keep our masjid clean, Jazaka-Allah Khayr, for
a job well done!!! To our greater community and especially our youth, Shukran for all the
assistance, co-operation, collaboration, engagement and contributions, towards making
this branch such a likeable and a dynamic one. A very special thanks also to Maulana
Shahadat Hussain for his untiring never faulting in his duty for doing Qur‟an Dars every
Tuesday evenings for uncountable years. May Allah SWT shower his choicest blessings
on him. Ameen.
To my fellow brothers and sisters in Islam, I would like to say a thousand Shukrans for
coming together with such cohesion, dedication and enthusiasm, for the sake of
Almighty Allah (SWT), to strive to make our community the torch bearers of Islam in this
part of city. In handing out these overlooked words of appreciation, we would fail in our
duties for not asking Almighty Allah (SWT) to shower his infinite mercy and forgiveness
on all the previous committee members and directors who laid the foundations of our
branch, our sincere thanks to Br. Sayed V. Madani – one of the most senior leaders.
We have also been able to harness the enthusiasm, energy and willingness of the youth
in aiding the branch when ever it was needed. Their once a month get together really

bring the cohesiveness within the younger generation. The ad-hoc Iftaar Committee
again stepped up to the plate and provided iftaar throughout the month of Ramadan. I
would once again like to convey my sincere appreciation for the assistance that they
have rendered over the past year.
In the next year or so this branch will be going into a major building project; the
demolition and the construction of the house behind the mosque. I would like to suggest
to all the members, including myself, to re-dedicate ourselves to this cause and
amaanat that the branch will be undertaking. Surely if it is for Almighty Allah (SWT‟s)
sake then we should put our heart and soul into it, Ameen!
During the course of last year most of the maintenance and enhancements to the
Masjid complex were done to further improve the facility. The new windows and
moldings were installed in the main prayer hall and a new coat of paint was applied. A
minor renovation to the kitchen area downstairs is under way, whereby the office is now
moved to the front. I would like to say thank you to those brothers and sisters, who have
taken up the task of donating the kitchen equipment, the rug and the office furniture.
May Allah SWT reward you in abundance. Ameen.
The madaris under the leadership of our Imam, saw a major improvement in the
standard of education and attitude of the learners. The two evenings of Tuesdays and
Wednesdays of every week have been dedicated for this noble course. We have
witnessed the recitation of the Holy Qur’an by our youngsters on many occasions.
Although the bookkeeping and attendance register are not to the standard we expect
but a little training will bring them up to par. We have also seen the increment in
enrolment of the students over the past year. The limited space poses a big question to
the incoming board and to the community. Another big educator to our community is the
fiqh class that has been running every Thursday evenings, over the past year, under the
auspices of our Imam.
Thus far we had 3 very successful fund raising events. The “Bake Sales” held by our
Ladies Chapter also achieved record profit last year and the ladies have been running
smaller fund raising initiatives to augment our branch coffers. Last March, our branch
held a Neighborhood Emergency Preparedness Program hosted by the City of
Vancouver, with an overwhelming response.
The annual community picnic, to Harrison Hot Spring, was also well received. The
weather was not that favorable, but it did not dampen the spirit of the participants. What
we lacked in weather, the food and our hospitality made it a memorable one for
everyone. I would like to say many thanks to our youths and to our Ladies Chapter in
helping us out.
From my previous comments it might seem like we have an abundance of funds, but I
would just like to mention that to the contrary, it is definitely not so. We are still only
surviving on our Friday Jum’a collections and food sales. We have witnessed a slow
increase in the payment of madrasa fees and we are busy looking at innovative ways of
turning this around. The financial state of the branch is spelt out in detail in the report.
We lack being self sufficient where funding is concerned. The community is growing at a
rapid pace and with it comes more religious, spiritual, educational, welfare and social

