Marjorie and Harvey Kieffer Landowners learn about prescribed burning By Laura Pursnell-Lindsay Prescribed burning timberland in a safe and responsible manner requires a little courage and a whole lot of know how. This is the precise reason timber landowners Marjorie and Harvey Kieffer decided to attend a prescribed burning workshop recently. Harvey has his prescribed burner certification and has been using prescribed burning to manage his own timber property in Longville, La. for about five years. Even with his certification, the Sulphur resident still likes to take a refresher course every now and then to hone his skills and remain sharp. “I learn something new every time I go to one of these workshops.” The Learn and Burn field day was held April 28 in Woodworth. Experts of varying backgrounds and expertise focused the workshop on the benefits of using prescribed fire safely and responsibly through classroom instruction as well as real, hands on experience with the tools of the trade. Some of the topics covered included: reviewing liability laws, preparing before you burn, identifying smoke sensitive areas, and cost share programs and other resources available to landowners. Prescribed fire can be used for various reasons including fuel reduction which lowers the probability of dangerous wildfires, managing undesirable competition in timber stands and preserving longleaf pine habitats. The workshop was sponsored by the West Central Louisiana Ecosystem Partnership (WLEP), the Southeast Regional Partnership for Planning and Sustainability and U.S. Forest Service, U.S. Fish and Game, Louisiana Department of Agriculture and Forestry (LDAF), Louisiana Department of Wildlife and Fisheries (LDWF) and the LSU AgCenter. LDAF Fire Program Manager Bret Lane said careful planning and preparation is key for safe burning. Lane said a checklist should be completed before ignition, “The checklist ensures various aspects of the prescribed burn are addressed before you light that fire.” In the afternoon, participants suited up in Nomex coveralls, hardhats and gloves to try their hand at the drip torch on a prepared wooded area. Page 2 Market Bulletin May 11, 2017 Louisiana Agriculture & Forestry Today Farmers, gardeners must register cotton plants with the LDAF All cotton planted in Louisiana, including cotton grown in ornamental gardens and other non-traditional locations, must be registered with the Louisiana Department of Agriculture and Forestry to be monitored for possible boll weevil presence. State boll weevil eradication law provides that anyone who intends to plant cotton for noncommercial purposes must receive prior permission from Louisiana Agriculture and Forestry Commissioner Mike Strain, D.V.M. “The state is officially boll weevil-free but it is important for us to continue to monitor all cotton grown in the state to protect Louisiana’s cotton industry,” Strain said. “Boll weevil traps are set along the edges of cotton fields, but even gardeners outside of the traditional cotton growing areas may plant cotton, for example, to spin their own thread for fabric or Louisiana Market Bulletin (USPS 672-600) Mike Strain DVM, Commissioner As a public service to state residents, the Louisiana Market Bulletin offers free listings subject to existing regulations. In all of these instances, we have to place a boll weevil trap nearby to ensure our boll weevil-free status is maintained.” Historically, the boll weevil has been cotton’s most destructive pest. All cotton-growing states have eradication programs. Cotton remains one of Louisiana’s leading crops. In 2016 more than 137,000 cotton acres were harvested. The gross farm value of all cotton sales in Louisiana was $103.5 million, with value added contributing $25.9 million, so that total value of cotton production in 2016 was $129.4 million. Page 20 Market Bulletin May 11, 2017 LSU AgCenter partners with agencies to tackle damaging scale insect By Bruce Schultz LSU AgCenter (05/02/17) BATON ROUGE, La. – The LSU AgCenter is joining forces with several state and national agencies and organizations to attack the scale insect that is damaging Roseau cane, a plant that is key to the integrity of the Louisiana coast. The scale has infested large areas of Roseau cane in Plaquemines Parish at the mouth of the Mississippi River, and it also has been found near Lafitte and Grand Isle, according to LSU AgCenter entomologist Rodrigo Diaz. He said some areas of affected Roseau have grown back. “We are seeing some regrowth, but it already has scales.” Diaz and AgCenter entomologists Jim Cronin and Blake Wilson presented a webinar with more information about the scale. The recorded webinar can be viewed at: http://bit.ly/2oQ4L4s. “The LSU AgCenter is providing a clear plan to tackle this problem,” Diaz said. The AgCenter is working with the Louisiana Department of Wildlife and Fisheries, the Louisiana Department of Agriculture and Forestry, the LSU Biology Department, the LSU School of Renewable Natural Resources, Plaquemines Parish cattle rancher Earl Armstrong and the U.S. Army Corps of Engineers. In addition, the U.S. Department of Agriculture and British Natural History Museum assisted with identification of the pest, an invasive species that originated in China and Japan. Diaz said funding will have to be found to carry out the plan. The first objective is to educate the public about the importance of Roseau cane to mitigating coastal erosion along the Mississippi River Delta and the potential for spreading the scale, he said. Roseau roots help hold marsh soil in place, and the plants break up wave action, Diaz said. Boaters who are in the affected areas should wash their vessels to remove scales to prevent spreading the insect. The plan also calls for monitoring the distribution and effect along the Louisiana Gulf Coast, and assess naturally occurring biological controls, he said. A parasitic wasp has been identified as a natural enemy of the scale. Assessment will be done to identify which cultivars of Roseau cane are resistant to the pest, Diaz said. A study will be done on the effect of scale infestation on Roseau cane plant health, and the identification of other factors that could influence the host-pest relationship, including salinity and water depth. It is possible that the scale could also move to crops such as sugarcane, sorghum and rice. “We don’t know if the scale will attack grass crops,” Diaz said. An evaluation of insecticidal management options should be conducted, which would result in the implementation of a reducedrisk chemical control strategy. Diaz said these approaches will be incorporated into an integrated pest management plan for this scale. Scale insects sit on a stalk of Roseau cane. These insects feed on the cane destroying the plant. Photo by Rodrigo Diaz Reward offered for information on LaSalle Parish logger equipment arson Louisiana Agriculture and Forestry Commissioner Mike Strain, D.V.M., said a reward of up to $7,000 is being offered for information leading to the arrest and conviction of the individual(s) responsible for vandalizing and burning a LaSalle Parish logger’s equipment recently. LDAF enforcement agents are investigating an incident that occurred between April 14 and April 16, 2017. According to LDAF enforcement agents, individual(s) entered a logging site near Ernest Whatley Road in Belah, a community south of Jena, La., and set a 2013 CAT 545 C skidder on fire. The equipment is valued at $200,000 and is considered a total loss. Louisiana Forestry Association (LFA) is offering a reward of up to $2,000. In addition, the owner of the equipment is offering another $5,000. “This case is a senseless act of vandalism and we need the public’s help to identify those who are responsible,” Strain said. “If you witnessed suspicious activity or saw anything out of the ordinary between dates of April 14 and 16 on or near Earnest Whatley Road, please contact investigators.” Anyone with information should call LDAF Enforcement at 225-925-4500 or the LFA at 318-443-2558.
