YSLETA INDEPENDENT SCHOOL DISTRICT 2010‐2011 Integrated Campus Action Plan Campus Goals, Objectives and Targets Alicia R. Chacon International Magnet School By May, 2011, all students will demonstrate success in the school's k‐8 Dual Language Program by achieving at high standards on all English/Spanish TAKS assessments to meet or exceed 90% and TELPAS assessments to meet or exceed 60%. By May 2011, the percentage of all students achieving Commended Performance on all TAKS assessments will increase from 40% to 50%. By May 2011, the percentage of English Language Learners meeting or exceeding TELPAS performance standards will increase from 79% to 85%. All teachers, instructional aides, and administrators will be Highly Qualified in order to meet the needs of the diverse population of learners at Alicia Chacon. Through the consistent implementation of the Campus Code of Conduct and the Character Education Tenets, the number of office referral for behavior issues will decrease by 10% as compared to the previous year. Increase parental participation opportunities by 20%. Increase participation in all staff development by 10% to maintain a 90% or more on all TAKS assessments and meet Adequate Yearly Progress, to include staff development in math, science, and reading sponsored by UTEP, Region 10, and the district. All teachers/staff will receive in‐house staff development on compliance with statutory requirements for students served by NCLB/IDEA/State. Ascarate Elementary All students participating in a one‐way or two‐way dual language program will make at least one year's language growth as measured by TELPAS, or LAS Links. At least 90% of students will be proficient in mathematics as measured by the EOY Mathematics Assessment (K‐2), or TAKS (3rd‐6th) by the end of the year, and at least 25% of students will earn Commended Performance. 1. At least 90% of students will read at or above grade level as measured by the DRA, EDL, WRAP, or the TAKS by the end of the year and at least 25% of students taking the Reading TAKS will earn Commended Performance. At least 90% of 5th grade students will achieve a minimum passing score on the Science TAKS, and at least 25% of students will earn Commended Performance. At least 90% of students taking the Writing TAKS will earn at least a minimum passing score and at least 25% will earn Commended Performance. Increase student performance on all state measures to meet or exceed Exemplary levels as set by the TEA. The campus will achieve at least a 60% on the English Language Learner Measure for the 2010‐2011 school year. All students enrolled in our dual language program will attain at least one year's growth in English, as measured by TELPAS. 100% of all teachers and instructional aides will be Highly Qualified led and supported by Highly Qualified administrators, able to meet the needs of diverse learners. Decrease the number of In‐School and Out‐of‐School suspensions by at least 10%, from 111 in 2009‐2010, to 100 in 2010‐ 2011. Provide parents and community members opportunities to extend their own learning by offering courses in English as a Second Language, Ready to be Ready, and Health and Nutrition, and collecting attendance data for benchmarking purposes. All staff will participate in professional development activities such as professional reading, discussion, peer observations, and presentations that are aligned to student needs, as measured by TAKS and TELPAS. All staff will receive training on the statutory requirements for students that are served by NCLB/IDEA/Grants/State Programs. Bel Air High Bel Air High School will increase student participation in the DAP, Dual Credit, Pre‐AP, and AP courses by 10% in the 2010‐ 2011 school year. Bel Air will increase the average SAT score of all students taking the SAT from 836 to 850. Bel Air High School will increase the percentage of students who pass all TAKS tests taken by 5% at all levels while also increasing the percentage of students achieving commended performance on all TAKS by 2% at all levels. Social Studies will increase 10th grade TAKS scores from 88% in 90% and 11 the grade TAKS scores from 95% to 97%. Science will increase 10th grade TAKS scores from 68% to 74% and 11th grade TAKS scores from 88% to 90%. The ELA TAKS passing rate for all levels will increase from 90% to 92% during the 2010‐2011 school year. Bel Air High School will create a baseline of the percentage of ELL students moving from each TELPAS level to the next during the current school year and set objectives for the next school year based upon that data. One hundred percent of the Bel Air faculty will be highly qualified. Bel Air will decrease the number of discipline referrals from 1625 to 1500. Bel Air will decrease the number of students that are pregnant and willing to stay in school by 5%. Increase opportunities for parental involvement through parent nights, parent conferences, workshops for parents, academic and co‐curricular activities. Bel Air will maintain its recognized status and will make AYP. All staff members will be trained on statutory requirements for students served by NCLB, IDEA, Grants, and