In Nevada-Elects agreement with Nye County they shall make their best effort to assist Nye County in
pursuing its government relations objectives. The nature of these objectives shall be determined by
Nye County with the advice and assistance of Nevada-Elect.
Nevada-Elect shall plan and implement all legislative strategies to accomplish Nye County's
initiatives, assist in the preparation of support materials for the initiatives, develop meetings with
Members of the State Legislature and staff to advance the initiatives and serve as liaison to the state
agencies relevant to the initiatives.
Any information provided after the agenda is published or during the meeting of the Commissioners will require you to
provide 10 copies: one for each Commissioner, one for the Clerk, one for the District Attorney, one for the Public and two for
the County Manager. Contracts or documents requiring signature must be submitted with three original copies.

Nye County agrees to retain Nevada-Elect for state government relations services
beginning on April 1,2004 and ending on June 30,2005. Each party reserves the right to
terminate this contract without cause after a 3O-day written notification.
Nye County shall pay a monthly professional fee of $1,500, billed in advance, for the
duration of this conttiact, plus expenses incufied on their behalf' which are directly related
to the travel.

Please find attached a repod that lists some of the committees you may be interested
in following. There may be other interests you have, and we would welcome any input
you wish to give.
Nevada-Elect attended the NACO mmting on Mach 26,2004 in Reno. Please be
assured that this particular trip is at our own expense, as the contract did not begin until
April of this year. We had the opportunity to meet and speak with Andrew List, who will
be the next Director of NACO, at this meeting, and are looking fonvard to working with
him in the corning months.
In June of 2004, we will begin presenting the Nye County Commission with monthly
cornittee reports. Included in these reports will be any meetings we feel may be
pertinent to the county, as well as any requests the county may have. If something
appears to be of urgency, we will be contacting the comission with that information
much sooner.
Nevada-Elect will need some direction regarding the issues and BDR's the
Commissioners may be interested in for the upcoming legislative session. You may
want to do this by cornittee, or simply to begin with a list of concerns fiom each
comissioner. Please advise us of how you would like this done.

Mission
The Committee on High-Level Radioactive Waste is directed to study and evaluate:
(1) information and policies regarding the location in Nevada of a facility for the disposal
ioactive waste; (2) m y potential adverse effects from the eonstntction
and operation of a facility, and the ways and means of mitigating those eAFects; and (3)
any other policies relating to the disposal of high-level radioactive waste. In addition, the
Cornittee rnay recornend appropfiate legislation to the Legislative Commission and
Legislature.

The Committee has held two meetings during this interim. The first meeting was held on

Several important milestones are scheduled for completion during the year 2000. These
include: (I) Yucca Mombin Find Enviromenhl Impact Sbtement by DOE; (2)
Proposed amendments to the NRC licensing regulations for a high-level radioactive
waste repository and accompanying License Application Review Plan; and (3)
Preliminary Site Remmmendation (SR) Consideration Report for Yucca Mountain. The
SR will be available for public review and c o m e n t s will be solicited at public hearings
during early 2001. The Final SR is scheduled to be presented to the Secretary of Energy
in June 2001. Waving the Draft SR released and reviewed by the public during the 2001
Legislature may result in a recommenh~onby the Committee for legislative action on
this topic.

The 69thSession of the Nevada Legislature adopted Senate Bill 253, which established a
Legislative Committee to Study the Distribution Among Local Governments of Revenue
from State and Local Taxes. The purpose of the committee is to review
to the distribution of revenues generated by state and local taxes. The commit-tee
included eight legislators and a non-voting Advisory Commiaee consisting of the
Executive Director of the DqMment of Taxation and ten members representing various
local govements and associations of local govements. In conducting the study, the
committee is to consider the purposes for which the taxes are imposed, matters relating to
the tax rate and tax base, the formula or methods of revenue distribution, the actual use of
the revenue, any relief to the taxpayers from the burden of various taxes, and other
specific matters relating thereto.

The committee was further directed to appoint a Subcommittee to Conduct a Study of the
Cost to the Counties and Incorporated Cities in the State of Maintaining Highways,

Nevada Department of Transportation (NDOT) to establish a uniform road type
classification schedule, statewide average maintenance cost for each classification of road
type and a road inventory of county and city maintained roads and streets.
The NDOT has indicated it will have preliminary data available for the subcommittee's
review in early March and final data available in late March. The subcommittee will use
revenue and
the data to consider an appropriate distribution formula for road maintenguidelines for the appropriate use ofthose revenues.

The interim study, chaired by Senator Joseph M. Neal Jr. (D-Clark, No. 4), is considering
the feasibility study of long-range mass tramit within the State of

Nevada State Senator Dean A. Rhoads (R-Tuscarora) chairs a legislative subcommittee
established to review the status of these remaidng areas. The third meeting of the
submiwill be held Friday, February 6, 2004, at the Bristlecone Convention
Center in Ely. The subcommittee will receive input regarding White Pine County's
WSAs from county representatives. "It is critical to hear from the counties affected by
WSAs because their future use of these public lands is in the hands of Congress. It would
be a travesty to make decisions regarding these areas without regard for the local
impact," explained Senator Rhoads. He further noted, "Although the Nevada Legislature
does not have the authority to make decisions regarding WSAs, it can make
recommendations to Nevada's Consessional Delegation based on i n f o m i o n provided
at these meetings. All Nevadans deserve to have a voice in this issue." Senator Rhoads
indicated changes in the way WSAs are managed were recently implemented as a result
of litigation over wilderness areas in Utah9 and the new approach holds promise for
greater consideration of multiple uses on such lands.

More than two decades ago, approximately 5.1 million acres of Nevada land were
designated as Wilderness Study Arms (WSAs) pursuant to federal law. As such, the
Bureau of Land Management administers these tracts as though they are Wilderness
Areas. The original intent of the United States Congress was to have these lands
evaluated for permanent status as Wilderness Areas or returned to more general use.
However, in the ensuing years, the various groups interested in using these lands have
been unable to reach a consensus regarding the final disposition of many WSAs. m i l e
over the years Congress has designated some 2 million acres of land in Nevada as
Wilderness, roughly 3.86 million acres are still in limbo as WSAs.
Nevada State Senator Dean A. Rhoads (R-Tuscarora) chairs a legislative subcommittee
established to review the status of these remaining areas. The third meeting of the
subcommittee will be held Friday, February 6, 2004, at the Bristlecone Convention
Center in Ely. The subcommittee will receive input regarding White Pine County's
WSAs from county .representatives. "It is criticiil to ear from the count
by WSAs because their future use of these public hnds is in the hands of Congress.
It would be a travesty to make decisions regarding these areas without regard for
the local impact,"' explained Senator Rhoads. He further noted, "Although the Nevada
Legislature does not have the authority to make decisions regarding WSAs, it can
make recommendations to Nevada's Congressional Delegation based on infbrmation

(D-Las Vegas) Assemblyman Pete Coicmchea (R-Eureka); and Assemblpomm Peggy
Pierce (D-Las Vegas).

Summary
The committee is authorized to study the feasibility of adopting certain reforms for the
system of public education. This committee rnay be of interest because of u n f b d e d , or
under funded, mandates placed upon the rural counties.
