SUBJECT: Green Infrastructure Grant Application for Flag onds Living Shoreline
Background:
The shoreline along the northern boundary of Flag Ponds Nature Park has been eroding at extremely high rates—
approximately 6 feet per year. In April 2015, he Board of County Commissioners (BOCC) requested assistance
from the Maryland Department of Natural Resources (MD DNR) to provide recommendations to reduce the erosion
at the site. After a site visit, MD DNR developed a recommendation to create a living shoreline. The Flag Ponds
Living Shoreline Project was classified as a top priority based on the following criteria: 1) the high rate of erosion
(over 6 feet per year); 2) the proposed conceptual design protects approximately 500 linear feet of shoreline and
creates approximately 10,000 square feet of marsh; and 3) it is a public recreational area, which maximizes its
benefit to the surrounding communities.
Discussion:
This grant would provide the funds necessary to develop, design, acquire permits, and provide construction
drawings for a living shoreline at Flag Ponds Nature Park. This project would mitigate the damage caused by
flooding identified in the Calvert County Flood Mitigation Plan. The project would also be eligible to provide
credits for the County's Watershed Implementation Plan for sediment and nitrogen control.
Conclusion/Recommendation:
We recommend that the BOCC affirm the attached Community Resiliency Green Infrastructure grant application
for $100,000.
Fiscal Impact:
The grant will offset the total cost of the project which is estimated to be $351,460. Additional grants are being
pursued. This project will be included within the staff recommended FY2017 capital improvement plan.

Flag Ponds Living Shoreline
1. Project Description
The shoreline at Flag Ponds Nature Park is eroding at rates exceeding 6 feet per year,
destroying critical wetlands within the public park. Eventually, the erosion will
destroy the wetlands and public beaches of the park and damage private property
within the Long Beach community.
Calvert County has partnered with Maryland Department of Natural Resources (MD
DNR) to design and construct a living shoreline at Flag Ponds Nature Park in Lusby,
MD. Living shorelines are one of the recommended techniques to offset impacts from
sea level rise and tidal flooding. The proposed living shoreline is designed to protect
500 linear feet of shoreline and would create 10,000 square feet of marsh. Consultants
and contractors will be hired to undertake the design, permitting and construction
phases of the project.
The proposed project will be on County-owned property adjacent to the Long Beach
community; the park neighbors have shown an interest in working with Calvert
County to solve the flooding and erosion problems in this area. The completed project
would be a demonstration site for other communities to learn about the benefits and
functions of similar projects.
2. Phase
Phase 3 (Construct a Green Infrastructure Project)
A living shoreline, using segmented stone breakwaters, beach sand
nourishment, and, if possible, wetland plantings, will be constructed to protect
500 linear feet of shoreline and create 10,000 square feet of beach habitat to
protect the shoreline, reduce erosion, and create critical habitat. The location,
on Flag Ponds Nature Park, a County-owned park, was identified by residents
of the Long Beach community and evaluated by County and State
representatives.
MD DNR classified the Flag Ponds Living Shoreline Project as a top priority
based on the following criteria: 1) the high rate of erosion (over 6 feet per
year); 2) the proposed conceptual design protects the shoreline and creates
habitat; and 3) it is a public recreational area, which maximizes its benefit to
the surrounding communities.
The County considers this a beneficial project which would mitigate the
damage within the Long Beach community caused by flooding, which is
identified in the Calvert County Flood Mitigation Plan. The project would also
be eligible to provide credits for the County's Watershed Implementation Plan
for sediment and nitrogen control.

Provide estimated nutrient and sediment reductions to be achieved by the
project to be constructed. Reductions should be estimated using the
Nutrient and Sediment Reduction Calculator available at the following

•
Permit pre-application meetings, if applicable, must have been held for the
proposed construction project in order for it to be eligible for funding.
Please describe whether permits will be required for your project and, if
so, what the status of the permit application(s) is.
Permit pre-applications are being scheduled.
• Describe how the practice will be maintained post-construction.
County staff and volunteers will maintain the living shoreline. This includes
removing trash that washes into the structure and surrounding shore,
documenting the project through photographs, and writing descriptions of the
condition of the project after large storm events.
3. Required Technical Assistance
The proposal should articulate a clear role for DNR and its partners. Please specify
the type of assistance (e.g. financing, policy analysis, GIS analysis, public
participation, etc.) being requested and how it will be applied.
The County has been approved for an MD DNR State Assistance Loan to finance the
design and construction of the project.
MD DNR will be asked to assist the County in:
• developing the specifications for the bid requirements of the project
• the technical review of consultants and their proposals
• advertising public outreach about the project
4. Tasks and Outputs
Design Documents: An RFP will be prepared to obtain a consultant to develop
design drawings and construction specifications, and to acquire required permits.
Once the RFP is awarded, the consultant will produce the required documents as
50%, 905 and Final Drawings and Specifications.
Start Date: September 1, 2016 End Date: September 30, 2017
Construction: An RFP will be prepared to obtain a contractor to construct the living
shoreline based on design drawings and construction specifications.
End Date: October 31, 2018
Start Date: October 1, 2017
Public Outreach: A series of workshops. lectures, and programs will be scheduled
throughout the project period. County staff will develop and implement at least three
workshops complementing this project. Proposed workshops include:

Planning and Design a Living Shoreline (Spring 2017)
Community Involvement: Planting and Monitoring Living Shorelines (Spring 2018)

The workshops would be a combination half day presentations, seminars, round table
discussions, and field experiences. Approximately 60 people would participate in the
three programs.

5. Program Context
This project would mitigate the damage caused by flooding identified in the Calvert
County Flood Mitigation Plan. The Flood Mitigation Plan recognizes the value of
preserving natural resources to maintain and improve their flood mitigation functions.
The project would also be eligible to provide credits for the County's Watershed
Implementation Plan for sediment and nitrogen control.
This project is planned for an area where the public can observe a living shoreline
Each year, public programs will be planned to promote the value of living shorelines
in reducing erosion and creating habitats.

PROJECT DESCRIPTION: Construction of a living shoreline project along approximately 500 linear feet
(L.F.) of eroding shoreline, involving the installation of two (2) 100 L.F. length stone breakwater segments
and one (1) 60 L.F. length stone breakwater spur that ties into an existing revetment. Also included is the
general clean-up of the shoreline, debris disposal, the placement of clean sand fill and the restoration of
all graded and disturbed areas. This estimate is based on the stone breakwaters being located a
maximum 100 feet outboard from the existing mean high water (MHW) line and having 50-ft. wide gaps
between breakwaters, as measured from the top crest of the structures.
