• The creation and success of the Mexican Mafia has been
credited to Rodolfo Cadena and Joe Morgan.
• While serving time at the Duel Vocational Institute in Tracy,
California several inmates complained of the abuse and
racism in the California Prison system.
• White prison gangs such as the Blue Bird Gang controlled
all activities within the prison walls.
• The Mexican-American inmates created the gang to protect
themselves from other inmates. They soon became the
most powerful organization within the California prison
system, controlling all illegal activities in the prison system.
Mexikanemi
The Mexikanemi is a predominately Hispanic prison gang that originated within the Texas
Department of Corrections in the early 1980’s.
This security threat group began on the Retrieve Unit and rapidly made its way across the
system.
This group is not to be confused with other prison gangs with the same name found in other
state’s such as California, Arizona and New Mexico correctional agencies.
Initially, this group started out as a small number of Hispanic offenders who were focused on
their cultural awareness.
They soon went from a protection group to a prison gang in a very short period of time.
Some offenders, recognizing strength in numbers, began to steer the group into illegal activities
such as extortion, narcotic trafficking and murder.

non-affiliated Mexican American inmates

Raza Unida was born and set out to show
other races that La Raza was in fact
united. As with all race-based prison
gangs, it wouldn't be long before the
'United Race' would become an enemy of
its own Hispanic race.

• The Barrio Azteca gang was
formed in the jails of El Paso,

• Said to have over 3,000
members in the U.S. in
locations such as New Mexico,

Mexico.

challenge for law enforcement agencies in both
Mexico and the United States.

Interview Settings, When Possible
How do you want to approach the person to be
interviewed?
Do you want them relaxed?
Do you want them nervous?
Do you want them curious of why you are
talking to them?
If they are in custody, Mirandize.
If you are conducting a non-custodial interview
advise them that they are free to leave.
You may want to advise them that they are not
under arrest, and can leave at any time.
Topics of Conversation
• Use an item (clothing, jewelry, tattoos, etc.)
that the person is wearing to start your
conversation.
• This could be the “ice breaker”.
• It can start the “interview” with a comfortable
topic.
Physical Clues
Confession behaviors might include slumping in one's
chair, covering the belly area or repeatedly shifting in
one's seat.
A guilty person might also put his hand over his mouth
or sit with his arms crossed and thumbs extended.
Someone who is recalling the truth eyes’ generally
move up and to the left. If they're planning to be
dishonest, their eyes will move up and to the right.
Verbal Clues
Take note of speech quality and content
Indications of guilt might include broken sentences
Inappropriate laughter
Referring to one's self in the third person
Admitting guilt for other crimes or mistakes
Repeating the interviewer's questions (or asking to have the questions repeated)
Short answers and excessive generalizations are other possible indicators of guilt

The criminals know who you are; or they think they do.
If you are consistent and truthful, they know.
Are you fair? They will know.
Are you patient?
Most importantly do you know what you are talking about!
