At JBBA, we are here to educate, motivate and inspire our
younger generation. We want to be able to teach them the basic
fundamentals on and off the court. To motivate our young and
upcoming generation to stay focused, work hard and be
disciplined. We want to inspire everyone to follow their dreams big
or small no matter if it involves picking up a basketball or not. We
want to empower today’s youth with confidence, commitment and
integrity so they can live a productive and successful tomorrow.

The foul line distance for each age group is as follows:
Ages 3-7: Foul shots are taken from 12 feet rather than 15 feet. The judgment of the referee
determines the 12-foot distance.
Ages 8-10: Foul shots are taken from the 15-foot foul line. However, if in the judgment of the referee
a player goes over the line on a foul shot because of his/her strength, and clearly is not attempting to
get an offensive rebound, no violation is called. Running in early by the shooter should always be
called.
Ages 11-18: Foul shots are taken from the 15-foot foul line.
All age divisions shoot 1 and 1 beginning with the 7th foul of a half.
A player fouls out of a game upon receiving his/her 5th foul
Any player or coach who is assessed with two technical fouls will be disqualified for the remainder of
the game and depending on the circumstance; they will be suspended for team’s next league game.

All teams in all age brackets are required to play person-to-person and zone defense. Double teaming,
“helping out” when a player is driving toward the basket and switching off a pick are all allowed as part of a
person-to-person defense in all divisions
Full court pressing, which can include trapping in the back court, is subject to the following rules:
• Ages 5-7: Half court pressing is allowed
• Ages 8-17: Full court pressing is allowed
THREE POINTERS
Player must be completely behind the three point line. One or two feet on the three point line does not
qualify as a three point shot.
THREE SECONDS IN THE LANE/ TEN SECONDS IN THE BACKCOURT

For ages 3-10 the three second rule (violation for being in the lane too long) will be enforceable at the
discretion of the referee. While it will be enforced differently according to the level of the players, it
should be called if it appears that a player obtains a competitive advantage by remaining in the lane
more than 3 seconds.
The standard rule will be applied for ages 11-18.
For ages 3-7, a 10 second violation will only be called if, in the discretion of the referee, the referee
believes that one team is gaining a competitive advantage by taking more than 10 seconds to cross
half-court.
The standard rule will be applied for ages 8-18.

GAME RULES
For ages 3-7 games are comprised of four, 6 minute quarters. The clock also stops for
time-outs regardless of when they are called.
For ages 8-13 games are comprised of four 7 minute quarters. Clock stops the last two
minutes of the second and fourth quarter. The clock also stops for time-outs regardless of
when they are called.
For ages 14-18 games are comprised of four, 8 minute quarters. The clock also stops for
time-outs regardless of when they are called.
Games that have a tied score at the end of regulation are treated as follows:

For ages 3-7 level games, overtime is 3 minutes in length
For ages 8-18 level games, overtime periods are played until a winner is determined.
Overtimes are 3 minutes in length
Halftimes are 5 minutes for all divisions
Playoff games are the same length as regular season games. However, in playoffs,
overtimes will be conducted as follows. First overtime is 5 minutes, second (if needed) is 3
minutes, third (if needed) is sudden death (2 minute). Stop time will be followed in
overtimes.

physical skills
Provide equal playing time for all participating players; this is discussed more thoroughly in
Game Rules section
Safety is of utmost concern to the JBBA. coordinators, coaches, and referees should strive to
avoid injury whenever possible
Mentor and educate on the importance of living a healthy lifestyle, maintaining a positive attitude
and becoming productive role models in their home, classrooms and communities
MEMBERS AND ELIGIBILITY
•
The JBBA consists of boys and girls from the communities of Osceola County and
surrounding areas. Boys and girls resident in the member community and currently of the
ages of 3 to 18 are eligible. (Players 18 must still be in high school. Proof is required)
TIME-OUTS
AGE DIVISIONS
Each team is allowed 5 time-outs per game. 3 full time-outs and 2 thirty second time outs.
The JBBA has four age divisions as follows:
• Hoop Stars: Ages 3-7
• Ballers: Ages 8-10
• MVPs: Ages 11- 13
• All-Stars: Ages 14-18
KEEPING A GAME BOOK
For each game, the following statistics should be maintained, as they have a bearing on the outcome
of a game: (a) individual points (b) individual fouls; (c) team fouls; (d) time outs; and (e) the running
score.