state programs. Cadwallader Elementary Continue improving student performance in state mandated assessments to maintain 90% passing in all subject areas and subgroups. Our 4th grade students scoring 3 and 4 in the Writing TAKS test will increase from 34% to 38% by the end of May 2011. Increase the performance of our 5th grade economically disadvantaged population from 88% to 90% in the Science TAKS Test. Our English Language Learners will maintain or increase their proficiency above 60% on TELPAS to meet the state required ELL Progress measure. One hundred percent of our teachers in grades kinder‐sixth, instructional aides in the special education area, and administrators will achieve highly qualified status to meet the needs of all our learners. K‐6th Grade students will receive monthly lessons by the school counselor on The Seven Habits of Happy Kids, Character Education, Drug/Violence Free and Bullying, Hazing Presentations from the P.E. department. As a result, our number of discipline referrals will decrease from a total of 94 referrals to 80 referrals a year. Increase meaningful parental involvement with at least 5 more parents than last year. We will monitor student progress in the areas of reading and mathematics by updating Data Walls information two times per semester to ensure that we comply with Adequate Yearly Progress guidelines. Our school counselor will apply for the Counselors Reinforcing Excellence for Students in Texas award issued by the Texas School Counselors Association. This will have a positive impact in our campus receiving recognition from the state level for our counseling program. All campus personnel will be receiving appropriate professional development to comply with statutory requirements for students served by NCLB/IDEA/Grants/State Programs. Using district ARRA funds Cadwallader Elementary will acquire additional supplemental resources, supplies to develop and implement an effective science curriculum supporting safety, lab equipment, technology, science interventions, professional development and tutoring. Camino Real Middle Grade 8 students who take AP Spanish as an elective will increase their passing score on the AP Spanish test; from 20% who scored a 4 or a 5, there will be at least 40% of the students who will score a 4 or a 5. Students in Grades 6‐8 with commended performance on TAKS Reading and Math will increase by at least 5% points, from 21% to 26% in Math, and from 23% to 28% in Reading in school year 2010‐2011. Students in Grades 7‐8 enrolled in the AVID program will enhance their college readiness by increasing their passing rate on all TAKS tests: at least 85% will pass the TAKS Reading and Math; at least 90% will pass the Social Studies and Writing; and at least 78% will pass the Science. Students in Grade 8 will increase their passing rate in Science TAKS by at least 10% points, from 72% to 82% in school year 2010‐2011. Students in Grade 6 will increase their passing rate on TAKS Reading by at least 8% points, from 79% to 87% in school year 2010‐2011. Exported from CIP 2010‐2011 in November 2010 2 of 28 Camino Real Middle (continued) Grade 7 students who take the TAKS Writing will improve their composition scores as follows: from 2% to 6% will score a 4, from 44% to 50% will score a 3, from 53% to 47% will score a 2, and no students will score a 1. All students in Grades 7‐8 will reach and/or maintain the 90% passing rate on all TAKS tests: Grade 7 students will increase from an 86% to a 90% in Reading, and from an 84% to a 90% in Math and will maintain their passing rate in the 90% in Writing; students in Grade 8 will maintain their passing rate in the 90% in Social Studies; and Grade 6 students will increase their passing rate from 79% to at least 87% in Reading and from 82% to at least 88% in math. All non‐exempt limited English proficient students in Grades 6‐8 will increase their passing rate in TAKS reading at least 8% points, from 67% to 75%, and at least 5% points in math from 77% to 82% in the school year 2010‐2011. Campus administrators will work in collaboration with the HR Department to ensure that 100% of the faculty assigned to the school, meet all the requirements to be Highly Qualified ‐ HQ, based on State and NCLB standards. All students in Grades 6‐8 will participate in the Breakfast in the Classroom Program to enhance their physical and mental preparation for academic work. There will be a decrease in referrals to the office for behavior issues such as dress code, tardiness, bullying, and other infractions as a result of more consistent implementation of the campus code of conduct and Boys Town model. The campus will create baseline data of parent participation in different parent events so that an increase in parent involvement can be measured in subsequent years. Students in Grades 6‐8 with will increase their commended performance on TAKS Reading and Math by at least 5% points, from 21% to 26% in Math, and from 23% to 28% in Reading in school year 2010‐2011. All special education students in Grades 6‐8 will increase their passing rate in TAKS Reading at least 8% points from 57% o 65%, and at least 8% points