ARTICLE I - NAME, COLORS, AND MASCOT
The name of this organization shall be "THE ASSOCIATED STUDENT
GOVERNMENT OF FRESNO CITY COLLEGE.”, and shall hereinafter be referred to
as the ASG. Our colors shall be Red and White. Our mascot shall be the Ram.
ARTICLE II - PURPOSE
The Associated Student Government of Fresno City College shall be the means whereby
students of the college share in the administration and governance of the college. The
students of Fresno City College establish this organization in order to enhance sound
governance and citizenship; to guarantee a shared governance; to further cooperation
with faculty, community, staff, and other educational institutions; and to create and
maintain adequate activities in the furtherance of student welfare. The purposes herein
stated are those which all of the college recognizes as the privileges, rights, and
responsibilities of the students.
ARTICLE III - AUTHORITY
SECTION 1
The authority of the organization and its officers as established in this Constitution shall
be delegated by and subject to the rules and regulations of the Board of Trustees of the
State Center Community College District.
SECTION 2
All activities of the Associated Student Government of Fresno City College and their
officers are subject to the approval of the President of Fresno City College and/or an
authorized representative.
ARTICLE IV - MEMBERSHIP
SECTION 1
Active membership in the Associated Student Government shall be granted to any student
registered at Fresno City College upon the purchase of a student body card.
SECTION 2
Only associated members shall be permitted to hold elective or appointed offices.
ARTICLE V - ELECTIVE OFFICERS
SECTION 1

The elective officers of the Associated Student Government of Fresno City College shall
be the President, Executive Vice President, Legislative Vice President, President ProTempore, Student Trustee, and Senators.
SECTION 2
All officers shall retain a minimum of six units and a 2.0 cumulative GPA.
SECTION 3
Term of office shall be for two consecutive semesters. No member (except a senator) is
eligible to serve more than two terms in any one office, but is eligible to serve in any
other Associated Student Government office for additional terms.
SECTION 4
Candidates for all elective offices designated in this Constitution shall be subject to all
rules in the Election Code.
SECTION 5
Any member of the Associated Student Government may be removed from office by a
three-fourths vote of the Student Senate.
SECTION 6
The number of Senators eligible to run in any one election shall be determined in the Bylaws.
ARTICLE VI - THE EXECUTIVE BRANCH
SECTION 1
All executive authority shall be vested in the President of the Associated Student
Government.
SECTION 2
There shall be an Executive Board which shall be composed of the President, Legislative
Vice President, Executive Vice President, President Pro-Tempore, Region V Delegate,
Communications Officer and Student Trustee of the Associated Student Government of
Fresno City College.
SECTION 3
Responsibilities and duties of the Executive Board shall be prescribed in the By-laws.
SECTION 4
In the event that he President resigns or becomes unable to remain in office, the
Legislative Vice President shall become President.
SECTION 5
The President shall have the right to veto on any legislation passed by the Student Senate.
CLAUSE 1- The President may veto legislation only by submitting a written statement

of his/her objection to the Student Senate by the next regular meeting following passage
of the legislation.
ARTICLE VII - THE LEGISLATIVE BRANCH
SECTION 1
All legislative authority and functions shall be vested in the Senate.
SECTION 2
General supervision over all the Associated Student Government activities shall rest with
the Student Senate.
SECTION 3
The voting members shall be as prescribed in the By-Laws of the Associated Student
Government.
SECTION 4
The President shall be the presiding officer of the Student Senate.
SECTION 5
The Student Senate shall have the power to make rules and regulations concerning the
Associated Student Government of Fresno City College.
SECTION 6
In the event of a Presidential veto, any legislation shall become law only when passed by
a two-thirds vote of the Student Senate.
SECTION 7
Responsibilities and duties of the Senators of the Associated Student Government shall
be as prescribed in the By-Laws.
ARTICLE VIII - THE JUDICIAL BRANCH
SECTION 1
The Judicial Branch shall be as prescribed in the By-Laws.
ARTICLE IX - MEETINGS
SECTION 1
All meetings of the Student Senate shall be open to the Associated Student Body
members and held during regular school hours with the appointed advisor or
representative in attendance. The Student Senate reserves the right to move into closed
sessions with a two-thirds vote of that board.
SECTION 2
A special meeting may be called only by a majority vote of the Student Senate or by the
Executive Board.