Ages 3-7: A junior-sized 27-inch ball is used for both boys and girls
Ages 8-10: A 28.5-inch ball is used for both boys and girls
Ages 11-18: A 29.5-inch ball is used for both boys and girls
Players may “play up” with a higher level team but are not allowed to play on a lower level team. The
only exception to this rule is if a player has a disability which will hinder them from playing at their age
level. Players may participate on more than 1 league team (i.e. a player who is 9 years old may play
up on the 11-13 age brackets) for an additional cost of twenty dollars.
TEAM FORMATION
EQUAL PLAYING TIME
•
Coaches are expected to provide equal playing time for all players. Coaches are expected to be
aware of the playing time they have provided for each player and strive to keep it close to equal
among all players. This rule applies to all games, including close games and the playoffs. If a coach
desires to have an exception to this rule (e.g. a player has not attended practice and should not
receive equal playing time as a discipline), the coach should inform the (child’s Parents), the referees
and the other coach during a pregame coaching conference. Equal playing time is not to be varied by
age or ability within players on a team. All players get equal playing time regardless of age, grade or
ability.

JBBA will form as many teams at each age level as the number of players
warrants, striving to have approximately 8-10 players per team.
It is a key goal of this league that the players within an age group be divided among
teams with the objective of creating teams of equal strength. Doing so will help
promote and ensure the maintenance of a competitive balance within the league.
No youth will be participating if the league registration fee has not been paid in full prior to
the first game.
A full refund will be given to any player who requests to be removed from the JBBA youth
basketball league before the first game. After the players have participated there will be NO
REFUNDS.
No new player may be added to any team once the regular season has begun, except
when a team is short of the maximum number of players after the draft, or loses a player to
injury, player relocation from the area, or disciplinary action by the parents (removal from
the league) and only then with the prior approval from the JBBA Board of Directors

Only team members, the head coach and one assistant coach will be allowed on the bench

TEAM GUIDELINES AND RULES

SPORTSMANSHIP
Coaches are responsible for ensuring that all members of the team and their fans practice good
sportsmanship before, during and after the game. Coaches should:
• Support the referees and refrain from making derogatory comments towards or about them
• Refrain from actions or words that undercut the self-esteem of players on other teams or their
own team
• Not allow your players, coaches or spectators to make derogatory comments towards other
players, coaches or referees
• Not allow “profanity”
• Support post-game “nice game” exchange between players and coaches
 Good sportsmanship includes avoidance of unnecessary rough and ‘dirty’ play. Players,
coaches, and referees should all strive in this regard.
 Good sportsmanship also includes not running up the score. A team that is ahead by 20
points or more should consider pulling its defense back to the 3 point line and not running
fast breaks. This is not required but encouraged. (As discretion by the referees)
No rowdy behavior, profane language, alcoholic beverages, weapons, tobacco, intoxication,
or display of unsportsmanlike conduct will be tolerated in this league, from the players,
coaches, parents or visitors

Any player or coach ejected from the game for any type of unsportsmanlike conduct will then be
forced to sit out the next scheduled game

PAYING REFEREES

UNIFORMS
For all games, there is a minimum of one referee. Playoff games may have two referees.
During the regular season, JBBA is responsible for paying the referee or referees at each
game.

Players are required to use reversible jerseys which will be provided by JBBA. Formed teams
may have their own uniforms. Home team wears white or light color.
No jewelry (watches, rings, bracelets, chains, earrings, etc.) will be worn during league
practice or league games. Hair clips or bands will be allowed if made of rubber or fabric.
Game balls will be furnished by the scorekeeper prior to the start of each game and collected
by them at the conclusion of the day’s play
Game balls are NOT to be removed from the gym except by JBBA Board of Directors
GAME TIMES/ARRIVING ON TIME

The times listed on the league schedule are the game start times. Teams should arrive at the
game site 20 minutes prior to the start of the game.
Each team shall be prepared to play at the scheduled start of the game. Teams are required to
have 5 players to start a game. A grace period of 15 minutes is allowed, after which the
delinquent team shall forfeit the game.
If forfeiture occurs and the other team has more than five players, the team with excess
players is encouraged to “loan” players to the delinquent team so that the players may
scrimmage and still get to play
REPORTING SCORES
The score of each game will be reported on the JBBA fan pages as soon as possible after the game is
played.
INCLEMENT WEATHER/GAME CANCELLATIONS
When inclement weather threatens the safety of travel in the league’s destination, the league will
consider cancelling all games for that day. Any such league-wide cancellations will be posted on the
league’s fan page as early as possible on game day. Also, in the case of league-wide cancellations, the
league will contact the coaches and referees to alert them of the game cancellations.
In addition, because weather conditions can change rapidly and unpredictably, team coaches who
determine that it is not safe for their team to travel to a game venue may also elect to cancel a game
even if there has not been a league-wide cancellation. In such a case, coaches are asked to:

Make the determination as early as possible
Contact JBBA Board of Directors and coach for the opposing team – contact information will
be provided to coaches
Games canceled due to inclement weather will not be rescheduled. The league, in its discretion, may
decide to schedule make-up games in the event that there are an unusually large number of games
cancelled due to inclement weather.

Our games shall be conducted according to high school rules in effect at the time of a game. In all
disputes, a referee’s decision is final.