in TAKS Math from 64% to 72% in the school year 2010‐2011. Capistrano Elementary Increase technology standards within the three year plan for all K‐6 students from 80% to 90% to 100%. Increase passing rate on state mandated assessments for Tier II and III students, from 78% to 90% or better passing rate. Increase percent of students demonstrating college readiness in writing by scoring 3's and 4's in their compositions from 45% to 60%. Increase the percentage of students passing rate in Math TAKS from 79% to at least 90% or better and commended levels from 25% to by at least 30%. Increase the percentage of students passing rate in Reading TAKS from 81% to at least 90% or better and commended levels from 22% to by at least 27%. Increase the percentage of students passing rate in 5th Grade Science TAKS from 75% to at least 90% or better and commended levels from 21% to by at least 26%. Develop, implement and monitor a systemic three year plan for a dual one way campus wide program. All ELL students will meet 85% or better in all state mandated tests in Reading, Writing, Math and Science and increase ELL commended levels by at least 5%. The K‐12 alignment of ELL/Science will be an area of focus for the Ysleta Learning Community, with the use of data and through the identification of targeted professional development at the campus, learning community, and district levels with the objective of attaining 60% or higher on the TELPAS standards. Continue to have 100% highly qualified teachers, and 100% qualified instructional aides. 100% of students will receive lessons in character education, drug and violence prevention, and bullying to be reinforced in classroom instruction. By May 2010 increase active engagement of all stakeholders to promote academic success through increased attendance, reduce discipline referrals and increase parent participation in school academic activities. Increase parent participation in all academic activities by 50%. Strengthen PLC within horizontal and vertical team leadership. Increase the percentage of students passing 4 of the 6 fitness screenings as measured by the state fitness gram. All GT students will perform above grade level and reach Commended Performance in all TAKS Tests. Cedar Grove Elementary Increase the level of English language proficiency from 57% to 62% in two languages as measured by the TELPAS ELL Language Proficiency Measure. Students in grades 3‐6 will increase TAKS reading scores from 83% to 90%. By May 2011, all 3‐6 grade students will increase from 71% to 90% meeting or passing standard for Math TAKS before TPM. All K‐2 students will increase EOY math assessment by 10% from BOY assessment. By May 2011, all students will increase from 79% to 90% passing or meeting standard for Science TAKS. Special Ed students will improve TAKS reading from 45% to 85%; TAKS math from 42% to 80%. ELL students will improve TAKS reading from 67% to 85%, TAKS math from 64% to 80%, TAKS science from 65% to 80%. Campus English Language Proficiency Measure will increase from 57% to 62%. All teachers, administrators and instructional aides will be highly qualified and able to meet the needs of diverse learners. By June 2011, all students will learn and employ conflict resolution strategies and techniques to decrease incidents of bullying, office referrals for fighting and harassment. Provide support for students with special needs to include proper storage of medications, training for parents. Increase parental involvement in learning opportunities to support their children. Increase involvement for faculty and staff in the establishment of the school's mission and vision focusing on our 2010‐2011 campus goals in order to provide opportunities for continuous professional growth and leadership. Establish a system for progress monitoring all students so that all students reach their highest potential. Campus will provide a variety of rigorous and relevant learning experiences to address each student's identified areas of strength and giftedness. Campus will provide GT students a variety of rigorous and relevant learning experiences to address each student's identified area/s of giftedness as measured by sign in sheets for pull outs, parent meetings, field trips. Cesar Chavez Academy Counselors will address graduation and provide ongoing Career and Post‐Secondary training for 100% of Cesar Chavez students. All Special Education students at Cesar Chavez Academy will receive appropriate TEKS instruction in their core subject classes, resulting in 85% of students passing the 9 weeks grading period with a minimum 70% grade. All students at Cesar Chavez Academy will receive appropriate TEKS instruction in their core subject classes, resulting in 85% of students enrolled on the last day of the 9 weeks period passing the grading period with a minimum 70% grade. Cesar Chavez Academy will maintain its High Qualified Faculty well‐prepared through relevant and ongoing campus‐based professional development. Teachers will provide ELL students at Cesar Chavez Academy with language acquisition strategies and linguistic accommodations‐‐ resulting in 85% of ELL students