Recruitment
 New applicant tracking software - This will allow the applicant to apply for a
position utilizing their mobile device, broadcast openings to all major recruitment
websites, assist with tracking the progress of each recruit, and create reports that will
help determine which area of recruitment needs added support (Implementation
complete 2/2017)
 Recruitment video - Video utilized in advertisements, social media, recruitment
trips emphasizing multiple disciplines and diversity available with Public Safety- See

 Veterans’ recruitment - Specialized bi-monthly recruitments for our veterans
entering the civilian work force by expediting the recruitment process


 New background software - Software subscription allows for systematic entry and
initial background documents to automatically send out requests for information without
requiring employee handling
 Critical fill - Due to the critical shortage of officers, DPS received approval from the
January 2016 BOE to fill overlap positions with retired officers

33 retired officers have come back to assist by filling vacant positions
 Career fairs - Increased the number of career fairs and events in which we participate,
including recruitments at military bases, universities and other community events

Training Division Enhancement Units
 E240: $929,892 (SFY 18) - $904,974 (SFY 19)
 Southern Nevada Training Academy
 This request will allow the Department to conduct four academies per year
 The southern academy will be in addition to the northern academy
 The southern academy will appeal to more candidates in the southern Nevada
region
 Staffing for the southern academy will mirror the northern academy with 4
DPS Officers, 1 Sergeant, and 1 Captain to oversee and manage both locations
 The southern academy has been temporarily located at the National Guard in
Las Vegas, pending a suitable permanent location
 By having an academy every 3 months, it lessens the likelihood of losing
approved candidates to other law enforcement agencies simply because their
academy starts first

The Cyber Defense office will:
• Position Nevada to manage a broad range of cyber threats and hazards
effectively
• Coordinate cyber crime response across affected sectors or
communities
• Establish principles governing the State’s response to any cyber
incident, whether involving a government or private sector entities
• For significant incidents, the Office will set up guidelines to identify
lead agency roles and architecture for coordinating a broader incident
response

 Defining Cyber Attacks
Cyber Incident: An event occurring on or conducted through a computer
network that actually or imminently jeopardizes the integrity, confidentiality, or
availability of infrastructure controlled by computers or information systems, or
information residing thereon. Such cyber incident may include vulnerability in
an information system, system security procedures, internal controls, or
implementation that could be exploited by a threat source
 Significant Cyber Incident: A cyber incident that is (or group of related cyber
incidents that together are) likely to result in demonstrable harm to public safety
or economic interests of the State or to the public confidence, civil liberties, or
public health and safety of Nevada’s citizens


The Office of Cyber Security would not assume any role in operation of any
system infrastructure
 The Director is the Chief Executive Officer of the Department and directs all
administrative and technical activities of all the divisions
 DPS’ divisions already regularly work together and in tandem on all cases that
require multiple disciplines as well as coordinated efforts with local law
enforcement as well as with federal partners

 In short, it’s about public safety
Modern cyber crime has the potential to disrupt or threaten entire sectors,
industries, infrastructure or communities, i.e. transportation systems and
utilities
 Modern cyber attacks contain an organized criminal element that often have
ties to other states or even other countries
 In short, cyber defense is not about computers or computer networks; those are
just the weapons. It is about public safety and the ability to respond to all
types of criminal or public safety threats to Nevada

