Blueprint for Sectorial Cooperation on Skills in the Maritime Technology Sector State of the project The Director Generals from DG Grow, DG Employment and DG Mare have reached a high level agreement for the creation of 6 pilot Blueprint platforms (Aeronautics, automotive, textile, tourism, defence and maritime technology). The Maritime Technology Sector was selected as one of the pilot sectors, due to: Its importance for the growth of the EU. In particular as the technological pillar for the Blue Growth. Its commitment and work in the field of Employment and Skills. Proven through the creation of the Skills Council for the Maritime Technology Sector. Basic data: Budget: 4M € in 2 years. (To be agreed by the EC) Deadlines: o Publication of the Call for Proposals: December 2016 o Submission of the Application: April 2017 o Starting of the Action: Autumn 2017 The Consortium: DG Mare is in charge of monitoring this platform. On the basis of the outcomes and the Report of the Skills Council for the Maritime Technology Sector1 and advised by SEA Europe, the Commission has published a paper establishing the objectives of the Blueprint platform. DG Mare has also contacted several stakeholders to inform about the existence of this project and will supervise the composition of the Consortium. Its main message to the stakeholders is their wish of having a unique consortium lead and coordinated by SEA Europe. According to the situation SEA Europe has started meeting the stakeholders listed by the EC and some others in order to build a successful Consortium. - Preliminary Project Partners: o SEA Europe – project coordinator o IndustriALL Europe (Trade Unions. Social Partners and part of the Skills Council) o Ocean Energy Europe – leader of the pillar “Offshore Energies” of the project 1 Report: “Evolution of supply, employment and skills in the European Maritime Technology Sector” http://www.seaeurope.eu/template.asp?f=publications.asp 1/3 o o o o Wind Europe VET providers and Universities Regions / public authorities …… The Blueprint Platform will have 2 pillars: OffshoreEnergies (LeadOEE) Shipbuilding and Equipment Suppliers towards safe, sustainable and clean shipping and Blue Growth activities (Lead- SEA Eu) Ocean Energies Passenger Ships Offshore Wind Offshore+ ONCCV Others (tbc): Oil & Gas Naval Aquaculture & Others SMRC Maritime Equipment Activities: Analysis of Skills Gaps (based on the findings of the Skills Council): - Identification of the existing skills + occupations per segment. Trends (employment, RDI, type of product/customer..) in the coming 5-10 years Analysis of the Skills Gaps Education: - Mapping of existing education centres (VET + Education) and programmes/certificates Analysis on skills gaps between industry demand and education supply Attractiveness of the sector. Image campaigns (ex. Maritime Technology Week) Financing: - Analysis and mapping of existing financing mechanisms at EU, national and regional level. Compilation of best practice examples and proposal of new instruments + ways of combination of existing instruments. Policy Recommendations + ROADMAP for a sectoral strategy for the sector in terms of skills and education. 2/3 Blueprint for Sectorial Cooperation on Skills in the Defence sector State of the project DG Grow is in charge of this pilot project. A 1st Stakeholders meeting took place on the 8th September (Brussels) with the participation of national defence ministries, military education providers, ASD, defence companies (SAAB, Thales, DCNS, Airbus, etc), trade unions (IndustriALL), SEA Europe, and others. Structure of the pilot project: This Blueprint pilot project for the Defence sector will be different from the Pilot project for the Maritime Technology. There will be two phases: (see attached info documents) - - Call for Tender under COSME budget line. o It could be awarded to an industry lead Consortium or to a Consultant. The industry will be consulted regardless their involvement in the Consortium (in case it is awarded to a consultant). Erasmus+ Sector Skills Alliances call. o It will be awarded an industry-lead consortium. Still none of the participants positioned their organisations as a leading stakeholder willing to organise the consortium and coordinate any the projects. It could be expected that ASD would be a natural coordinator to carry out this task. Possible topics: Still to be decided. However, it was mentioned the need of focusing on regulatory skills, export control issues, IPR, etc. Areas of overlapping between Maritime Technology and Defence: SEA Europe consulted some naval companies (members of SEA Naval WG). The preference is that the analysis of Naval skills is carried out under the Maritime Technology platform. However, the interests of the Naval industry must be also represented within the Defence platform and therefore, a representative of SEA Europe should be participating in the Defence platform.