enrolled on the last day of the 9 weeks period passing the grading period with a minimum 70% grade. Cesar Chavez Academy will work closely with the YISD Human Resources Dept. maintain its 100% High Qualified Faculty. Effective classroom management strategies (Boys Town Approach) and campus‐wide rules / safety procedures / supervision will result in a decrease in discipline referrals of 5%. Cesar Chavez Counselors will have a positive impact on students by conducting a minimum of five contacts (individual or group) per student during each student's DAEP placement. Cesar Chavez Academy (High School and Middle School) will improve the 2009‐10 student attendance rate (90.7%) by a minimum of 1%. Communities in Schools Coordinators will provide supportive guidance and enrichment through monitoring of student progress and various support services, resulting in a significant improvement of 85% of “targeted students” in the areas of Academics, Attendance, and Behavior (as reported by CIS program). Cesar Chavez Academy custodial staff and YISD Grounds Crew will maintain physical and aesthetic surroundings conducive to learning‐‐ positively impacting student/staff/teacher health and psychosocial climate, and will be benchmarked in 2010‐11, as per a favorable‐response, Likert‐type campus climate survey. Parents will attend a minimum of two parent sessions during their son/daughter's DAEP term. Increase the overall percentage of students passing the Math TAKS test from 73% to 85%. Increase the overall percentage of students passing the Science TAKS test from 76% to 90%. Increase the overall percentage of students passing the Writing TAKS test from 93% to 95%. Increase the percentage of Special Education students meeting their IEP or TAKS goals in Reading to 85%. Increase overall commended performance levels for Gifted and Talented students. Constance Hulbert will reach TEA Recognized status in the academic school year 2010‐2011. Enrich our students learning through growth of our learning community with research based knowledge and skills and real life experiences as evidenced by increased TAKS performance percentages in Reading to 85%, Math to 85%, Science to 90%, and Writing to 95%. Increase the overall percentage of students passing the TAKS Science test from 87% to 90%. English Language Learners will increase English proficiency on TELPAS with a rating of Advanced High from 12.90% to 19%. All Constance Hulbert teachers, instructional aides, and administrators will be highly qualified for the 2010‐2011 school year. Constance Hulbert will continue to hire highly qualified personnel for these positions in order to meet the needs of a diverse population of children. In order for our counselor to plan effective lessons that will positively impact student behavior, she will attend research based courses, trainings, conferences and read material that will continue to enhance the knowledge of counseling techniques and practices. As a result, discipline referrals will decrease by 25% from last year's referrals. Decrease the number of office referrals by 25% from 257 to 200. Physical Education Department will provide health lessons once a week for all students in grades K‐6. Students will complete 9‐weeks assessments to measure understanding. 90% of students will be successful on these assessments. Increase parent participation by 12% from 73% to 85% in parent meetings and school functions to help increase student achievement on state assessments . Increase collaboration with Partners in Education by 15% as measured by documentation (sign‐in sheets). Incorporate opportunities for faculty and staff participation in developing campus goals for continuous professional growth and sustainable leadership capacity. The professional growth will be reflected through student success on the TAKS test and Constance Hulbert moving from Acceptable to Recognized or Exemplary status for the 2010 ‐ 2011 school year. During Extended planning days, teachers will collaborate and analyze data to identify areas of need and gaps in learning/instruction and develop focused interventions for struggling students. As a result of this collaboration, student TAKS performance will increase to 85% in Math, 90% in Science, 85% in Reading, and 95% in Writing. Students will increase their English proficiency on TELPAS from 12.90% to 19%. Increase the TAKS Reading scores of Dyslexia students from 90% to 100%. Increase the percentage of students passing 4 of the 6 fitness screening as measured by the state fitness gram from 70% to 75%. Del Norte Height Elementary By May 2011, all Del Norte Heights bilingual students will make one level growth each year on their TELPAS scores. By May 2011, Fourth Grade Writing TAKS scores will increase by 2%, resulting in a 100% passing rate from the previous 98% passing rate for all subgroups. By May 2011, Math TAKS scores will increase 1% cumulatively in 3rd through 6th grades, resulting in a 94% passing rate from the previous 93% passing rate for all subgroups. By May 2011, Science TAKS scores will increase 1% cumulatively from the previous passing rate of 97% in 5th grade resulting in a 