August 8, 2016 Regarding: Faculty funding lines for departed UW Bothell faculty Purpose: To clearly define the funding expectations of retiring and departing state‐
funded faculty members for UWB’s schools, programs and Office of Academic Affairs. Consistent with previous practice and policy of the Office of Academic Affairs (OAA), the following policy shall be effective for all permanently funded full‐time faculty lines in the Division of Academic Affairs. This policy relates to state‐ funded faculty who permanently leave the University of Washington Bothell via retirement or departure. For the remainder of this document, faculty referenced are assumed to be state‐funded. Retired Faculty Upon retirement/departure of a faculty member, the full funding amount of the faculty member’s line will be returned to the OAA. Schools seeking the ability to search and fund new or replacement faculty positions should seek approval from the Vice Chancellor of Academic Affairs (VCAA) during the annual request process. Right to Reemployment Should the retired faculty member be tenured and have the right to reemployment, the Office of Academic Affairs (OAA) will centrally retain the required funds (40%) from the retired faculty member’s funding line for the period of 5 years. Should the faculty member choose to exercise any or all of their 40% reemployment option, the school of rehire shall incur the expenditures and submit a request to OAA to transfer the needed funds to the school in support of expenditures incurred. Should these funds go partially or completely unused in a given fiscal year, those funds will remain under the discretion of the VCAA. Note: Non‐tenured, retired faculty do not hold the right to reemployment but are “eligible for up to the 40% reemployment which is granted on a year‐to‐year basis in consideration of instructional needs and availability of funds” (Working After Retirement). The OAA will not hold any funds centrally to support the reemployment of non‐tenured, retired faculty. Voluntary Retirement Incentive (VRI) Option Should the retired faculty member have the right and choose to exercise the VRI benefits option (thereby foregoing their right to reemployment), the expenditures for the VRI will be incurred by the OAA and funding will be provided by the retired faculty member’s funding line. Remaining Funds The remaining funds not required to support either the right to reemployment or VRI option shall be held within the OAA until the VCAA reallocates the funds. Departed Faculty Upon departure of a non‐retiring faculty member, the full funding amount on the faculty member’s line will be returned to the OAA. Schools seeking the ability to search and fund new or replacement faculty positions should seek approval from the VCAA during the annual process. As non‐retiring faculty members have no right to reemployment or VRI option, no funds will be retained within the OAA for such purposes and the full funding amount shall be held within the OAA until the VCAA reallocates the funds. Replacement Teaching in the First Year after Retirement or Departure The VCAA agrees to provide one year of replacement funding of a retired/departed faculty member’s teaching load in recognition of possible impacts on curriculum and scheduling. Funding will be calculated as follows: (Departed faculty teaching load) x (School’s Average PT faculty funding rate) = Funding provided by the OAA For example, when an Associate Professor with an expected annual teaching load of 5 sections retires at the conclusion of AY 16‐17 from a school with an average PT Faculty funding rate of $6000/section, the OAA will provide $30,000 of funding in AY 17‐18 to the school. Schools are encouraged during this time to consider how curricular and research needs may have altered since the original time of appointment. As requests for faculty positions are crafted, it should be recognized that one‐to‐one replacement of a faculty line may not best meet the priorities of the School and campus. 2
First Year & Pre‐Major Program (FYPP) Teaching Commitment* *The following section will only apply as long as the FYPP faculty hiring commitment is in place. Effective the year following a full‐time, fully funded faculty member’s departure or retirement from UW Bothell, a school’s commitment to provide FT faculty to support FYPP curriculum will be reduced by the committed number of sections. Notes: 



Above references do not include benefits funding amount, as not all activities above incur benefits expenditures and the benefit load rate changes annually. Should an activity outlined above incur benefits expenditures, any funding provided will include associated benefits funding. Every UWB school’s average part‐time faculty funding rate should be on record with the Director of Academic Budgets at the beginning of the academic year. Schools that are officially organized into divisions may provide average division PT faculty rates. Every UWB school’s FYPP teaching commitment should be on record with the Office of Academic Affairs at the beginning of the academic year. 3