ARTICLE X - ELECTIONS
SECTION 1
The procedure for elections and nominations shall be stated in the Elections Code.
ARTICLE XI - FISCAL POLICY
SECTION 1
A fiscal policy of the Associated Student Government shall be in the Financial Code and
shall act as an authoritative guide concerning financial matters.
ARTICLE XII - AMENDMENTS
SECTION 1
Amendments to the Constitution may be proposed by petition to the Student Senate by
10% of the membership of the Associated Student Body or by a two-thirds vote of the
Student Senate.
SECTION 2
Such proposed amendments shall read in complete form at the first meeting of the
Student Senate following their proposal. After such a reading, no more than thirty days
and no less than fifteen school days shall have elapsed before an election shall be held on
the proposal.
SECTION 3
The By-Laws of this Constitution may be amended by a two-thirds vote of the members
of the Student Senate.
ARTICLE XIII - QUORUM
SECTION 1
Quorum shall be as prescribed in the By-Laws.
ARTICLE XIV - INITIATIVE, REFERENDUM, AND RECALL
SECTION 1
The Associated Student Body of Fresno City College shall have the power to initiate
legislation by means of a petition signed by 5% of the membership. Said petitions shall
be presented to the Student Senate of the Associated Student Government of Fresno City
College who shall call a special election no later than fifteen school days after such
petition has been filled. A majority of those voting shall be sufficient to pass such
legislation.
SECTION 2
A legislative proposal originating in the Student Senate may be submitted to the
membership of the Associated Student Body for their decision when two-thirds of the
voting members vote to refer such legislation. In such cases, the President of the

Associated Student Government of the Fresno City College shall call a special election
within fifteen school days of the Student Senate action to refer, unless the proposal states
that a vote shall be delayed until the next general election.
ARTICLE XV - PARLIAMENTARY AUTHORITY
SECTION 1
Robert's Rules of Order shall be the authority on Parliamentary Procedure, except in
cases that are in conflict with the Constitution, in which the Constitution shall prevail.
SECTION 2
The advisor may appoint a Parliamentarian with ex-officio membership to the Executive
Board and Senate.
ARTICLE XVI - DISSOLUTION CLAUSE
SECTION 1
Upon the dissolution of the Associated Student Government of Fresno City College, all
net assets and trust funds of the Association shall be distributed to a Trustee/Successor,
appointed by the Associated Student Government, and approved by the President of the
College, and the Board of Trustees.

BY-LAWS
ARTICLE I - MEMBERSHIP
Section 1 An ASSOCIATED STUDENT BODY CARD shall consist of a card with
photo of the individual, their name, and student I.D. Number. The card will also state the
semester and year in which it is valid.
Section 2 Photo sessions will be available during normal business hours of the
Associated Student Government Office, or at a time and location determined by the
Executive Board.
Section 3 Students will provide proof of payment from the Business Office and photo
I.D. verifying the individual, such as a California Drivers License or other acceptable
I.D., at the time picture is taken. If the applicant is not a currently registered student, the
card shall be honorary.
Section 4 Lifetime Membership in the Associated Students is an honorary award that
will be given at the discretion of the Executive Board. The one requirement is that student
serves a minimum of one year of extraordinary service to the Associated Student
Government of Fresno City College. The recipients of the Lifetime Membership will
receive a permanent ASB Card. It is our hope that as the Student Body Card prospers; we
can improve upon its benefits. Names of individuals awarded a Lifetime Membership
will be forwarded to College Activities for entrance onto a master list.
ARTICLE II - EXECUTIVE BRANCH
Section 1
Responsibilities and Duties of the ASG President
Clause (a) Uphold and enforce the ASG Constitution and By-laws.
Clause (b) Coordinate between the Faculty, Administration, Classified Staff, and
the Students.
Clause (c) Chair Student Senate and Executive Board meetings.
Clause (d) The President shall fill by appointment within twenty-five school days,
with two-thirds (2/3) majority of the Student Senate, any vacancy that might occur
among the Executive Board of the Associated Student Government of Fresno City
College.
Clause (e) Sign ASG request for payments if the Executive Vice President is not
able.