challenges. We need to urgently reach out to the community and embrace them as part
of our family. An extra effort is required to reach out to the needy, elderly and sick and
to those families who have recently lost the loved ones.
As directors we cannot fill positions in the branch by just attending meetings, raising our
hands to second certain motions or for our names to appear on the attendance register.
Pride, commitment and dedication should be our buzz words rather than finger pointing,
boastfulness, haughtiness, name, fame and glory.
With the redevelopment of the house staring us in the face, we will all have to roll-up our
sleeves and collectively put our shoulders to the wheel. This is a major bounty from
Almighty Allah (SWT), where He has once again given us the opportunity on our
doorstep to be involved in this project. By embracing it with the right frame of mind and
niyah, we will surely be increasing our shares in the Jannah, Ameen!

sincerely thank the community for all the support and assistance that they have so
unselfishly rendered towards the upkeep of our masajid and for making our community
such a friendly and a dynamic one.
 Youth Group Report - August 2011
The Vancouver Masjid Youth Group has been very active over the last few months. I
was given the opportunity to take over as the Youth Director in April 2011.
For our first event, myself and fellow youth group members organized a community
halaqa on the Day of Judgment (Minor Signs) at the Masjid on April 24th, 2011.
Alhamdulillah, it was a great success. Over a hundred people attended. The event was
well planned and implemented by our youth group. We had ordered pizza for attendees
and the event took place after Dhuhr salah.
On May 29th, 2011, we held another halaqa on the Day of Judgment at the Masjid.
Mufti Shujahath continued to speak on the issues he was not able to talk about the
month earlier. The event was also successful and had over 100 attendees as well. This
time, the youth group served chicken and fries as food for the attendees.
On June 25th, 2011, the management board of Vancouver Masjid organized his annual
BBQ for the community at Harrison Hot Springs. I had the opportunity to attend and help
at the event on behalf of the youth group. The event was a great success.
During Ramadan, our group has taken a break from our activities. We are hoping that in
September, we can hold an Eid celebratory event for the youth (details are yet to be
planned). As well, we want to hold one more Halaqa on the Day of Judgement where
Mufti Shujahath can conclude speaking on the issue (things he was unable to get to last
time).
As well, we are hoping in the winter, we can organize a ski trip to Mount Seymour for
the community. We had organized one three years ago and it was very well received.

17) VICTORIA BRANCH
a) Achievements during this fiscal year
Eid Al-Adha, the udhiya/qurbani program was organized with a very good turnout.
Almost 60 animals were slaughtered. This was followed by the Eid party held at the
Eagle Ridge Centre
 In January 2010, the Victoria Branch was contacted by a church sponsorship
group that was relocating three Palestinian refugee families from Syria to
Victoria, BC. With the support of our local Palestinian community members,
the families arrived in March 2010 and are beginning to establish themselves
in Victoria
 The Victoria Branch suffered a great loss by the departure of Sheikh Younus
Kathrada in March 2010. He was a great asset to the community. Fortunately,
Sheikh Afraz Baksh stepped up to take the reins and lead the community. He
has been actively involved in the organization and planning of all the events
that have taken place since his arrival. He has also since been appointed the
University of Victoria Muslim Chaplain as well as the prison Chaplain.
 On March 7th, 2010 a fundraising dinner for the Masjid Project was held in
Victoria. Alhamdulillah, by the will of Allah and the generous contributions of
the community $110,000 was collected in donations and pledges. The
collection for this project was officially started at the beginning of Ramadan
1430 and now, 13 months later, there is $543,000 in the Project account with
some outstanding personal and professional pledges. The entire amount has
been collected from and by community members.
 Two summer BBQs were organized this year, both very successful. The
second BBQ was co-sponsored by the Saudi Students Society.
 During the August 1st long weekend, a summer camp was organized by
Sheikh Afraz and a dedicated group of volunteers. Alhamdulillah, the turnout
was very good and, from the reaction of the children, it was a blast.
 The community was blessed to have three Quran hafiz who were able to
share in the task of leading the Taraweeh prayer.
 The iftar program this year was planned for Thursday, Friday and Saturday
every week, but due to the overwhelming support it received, iftar was held
almost every day in the latter half of the month.
 As quickly as it started, Ramadan came to a sudden end. This year, by the
recommendation of Sheikh Afraz, it was decided that zakat al-fitr would not be
collected during Eid prayer. This is in the best interest of the community
because it allows adequate time for the distribution of the zakat. A Eid party
was planned for this year, but no hall big enough to accommodate the event
could be found in the days of Eid. Therefore, an "after-Eid" party was held
one week later for the children and youth.
 The BCMA Victoria Branch has planned a fundraising dinner for its Masjid
(Masjid Al-Iman) reconstruction project at Crystal At York Banquets hall in
Surrey on Sunday, December 19th 2010.
 Our community is in dire need of expanded prayer facilities as the existing
Masjid is not large enough to accommodate the approximately 1000 Muslims
in the Victoria area. With Allah's grace and strong community support we
have so far raised about $600,000 toward a project costing $1.56 million. We

