In his first inaugural addressin 180L,
Thomas ]efferson expressedhis beliefs
concerning the role of government:
What more is necessaryto make us a

jefferson was expressing an economic
policy called laissez-faire. In French,
this phrase means "let (people) do (as
they choose)." This idea became widely
known when Scottish economist Adam
Smith published his landmark book
The Wealth of Nations (1776).In it, Smith
explained and defended the laissez-faire
philosophy. He argued that an economy
will do best if government does not
.- ;
interfere. If left to pursue their own selfinterest, individuals will naturally act in
ways that will benefit society. To make
a profit, business people will provide
products that consumers want to buy.
Competition from other businesses offering similar products will keep prices low.
The laissez-faire philosophy is an
underlying principle of capitalism, even
today. Howev er, as in Jefferson's time,
economists and government leaders disagree about how much the government
should get involved in the economy.
Government today plays many
important roles in the economy. It passes
laws to maintain fair competition and
protect consumers from harm. It provides goods and services that benefit
society as a whole, such as parks and
a national military. It runs programs
such as Social Security, Medicare, and
Medicaid to help elderly people and
those living in poverty. The chart below