Clause (f)
Accept speaking invitations on behalf of the Student Body.
Clause (g) Attend ASG sponsored functions, College President's Cabinet
Meetings, ASG Budget Committee Meetings, and Board of Trustees Meetings when
necessary.
Section 2
Responsibilities and duties of the ASG Legislative Vice President
Clause (a) Coordinate and monitor college committees and students seats provided
under AB 1725 regarding Shared Governance.
Clause (b) Carry out requests of the President, Student Senate, and promote
student activities.
Clause (c) Assume all duties as directed by the ASG President in the President's
temporary absence.
Clause (d) Attend ASG sponsored functions, Academic Senate Meeting, College
Committee as necessary, Executive Board, and Student Senate Meetings.
Section 3
Responsibilities and Duties of the ASG Executive Vice President
Clause (a) Handle all financial and resource matters in cooperation with the
College Business Office.
Clause (b) Sign all ASG requests for payments.
Clause (c) Review all requests for funds to bring to the Executive Board and the
Student Senate.
Clause (d) Present a monthly financial statement to the Student Senate on the third
Senate meeting of every open month.
Clause (e)
In the spring, present a financial statement as a guide for the new ASG
Clause (f) Chair the Budget Committee meetings and help formulate the ASG
budget for the incoming officer.
Clause (g) Advise all ASG Standing Committees on ASG money manners.
Clause (h) Carry out requests of the ASG President, Student Senate, and promote
student activities.
Clause (i) Attend ASG sponsored functions, Classified Senate Meetings, College
Budget and Finance Committee, Executive Board, and Student Senate Meetings.

Responsibilities and Duties of the ASG President Pro-Tempore
Clause (a) Chair the Inter-Club Council meetings.
Clause (b) Report to the ASG on affairs of the Inter-Club Council, at least every
two weeks.
Clause (c) Carry out requests of the ASG President, Student Senate, and promote
student activities.
Clause (d) Attend ASG sponsored functions, Club Meetings on Campus, Club
Awareness Days, Executive Board, and Student Senate Meetings.
Section 5 Responsibilities and Duties of the ASG Student Trustee
Clause (a) Attend all SCCCD Board of Trustees Meetings
Clause (b) Submit reports at every Student Senate meeting that immediately
succeeds a Board of Trustees meeting.
Clause (c)
Inform the ASG of all important trustee matters.
Clause (d) Shall act as the liaison between the Associated Student Government
and the SCCCD Board of Trustees.
Clause (e) Carry out requests of the ASG President, Student Senate, and promote
student activities.
Clause (f) Attend ASG sponsored functions, College President's Cabinet
Meetings, District Committees as needed, Executive Board, and Student Senate
Meetings.
Section 6
Responsibilities and Duties of the ASG Region V Delegate
Clause (a)
Represent the ASG to the Student Senate for California
Community Colleges.
Clause (b)
Inform the ASG of events, legislative action, proposals, and ballot
initiatives that could affect community college finances and/or programs.
Clause (c)
Attend meetings and conferences that pertain to local, state, or
national student organizations, pending consent of the Student Senate.
Clause (d)
Report to the ASG following any meetings and conferences at the
Student Senate meeting directly succeeding said meetings and conferences.