are in desperate need to collect another $400.000.00 so we can begin
construction.
We kindly request all BCMA Branches and chapters in the lower mainland to
support our initiative. We would like to ask you all to pray for our success in
rebuilding Masjid Al-Iman and to stand shoulder to shoulder with us during
these challenging times.

19) PRINCE GEORGE CHAPTER

On June 6, 2010 we marked the first anniversary of the ground breaking of the Prince
George Islamic Center. Alhamdulillah we have made a great progress in the past year to
realize the dream of the Muslim Community in Prince George to build the first Islamic
Center in the northern BC.

The foundation was completed last fall. The construction restarted in early spring and
after a few weeks of break in May due to the late arrival of some construction material
the construction is in full swing again. The building of the Prince George Islamic Center

is taking shape. Most of the framing work was done by the end of July. The mechanical,
plumbing and electrical work is in progress. The masonry, siding and roofing work is
almost completed. We are hearing a lot of good comments from the locals about the
wonderful building we have¸ many are eager to visit when it is completed.

We took the opportunity of our anniversary to make a presentation to the city council to
update the city about the progress we made and the successes and the difficulties we
had in the past year and to thank the Mayer and the city council for their support of our
project. The presentation was well received by the Mayer and the city council as well as
the local media and generated a new excitement about our project.

In early May we had a successful fundraising event in Richmond Mosque that was
organized by the BCMA. With the help of countless fellow Muslims and friends we have
raised a total of $450,000 in the last fiscal year. In spite of the progress we have made,
by the grace of Allah, we are still in need to raise more funds to complete the building.
The Prince George Muslim community continues to work very hard to raise the needed
fund to see the completion of the Islamic Center by next spring, inshallah.

The Muslim community in Prince George is growing steadily with the arrival of more
Muslim families and students. We have had to rent or arrange for larger halls and rooms
to accommodate our activities this year.


 Achievements during this fiscal year


Fundraising dinner was organised by the management committee to raise Capital
funds to reduce bank overdraft and payback the loans. A total sum of $100,000.
was raised at the dinner .
Extensive renovations were carried out such as parking lot and interior painting.

A Quran teaching class is held for children from Monday to Thursday every
week. Adult Quran class is held every Tuesday.
Islamic history and education class was introduced this year and is held from
Monday to Thursday.
Dars ul Quran for all ages is held on every Thursday evening.

Management board of Abbotsford branch first and foremost plans to pay its Capital loan as soon
as possible. We plan to host Fundraising dinners in the upcoming year at different locations. In
the long run we plan to purchase land beside the Islamic center to establish a school and
parking area for Abbotsford Muslims. It's Our Vision to provide a safe and secure place for
Muslims of Abbotsford to Pray and learn and bring their families together.