98% passing rate for all subgroups. By May 2011, Del Norte will increase the number of bilingual students achieving an Advanced High rating on TELPAS from 24% to 29%. Del Norte Heights will employ 100% highly qualified teachers and paraprofessionals to deliver best practice instruction, resulting in a 90% student promotion rate. By May 2011, 82% of all students in 3rd through 6th grades will meet the criteria for the fitness zone on each component of the fitness gram test. All students will have instruction on the value of a healthy lifestyle. By May 2011, Del Norte Heights will increase parental involvement as measured by the number of attendees at parent classes and trainings compared to the attendance from last year. By May 2011, Del Norte Heights leadership committees will meet a minimum of 4 times per year to ensure student success. By May 2011, Del Norte Heights Dyslexic students will complete three books per year from the Wilson Reading Program. Del Norte Heights' Gifted and Talented students will receive a differentiated curriculum as required by federal law and 90% of the GT students will achieve commended performance on TAKS by May 2011. Del Valle High Increase passing rates of state mandated assessments to meet or exceed 90 %. By the end of 2010‐13 school years, CTE will assist the district in creating and strengthening innovative programs to increase academic benefits for students, increase the number of students enrolled in CTE programs by 3% per year and implement 4‐ year graduation plans identifying career pathways for ALL secondary students. The percentage of students meeting commended performance will meet or exceed exemplary performance levels. CTE will support the implementation of the new TEKS in 100% of the CTE courses offered, ensuring that students are exiting CTE courses mastering the knowledge and skills as outlined in the State Standards and achieving at optimal performance levels with TAKS growth of at least 3% per year in the four (4) content areas by the end of 2012‐13 school year. All Special Education students enrolled in CTE courses will increase their academic proficiency in the core curriculum over the next three(3)years as measured by their TAKS results. The percentage of all English Language Learners meeting TELPAS standards will meet or exceed exemplary performance levels. All English Language Learners, enrolled in CTE courses, will increase proficiency by 3% yearly for the next three years. All teachers and instructional aides will be highly qualified and supported by highly qualified administrators to meet the needs of diverse learners. As per State Board of Education Certification (SBEC) and YISD Human Resources records, one‐hundred percent (100%) of CTE teachers will maintain highly qualified status in their areas of instruction. All students will receive lessons in character education, drug and violence prevention and bullying prevention. Establish a baseline percentage number of facilities used for CTE courses that meet or exceed the required facilities standards as described in the University of North Texas CTE website containing the new (2010‐2011) Scope and Sequence for each CTE course. Increase parental involvement opportunities by 10%. Establish a baseline and set objectives for 2011‐2013 for the number of business and industry partners. Increase the percentage of selected students who participate in advanced CTE Practicum courses, including both paid and unpaid work‐study experiences such as internships, and shadowing by 5%. Take Advantage of professional development opportunities to augment sustainable leadership capacity. Desertaire Elementary The Parkland Area will align curriculum, instruction and assessment so that by May, 2011, 95‐100% of all students will demonstrate mastery of TEKS across all core subject areas tested and raise Commended Performance on TAKS by 10% in all areas by May 2011. Increase percentage of students meeting standards on TAKS across all subject area tested: * Reading 89% to 95% * Math 85% to 95% * Writing 95% to 100% * Science 87% to 95%. Reduce the gaps by 10% in all TAKS passing rates for ELLs, At‐Risk verses non At‐Risk students in Math and Science; maintain the equivalent percentages between all subgroups. 100% of all Teachers and Instructional Aides will be Highly Qualified and supported by a Highly Qualified Administrators to meet the needs of diverse learners. 100% of students will receive lessons in character education, drug, violence and bullying prevention. Processes of "Capturing Kid's Hearts" will be used by all classroom teachers to raise the level of building positive, productive, trusting relationships. These processes will transform the classroom and campus environment, paving the way for continued high performance. Follow‐up training for CKH: have "Momentum" training through the Flippen Group during the Feb. 16, 2011 Professional Development. Increase parental involvement learning opportunities from 2 sessions per semester to 3 sessions per semester. Dolphin Terrace Elementary 100% of all students will pass all the state mandated tests at their grade level. Failure Is Not an Option.
