It looks that you have 1 x Rational System Architect Authorized license and 1 x Rational System
Architect for NAF Authorized license. But it seems that both licenses aren't maintained anymore (so no upgrade
possible). This is especially important for WP 2-3-4. So please can you confirm the current number of IBM
Rational floating or authorized products that you currently possess and are these licenses maintained ? For
example, Rational System Architect Publisher could probably be helpful. There is no further licenses within
EDA.

WP 2-3-4 What is the current installation configuration of the Rational System Architect environment?
How many repositories do you currently have? There is no architecture repository installed in EDA.
Data bases of Studies, contracted by EDA are available but not concentrating on architectures.

Does EDA have a clear definition of the communication of information across the 27 member states?
Information classification, access rules, authorisation by roles, country, security clearance. The information
exchange works on an unclassified basis over the internet (https). Nations requesting access to
forums or a web-folder are provided with user credentials.

Architectural groups are not defined.

Does EDA have any current documentation standards, guidelines, or policies? There have been several
Architectures developed, however is there a mandate to align to a particular standard such as NAF as much as
possible? EDA is requesting NAF v.3 in the tender specs for architecture development. Under the
architecture management contract, an initial framework for EDA was developed. This needs to be
further developed.

For WP 8 the hardware procurement is supposed to be taken out of the overall budget. As this could
constitute a significant amount of funding, please can you provide more details regarding the IT, Infrastructure,
maintenance, fail over, redundancy and SLA needs. The WP8 comments say that EDA shall provide the details
regarding network, hardware, software and OS. Can EDA also provide details of the procurement process for
Hardware ?
The infrastructure of EDA is mainly composed of HP Proliant servers (Bladesystem enclosures
and blades). EDA is using exclusively Microsoft technologies and virtualization. Depending of
the hardware requirements, EDA may provide the hardware parts as well as the operating
system (Windows server 2008 R2). Depending of the software requirement and in correlation to
the hardware requirements, EDA may host the tool in its existing environment. If the hardware
part is provided by the contractor, the contractor will need to validate his choice near the IT
Department of EDA.
EDA allow and support only Microsoft technologies such as html, .net, MVC, Silverlight. For all
other technologies the contractor should contact the IT department for formal approval

To what extent are the architectures currently aligned with any framework or standard? How much
customization has occurred across these architectures ? This question goes to the effort and complexity of the
harmonization of pre-existing architecture content.
Most of the architectures ar modeled according to NAF (v. 2 or 3). There might be some
according to MODAF or DODAF. Up to now these architectures are in their delivery status (no
customization).

WP4 discusses the need for a content management system and availability over the intranet. What is
the current intranet infrastructure? Are the following technologies available to be used Simple html, dhtml, asp,

EDA has an intranet based on Microsoft SharePoint 2010 . EDA infrastructure also support .Net
application (up to 4.5) and the following technologies; HTML, ASPX, Silverlight, MVC.

Are the 5 IEG Scenarios and reference architecture (as defined by NATO) the baseline for the other
architecture areas in terms of the communications of their respective architecture content? Are there data
owners supporting the classification of information and are these owners aligned across all stakeholders with a
common security policy and definition – TS, S (secret), Restricted, Confidential, Unclassified ? e.g. architecture
teams, MS, NATO,
EDA complies with EU classification rules.As
mentioned in annex 3 of the draft contract, the
classification is up to Restreint UE/EU restricted.

TRAINING: As the EDA has grown its architecture organically without clear definition of a standard
approach, methodology or frame work, training and organisational embedding of a new “way of working” is
required to ensure a sustainable maturation of the architecture skills, information, and products. Training should
take the form of hands on exercises, classroom sessions, documentation, online course modules, and
mentoring. Harmonisation takes time and close collaboration with end users as does organisational embedding
of standard approach and managed change. Can EDA clarify the TRAINING needs, approach and the number
and kinds of users ?
EDA is currently conducting trainings for interested Member states on the architecture
methodology. The aim is not to train architects but to enale users to understand architecture
models and the methodology behind these. The trainings will be terminated in 2013.

REPORTING Requirements: While the presentation of information extracted from the repository is
relatively straight forward, the key need is to define the reporting requirements in terms of the Views and
ViewPoints necessary for stakeholders. In order to define a clear communications strategy, definition of the
stakeholder views is critical. i.e. Senior Officials, thematic or tactical groups, information only MS/viewers. Can
EDA clarify the Reporting and Communications Strategy approach?
Access to the repository will be given on request to all representatives of participating member
states on a need to share basis. The repository will be advertised in the working structure
(Project teams, integrated development teams…) within EDA