21) NANAIMO CHAPTER
"The Islamic Centre of Nanaimo, thanks to the blessing of Allah SWT, had an excellent year in
terms of its growth as the religious and social hub for the Muslim community in Nanaimo and
mid-Vancouver Island as well as its Interfaith partnership.
With large number of students from several Muslim countries attending the Vancouver Island
University and arrival of several new families in Nanaimo and mid-Island, the Jumu'ah salat is
very well attended. The men's prayer area gets filled to capacity. The men's and women's
weekly halqas are held, and some schooling in Qur'an and Arabic is provided to children. With
some hufaz in the community, tarweehs were held in Ramadan and the whole Qur'an was
recited, Jazak Allah. Ramadan was celebrated in a befitting manner with weekly Iftar, potluck
dinners and functions. Both the Eids were celebrated in grand fashion by the whole community.
The Centre is now opened for evening prayers and on the weekend for all the prayers.
Upto brothers continue to give topical Jumu'ah khutbahs. A major achievement in the year was
streamlining of burial procedures. Three deceased brothers were buried this year.
 Organization of Interfaith Roundtable on Religion and Peace
Together with the Interfaith Community of Nanaimo, the Islamic Centre organized this major
event at the Centre in January. It was very well attended with 7 leaders of various faiths
speaking and answering questions about their respective faiths and teachings regarding peace.
 Collaboration with the St. Andrew's United Church
The Islamic Centre collaborated with this church in bringing a Palestinian family of 3 from the
Syrian refugee camp. Alhamadu Lilah with the extra ordinary help of some of our families, this
family is now well set and integrated into the community. Another family of 3 from the same
camp has been sponsored and expected to arrive in Nanaimo in September. Sponsoring and
supporting the Palestinian refugees have resulted in the Islamic Centre and our community
having now very useful and meaningful relationships with the United Church and many other
churches and charity organizations.
 Ali Baba's Treasures Funfair
Held on March 26 at the Grand Hotel (one of the largest and best hotels in Nanaimo), this
funfair proved to be not only a big event for our community but also for Nanaimo people itself
and a good fund raiser for the Centre's extension project. There was large attendance, including
the Mayor and City Councilors, senior officials from University and from various organizations,
etc. This funfair also well served the purpose of providing introduction to Islam and its teachings.
 Annual Multicultural Fair
Organized by the Multicultural Society on June 25, the Islamic Centre had one of the largest
stalls. In addition to a large number of artefacts, literature on Islam and its teachings was
provided and questions answered. This proved to be an excellent opportunity for creating
awareness about Islam, the Centre and our community.
The Centre underwent further renovations as part of a long term plan. The men's and women's
prayer areas received new subfloor, underlay and carpeting. This was a major investment and
was facilitated partly by generous financial support and help from the BCMA. Also, the security
system was upgraded."

The Association is looking into options of leasing or purchasing a property for Surrey
Muslim School. At present, the school‟s endorsement fund has a balance of
$330,504 plus Surrey School capital Account $70,251. The Board of Planning and
Development‟s School Project committee is working with management of Surrey
East and Surrey Delta Branch and Board of Education to complete this initiative.

Muslim High School in Vancouver
BCMA Executive Board had a joint meeting with Islamic Development Bank. The
discussion was about the expansion of Muslim High Scholl in lower mainland as a
joint venture (all Muslim organizations). A letter signed by Br. Sikandar Khan and
Dr. Ali Mihirig was sent via mail and fax to Islamic Development Bank. The future
property will be under the BC Muslim Association. A Board of Governors will be
appointed including representatives:
 3 members from BC Muslim Association
 3 members from IQRA Islamic School and
 3 independent Professionals with an educational background.
This joint venture will be called Bakkah Academy.

The BCMA is implementing an Information Technology infrastructure in order to
connect all the Branches, Chapters and Schools with the Central databases. We are
also developing web application to streamline all business processes in order to
create a collaboration bridge between head office, branches and the community.
We also intend to establish Audio and Video conference capabilities to connect with
all remote branches and chapters for our regular Council meetings.
The BCMA network will enable integration of internal and external applications, data
and content. .A suite of core applications that provide valuable services for
members is being implemented to provide the following services::
