National Professional Qualification System (NPQS/ProBoard) certification test conducted on final day of
class February 26th to qualify as an Operations-level responder
You will learn about:
The unique personal protection challenges that responder’s face during a weapon of mass destruction (WMD)/terrorist
incident or a hazardous materials incident. Major course topics include assessing WMD hazards, predicting the likely
behavior of WMD materials, effectively operating and communicating in a unified command structure of the Incident
Command System, personal protective equipment needs, performing emergency decontamination, and identifying
defensive strategies for a WMD incident. PER-212 is based on NFPA 472 (2008) consensus
standard operations-level core competencies and PPE mission specific competency, OSHA
(29CFR 1910.120) and EPA (40CFR Part 311) response regulations.
At the conclusion of this course you will be able to:






Predict the likely behavior of hazardous materials used in a WMD incident and use resources to estimate the
potential harm posed by the materials involved
Use previously gathered information, survey the incident scene and surrounding area, identify unique hazards
present at a WMD or hazardous materials incident
Help determine the size and scope of an incident in order to communicate this information to the Incident
Commander
Survey a WMD or HazMat incident to identify the containers and the container markings to determine the
hazardous materials involved
Determine appropriate Personal Protective Equipment (PPE) for a given hazardous material, as well as don, doff,
and work in PPE
Perform emergency decontamination

The course is delivered using lectures, interactive participant
activities, performance-oriented skills stations, small group discussions, multimedia
scenarios, and an end-of-course written and skills examination. Course participants will
be awarded 2.4 Continuing Education Units upon completion.

Step 1 -All participants must complete the AWR 160, WMD/Terrorism Awareness for Emergency Responders. This is
easily accomplished on-line at: http://teex.org/nerrtc/ Participants should print the certificate and have a copy available
the first day of class; I will collect the certificates for our files.
Step 2 - Acquire FEMA student ID #. Go to https://CDP.DHS.gov/FEMASID Register at the site and an SID number will be
issued. I will need this information the first day of class.