Clause (e)
Attend Student Senate and Executive Board meetings.
Clause (f)
Shall not be required to sit on any committees.
Section 7
Responsibilities and Duties of the ASG Communications Officer
Clause (a)
Take minutes of all Student Senate and Executive Board meetings.
Clause (b)
Collect the agenda, minutes and attachments for the use at
Executive Board and Student Senate meetings.
Clause (c)
Chair the Communications Committee.
Clause (d)
Shall be the soul operator and maintenance person of all official
ASG internet resources.
Clause (e)
Shall monitor all ASG related information for grammatical errors
to help preserve professionalism.
Clause (f)
Board meetings.
Attend ASG sponsored functions, Student Senate and Executive
Article III - LEGISLATIVE BRANCH
Section 1
Responsibilities and Duties of the ASG Senators
Clause (a) To represent the students and act on their behalf.
Clause (b) To serve on College and Senate Committees.
Clause (c) To serve three (3) hours performing representative duties; activities,
committees, and/or officer hours.
Clause (d) To act on Committee recommendations.
Clause (e) To attend ASG sponsored functions and Student Senate Meetings
unless previously excused by the ASG President.

Committees
Clause (a) All ASG Committee Chairs shall be directly responsible to the ASG
President.
Clause (b) All Chairs shall be appointed by the ASG President with the majority
vote of the Student Senate.

Clause (c) All Committee Chairs shall have met the requirements in the FCCASG Constitution Article V, Section 2.
Clause (d) All members of the committee shall be appointed by the ASG
President.
Clause (e) The ASG Standing Committees shall be:

Clause (a) The number of Senators eligible to run in any one election and hold
office shall total 16.
Clause (b) The President may fill vacancies by appointment, up to the total
membership allowed (16), with consent of the Student Senate.
ARTICLE IV - JUDICIAL BRANCH
Section 1
Responsibilities and Duties of the ASG Parliamentarian
Clause (a) Maintain parliamentary procedure during Executive Board and Student
Senate Meetings.
Clause (b) When requested, shall advise the ASG on Parliamentary Procedure.
Clause (c) Advise the ASG President on all requested matters.
Clause (d) Chair the Constitutional Appeals Committee.
Clause (e) Attend, Executive Board, and Student Senate Meetings.
Clause (f)
Shall be a qualified to hold this position.
Clause (g)
Shall not be a member of the ASG.
Section 2
Removal Process
Clause (a) Any member of the ASG may be removed from office after four
(4) unexcused absences from Student Senate Meetings and/or incompetence in the

performance of duties as set forth in the Constitution, By-laws, and other related
codes.
Clause (b)
All absences must be excused by the ASG President.
Clause (c) Any member of the Student Government subject to removal must
be awarded a fair and impartial hearing.
Clause (d) Any member so removed may appeal the decision of the Student
Senate to the Constitutional Appeals Committee.
Section 3
Constitutional Appeals Committee
Clause (a) All jurisdiction over the interpretation of the ASG Constitution,
By-laws, and related codes shall preside in a Constitutional Appeals Committee.
Clause (b) This committee shall consist of five (5) members selected by the
ASG President and Advisor with the consent of the Student Senate.
Clause (c)
ASG.
No member shall simultaneously hold any other office in the
Clause (d) The committee shall select a Recording Secretary from amongst
the group who shall record and maintain all official transactions by the committee.
Clause (e) All decisions of the committee shall be made by a two-thirds
(2/3) vote of the members present. Two-thirds (2/3) of the members shall constitute
quorum.
Clause (f) The basic elements of fairness and impartiality must be awarded
to all involved parties. Written notice must be given to all involved parties at least
24 hours prior to the time the committee meets to hear the case involving those
members.
ARTICLE V - QUORUM
Section 1
A majority of the voting members shall constitute quorum.
Section 2 The voting members of the Student Senate shall be the Legislative Vice
President, Executive Vice President, President Pro-Tempore, Student Trustee and all
Senators.
ARTICLE VI - ALUMNI COMMITTEE

Section 1 Membership is made up of past/previous students of Fresno City College
who met all the requirements set by the board.
Section 2 An Alumni Board shall be a recognized body, with their own constitution, to
represent and make decisions concerning the alumni.
ARTICLE VII - SEVERABILITY CLAUSE
If any section of the By-laws is found to be invalid or unenforceable, either in its entirety
or specific section, the provision shall be excluded or amended to fulfill the intended
purpose of the Associated Student Government.
