APPLICANT: PC URBAN REAL ESTATE CORP.
PURPOSE
To provide Council with the results of the applicant's traffic and transportation open house held
on August 6, 2014, as well as provide additional information regarding the traffic and
transportation solution for the casino and accessory lounge Public Hearing.
SUMMARY
On July 29, 2014, Council authorized a Public Hearing to consider amending the C-5 (Shopping
Centre) zone to permit a casino and accessory lounge at 1555 Versatile Drive, subject to the
submission of a functional design for traffic and transportation improvements required by the
Ministry of Transportation and Infrastructure (MOTI) and the City, and subject to hosting a public
open house to share the traffic and transportation solution. The applicant has submitted a
functional design for the required improvements in the area, and the City and the MOTI are
satisfied with the design as submitted (Attachment "A"). Highlights from the proposed traffic and
transportation solution include:

A roundabout at the intersection of Hugh Allan Drive and Versatile Drive, which will
require road dedication from the subject property.
Restricting Trans Canada Highway West (TCHW) eastbound ramp access to left-in and
right-in/right-out only.
Installing a signal at the TCHW and Copperhead Drive westbound off-ramp and at the
intersection of Copperhead Drive and Versatile Drive.
Providing a complimentary shuttle bus with proposed drop-off/pickup points at the
surrounding hotels in the Aberdeen neighbourhood, Hotel 540 on Victoria Street, and
Aberdeen Mall, with estimated service that will run hourly from 10:00 am to 12:00 am
midnight, seven days a week.
Adding a bicycle lane and sidewalk on the south side of Hugh Allan Drive between
Pacific Way and Versatile Drive.
All vehicular accesses to neighbouring properties will be maintained in accordance with
their existing legal vehicular access permits.

On August 6, 2014, Gateway Casinos and Entertainment Ltd. (Gateway) hosted a public open
house to inform the general public and surrounding businesses of the proposed traffic and
transportation improvements. Additionally, the applicant shared a draft parking layout and
proposed transit, pedestrian, and cycling improvements.
There were approximately
125 attendees over two sessions, and 57 feedback forms were submitted. The majority of
attendees were from the Aberdeen, City Centre, and Pineview Valley areas. In general,
attendees appreciated the information presented, and there was no recorded opposition to the
proposed solutions.
RECOMMENDATION:
For Council information only.

DISCUSSION
Traffic and Transportation Improvements
The MOTI has granted conditional approval for the proposed relocation of the casino subject to
a commitment from the developer to design, construct, and fund a number of improvements
recommended within the 2013 Kamloops Highway and Local Roads Interface Study (Interface
Study). As the Interface Study presents a long-term, ultimate solution to accommodate
projected traffic to the year 2039, the MOTI is accepting a two-phased approach to the roadway
upgrades. Phase 1 includes the immediate roadway improvements required, should the zoning
for the proposed casino be approved.
A functional design has been submitted for the immediate improvements required in Phase 1,
which the City and the MOTI have reviewed and are satisfied with (Attachment "A"). Should the
proposed zoning amendment be approved, more details, including retaining walls, bus stop
locations, and potential property acquisitions, will be provided, in accordance with both the
City's and the MOTI's design standards. Phase 1 improvements, as shown on Attachment "A",
include:

Installing a single-lane roundabout on Versatile Drive and Hugh Allan Drive with a
westbound right slip-by lane to northbound Versatile Drive.
Restricting TCHW eastbound ramp access to left-in and right-in/right-out only.
Extending the eastbound turn lane from Hugh Allan Drive to the TCHW eastbound
on-ramp from 40 m to 65 m.
Adding a second westbound travel lane along Hugh Allan Drive between Pacific Way
and the TCHW eastbound ramps.
Increasing existing capacity along the westbound TCHW off-ramp by installing an
additional westbound left turn lane to southbound Pacific Way. It should be noted that
this requirement needs more detailed design and may be subject to change.

Providing a northbound left advanced green phase to the signal at the Pacific Way and
westbound TCHW ramp.
Installing a signal at the TCHW and Copperhead Drive westbound off-ramp and at the
intersection of Copperhead Drive and Versatile Drive.
Highlights from these improvements include:

A portion of the traffic circle will be located on the southeast portion of the subject
property. Subsequently, this will require road dedication from the subject property and
will result in closing the right-in/right-out access on the southeast side. The applicant
has advised this will not be an issue as there are two other vehicular access points.
All vehicular accesses to neighbouring properties are maintained in accordance with
their existing vehicular access permits. Legal access will continue to be right-in and
right-out.
Detailed design, cost estimates, and a construction schedule for the Phase 1 immediate
improvements will be determined, prior to adoption of the zoning amendment.
Other improvements proposed in accordance with the City's active transportations plans
include:

Providing a complimentary shuttle bus with proposed drop-off/pickup points at the

Providing shelters and benches at transit stops. Details regarding the exact location of
the transit stop will be determined with more detailed design, prior to adoption of the
zoning amendment.

In accordance with the MOTI's requirements, the applicant has also submitted a functional
design for the ultimate traffic and transportation solution in the Interface Study. The City and the
MOTI have reviewed the design and have generally accepted it at this stage of the rezoning
application process. Should the proposed zoning amendment be approved, more details,
including retaining walls and potential property acquisitions, will be submitted, in accordance
with the City's and the MOTI's design standards.
In summary, the City and the MOTI are satisfied with the functional design submitted for
Phase 1 improvements to occur prior to the development of the proposed casino, and the
ultimate solution in the Interface Study, which will occur by 2039. Should the zoning
amendment be approved, it will be held at third reading pending MOTI approval. The MOTI will
not grant formal approval until a commitment to design, construct, and fund the required
improvements is submitted by the applicant. Further, should the zoning amendment be
approved, a covenant will be registered stating that a Building Permit will not be issued until all
off-site improvement designs, cost estimates, and associated securities are submitted to the
satisfaction of the City.

Latecomer Agreement
The Local Government Act affords an owner of land that is being developed, in this case
Gateway, an opportunity to recover costs from providing an excess or extended service. The
agreement can apply to properties beyond the development that will benefit from the
infrastructure works in the future. In this case, Gateway will be providing an extended service
(i.e. road improvements) that benefits other properties in the area. Should the properties
benefitting from Phase 1 improvements be developed, the latecomers agreement will come into
effect, in accordance with the Local Government Act and the City's policy on latecomer
agreements. Administration may be forwarding a report to Council on this matter at a later date.
Open House
On August 6, 2014, Gateway hosted a public open house to inform the general public and
surrounding businesses of the proposed traffic and transportation improvements. Two sessions
were held at 11:30 am-1:30 pm and 4:00-7:00 pm. The open house was advertised in the
August 1 and 5, 2014, editions of the Kamloops This Week newspaper in addition to other
media sources and an extensive email invitation. Additionally, the surrounding businesses
adjacent to the immediate roadway improvements were sent an invitation by registered mail.
There were approximately 125 attendees over the two sessions, and 57 feedback forms were
submitted. The majority of attendees were from the Aberdeen, City Centre, and Pineview Valley
areas. Three feedback forms received were undecided with their support, and 54 were
supportive of the relocation. The majority of respondents were pleased to see a proposed traffic
solution.
